babies up to 24 months. They take care ofabandoned HIV-positive babies or thosewith other physical or mental disabilitiesuntil they can be adopted.Sonja Vos, a spokesperson for House of
Thembiso in Durbanville, said the babiesthey take care of, aremuch too small to ben-efit from the powered medication.“Our babies are just weeks, days old. We
are not allowed to administermedication tothem in their milk formula. We work verycomfortablywith the current dropsweuse,”Vos said.
Best suited for older babiesThembiso has sister branches in Good-
wood and Kuils River. Dalene de Meyer isthe house mother of the House of Thembisoin Kraaifontein.She is responsible for, among others, the
babies’ medication, which is administeredaccording to a strict schedule twice daily.“Our babies get their antiretrovirals in
liquid form, but that is basically becausethis is all they are able to consume. It hasto be delivered to thempunctually,” she toldTygerBurger.
Theyuse twodifferentkinds, oneofwhichhas to be delivered once a day – “not fiveminutes before or five minutes after thestipulated time” – and the other once daily,every 12 hours.Dalene says it very rarely happens that
they get older babies in that are on solidfoods, and thus able to have Cipla’s LPV/radministered to them.“Our babies are three or four months old
when they come in. Only at about sixmonths do they start on solid foods.“Unless a doctor permits us to use any
medication in theirmilk,we simplydrip thecurrent antiretrovirals into their littlemouths,” she said. “This new medicationwould definitely be suited for older childrenand toddlers.”The Treatment Action Campaign’s Mar-
cus Low, head of policy, lauded Cipla on thedevelopment of LPV/r.“They should get credit. There are a
bunch of issues with children takingARVs,” he said.“Basically, the more options we have, the
better. Not all ARVs come in liquid form, sothat’s one issue. At the moment there is areal problem with some of the ARVs beingeither too big and then thewrong dosage forchildren,” he said.Low said some of the liquids were known
to taste unpalatable to children.“It is important to remember that taking
ARVs is a lifelong commitment. So even ifthe newmedsmake things just a little betterin something you’re going to have to use forthe rest of your life, then it’s good,” he said.
Insufficient treatment optionsLow said there was a general problem
with making medication that childrencould consume.“In that sense, a drug like this is a result
of hard work from different people to try tomake medication specifically aimed at con-sumption by children.”The Drugs for Neglected Diseases (DNDi)
had been working specifically on this prob-lem, Low said.On their website the DNDi says current
treatment options for HIV-positive childrenwere insufficient.“Little investment has been made to en-
sure the safety and efficacy of antiretrovi-rals in treating children, or to develop child-appropriate formulations.”The website lists as an urgent need an im-
proved first-line therapy for children underthree years of age that should be “safe, easyto administer, well-tolerated and palatable,heat-stable, readily dispersible, and dosedonce daily or less”.

Die paneel bestaan uit Duimpie Bayly,Charl Theron, Andrea Freeborough, Sa-marie Smith, Pierre Marais, David Biggsen Karen Glanfield.

Sy het tot en met verlede Vrydagmiddagreeds 331 baadjies – teen sowat R109 stuk, af-hangend van die grootte – vir dié projek in-gesamel. “Dis ’n baie eenvoudige storie,maar baie opwindend vir my,” vertel sy.
“Een van my vriendinne het verlede jaarskoolskoene vir ’n skool in Kuilsrivier by-mekaargemaak.” Sy vertel sy wou graag ietssoortgelyk doen. Karin sê sy het toe ’n kortboodskap op WhatsApp uitgestuur en ditook op haar Facebook-blad geplaas, “toe kryek 80 boodskappe van mense wat elkeen R100tot die projek verbind, binne net één uur!”lag sy.
“Die reaksie was oorweldigend! In die eer-ste 24 uur was daar reeds R8 000 geskenk. Ekhet toe die advertensie uitgebrei na Insta-gram en Twitter en ook hierdie week na dienuusbrief van die US se mediese fakulteit.”
Die geld het uit alle oorde ingestroom envandaar het die projek net voortgestoom.
Teen die einde van die vorige week het Ka-rin toe reeds sowat R20 000 ingevorder – ofdie ekwivalent van sowat 200 reënbaadjies.
“Die kleiner groottes kos sowat R74 stuk,maar meeste mense verkies om R100 te gee,”sê sy. “My grootste wens is dat maatskappyeaan boord moet kom – ek sou graag wou siendat hulle dié skenkings ewenaar.
“Die heeltyd probeer ek al radiostasies indie hande kry om hiermee te help, want daaris 1 200 leerders in die skool. Elkeen het ’nreënbaadjie nodig ...” skimp sy goedhartig.
Dié baadjies sal aan die Primêre Skool Ro-osendal in Delft geskenk word sodra die pro-jek ten einde loop, sê Karin. “Ek het geenverbintenis met die skool nie – sjoe, ek weetnie eens hoe dit daar lyk nie, en het nog niemet die hoof gepraat nie. Maar een van myvriende is ’n onderwyser daar,” sê sy oorhaar keuse van ’n ontvanger-skool.
Karin is eintlik maar beskeie oor dié pro-jek van haar. “Dis regtig nie ekke nie. Al waték doen, is om mense aan te spoor. Dit is on-werklik hoe bereidwillig mense is om so ietste doen!” lag sy. Sowat 6 000 leerders uit 13 skole inswaarkrywoonbuurte in Kaapstad het on-langs deelgeneem aan ’n wenslys-kompeti-sie wat deur TraceOnline georganiseer is.
TraceOnline is deur die Stad Kaapstadgekontrakteer om mense wat Stad Kaap-stad-huise huur of gekoop het, by te staanmet behuisingsinligting, met inligting oorbehuisingstoelaes en om invorderings tedoen.
“Ons beweeg elke dag in die gebiede enbeleef mense se swaarkry en seer. ’n Kwart van die kinders het aangeduidat hulle in swak omstandighede woon endringend kos, klere, komberse, beddens enmatrasse benodig.
Uit die terugvoervandiekinders blykditdaar word in 31% van die huise een of meerapparaat benodig – ondermeer ’n stoof, ys-kas, ketel en mikrogolfoond.
Byna 30% van die kinders het aangeduidat daar by hul huise stukkende toilette,wasbakke, geisers en deure, gebreekte rui-te, lekkende dakke en plafonne en foutieweelektriese bedrading is.
Ander vra dat hul huise geverf moetword. Van die kinders en hul gesinne blyin ander mense se agterplase in opslaan-huise.
Sowat 12% van die kinders vra sekuri-teitshulp, omdat hulle onveilig voel. Baievra vir veiligheidsheinings en diefweringom bendegroepe en misdadigers uit hulhuise te hou.

The Kanonkop District had its annual cata-pult event for the scouts of the northern sub-urbs on 23 May – shooting water balloons attargets.
The event was hosted by the KanonkopDistrict Rover crew as part of a task one ofthe recruits, Nicolene Hellstrom, had to car-ry out in order to become a rover.
The scouts had to construct catapults outof ropes and poles and then shoot water bal-loons at targets.
“This is one of the fun and exciting scout-ing events used to develop the scouts leader-ship skills, teamwork, pioneering abilitiesand hand-eye co-ordination,” said StephenCloete, chairperson of the Kanonkop Dis-trict Rover Crew.
Cloete said Hellstrom, chief judge of the
event, was very happy with the turnout ofscouts despite the rainy weather conditions.
“The day was a great success as scouts andparents alike laughed and cheered as waterballoons were fired.
“Teamwork, camaraderie and healthycompetition were the main themes of theday, as the scouts competed for braggingrights and the floating trophy.

Aansoekemet die inwerkingstelling van ’n nuwe algemene waardasiemoet die Stad bereik teen 31 Augustus van die boekjaar waarin die waardasie inwerking gestel sal word. Aansoekemet die inwerkingstelling van ’n aanvullendewaardasie moet die Stad bereik teen die laaste dag van die derdemaand na dieinwerkingstellingsdatum van die waardasie. Indien nie, kan geen sodanige kortingvir daardie boekjare toegestaan word nie.

Hoogtepunte van wysigings
• Trapsgewyse tariewe (1-6) is vanaf 1 Julie 2013 vir die huishoudelikegroepskategorie ingestel op grond van vorige oorlegpleging met kliënte. Verderestappe om dié kategorie nog meer in lyn met die volledige huishoudelikekategorie te bring, is oorweeg dog nie vir die boekjaar 2015/16 aanbeveel nie.
• Veranderinge in diverse tariewe, onder meer die voortgesette stygings metbetrekking tot behandelde afvalwater (bepaald vir gholfbane) sowel as diemetertoetsfooi, word in bylae 4 by die begrotingsdokument uiteengesit.
• Staking van hengeltarief by damme in raadsbesit vanaf 1 Julie 2015.
2.2. SANITASIE
Drie stelle sanitasietariewe is goedgekeur (10%-verminderingstarief,20%-verminderingstarief en 30%-verminderingstarief). Elke tarief is gekoppel aan die
vlak van watervermindering wat opgelê word. Aangesien die 10%-verminderingstariefas norm by die Waterverordening ingesluit word, sal dít die tarief wees wat geld. Dit kanegter later na gelang van verdere vereiste beperkings hersien word.
’n Verhoging van 11% in sanitasieverbruikstariewe is goedgekeur.
2.2.1 Volledig huishoudelik (standaard) – enkelresidensiële eiendomme: 70% vanwaterverbruik tot ’n maksimum van 35 kℓ riool per maand (70% van 50 kℓ wateris gelykstaande aan 35 kℓ riool)

Hoogtepunte van wysigings
• Residensiële tariewe: Algehele styging in inkomste uit die groep is 10.82%,maarindividuele kliënte sal waarskynlik verskillende stygings waarneem op grond vanwerklike verbruik. Die verskil tussen die gemiddelde en werklike styging spruituit die verhaling van die tekort aan inkomste uit die hulptarief vir blok 1.
• Verbruikers wat 450 kWh per maand ontvang, sal dieselfde persentasie stygingwaarneem, ongeag die tarief wat vir hulle geld. Daar is dus geen verandering indie subsidievlak wat hierdie verbruikers op die hulptarief ontvang nie.
• Gratis basiese elektrisiteit: Hulptariefkliënte wat gemiddeld minder as 250 kWhper maand ontvang, sal ’n gratis basiese toevoer van 60 kWh kry, terwyl diegenewat gemiddeld tussen 250 kWh en 450 kWh per maand ontvang ’n gratis basiesetoevoer van 25 kWh per maand sal kry.
• Die tarief vir residensiële kleinskaalse gekoppelde opwekking kry ’n tweede blokby in pas met die huishoudelike tariefblok 2 om te voorkom dat verbruikers watbesonder klein opwekkers installeer ’n groot verlaging in hul rekeninge ontvangsonder dat hulle in werklikheid enige elektrisiteit opwek.
• Die kategorie “Klein kragverbruiker 1” met die buitespits-kombinasie word sedert1 Julie 2012 tot slegs bestaande kliënte beperk. Die buitespits-komponente stygook met ’n bogemiddelde bedrag om hierdie tarief uiteindelik uit te faseer.
• Die tarief vir die kategorie “Klein kragverbruiker 1” ondergaan ’ngeringe strukturele aanpassing in pas met die bevindinge van dievoorsieningskostestudie.
• Tydspesifieke tariewe is herstruktureer om pariteit tussen diemediumspanningstarief en EskomMegaflex te verseker.
• Kommersiële tariewe ondergaan ’n effens bogemiddelde styging as gevolg vandie verhaling van die subsidie wat vir die tydspesifieke tarief vir Atlantis voorsienword.

The City of Cape Town has confirmedthat it will honour the Youth Day fixtureafter the South African Football Associa-tion (Safa) approached it in May.
Garreth Bloor, mayoral committeemember for tourism, events and econom-ic development, has called on residents tocome out in their numbers to support oursoccer stars.
“We are honoured to host this match atour world-class stadium on Youth Day.Our support for the event is part of ourstrategy to position Cape Town as theevents capital of Africa,” says Bloor.
Meanwhile, Safa reiterated its delightat having the national team return toCape Town, where they say they have al-ways received favourable support in thepast.
