NEWSPAPER IN SADURBANVILLE
ECONOMY: DURBANVILLE WINE FARMS LEAST PROFITABLE
New plansfor Dvilleinner valleyESM ERASMUS
@erasmusesme
If nothing is done about the economicalpressure under which wine
farms in cer-tain areas of the Durbanville wine valleyare,
therewill be nomore vineyards in theseareas in 10 years time. This
warning was issued by Gerrit van
Rensburg, former provincial minister of ag-ricultural in the
Western Cape. Van Rens-burg was appointed as chairperson of
theboard of directors of the Durbanville InnerValley (DIV)
initiative.According to Van Rensburg, the DIV was
started in December 2013 by seven winefarms on Tygervalley
Roadwhich are facingaworsening financial outlook forwine
farm-ing.The purpose is to preserve thewine farm-
ing heritage, but also to ensure viable winefarming; to
introduce other economic activi-ties, a higher level of development
wheresuitable, increase tourism and other activi-ties in harmony
with the character of thearea, and to address land reform, he
said.
Durbanville least profitable wine areaThe participating wine
farms, home to 88
families, are Altydgedacht, Morgenster,Bloemendal, Nitida,
Maastricht, DAria andAltydgedacht II. The area extends over 1 294ha
with 538 ha currently under vineyard.Van Rensburg said these wine
farms are
under threat. In an independent study byVinPro, an organisation
rendering expertservices to South African wine producersand
cellars, it was found that Durbanville isthe least profitable wine
area in South Afri-ca in comparison to Robertson and
Worcester, which are the most profitable.According to the
report, primary grape
production on the typical Durbanville In-ner Valley unit is not
sustainable and finan-cially viable in its current state. The
reasons for this is that farmers, due
to economical pressure, fell behind with theplanting of new
vineyards. This led to theageing of vineyards and lower proceeds
perhectare, Van Rensburg said.
Water, labour, production expensiveEspecially smaller farms are
at stake, be-
cause their economy of scale is smaller.Water is limited and
expensive to buy.
Labour is also more expensive than in otherwine areas. As a
result of the wine valleysclose proximity to the city, wine farms
haveto compete with other industries in the citywith salaries, Van
Rensburg said.Other contributing factors include high
production costs, stagnant grape and wineprices, cash flow
problems and high debt.It is important to note that the wine
in-
dustry via Vinpro itself found independent-ly that this wine
region struggles, he said.Land is also very expensive and there
are
more pressure on these wine farmers to selltheir land to
developers, he said. All are aware of the pressures to use agri-
cultural and conservation land for housingor business
development. The farmers therefore felt a joint initia-
tive by all the land owners in the valley, as-sisted by a
professional team of experts, wouldbebest placed to
comeupwithamulti-pronged sustainability model such as in theNapa
Valley in the United States and else-where in Europe, he
explained.

The valley is located between Durbanvilleand Ridgewood, with
Tyger Valley Road tothe N7 running through it a road thatcould be
aptly renamed Sauvignon Boule-vard, he said. The initiative started
when the land own-
ers and the Greater Tygerberg Partnership(GTP) organised two
initial public think de-bate sessions with the City of Cape
Town. The workshops with the City and GTP
took place in December 2013 and January2014.The wine farmers
formed a board with
representatives of theDurbanville HeritageSociety, The Valley
Ratepayers Associa-tion andKenridge TheHills Ratepayers
As-sociation. Other institutions include theGTP, the Stellenbosch
Universitys Schoolof Public Leadership (SPL), provincial
gov-ernment and the City.According to Van Rensburg some techni-
cal reports have already been completed, in-cluding the one from
Vinpro, as well asother planning, tourism and socio-economic
reports. The only decision thus far is to form this
initiative and its structures and to meetwith the province and
City as the relevantgovernment authorities to seek guidanceand a
process for the objective of the initia-tive, he said.Threemembers
of DIV and three City offi-
cials met on 14 August to discuss processoptions. There are no
development plans on the
table. It must be emphasised that there isan existing Spatial
Development Frame-work (SDF) of the City, which prescribeswhat type
of development can currentlytake place in this region. If any
proposals fall outside of this exist-
ing framework then a motivation will need
to be submitted which will form part of thereview of the SDF, he
said.Former wine farming areas around the
valley have been lost to development, suchas Welgemoed, Van
Riebeeckshof, Welge-dacht, Kanonberg, Door deKraal,
Kenridge,Durbanville Hills and Aurora. The vineyards and natural
beauty have
made way for functional housing. Sadly, however, even the best
architecture andlandscaping is no match for nature.Without action
or forward planning in
respect of the Durbanville Inner Valley, wine farmingwould cease
and one vineyardafter another would make way for excava-tors and
concrete. The right mix of wine farming and other
economic activities can preserve the val-leys character and
spirit, and present op-portunities for leisure and recreation
andmuch more, he said.

Her perfect pitch and angelic song land-ed her a spot in the Top

that has made NadiaHerbsts voice heard in the northern sub-urbs of

As an ambassador for Faba (FightingAgainst Bullying and Abuse),
this 20-year-old songstress, who grew up in Dur-banville and

about this serious is-sue.
Our ambassadors understand this is-sue and share their own life

someones life. It is vitalthat we focus not only on the person

Daar is nie so iets soos pynlose slagtingnie.
betoog.Die organisasie Beauty Without Cruelty

was nie vanjaar be-trokke nie en sal ook nie in die toekoms bysulke

The sixth annual Pink Lady Crafts forCancer event has never
beenmore suc-cessful than this year.In the first year, only 25women
attended
mostly because we begged them to come whereas this year we had
waiting lists fortickets, says Theresa Richards,
marketingconsultant at Top Fruit who along withTrueCape initiated
this event to raise fundsfor the Tygerberg Hospital breast
cancerclinics transport fund. The prestigious event was held at
DAria
wine estate on Saturday and they managedto raise R67 000 this
year.Professor Justus Apffelstaedt, head of the
breast clinic at Tygerberg Hospital, ex-plained why this
initiative was so invalua-ble.Many of our patients live on
government
grants of about R1 200 permonth.Around trip toTyger-berg
hospital will cost themup to R150. The choice be-tween having
enough to eatfor the family and transportfor therapy is stark.Liza
Matthews, marketing
manager at PinkLady, said itwas for this reason theychose this
cause.Although treatment costs
are covered by government, some patients cannot affordthe
transport cost to andfrom the hospital for regularradiotherapy
sessions, shesaid.Apffelstaedt added this
year was especially auspi-
cious for him as it marked his 20th year ashead of this
clinic.More importantly, he informedwomen of
the latest technology in the field of breastcancer treatment. One
of only two automated breast vol-
ume scanning machines on the entire Afri-can continent arrived
four weeks ago. Aprobe scans over the entire breast, duringwhich it
records images that are sent to acomputer for 3D reconstruction, he
says. Not only is this methodmore effective to
detect cancerous lesions in dense breast tis-sue of especially
younger women, but it isalso not as painful as a normal
mammo-graph, he said. After learning the art of lino printing
fromLizel Cloete, craft editor for Ideasmag-azine, the women
were treated to the heav-enly piano sounds of virtuoso Rocco de
Vil-liers followed by a three-course meal, inwhich apples featured
as the hero.

Theft of and out of vehicles in the Dur-banville town centre and
on surround-ing farms are rife, the Durbanville po-lice warned last
week.Lieutenant Marchell Rhode of the Dur-
banville police said these crimes are a bigconcern for the
police. For the past three months various cases
of theft out of and frommotor vehicles havebeen reported where
items such as cellphones, laptops and electric tools have
beenstolen out of vehicles, Rhode said.Vehicles all over the town
centre are be-
ing targeted. Most of these were parkednear the shopping area,
business premises,at school functions and other events.Remote
jamming devices or the break-
ing of a smallwindoware used to gain entryto the vehicle, he
said.
The most prominent streets that are be-ing targeted are
Wellington Road, OxfordStreet and Chenoweth Street in
Durban-ville.The problem days for theft out of motor
vehicles are Mondays, Wednesdays andThursdays between 15:00 and
21:00.People are negligent by leaving valuable
items unattended and openly for criminalsto see, Rhode warned. At
Meerendal wine estate, where moun-
tain bike cycling occurs in the evenings, afew cases were
reported where bicycle car-riers have been stolen. The suspects
might be two women
dressed in cycling clothing, Rhode said.V If people witness any
suspicious people or activi-ties, they must contact the Durbanville
police on021 970 3811.

Im trying to freeze a moment intime.Kuils River artist Juria le
Rouxloves painting portraits. She is currentlyworking on a series
depicting the stories be-hind the people who work on the farm
Lang-verwagt where she lives.
One of them is local hero Joey Mashiya.TygerBurger reported on
Joey late last
year when he saved a drowning woman froma dam (Plaaswerker haal
vrou uit dam,TygerBurger, 17 December 2014). Juria sayswhen she
asked him about the act, he ap-peared to have mixed feelings about
whetherhed actually done the unnamed woman a fa-vour as it seemed
that she had tried to com-mit suicide.
He looked sort of lost and forlorn whiletelling me about it. Its
this emotion that Ju-ria has captured in JoeyMashiya local
herowhich is currently on display at the Rust-en-Vrede gallery in
Durbanville as part of thisyears Sanlam portrait awards top 40
paint-ings. JoeyMashiya local herowill be on dis-play until
Thursday 8 October when the ex-hibition moves to other galleries
around thecountry.
Knowing each other on different levelsJuria has been painting
people on the farm
for the last two years. Most of the pieces aredouble portraits
of people who have workedtogether for many years. The series
delvesinto the idea that people who have workedtogether may know
each other really well onone level, but not at all on another.
I was trying to investigate that kind of re-lationship that you
find in any workplace, but more so on a farm.
Juria also wanted to paint a more posi-tive picture of farm
life, as opposed to all thenegative stories people hear. We work
side
by side. When Joey saved the woman, Juria
thought to capture it as a continuation ofthis theme. When it
turned out exactly theway shed pictured it in her mind, she
decid-ed to enter it into the Sanlam competition.
Juria originally trained as a jewellery de-signer at
Stellenbosch University. I stillmake jewellery, but my poor clients
have towait forever as I do many other things.
After graduating she started Amulet, acommunal workshop that
exhibited regular-
ly before spending a number of years over-seas.
It was only after her return to South Africathat Juria picked up
a paint brush. A friendwho was running an art school, kept
naggingat her to try out painting.
I started by going for one evening everynow and then, and I
loved it. She is particu-larly fond of working with oil.
Making jewellery is a very slow and pre-cise process and you
have to think it throughbefore you start. With painting,
however,
you can have an idea in your mind for thelongest time and just
stand in front of the ea-sel and do it.
It was her series titled Eligie (Eulogy) in2011 that put Juria
on the map as an artist. The exhibition was titledReeksmoord
(serialmurder) when it was exhibited at the AbsaKKNK, and was made
up of 50 portraits ofpeople who had been murdered.
At that stage up to 50 people were mur-dered in South Africa per
day, and Juriasays she was inspired to paint the series aft-er the
murder of her fathers cousin.
I had no choice, she says of the protestpiece, adding that it
was like a catharsis forher. I meant those 50 paintings as a
symbol-ic gesture to remember all the thousandsthat have been
murdered.
Not done yetHer double portraits were also exhibited
at Aardklop in an exhibition titledPlaas, butJuria isnt done
yet. She is considering a se-ries of still lives depicting the
people on thefarm with the tools they use in their dailylives.
When she isnt working on her jewelleryor paintings, Juria is
responsible for the ad-min for the wedding venue at Langverwagt. She
is also the chairperson of the arts associ-ation of Bellville.
I feel artists should give back. She saysArt.b is a great
community orientated plat-form for up and coming artists,
althoughthey also run exhibitions by well-known art-ists.
At the moment, the gallery makes do withthe help of volunteers
and Juria says thecommittee keeps the gallery going.
Aria adds that she was surprised to be cho-sen for the Sanlam
portrait awards.
The competition is a wonderful opportu-nity for artists, she
says.V Visit Juria le Rouxs page on www.artandart-ists.co.za for
more about her career and work.

One must recognise the roleand the value added by civilsociety
organisations to bringabout change in communities.I would like to
highlight that
the role of women cannot beunderestimated or undervaluedin civil
society. The valueadded by women, especiallywomen in leadership, is
vitalto any community in address-ing social challenges.I think that
in many organi-
sations, its women who areinstrumental in changingorganisations
that are strug-gling to achieve its develop-ment objectives. I have
seenover the years in our commu-nities, especially the CapeFlats,
that it is the women whoattend community meetings, its women who
attend schoolmeetings these days. Believe it
Recognise the rolethat women play
or not, but it is the women whoare leading change and inreality
its the women who leadthe fight against crime. Its women leading
for
change, and one wonders whathappened to the men.I wrote to some
women in
our community who arealready in leadership roles attheir various
communityorganisations, appealing andurging and asking them
toconsider playing an active rolein sport development.Women support
the men,
their sons and even theirdaughters in all sport. Womenare out
making food for theyouth, in meetings they arethere recording
minutes orfulfilling an administrativefunction serving the
sport, serving the churches, servingthe community, leading the
wayfor change.The active participation of
women in sport is changingand needs to change in ourcommunities
at all levels ascommunity organisations needa womens perspective
inmeetings and decision-making.I dont have to remind the
sports leaders that the currentrole of women in politics, andin
other sports where theirexperience adds value and theirpresence
changes the land-scapes even in our currentand young
democracy.Whether we like it or not
women are making a vastdifference on the politicalscene, so much
so theres a callfor the President of SouthAfrica to be a
woman.Women are making their
voices heard on all frontsadding value to a better society;a
better South Africa.Women are our most domi-
nant social activists in ourcommunities as well as ourchurches.
We should be openfor partnership on all levels ofleadership
structures. We needto involve men and womenjointly working
togetherchairing our communitystructures, as this will enhanceour
model leadership.

Taxi tensionscome as nosurpriseImagine this. You are driving
alongBlaauwberg Road when you hear a loudbang. Your car is damaged,
you are latefor work and the taxi driver who crashedinto your
vehicle has no licence, nopermit and no insurance. This is a
scenario that would have any
motorist seething. And while the taxidriver gets a R500 fine,
you have to dealwith insurance claims, vehicle repairsand the
associated trauma. The area around Blaauwberg Road has
become synonymous with near misses, illegal ranks and taxi
drivers who drivein oncoming lanes to avoid congestion. All of the
above results in one thing:frustration.Recently a local business
owner took
matters in his own hands and startedboxing in taxis ranking on
his property. His actions were lauded by the communi-ty and after
months of frustration, hisactions come as no surprise.Amid the
furore are underlying com-
plex municipal issues including taxirecapitalisation, the
institution of theMyCiTi bus service and illegal operators. And
while it will take time to sort
these out, the current situation in thegreater Table View area
is reaching feverpitch. The simple solution is enforcement, but when
resources are scarce andexcuses plentiful, anger will continue
tomount.A strategic and methodical approach is
needed but truth be told, people will onlycontinue to break the
law as long as theyare allowed to do so.

Schools almost full; hurry to ensure a placeCape Town schools
are almost full andthe Western Cape Education
Depart-menturgesparents to enrol childrenassoon as possible.
Todate, schools in theWesternCapehaveprocessed 128 545
applications for placementfor the 2016 school year. So far, 118
429learners have been placed, said educationminister Debbie Schfer
in a statement tothe media last week.
Parents were encouraged to apply to
schools by 30 June, and those who now stillneed spaces at
schools need to urgently ap-proach their nearest schools or the
closestdistrict office to find out which schools stillhave spaces
available, she said.We cannot guarantee places in schools of
choice, but will do our utmost to place chil-dren appropriately.
It is crucial that parentswho have failed to enrol their child for
the2016 school year to do so urgently and beforethe end of the
third term to ensure that they
secure a place for their child.Schfer says there are currently 3
470
learners who have been accepted at morethan one school.
Some 2 257 of these learners are Grade 8learners who have not
confirmed if they aretaking up their places, she says.
Moreover, we expect that learners willcontinue to migrate to the
Western Capefrom other provinces in search of a bettereducation and
access to opportunities. Each
year we plan as best we can for the influxof additional learners
from other provinces. The inward migration into the WesternCape has
huge financial and planning impli-cations, impacting on the
provisioning of ed-ucation resources and the overall manage-ment of
the system, she says.
We have to prioritise according to thegreatest need across
thewhole province, andavailable budget. Our current budget is
un-der considerable pressure.

Comedy magician Marcel Oudejans isnot just an entertainer. He
sees him-self as more of a fun facilitator. The Pinelands resident,
who grew up in
the northern suburbs, will be doing a rarepublic show
inCapeTownwhenhepresentsSleight of Mouth 2: Now talk your way outof
this! as part of the Cape Town Fringe Fes-tival from Thursday. The
show is a sequel to Sleight of Mouth
Theart of talking yourway out of anything, which he performed at
last years FringeFestival. The new show features new magic,
deliv-
ered in Marcels trademark witty stand-up style. Theres also more
story-tellingwith anecdotes abouthis travels and experi-ences as a
magician.Performing magic for people who arent
expecting it usually produces interestingresults. On one
occasion, for example, hestopped for lunch on his way to a show
anddecided to brighten someones day with amagic trick. The woman
freaked out be-cause she had no one around to corroboratethat it
had actually happened. One could almost say Mar-
cels comedy career startedwith people who werent ex-pecting it.
When other chil-dren were waiting tables,Marcel, who had
alreadystarted doing shows at theBellville Library over
schoolholidays, was performing inrestaurants for tips.Today, Marcel
is one of the
countrys leading perform-ers. In 2008 he was recognisedas one of
Africas leading ma-gicians at the Vismayan In-ternational Magic
Conven-tion held in India. Most of his work is for cor-
porate events, where he actsas emcee or more recently, teaches
people about the im-portance of play in theworkplace or as he puts
it totake play seriously. He believes learning to
have funor embracing cultur-al arts, gives people a meansto
express themselves, some-thingwhich is essential to un-derstanding
other people andhaving empathy. He works with businesses
to help them create a wow incustomer service, usingmagic to
prove his point.Customer service is some-
thing Marcel takes seriouslyand its important to him thathis
audiences feel like theyare getting a genuine,
sincereperformance.This is where his improvi-
sation skills come in handy; giving him theability to adapt to
his audience and makehis shows more interactive.Although theres a
light narrative run-
ning through Sleight of Mouth 2: Now talkyourway out of this!,
Marcel doesnt like theidea of a magic show thats too scripted. You
want to make the audience feel likethis is happening for the first
time. His performance at the Fringe Festival is
an opportunity to see another side of his ex-tensive repertoire
and escape reality for anhour.Marcel says the festival itself is a
chance
to see a wide variety of productions, fromtheatre pieces
tomagic, in one place and ur-ges Capetonians to buy tickets early
andsupport the local performers on stage thisyear.V Sleight of
Mouth 2: Now talk your way out of this!will be on stage at Cape
Town City Hall Theatre 3at 19:30 on Thursday 24, Saturday 25,

17:30 on Saturday 26 and Monday 28 September,at 15:00 on Sunday 27

HHeellpp sshheelltteerrss,, nnoott bbeeggggaarrssTThe City of
Cape Towns social develop-ment and early childhood develop-ment
directorate took its Give Respon-sibly campaign to the streets last
Friday.Councillors and officials from the direct-
orate were stationed at 17 intersections inDurbanville,
Bellville, Goodwood, KuilsRiver, Parow, Athlone, Mitchells Plain,
Ot-tery, Diep River, Grassy Park, SomersetWest, Strand, Gordons
Bay, Wynberg,Lansdowne, Table View and the Cape TownCBD, armed with
posters highlighting theimportance of not giving hand-outs to
streetpeople. Some of the slogans used to drive themes-
sage home included: Hand-outs are notgenerous, they are harmful;
By givinghand-outs, you are perpetuating a cycle ofpoverty;
Yourmoney is supporting a drugdealer; Change is about more than a
fewcoins; and Begginghandicapsmy future. We opted for this
activation to create
awareness about the fact that street cornerhand-outs are doing
little else other thanperpetuating the cycle of dependence
andkeeping people on the streets, said SuzetteLittle, the Citys
mayco member for socialdevelopment and early childhood
develop-ment.The public has a shared responsibility
for the well-being of street people. We mustunderstand that
there is a very good chancethat the R2 or R5 handed over at the
inter-section is feeding a habit instead of the indi-vidual.So lets
change tack andmove away from
the instant gratification that amonetary do-nation provides. My
appeal to the public isto find out where their nearest shelter or
or-ganisation working with street people is,and liaise with them
about how to make areal difference, whether it be donatingclothes
or other goods, or even volunteer-ing, Little said. The City
introduced its Give Responsibly
campaign in 2010, aimed at encouraging thepublic to support the
homeless by makingdonations to registered organisations in-stead of
individuals, thus breaking the cycleof dependence that keeps themon
the street.
In addition, the City has formulated astreet people policy and
implemented anumber of interventions as part of its streetpeople
programme. The budget for this pro-gramme has grown from R4,5
million in2013/14, to R7,8 million in 2014/15, toR9,7 million in
2015/16 an increase ofmorethan 100%.
The City has made great strides in its ef-forts to tackle
homelessness. Our fieldworkers engagewith street people
onadailybasis, offering them access to a range of ser-vices
including returning home where pos-
sible. On the other hand, we have structures
set up within communities to prevent oth-ers from migrating to
the streets. However, weve seen that many street people refuseour
offers of assistance and Im not sur-prised.
Why leave the streets when do-goodersdish out donations for very
little in return? If we are ever going to make a real dent
inreducing the number of people living on ourstreets and offer them
a better life, we needtomove away from the culture of
indiscrim-inate giving. Give a hand up rather than ahand-out,
Little said.V The City encourages members of the public to con-tact
its toll-free number on 0800 872 201 for moreinformation on how
they can give responsibly.
Councillors Phindile Maxiti (background), chairperson of the
Citys homeless agency committee, and Philisa Marman participated in
a Give Responsibly awareness drive in Cape Town last Friday.

Residents are more likely to experi-ence snake encounters due to
spring-time, warns Shaun MacLeod, co-ordi-nator of the Snake Rescue
volunteer teamin the Cape Peninsula.
Every spring snakes come out of hiber-nation on the hunt for a
much neededspring meal. Snakes are very important toour natural
environment as they controlthe vermin rodents that destroy crops
andcarry numerous diseases, says MacLeod, who is also a director of
Reptile Education-al Awareness Consultants (REAC).
Snakes and various other reptiles formpart of the very important
balance in ourecosystem. A simple equation the moresnakes we kill,
the more rodents and peststhere will be.
We have encroached into their naturalhabitat through habitat
degradation, frag-mentation and urban expansion.
Ponds, heaps of building rubble androckeries in and around
gardens andhomes create micro environments, whichwill inevitably
attract snakes, MacLeodwarns.
He reminds residents that snakes are at-tracted to neglected
areas where there isnot much disturbance, as snakes hate
con-frontation.
There is no real way of keeping snakesoff your property, but if
you keep yourgrass cut short, trees well trimmed andclean up all
rubble, just to mention a few, then there is less likelihood for
snakes toreside on your property. In short keepyour garden tidy, he
says.
Leave snakes alone and it will leaveyou alone. Most bites occur
when people at-tempt to kill snakes, he says.V If a snake is
encountered, contact MacLeod on082 532 5033 for advice or
emergencies.
