November 2011Happy Thanksgiving to everyone! Hope you will have the chance to be with family and/or friends during the holiday. This is a great time to refl ect on all of the things we are thankful for. We are so lucky to live in a beautiful part of the world and to have all of the opportunities that are available to us. I’m also very grateful to those who protect us and keep us safe.On October 23rd, ten of us gathered in Seattle to learn about the new web/membership program. We spent the day entering the current membership into the new database. We added as many as possible and then each took the fi nal pages home to enter. Now it is your turn… each club will be contacted to see who they would like their

club administrator to be. Once that is established an email will be sent instructing them how to sign in to their clubs information. At that time they will review and update their member’s information. Once the information is updated, you will be able to pay your dues online or send a check for the amount shown. During the year if there is a status and/or address change your club administrator can make the update. Each family will also have the option to receive Tri-Power online only or can select to continue having it mailed to your address on fi le. Keep posted for updates on different ways we will be utilizing the new system. Special thanks to Edward Campbell for getting the new system online, Dan & Tammy Rheaume for their hospitality, Angela Holm for the membership lists and to the following people who spent their day inputing data along with those already listed; Dan & Angie Marek, Luke & Grace May, Bill Cole and Dorothy Churchill.The December board meeting will be held December 3rd in Longview, WA. October 2011The last trail maintenance for Quack Attack is done for the

year. Just a couple things left to do next weekend if it does

not snow. Mona and I will take care of that as needed. Yahoos are still running amuck here and there. Not sure why but I sure wish the forest ranger could catch them red-handed. The law enforcement just needs to look for rock buggies. Apparently this crowd of users does not have any honor amongst them or these offenders would be reported by the other users. Call me if you have questions about what I am saying here. I would love to talk it over with anyone.

Apathy amongst some of the trail users is beyond understanding. They have no insides at all. They just have to be hollow inside as they tear the trail apart and make zero attempts to repair it at the time yelling back and forth to each other what a great trail this is; or was. I and the people who have created this

trail and maintain it just stand

in amazement as we assess

damage and wonder how we are going to fi x it this time. Stay on the trail means don’t go off the two tracks. Digging holes with the spinning of tires doesn’t get you forward momentum just a deeper hole to fi ll. It take only minutes to string a winch line and pull the rig forward an inch or two or back onto the trail.

The worst apathy I have witnessed happen this week end when some forest users showed up from Riddle, Oregon. They kicked some rocks loose on a hill climb which we had just cleaned up I explained to them part of trail maintenance was

to throw these rocks to the side of the trail as it helped keeping the dirt on the hillside. One of the men said “we do not move rocks” I replied to them you just did but not one came to help us as we moved the rocks into our crib which holds the hillside together. It gets much worse from there. They tagged behind us about two to three hundred yards and stopped to BS while we healed the trail as needed. They came up once and we explained what we were doing and why but they returned to the rear and continued their BS. We really needed one more jeep and hand to help move a downed tree up the trail blocking a new side route. I went back and asked again if they would help winch the jeep that was winching the tree as they were in line and they absolutely refused. The apparently leader of the group said “not really, we are just here to enjoy the wheeling and have no intentions of helping you maintain this trail or any trail”. You might say they got my dander up few degrees and I attempted to shame them into helping but

to no avail. Again the same topic came up again “this is exactly why we do not belong

to a club we are here to wheel not work”. It is hard but I won’t post up their pictures. You may hope I am exaggerating but sorry it’s word for word.

Hauser Road 430 Trail Maintenance and Dune Clean Up is all said and done. We fi lled the overfl ow parking space with 4x4 rigs and smiles. The dunes were pretty rough this year which means lots of people were out having fun and there wasn’t any wind. Strawberry Hill 4 Wheelers fed us well like they always have and we all want to thank them for that. X-Treme 4- Wheelers were at the event as a PNW Club and we sure welcome

them into the fold. John Zigler brought his T-Bucket and ran the dunes along with the 4x4s. Watching him reminds us all of time gone by and the future is right there in one space. What time and technology can do is amazing.

Working in the North Bend area in October Mona and I ran Hauser/Spinreal and the beaches by ourselves and I can tell you it’s just not as much fun. I still say it is the camaraderie that makes what we do so much fun. When you are by yourself it is like wheeling with ghosts which is not as much fun as real fl esh.

2011 we have gone from Moab to Hauser full bore with all the trimmings. But Mona and I were not able to go to the poker run in Tillamook Forest this year. Time and monies and circumstance prevail and wheeling has come to a halt for us for a few days.

I am getting e-mails and calls from buddies planning 2012 and my calendar is scaring me instead of the ghosts and goblins of October. Everything

from local runs to out of state mega trips everyone has a plan. With the fi nal days of the Travel Management Plans running wild; time is still my most precious asset. If I had the money would I have the time? The Rouge Siskiyou EIS lay out on my fl oor which is where Creek-n-Trail is and must get considerable attention. Finish the signing at Quack Attack for the year and check out a new possible trail. We have potatoes, carrots and apples that need to be harvested before the big freeze. Grandkids neglected by the long summer need to be hugged till they pop. Work calling all the while some nasty bug taking pot shots at my stomach by the minutes. Did you ever notice the spelling of stomach is almost stom-ache? Hope I’m the only one. Back to the subject: 2012 has a lot to live up to if compared to 2010 and 2011. The past runs have been very good to my 35’s and 37’s. I have worked hard to wear the YJ out and it needs some TLC. Fine tuning the little race jeep and revamping the YJ is defi nitely in my scopes instead of a 4 legged horned animal. All the while answering Forest Service and Bureau of Land Management’s cries, I am hoping you all continue stepping up and lending a hand where you can. Speak out and defend responsible 4-wheeling, write letters to your

local representatives stating your local wheeling issues, attend PNW meetings and help where you can. Be heard is my cry. And yes schedule some fun 4x4 trips to keep the why in your what. Why is because we love to get out into the public lands and recreate (re-create) and what is; WHAT THE HECK don’t close my favorite trail!!!!

Winter snows can’t come too soon. They seem to slow the pace and that’s a good thing. They also make for the type of trail I really enjoy. Tread type and winch size, skid plates and lift kits, it’s all good. Friendly banter as we help each other over or through an icy spot or a tall drift. First to the destination is never the goal but camaraderie of friends and new acquaintances getting there in one piece with smiles showing is always the prize. So jeepers take care and enjoy the public lands together and don’t forget to call after a run or an outing and let the local offi cial know YOU ARE THERE!!! Also let them know you will be there tomorrow also and you are an American.

The meeting was called to order by Angie Holm at 7:00, followed by the fl ag salute and a moment of silence for the ill and departed. There were 12 delegates present, representing 8 clubs.

Secretary Report: Motion was made by Dan Cole from Dirty 13 to approve the minutes as distributed to yahoo groups and Tri-Power, Dave Taylor, Outdoor 4x4’s second.

Directors Report: Moving the membership is moving ahead to the data entry phase and a group has met to start the process. Hoping to have everyone entered by the end of the month, each club will have an admin and directions will be sent to them so that can manager their clubs database online.

Treasurer’s Report: There was no written report. Competition: Racing season is over but plans are under way for the Tacoma Dome, it’ll be held January 14th-16th. Please contact Dave if you are interested in racing or helping.

Land & Legislative:

• Walker: David Way is the new Recreation Offi cer, but Elise is still the main contact.

Club Power/We Did It/Quill Power: Please fi ll out the forms for any project you do and get them submitted to the region. This is an excellent tracking tool on how many volunteer hours we’ve done. Angie fi lled out our forms for Operation Shore Patrol.

Region Reports:

Food Drive: Any food or blankets given to Grace will be donated to the Maltby Food Bank

Teddy Bears: Please bring in teddy bears and they will be donated to the Monroe Hospital and Police & Fire Department.

OSP: There was a wrap up meeting and they are still discussing charging for camping for next year. Attendance was down this year across all the regions. There were a few articles about this year’s event in a few different papers. Still looking for a place to hold OSP next year, if you know of a place

please let Angie know.

Director Dan Morris called the meeting to order at 7:30 PM. The Pledge of Allegiance was recited and a moment of silence for the sick and departed was observed.

Minutes: A motion was made by Derrick Clark (Rednecks and Rugrats) seconded by Mike Mayfarth (Tacoma Webfooters) to accept the minutes as printed in the Tri-Power. Motion passed.

Naches: No report. Rub rails need to be put up, bridges need repair. Don’t forget about Winter Closure, November 15th. Let’s look forward to a Spring Work Party

Evans Creek: Construction is done. The new road to the campground is punched in. December 15th is the seasonal closure for Evans Creek. Forest Service has been doing lots of work up there on drainage.

Elbe: Nothing new to report. The ByPass on the Mainline trail is now complete

Tahuya: DNR published some new maps. The purple diamonds are now GPS’d. Work party is on November 19th. January 1st is the date to reopen the campgrounds.

New Business: PNW is going to do an audit on equipment, race equipment and a fi nancial audit. A committee is need to do the audit and is looking for volunteers. Please bring your list to audit for the next meeting.

Committees:Ways N Means: Kristin Smith, we have fi nalized the new Region 3 Logo, he have the price for the tee shirts and sweatshirts. The delegates will take this information back to their clubs and we will put in an order next month. I was also asked to order more PNW4WDA Stickers.

Old Business:Piston’s Wild talked about Pick up the Burn: they picked up 5 ½ tons of garbage. They had about 80 people. The 4x4 Cruise- In at Woody’s they had 81 people sign up. 250-300 people milled around and looked at the rigs that entered.

Winter Convention: Kyle Wiebold said that everything is on track working on shirts and mugs. Daryl Mauna is in charge of the Vendor sign up.

LAND MATTERS:Doug Conner (Roamin’ Chariots) had nothing new to report on Juniper Dunes.Discussion followed on the October 4th TWIG meeting last Tuesday at the Naches Ranger Station. We need to have a bigger showing from our Association at the TWIG meetings to let the Forest Service know that we will not stand for them closing our trails. Since we have several clubs that volunteer time to clear trails and maintain them, there really is no excuse to close the trails down. If you look at our record as an Association we have worked with the Forest Service, volunteering many weekends to educate the public, building bridges and by passes around areas of concern for several years; we are a responsible group of users. So if you really want to help your Association, please plan to attend the next TWIG meeting on Tuesday, November 1st at the Naches Ranger Station enter at the back door. Let’s fi ll that room with 4X4 users, and let the Forest Service know that we are not going away. The Forest Service plan is to close 10 miles of roads/trails a year for 15 years so that’s 150 miles right there. Folks the Forest Service needs to hear from us, or we won’t have anything left to recreate on. BALD MOUNTAIN: the former Plum Creek land will be controlled by Washington Fish and Wild Life by the end of this year.FOREST PLAN REVISION: is on going and a schedule of public scoping meetings will be out soon.MOTORIZED TRAVEL MANAGEMENT PLAN: A fi nal Environmental Impact Statement and Record of Decision are anticipated in the spring of 2012.GLASS ANGEL: had some environmental issues that needed to be addressed.ROCK CRAWL: Is usable as is; nothing more is planned for it.BLM: is planning a Resource Management Plan similar to the Forest Revision Plan. Check their web site for a planning process timeline.NOVA Funds: On September 13, 2011, the state Court of Appeals Division II released

an opinion in the case of WOHVA et al v. State, which dealt with the Legislature’s 2009 appropriation of funds from a fuel tax refund program for the maintenance and operation of state parks. The Washington Off Highway Vehicle Alliance and others, collectively WOHVA, challenged the legislative action as violating the state constitutional requirement that fuel tax revenue be used for highway purposes. In a two-to-one decision, the Court upheld an earlier trail court decision and ruled against WOHVA, concluding that the Legislature’s action was permissible use of fuel tax refund authority and would benefi t off-road and other users who pay into the refund program. WOHVA is still fi ghting to get these funds back and is taking it to the next level now which is the Supreme Court. DISCOVER PASS: Lots of discussion again. Roger Brittain (Shindig Wheelers) said he understood that a map showing where you need this pass is out. However, no one present had seen it.

OLD BUSINESS: Pick Up A Mountain - Clay Graham (Yakima Kittitas Forest Watch) was presented the Most Inspirational trophy for 2011. A comment was made that it would be good if we could designate places to be picked up so we could cover more areas. We had lots of door prizes the pot luck was well attended and the breakfast was delicious. We are waiting for the bill for the dumpster then we can close the books on this event. Pam Remley (Shindig Wheelers) was our coordinator, thanks Pam good job.

NEW BUSINESS:Nominations will be open at our next meeting for the 2012 offi cers for Region 4.WOHVA’s annual meeting is November 20th.

They helped the Dust Dodgers with their motorcycle Grand Prix race on the fi rst weekend in October at Rim Rock Lake. They are planning to participate in the West Richland Veteran’s Day Parade November 5th.

Once off 4W613 at Louie Way Gap, we ran C1000 out toward Nasty Creek Corrals. At Nasty Creek Corrals we gave Don some air and he headed home with his son. We headed back to camp in the AhtanumSno-park. Tiny headed home later that night.

Thursday July 28th, 2011 we talk with the DNR and then headed out after 11 AM with two XJs (Test Dummy & Ceg) and one TJ (Foxracer).

We headed up the Mid Fork Ahtanum and onto Whites Loop Road. Next we turned up Whites Ridge 4x4 Trail. We had a few trees to moved a long the way.

We checked out Norm's Check Point.

Next we moved on up to Make-out Point.

Friday July 29th, 2011 we headed out of camp around 10 AM with a XJ (Ceg), a TJ (Guido) and a quad (shared by the 4 kids). We headed up the Red Saddle Road and then ran A2430 onto 1490.

Miles down the North Fork Ahtanum we turned off to run across Whites Ridge on McLain Canon Road. Then we turned down Whites Ridge 4x4 Trail.

We headed over to the Mid Fork Ahtanum Road to camp at the Ahtanum Sno-park. Guido was there waiting for us.

Foxracer played us some songs.

We headed across the top of Sedge Ridge and onto the Sedge Ridge 4x4 Trail.

We stopped because of a tree in the trail and Odo found this cool hat.Where the South Fork Ahtanum Road runs onto the Sedge Ridge 4x4 Trail.

We turned around at the Cultus Hole View Point. We took a break

for lunch there.

When we got back to camp, we found TJ40 and his son was waiting for us.

My wife "99" came up after work that evening. Not long after 99 got there, our son "Doc" crashed his bicycle and 99 had to take him to the hospital for stitches. Late that night they came back to camp. Doc said he did not want to go home. Doc did not want to let me down by missing the clean-up.

Saturday July 30th, 2011 we had people signing for the clean- up around 9 AM. Different groups spread out across the Ahtanum State Forest to pick up trash.

We stuck around Base Camp to sign people in and out. We picked

up the Sno-park as we waited for people checking in.

Over all the forest was pretty clean. There was 23 volunteers on this work day. Some of the volunteers were members of one of these clubs: Yakima/Kittitas Forest Watch Association, CascadeQuad Squad or Jeeping Nomads.

Sunday July 31st, 2011 we turned in some items to the DNR tool shed. We got back to camp and saw two deer in the Sno-park.

We packed up camp, said our good byes and headed home. It was nice to be home but a lot hotter than were we camped during the week.

I would like to thank 4WheelingPlus.com for the use of the trailer. This really helped with the work parties.

Thank you! I want to say thank you to the volunteers that helped during this week. All these volunteer hours go to match funding to help the Ahtanum State Forest. I hope everyone will come back next year for another good time.

Paul Norman from Strawberry Hill gave the group a welcome from the host club with an invitation to hamburgers/hot dogs and pot luck after the meeting. 7:00 night run “to the beach” was announced.

The round the camp introductions met out one guest; Rayden Johnson from Sweethome a long time affi liate wheeler from Santiam 4 Wheel Drive Club. 23 signed into the meeting but there had to have been that many rigs parked in the dry camp @ Hauser CG area in North Bend.

Minutes from the previous delegate meeting of the July work party @ Santiam Pass Motorized Vehicle Area were accepted as printed and handed out at the meeting. Apology for not being in the Tri-Power with a, “the secretary will try harder.” Treasures’ report will be forthcoming at the November meeting in Klamath Falls. All are welcome and encouraged to attend and receive said item.

Oregon State Director’s Report given by Randy Drake: Not a lot to report the Record of Decision is out on the Deschutes and Wallow Whitman forests. Those who have written in the comment periods can read the RODs and respond if they do not like the choices made by the forests. October 8th is still the date for the work party at Santiam 4x4 trails but keep apprised as changes can cancel the date or extend it. The forest rehabilitation of the fi res and upcoming snow may change or cancel the date. A discussion on “rehabilitation” of McGrew Trail after the Biscuit Fire and possible ramifi cations for the Santiam area took place.

Committee Reports:Land Issues: Steens Mountain Advisory Council/Southeast (Dan Haak nothing reported) John Day and Southeast Oregon Resource Advisory Council meeting report

from the September meeting in Baker City: Sage Grouse status on the endangerment list and environmentalist litigations takes up the entire 2 day meeting. Summation of the grouse problems lay in maintaining habitat, old growth sage in grouse areas. Brought to point is the litigation for less access causes less ability to manage for noxious invasive weeds and fi re suppression. Still the so called environmentalists in the group cry for more “wilderness”.

Wallow-Whitman Travel Management Plan is released with the Motor Vehicle Use Maps due March 2012. Locals report 1000 miles of closed roads.

Vale/Lakeview/Burns all by order of courts were required to review their public lands for Wilderness Characteristics. Studies are all but done Vale area identifi ed wilderness characteristics on two units contiguous with the Homestead and McGraw Creek WSA’s. Eight areas are next to usfs potential Wilderness Areas making 2/3s of Malheur County wilderness characteristic. Lakeview has identifi ed two large areas but mostly have identifi ed small parcels. Burns’ has released a FEIS and can be found from their website. The characteristics can be on as small as 5000 acres and still qualify.

Central Oregon Desert Racing Association is still proposing a Desert Race 400 miles long 50-100 on Lakeview BLM secondary roads. Lakeview is reviewing their proposals and awaiting fi nal proposal from the group.

2003’s North Lake Special Recreation Area Management Plan will be added to Lakeview’s RMP. The plan will emphasize managing OHV use.

I suggest every time you get a chance tell a politician any and every politician; you want access to what you had and you don’t want any more “wilderness, anti-access infl uence” on your public lands.

There are vacancies on the committee Pacifi c Northwest (PNW) Recreation Resource Advisory Committee (RAC) it is a citizen’s advisory committee that makes recommendations on creating new or changing existing recreation fees managed by the Forest Service and the Bureau of Land Management (BLM) in Oregon and Washington. The PNW Recreation RAC is authorized under the Federal Lands Recreation Enhancement Act, which was signed into law in December, 2004.Advice and recommendations from the PNW Recreation RAC is combined with other public notifi cation and communication efforts to help the agencies make sound decisions regarding recreation fees.Resource Advisory Committee Members and Offi cials

The Designated Federal Offi cial (DFO) manages the committee. Duties: Calls or approves the call of a meeting; attends meetings; approves the agenda; may serve as chair in absence of chairperson; adjourns the meetings when it is in the public interest.The PNW Recreation RAC members include representatives in three categories:

Category 1 - Five people who represent recreation users and that include, as appropriate, winter motorized recreation, winter non-motorized recreation, summer motorized recreation, summer non-motorized recreation, Hunting and Fishing.

Category 2 - Three people who represent, as appropriate, motorized outfi tters and guides, non-motorized outfi tters and guides, local environmental groups.

Category 3 - Three people who are, state tourism offi cial representing the state, a representative of affected Indian Tribes, a representative of affected local government interests.

Land Issues: Central Randy Drake gave report on Central Oregon’s Record of Decision of the Travel Management Plans release. He intends on responding to the ROD.

Land Issues: Southwest Alan Paulson reported on the progress of the working group for his area’s Forest Service public lands. The group included environmental, foresters, OHV groups and hunters a very diverse group. Those meetings have deteriorated into fertilizer. The meetings will probably be discontinued. Virgil Osborn and Alan reported on a group included within the process that was very extreme on the anti-anti-access level. The group “Liberty 11” stood fi rm against environmentalists and agency alike stating their disapproval of any and all closures.

The workings of the Travel Management Plan as fi rst designed were not followed and old congressional laws are being ignored in the closing of the trails/roads. Virgil’s summation of a law suit being the only recourse he could see. Rayden spoke of an encounter with a sheriff on forest service public lands whereby the offi cer told him a gate open to one person is open to the general public, how does this relate to the new ROD where level 1 roads are open for administrative use but not the public? And all roads are

closed unless deemed open per the Motor Vehicle Use Maps supplied by local forest service districts. We as users really need to know the laws and the rights we have left. The Motor Vehicle Use Map distributed by the local Forest Service District Offi ce will be the bible for each forest’s available access roads. As each Travel Management Plan is completed and each districts map produced we will lose the level 1 roads. Be informed and be armed with the MVUM for each area you utilize. Tickets will be federally issued. The Travel Management Plan as originally tasked to each forest was not adhered to by Oregon’s Forest Service Managers. Why cannot we bring this to the Forest’s Regional Offi ce in Portland Oregon (as a class action law suit)? Where is the designated 4x4 trails in your neighboring forest?

Land Issues: Eastside and McGrew Trail (Larry East) Letters are being written as called for in response to and for the upcoming Creek’n Trail.

Land Issues: South-central (Steve Roach) nothing reported.

Ways and Means (Chair-Gaileen Paulson) Membership Update (Alan Paulson) nothing to report. Club Reports:Deschutes County 4 Wheelers reported by John Zigler haven’t done a lot of runs. We did the Kwohl Shelter tear down, Labor Day Christmas Valley week/ week-end, Hardy’s Hamburger’s Meeting Show and Shine, Delegates meeting in Rainier and this dunes cleanup is about all we’ve been up to. We have our clubs Sept. 11 meeting in Drake Park. November we will have a run to Edison to remove the remaining shreds of the old Kwohl Shelter. We will stock the new shelter with fi rewood from the old shelter’s logs. We have an upcoming scheduled campout and run “to the lakes. ”A “Run to the Lakes”: John Z. has been watching all the lake signs and wondering what they look like. Quack Attack work party is scheduled for October 8th-9th week-end and some may want to camp out check with Randy or John. The club is considering fb in lieu of web pages because of the coverage.

Ruff Country was reported on by Karl Talburt; the races this summer went well. The club has had runs to the ocean dunes.

X-Treme Off Roaders reported by Virgil have been very busy with last winter’s snow runs and the private property with obstacles and two miles of trails where they are allowed to play. They have had lots of runs in conjunction with the other two clubs in the area of Roseburg.

The club meetings have in attendance about 50 people. We have raced Camas and Ruff Country’s races and Moonshiners play day race. Toni offi cially won the roll over award club. Great turn out for Creek’ n Trail and had another run to Tillamook. We have been to these dunes a couple of times this year and are staying busy and informed.

Umpqua Valley Timber Cruisers reported by Alan just had their father/kid run. The forest is pretty much on lock down for fi res and fi re season. They took the kids shooting; swimming and all the other fun stuff dads do when moms aren’t around. They haven’t been too active and are losing their Big Red Barn as a meeting place it is closing. The club is looking at running the McGrew Trail October the 15th. Look on their fb page for details or the PNW website. Camping will depend on weather. The run is for a fi re fi ghter who can never make it to the June event.

Santiam 4 Wheelers reported by Frank Black. Their meetings are held monthly with them beginning to gear up for the Mud Fest they present each year. All things are lined out for the Mud Fest 2012.

Strawberry Hill Four Wheelers reported by Jeff Twitchell They have participated and volunteered for Creek’n Trail, with runs to Browns Camp at the Tillamook, Quack Attack and the beaches. They are taking care of the Noon Day Wagon Trail Adopt a Trail Program. We have gotten out at least once a month with runs. They have around 25 family members.

The x-Oregon club who we wish would rejoin Region 6 is doing the Invitational Event out of Hobo Camp October 15th. Get in touch with Paul Norman for advice on the event. Good of the Order: Virgil would like to explore “Winter Convention 2013”. Alan will call Valley River Inn in Eugene and inquire on possibilities. Casinos are a possibility if you have a favorite spot you want

the convention to be held make some inquiries and let’s entertain the idea of Region 6 presenting another convention. Location is not that much of an issue as someone will always have to travel the farthest. We should explore the options for a facility and the statistics of how many may attend. What would we would be expected to provide? (rooms/meeting rooms, hospitality night, banquet-and entertainment…) Keep your February 2013 open for a Valentines’ Day Convention in Oregon.

BRC Action AlertLast week we blasted a Wilderness update for Idaho and Montana and thought we’d whip up a quick national update on the latest legislative issues affecting recreational access.As is often the case, our “quick” update quickly grew to 10 pages. So we made liberal use of the delete button and ended up with a very brief snapshot of the legislative issues of the day.

The Wilderness Society’s New Lobbyist: Ken SalazarThis year’s Wilderness Wish List continues to grow, although a new trendy way to lock up our public lands is via new “non wilderness” land designations such as wildlife corridors, National Monuments, biodiversity reserves and so-called “compromise land use bills.”Perhaps the most concerning update is the new role of your Department of the Interior (DOI) as the chief lobbyist for The Wilderness Society.Long time BRC members know that Congress, with the passage of the Federal Land Policy and Management Act (FLPMA), specifi cally limited the Secretary of the Interior’s activities related to Wilderness. After a initial review for Wilderness, the Bureau of Land Management was supposed to concentrate on managing our lands under the multiple use/sustained yield policy.Under Secretary Ken Salazar, however, the BLM seems intent on shifting scarce budgetary resources toward aggressive lobbying activities for massive new Wilderness designations. That’s perfectly appropriate, if you are a lobbyist for The Wilderness Society, but the Secretary of the Interior should have nothing to do with this.According to Phil Taylor, a reporter for E&E News, Salazar’s lobbying efforts have been somewhat successful:“Interviews with BLM state offi ces last month found the agency was mulling more than a dozen areas

for Congress to designate as wilderness, the highest level of protection for public lands. Areas included the Sheep Creek and Sleeping Giant wilderness study areas in Montana, Nevada’s Gold Butte and Pine Forest, six wilderness study areas in Colorado and at least a couple of recommendations each in New Mexico and California.”Years of experience has taught us not to place too much stock in anything that isn’t in ink. We’re watching this list carefully, but we fully expect it to grow.

Wilderness Wish ListEach Congress legislators line up to re-introduce a conga line of Wilderness bills that, at least for now, have little chance of passage. Then they line up at the doors of the League of Conservation Voters for their check!The perennial list of favorites include the now infamous Utah’s America’s Red Rock Wilderness Act, Diana DeGette’s massive Colorado Wilderness Act of 2011, and the unfathomably massive Northern Rockies Ecosystem Protection Act.With little chance of passage, these massive proposals serve to make other “scaled down” bills seem more reasonable. That is what the wilderness lobby in Washington D.C. would have us believe, anyway. Of the bills that have a much better chance of passing, BRC tracks them closely and sends updates to our members on a state by state basis.The budget crisis has taken center stage, so it may be a bit early for a complete of legislation for the 112th Congress. But here is a quick list of some of the bills we’re tracking.We’ll wrap up this part of the update with the latest from Phil Taylor at E&E News: House panel to review 6 designation bills, 3.3M-acre land disposal proposal

Growing the National Landscape Conservation SystemSecretary Salazar’s ambitious Treasured Landscape Initiative is still alive and well. And the lame stream media is doing their part.

It’s diffi cult not to come across two or three news stories touting the biological imperative of locking up most of our recreational lands. Two recent examples here and here.It is reasonable to assume that any of Salazar’s Treasured Landscape wish list that didn’t make it into a wilderness bill will be proposed as a National Conservation Area or a National Monument and managed under the National Landscape Conservation System (NLCS).Until recently, wilderness activists pitched the NLCS as a compromise between Wilderness designation and a more “recreation friendly” way to “protect” public lands. But with the release of a new 15-year strategy, Salazar has removed all doubt. For NLCS, conservation and protectionism trumps all. Take a minute to read through the strategy. You will see that the NLCS directives place a huge burden on all recreational users, even mountain bike and equestrians. Previous to Salazar’s new guidance, one could have assumed trail based recreation would be relatively safe in one of these new designations. But the facts are now in black and white, the ink is dry, and the fi x is in... unless your use is specifi cally mentioned as a “value” in the new designation, your recreational use will not survive. Here are just two directives we’re up against:“Clearly communicate that the conservation, protection, and restoration of NLCS values is the highest priority in NLCS planning and management, consistent with the designating legislation or presidential proclamation.”Do not authorize discretionary uses that cannot be managed in a manner compatible with the designating proclamation or legislation. Work with the holders of valid existing rights to limit negative impacts to NLCS values.

A Recent Object LessonA recent email from the gang at the New Mexico Off Highway Vehicle Alliance (NMOHVA) provides us a object lesson. When asking how the proposed El Rio Grande Del Norte National Conservation Area would

impact backcountry roads popular with dual sport motorcyclists, NMOHVA’s advocates learned that BLM employees were making the claim that “the land would not be designated a Wilderness area and that motorized transportation, hunting, wood gathering and limited grazing would continue as they had in the past.”But the specifi c verbiage in the draft mentions only that motorized use will continue on existing roads. Under Salazar’s new directives that means roads that are “improved and maintained by mechanical means to insure relatively regular and continue use,” not “primitive roads” and “trails” popular with hunters and recreationists.So here is how Salazar’s directives kick in; unless the legislation or proclamation establishing the NCA specifi cally mentions “motorized and non motorized trail based recreation” the directives all but ensure those uses will not survive.We encourage recreationists in areas proposed for a National Conservation Area and/or a National Monument to contact their legislators and alert them to Salazar’s new directives. Don’t believe what the well-meaning BLM tells you. No matter your fl avor of recreational use, if it isn’t specifi cally mentioned as a Conservation Value, it will not survive.

Budgetary BattlesWhat. A. Mess. Because the annual Interior and Agriculture budget process is such a mess, I’m going to skip an update until things are more settled. Instead, we wanted to link to our Idaho and Montana Wilderness update. We’ve titled it “Washington D.C. Shenanigans” and it is defi nitely worthwhile reading and best of all, it’s short!

Pro Recreation Bills Continue to Gain SupportDon Amador and I were talking the other day about what a signifi cant change the recent fi eld hearing held in Northern California represented.

The House Subcommittee on National Parks, Forests, and Public Lands heard formal testimony on September 19 in the State Capitol from OHV leaders, Forest Service, county offi cials, union representatives, sportsmen, and of course, anti-access groups. Don posted a blurb recently on our website: Trail Access Featured At Congressional HearingThe hearing represents a relatively signifi cant sea-change in the land-use debate. We are encouraged that recreational use of public lands is fi nally being addressed pro-actively by elected federal offi cials. There are several pro-recreation bills circulating on capitol hill, including a bill that limits the President’s unilateral authority to designate National Monuments and the U.S. House of Representatives is considering changes to the Endangered Species Act.Finally, to those greenies out there that continue to claim OHV groups are just a bunch of “pave the parks” nut cases, we note that some OHV groups are supporting certain conservation bills such as the “Beauty Mountain and Agua Tibia Act of 2011.” These are not all of the issues BRC is tracking and the update on each is very brief.
