B/ Current Polices & Sytstems 1. Road Policy Vietnam Prime Minister has approved Vietnam Road System until

2020, which mainly focus on expressway plan as below: 1. Expressway from North to South of Vietnam with total length

of 3.262 km:- South-North Expressway in the East from Hanoi to Can Tho with

length of 1,941 km, 4-8 lanes.- South-North Expressway in the West from Ho Chi Minh to Kien

Giang with length of 1,321 km, 4-6 lanes.

2. Hanoi Ringroad Expressway in the North with total length of 1.099 km

- Lạng Sơn – Bắc Giang – Bắc Ninh, length 130 km, 4 – 6 lanes.- Hà Nội – Hải Phòng, 105 km, 4 – 6 lanes.- Thành phố Hà Nội – Việt Trì – Lào Cai, 264 km, quy mô 4 -6 làn xe. 4

– 6 lanes.- Nội Bài – Hạ Long – Móng Cái, 294 km, 4 – 6 lanes.- Hà Nội – Thái Nguyên – Chợ Mới (Bắc Kạn), 90 km, 4 – 6 lanes.- Láng – Hòa Lạc – Hòa Bình, 56 km, 4 – 6 lanes.- Ninh Bình – Hải Phòng – Quảng Ninh, 160 km, 4 lanes.

3. Budget Plan

Budget need for investment of road transport system a) Required fund for construction of road system to the year 2020 - For national highway: US$ 800 millions. - Hồ Chí Minh Road: US$ 300 millions. - Inland Expressway US$ 17.5 billions 350.000 - Coastal Road US$ 17.5 billions - Provincial road US$ 60 billions - Urban road for Hanoi and Ho Chi Minh city US$ 13.5 billions - Rural Road: US$ 4 billions. b) Maintenance fund to year 2020 - National roads: US$ 2.6 billions. - Expressway: US$ 0.4 billions.

Project Management Unit 2 (PMU2) was established by the MOT in 1993;

The divisions assist the General Director of PMU2 in managing various projects. With over 250 staff members, PMU2 is the transport unit having the highest disbursement quantity in the past many years.

To implement responsibilities and authorities of Project Management Unit according to current regulations of the Ministry of Transport as for projects in which Ministry of Transport is employer.

To implement responsibilities and authorities of the employer to be devolved, delegated and assigned by DRVN during preparation investment implementation periods of the projects, completion of the projects and putting projects into operations for projects in which DRVN is employer.

My Thuan Bridge Project First Cable Stayed Bridge in Vietnam. Total Cost: 114 mil. USD. Funded by Australia (66%) and Vietnam (34%). Construction period: 1997 – 2000. Total length: 1,535m; 4 lanes; Width: 23.6m. Main bridge length: 650m; Main span: 350m.

Incheon bridge - The expressway from Incheon International Airport to New Songdo City has total length 21.4 km, total project cost: 2,383 bil KW. - Incheon Bridge: 18.4 km long bridge over sea with superstructure box girded and cable stayed. - Construction Period: 52 months, July. 2005 - Oct. 2009.
