THE KwaZulu-Natal transport departmentand the Mandeni-Sundumbili Taxi Associa-tionhas come toanagreement that aims to re-solve disputes and violence among operatorsin the Mandeni area.
Transport, community safety and liaisonMECWillies Mchunu says that the agreementwould see the twoentitiesworking together toend violence and killings of operators in theMandeniarea,andensurethatonly legaloper-ators work in the region.
“This agreement is historic indeed as itseeks to end violence and lawlessness in thisarea. We are now entering another phase inthe life of Mandeni Taxi Association.Wewantto clean up all the records of this associationand to ensure that all operators working hereare legitimate,” said Mchunu.
“Wearepreparing togo tocourtwith the le-gitimate members of the association to inter-dict all illegal operators.”
Thiscomesaftera female taxioperatorwashot and burnt beyond recognition, and herhusbandwas shot dead inMandeni lastweek.
The murders are believed to have beenlinked to the recent taxi violence in the area.
Taxi violence is rampant in the country es-pecially in Gauteng, with police investigating108 cases of violence involving taxi operators.
The agreement locally was reached withhope to avoid such conflict in KwaZulu-Natalgoing forward.

MANDENI Mayor Siphesihle Zuluis currently visiting all the ongoing service delivery projects in
the area in an effort to be involved indelivery at grass roots level.
He has dedicated his time towardworking with all contractors towardscompleting all service delivery projectson time.
Zulu commenced his visits at themuchneeded market stalls near theSundumbili Clinic.

Regarding thesecurity issue, theforensic auditors said the securitycompanyreceivedaR24millionperyear contract or R75 million forthree years with a simultaneouspenalty of R7 million.
However, when the tender com-mitteeapprovedthecontract, itwassubject to funds available on theiLembe budget. A few hours later,the security companywasawardedthe contract with no budget andwithout council’s approval.
Amonth later, the security com-
panywas told the tenderhad to bereduced. The security companydid not have a problem with this,but iLembehad topayaR7millionpenalty.
The forensic auditors alsofound that amember of the tendercommittee had a conflict of inter-est when a contract to build a res-ervoir was awarded to a memberof his church.
The auditors found that therewere two tenders.
One was for R1.8 million andthe other for R1.2 million.
However, the church memberwho tendered R1.8 million, wasawarded the contract.
The auditors found that thisperson then sold the tender to acontractor who quoted R1.2 mil-lion for the same job.
Intheirpresentation,theforen-sic auditors said the former direc-tor of corporate governance com-mitted seven acts of financialmis-conduct as he negligently
procured goods and/or services for the 2010WorldCup,disregardingprovisionsoftheMF-MANo56of2003andvariousSCMprescripts.
The former director authorised the pur-chase requisition after the service providersubmitted their quotation for the marketingand communication strategy at a cost of R195000. He also authorised speed-fencing forstagingthepublicviewingareas(PVA)atacostof R348 000 and the catering for the 50 mar-shals who assisted during the opening gamesof the World Cup at a cost of R3 000.
Meals forNigerian delegates at a cost of R7200 was also authorised as was the disasterrisk management plan at a cost of R160 000,the business plan for staging the PVAs for theWorldCupatacostofR175000andthestreet-polebanners for theWorldCupatacostofR97000.
Theformermunicipalmanagercommittedanactof financialmisconductashenegligent-ly procured the staging of PVAs for the WorldCup for R6 million, auditors also claim.
Further to these findings, two companiesowned by the same person, submitted quota-tions for developing the 2010 marketing andcommunicationstrategyatacostofR195000.
The forensic auditors said this was “plaincover quoting” which constitutes fraud. “Weneed toget ridof corruptionand fraud.Wearetrying our best to eradicate this problem.Those involvedmust be brought to book. Thisisonlythebeginning,”said iLembeMunicipal-ity speaker,ANCregional chairpersonThoko-zani Msweli. Democratic Alliance chairman,MS Singh said corruption in iLembe is at itshighest. “There isaperceptionofpossible col-lusion between service provider and officialsand not ruling out the political hand in thiswasteful expenditure. “All those implicatedshouldbecharged,broughttocourt, ifconvict-ed nailed and jailed for a long time. Frontingcover-quoting collusion and corruption is be-coming the order of the day. “We as citizensshould standupagainst corruptionor elsebe-ing complacent will lead to a failed state andthat is where we are heading,” said Singh.

Of course, where it is your duty to concernyourself in any matter, you must do so constructively and spiritually, and then thoseconsequences can only be good.
If those around you are talking negatively about something or someone, and youchip in with your contribution, you are takinga strange dog by the ears so look out!
If you get emotionally tangled in what
is not your affair, through indignation, selfrighteousness, hatred or otherwise, youhave seized the dog again, and you will haveto pay for it.
If you rush about interviewing, telephoning, busying yourself in the same spirit, youhave tackled the dog once more and he willbite!
And even to think negatively concerningsuch matters in the secret chamber of yourown heart, will bring you proportionate andnatural punishment.
It is right to think fairly about any personor situation, and if we do this many opportunities will come to us to help people practically without any breach of the law wehave been considering, and without comingnear the dangerous dog...

Our bodies can be likened to a car, just as a car goesthrough wear and tear, we service it; our bodies go throughwear and tear as well. Medically, this wear and tear is referredto and results in conditions such as osteoarthritis, spondylosisor degenerative changes in the spine.
Degeneration is inevitable. However, it is possible for us toreduce the effects of this wear and tear. One of the ways of doing this is to ensure that correct posture is maintained duringthe course of our days.
POSTUREPoor posture, slumping and slouching while studying or workingover your computer places your back under additional strain.
HOW CAN I CORRECT THIS?A very general rule to adhere to is: Good posture is when yourears, shoulders and hips are in a straight line.Ensure that the feet are hip width apart (standing or seated)or placed on a foot rest (if seated) that is comfortable for yourheight.Abdominal muscles must be pulled in towards the spineShoulders back, ensuring that the chest muscles are prominent.Chin slightly tucked in (lowered towards the chest).

The movie stars Aaron Paul (of 'Breaking Bad'fame) as Tobey Marshall, a downonhisluck formerrace driver and owner of a financially struggling garage.MarshallmeetsantagonistDinoBrewster(Dominic Cooper, 'Captain America: The First Avenger'), atypical powerhungry "has more money than sense"businessman/professional driver (READ carmovievillain).
What Marshall soon learns is, as is the case inreal life, you should never make a car deal with anyonewearing a black leather jacket...especially if EVERYONE warns you he is evil.
A tragic car crash occurs and after being wrongfullyaccused, Marshall is jailed for several years. Once outof the clink he decides to take revenge by entering an“invitationonly” race, the DeLeon, hosted by Riddleresque Michael Keaton. The DeLeon is an ‘anythinggoes’ singlelap course that pits the world’s top driversagainst each other for the ultimate prize – a rare supercar worth millions.
Along the way we’re introduced to Marshall’seventual love interest Julia Maddon (Imogen Poots).
The movie also answers many of the questionsthat bothered me throughout 'The Fast and the Fu-
rious' series:>>How do the racers know where they’re racing to?>> Why do they insist dropping from first to secondbefore pulling away?>>How do they avoid traffic?>> How are they paying for any of this?In short, a wellorganised and outfitted group of misfits are responsible for getting Marshall from point Ato B.
A racer is only as good as his pit crew and our herois backed up by a Hollywood Blist cast of mechanicsand support personal that includes a wisecracking pilot providing comedic relief, a surly but wizened mechanic, a crazy maverick and a little brother living onborrowed time.
Paul/Poots make a great effort of providing someonscreen chemistry but badguy Cooper’s acting is aletdown and can best be described as wooden.
Then there are the cars...It wouldn’t be a car moviewithout a stellar list of blisteringperformance machines. From a classic Ford Gran Torino to the SaleenS7, in 'Need for Speed' the cars steal the limelight.
Without giving too much away there’s a supercarbattle the likes of which has only been experiencedbefore in the NFS gaming titles.LOOK OUT FOR THE...Crashes are a big part of the movie though the truehorror, for a car fan, is revealed behind the scenes.
In an interview with Top Gear director Scott Waughrevealed that nearly a hundred cars were wrecked andof the eight Mustangs built six were wrecked in filming.
Fortunately the units used during crashes were replicas, essentially kit car chassis with super car shells on
top.Interestingly, the camera cars were also modified
in order to keep up with the supercars. The film useda heavily modified Ford Mustang and Porsche Cayenneas filmcars.
The ‘IT’ car of the movie is unashamedly theFord Mustang, the latestgeneration muscle car thatwill arrive in South Africa in 2015.So how does it compare to 'The Fast and theFurious'?

The cars are better.Very few of those in'The Fast and the Furious' series were worthsalivating over. Withan abundance of eyewateringly beautifulsupercars, 'NFS' hasset the bar very highindeed.

Ramsundra was made to work extremely hard in his nailbiting 1513 win inthe opening set against Tanya Huntley. Hestarted to gain confidence as the gameprogressed, catching his opponent flatfooted with some precisiontimed drop

The discharge request by Damien Peters(who is expected to ply his trade for DUT inDurban) coupled with Cameron Singhwatching the game from the stands, confirmed speculation that trouble was brewing in the KSST camp after they concededa walkover in their opening fixture of theKwaZulu Natal open volleyball tournamentheld in Durban on Saturday.
KSST set aside their "offthecourtssquabble" and dominated proceedingsagainst Warriors Sport in their semifinalclash right from the start before a partisancrowd at the association courts on Thursdaynight.
Albiston Jaram gave KSST a commanding 112 lead after wreaking havoc with hiswickedjumpserve.Despiteanearlytimeout,
the brilliant blocks by Byron Athymoolamcoupled with the superb attacks by the leftand right combination of Sherwin Danielsand Kyle Puckree left the Warriors outfit intatters.

Grove End rallied back to level the scoresat 1616 before Roland Chetty and DesmondChetty combined superbly to guide Titans toa 2522 win.
Grove End turned on the heat in the 2ndset and left their rivals redfaced after cantering to a fluent 256 win to level the scores
at 11. In the 3rdand decisive set, Grove Endhardly moved out of the first gear to set upa mouthwatering clash in the final againstformer league champions KSST with an emphatic 154 win.
Grove End, who dethroned KSST in 2013will be hoping to prove that their win wasno fluke. In the curtainraiser, Titans are expected to start favourites against Warriorsin the playoffs for third spot. KDVA officialsare bracing themselves for a bumper crowdat the association courts on Thursdaynight.
At the end of the final tomorrow (Thursday), KDVA will announce a senior malesquad to participate in the KwaZulu NatalVolleyball interdistrict tournament to beheld at the University of Durban Westvilleon 5 April.

The torrid weather conditions (gusty winds)added to the woes of cyclists, especially noviceswho battled against the clock and the treacherous route.

The KwaDukuza cyclists are preparing for thenext major event scheduled to take place on 28April in Durban. Club practices are held everyTuesday, Thursday, Saturdays and Sundays.
The club has posted its first safe cyclingawareness board (courtesy of Iqra Printers) atStanger Secondary (opposite the KwaDukuza netball courts) urging motorists to take caution andensure a minimum of 1,5m distance when passingcyclists.

ACOMPULSORYSITE INSPECTIONwill be held at 10H00 onFriday, 04April 2014. Prospective Biddersshall meet the Engineer at the iLembe District Municipality, 12 Haysom Road (Auditorium) and thenproceed to site for a site briefing. The Engineer will not be available for inspection purposes on any otheroccasion. Prospective bidders are required to bring their copies of the bid specification documents to thesite inspection for signing by theEngineer.All bid documentswill be signed on site.

Failure to obtain a Bid Specification document and non-attendance of the site inspection will result in theimmediate disqualification of your bid. Bids may only be submitted on the bid specification documentationprovided by theMunicipality.
All Bidders must supply Valid and Original Tax Clearance Certificate from SARS confirming that theBidders Tax matters are in order and/or must give authority to iLembe District Municipality to obtaininformation from SARS regarding their Tax matters Any bid that does not comply with the advert will beimmediately disqualified andwill not be considered.
Sealed bids endorsed “Invitation to Bid No. TS/124/2014: Gledhow Sewer Upgrade - Phase 1B mustbe submitted into the Bid Box situated at the Ground Floor of ILEMBE TECHNICAL SERVICESBUILDING, 2 Haysom Road, KWADUKUZA by not later than 12 Mid-Day on Thursday 7 April 2014where they will be opened in public. The name and address of the bidder must be clearly written in theenvelope containing the bid.
Bids shall be valid for a period of 90 days
ids will be evaluated and adjudicated in terms of iLembe District Municipality Supply Chain ManagementPolicy in two stages. First stage of evaluation is functionality and the second stage being the 90/10preference point scoring system. Only bidders who score the required minimum threshold on functionalitycriteria will qualify fo the second stage of evaluation. iLembe District Municipality subscribes to thePreferential Procurement Policy FrameworkActNo. 5 of 2000.
iLmbe District Municipality does not bind itself to accept the lowest or any of the bids and reserves the rightto accept thewhole or part of the bid.
