The Munici- pal Property Rates Amend- ment Act, prom- ulgated in Au- gust, will see gov- ernment institutions be- ing either ex- empt or receive massive discounts on their rates bill and municipalities have said that residential and commercial ratepayers will be forced to pick up the tab. Jason Urbach from the Free Market Foundation said government “should be en- couraging individuals to become proud property owners and not making it more dif- ficult by raising taxes”. “It doesn’t surprise me given the coun- try’s dire financial status that the govern- ment is seeking to raise revenue by any and every means possible. The only way to boost economic activity in the country is to reduce taxes and encourage savings and invest- ment,”said Urbach. He said property owners will “reduce their after tax incomes” lowering levels of disposable income, lessen savings and lead to a reduction of “real wages”. The act will see municipali- ties having to phase in addi- tional costs to households over five to seven years as the amended act is phased in. AFTER years of waiting andwatching, the Woodmead Inte-grated Housing Developmentproject finally launched in grandstyle at the Etete site last Friday.Invested officials from StandardBank, National Treasury, UrbanHousing and theKwaDukuzaMu-nicipality gathered at the alreadyconstructed two-bedroom showhouse on site.KwaDukuza mayor RicardoMthembu and Standard BankKZN provincial director Toy Mzi-mela together with the local wardcouncillorGNMbonambiofficiallycut the ribbon tomark the start ofthe project.
The project forms part of gov-ernment’s initiative to integrateSouth African society by deliver-ing decent human settlements fora better quality of life.
TheWoodmead partnership isa mixed use development, whichincludes residential, industrial,retail and commercial compo-nents.
Since the conception of theproject theSaskoBakeryhasbeencompleted at the site and formspart of the industrial component.
The project has potential for802 affordable housing units inthe area where bulk services arealready available and in totalcould boast 2 500 residentialstands.
However, the entire reach ofthe project is 320 hectares.Asidefromhousingthedevelop-
ment will include a 15 000sqmshopping mall and a dedicatedtransport node.
Themunicipality is spending R45million through its Neighbour-hood Development Grant for in-frastructure development on theproject, this aside fromthe invest-ment by the private sector.
The municipality has also re-cently completed a R9 million ac-cess roadupgrade in theareaspe-cifically for the project. Currently,there is a contractor on sitework-ingonthepublic transport facility,whichisbeingbuilt toenhancethecommercial node.
The launch of the first phase ofthe Woodmead residential com-ponent comprises 224 units.
Speaking at the launch, headof Affordable Housing and Pen-sion Backed Lending Product atStandard Bank Group NolwaziNzama said home ownership isthe cornerstone of a strong com-munity.
“Standard Bank wants peopleto own their homes and to have astake in their future.Weare confi-dent that this development willunlock thepotentialhomeownerswithin our community. We are al-so excited about Woodmead be-coming a hub for growth on theNorth Coast and in KZN.”
An excited Mthembu said themain purpose of the developmentis to close thegapbetween the lowincome, middle income and highincome sectors.“Weconcentrateonthelowearn-
ers and non-earners and the highearners, but the middle incomesector is all but ignored in mostcommunities. They take care ofthemselves and we forget them,
but now we want to change that. We want tobridge the gap and show the entire communitythat we care about them all.”
He thanked Standard Bank for coming onboardwith the project and said the project is inline with the national development plan.“Weareprovidinghousing,securityandcom-
fort in linewith our FreedomCharter. It is greattoseedevelopmentontheothersideoftheR102.Usuallydevelopers focuson thecoastlineso thisis a refreshing change.”
“This change in the legislationhasdefinitelynegativelyimpactedonmu-nicipalities; preliminary assess-ments by some metro municipalitieswere that increases in a region ofabout 45,5% will have to be paid byratepayers over and above the infla-tion driven rate increases,” saidDzengwa.
The city’s revenue department,said it would need to plug a nearlyR400 million shortfall.
But Murray Hunter from theRight2Know
Campaign said it “seems societywas asleep at the wheel with thisamendment”.
“Wemustbecomemoreawareandthis can be done by just following
the Twitter and Facebook page ofthe Parliamentary MonitoringGroup. People can see what billsare being discussed and put intheir input.”
Maurice Smithers, national co-or-dinatorofAwethu,asocialjustice net-working group for civic groups, said“people’s power” has diminished.
“There is no step by step guide toformanactive citizenry. All youneedis people that are like-minded to gettogetherandthentryandgain thead-ditionalsupport fromthecommunity,while remaining democratic,” saidSmithers.
North Coast ratepayer’s associa-tions say they were not aware of theact, but will now be fighting it.
DolphinCoastResidentsandRate-payer’s Association (DOCRRA) chair-manLouisLuytsaidtheactwouldjust
be a means of “robbing Peter to payPaul”.
“Calling on ratepayers to pay evenmore is reprehensible. DOCRRA willbeseekinglegaladviceonthematter,”he said.
Luyt said local municipalitiescould “default on rates overnight”.
“This ‘comfort’ to the municipali-tiescoulddisappearwhenratepayersdefault on payments due to not beingable to afford it. The ratepayers arenotnecessarilyrich,alotofpeoplearein debt,” he said.
The cash flow of the municipalitywould dry up, and thus the services,which are already under strain, headded.
NorthCoastKwaDukuzaRatepay-er’s Association (NCKDRPA) chair-man Ray Millican is also outraged.
“The fact that they have installedanewratesact regardingStatebuild-ings paying next to no rates has anonerous tone that the government isfinally running short of funds due tocorruption.
“Theman in the streetwill have tobear the burden. This act as defies alllogic,” he said.

FIVE suspected robbers were ar-rested in the early hours of Sundaymorning after a brazen attack atMotala’s Farm on the outskirts ofKwaDukuza.
A joint operation by KwaDukuzapoliceassistedbytheDurbanFlyingSquad, Tracker unit and a local se-curity company led to the arrest ofthe five suspects a few hours afterthe business robberywas reported.
According to SAPS provincialspokesperson Colonel Jay Naickerpolice followed up on informationwhich led them to a house in Reser-voir Hills where they found the fivesuspects.

theywere approachedby the groupof suspects.
It isallegedthatthesuspectsheldthesecurityguardsupandremovedthe safe, computer and electronicappliances. “The suspects also tooktwo vehicles from the premises be-fore they fled the scene. Later, oneof the vehicles, a truck, was foundabandoned in Shakaville.
“The second vehicle was foundabandoned at Clermont area nearKwaDabeka.”
A case of business robbery wasopened at the KwaDukuza policestation for further investigation.
“KwaDukuzapolice immediatelymobilised theirmembers andotherunits to look for the suspects whichled to the arrests,” said Naicker.
Allfivesuspectsagedbetween30and40yearsoragesappearedintheKwaDukuzaMagistrate’sCourt fac-ing charges of armed robbery.

I would like to remind the residents that theANC has been and is currently the ruling partyof the KwaDukuza Municipality.
AfterbeingelectedasanMFcouncillor in the2011 Local Government elections, I have beenvery vocal with regards to the electricity losses
which then stood at about R23 million.The municipality has since formulated and
implemented new measures to reduce suchlosses.
However,itdoesnotrequirearocketscientistto figureout that thesemeasureswerenoteffec-
tive.I have brought this to the attention of the
ANC in several full council meetings.I have been bold enough in askingwhether
the measures are being enforced or officialsbeing inefficientor therebeingnopoliticalwillby the ANC to alleviate such great losses.
Althoughthemayorhasrespondedthat themeasures implemented has been ineffective,he denied that there is political will.
May I bring to the attention of the chairper-sonof thetechnicalservicescommittee, that inmost cases youneednot search for illegal con-nections and the culprits as it is a known factthat thereare thousandsof illegal connectionsincertainareasbysomesectorsof thecommu-nity.
These illegal connections traverse road-ways and pathways and are clearly visible.
Insomecasestherehaveevenbeeninjuriesand deaths due to these illegal connections.
Now,aresomewardcouncillorsafflictedbyblindness or are they safe guarding the voterbank by not reporting the illegal connections?
KwaDukuza residents should not expect amiracle in reducingelectricity lossesaswearewell aware the Local Government 2016 elec-tions is approaching and one does not expecttheANCtotakedrasticmeasuresas thiswouldaffect the support in the 2016 elections.
So the paying consumers should bracethemselves for further increases in electricitytariffsorawaitbankruptcyofKwaDukuzaMu-nicipality.
Iappeal to theANCtowork inthebest inter-est of rate payers, instead of safe guarding thesupport to the political party.
Furthermore,officialsshouldnotbeunnec-essarily blamed for the losses, as some of thehigh ranking officials are political appointeesand they would perform at the master’s will.

A DOCTOR who treated Michael Schumacher fornearly six months after the Formula 1 championstruck his head in a skiing fall says the injured exdriver is no longer in a coma and predicted a possible recovery within three years.
JeanFrancois Payen, a doctor at the Grenoblehospital that treated Schumacher after his injury inDecember 2013, said he has visited the Schumacherfamily at home in Switzerland to track his patient’sprogress.
Schumacher was with his 14yearold son in theFrench Alps when he fell, hitting the side of his headon a rock and cracking his helmet.
“Life after a head injury is punctuated by stages.We hope, but we have to give him time,” said Payenlast Thursday.
He predicted a convalescence of one to threeyears.
Earlier French F1 commentator JeanLouis Moncet repeated a report that Schumacher was “wakingup very slowly” from the induced coma controllinghis serious brain injuries.
Moncet said: “I saw his son and he told me Schumiwas waking up very slowly, very slowly.”
Payen commented: “It is to see how he progressesand then tell his wife and his children what changesI have observed. He is in very favourable conditions.
In September 2014 Schumacher left a rehabilitation clinic in Switzerland and returned home to hisestate on the edge of Lake Geneva.
