Hurricane Irma is gone but not forgotten. No doubt, this event has stressed our everyday life and the systems we depend upon, and often take for granted. But, it has enabled me to see the best in the citizens of Winter Springs. A big THANK YOU to everyone who, though experiencing some level of personal hardship, were gracious, helpful and offered prayers for those of us who serve you. When I speak to groups, I usually start with reviewing the performance of our Winter Springs Police Department. I do this because I believe Job #1 of the City is public safety. Through the storm and its aftermath, there was no loss of life in Winter Springs. Traffic flowed smoothly. The leadership team and individual officers lived up to the high regard that we hold them. Job #2 is to keep water flowing to your homes and businesses and to pump out the wastewater. I am usually remiss in paying tribute to the fine people in our Public Works Department because I, like most of you, take their performance as a given. For me, that changed in this hurricane. Water continued to flow and the sewer stations continued to operate. But, on more than one occasion, these services were at risk. Only because dedicated city crews were working 12 hour shifts around the clock is it possible to say now that our systems performed admirably. Some of you were without electricity for eight days — and I do not minimize that difficulty — but think about how insufferable it would have been if your hot home was also bubbling raw sewage. Although flooding was isolated, a few homes have been devastated by water intrusion. It is heart-rending to hear stories from people who have had this happen to them. City engineers are looking into the causes and will be reporting their findings to the City Commission. As I write this, the vast majority of our lives have returned to normal for a few days now. The exception is the amount of tree debris that is likely still on your property and on our roads. You may have noticed that Governor Scott has addressed the problem of contractors gouging municipalities and creating bidding wars for collection service. Winter Springs is not immune to this but we have, so far, been able to keep collection going and even increase the number of trucks originally committed, resulting in over 500,000 cubic feet of debris collected as of this writing! Debris pickup has two distinct tracks that operate asynchronously:
Waste Pro collects mostly on their normal routine but with added trucks. In this case, “normal” refers to the bagged, bundled or containerized debris; “normal” cannot mean that everyone will be served on their regular day – there’s just too much. However, please know we have also added additional Waste Pro collection days in an effort to expedite this collection process.
Other specialty contractors, some that were in place long before the storm hit and some that we have hired recently, will be coming on an irregular schedule, often using a huge claw, to collect the large debris.
Your understanding is very much appreciated. We have set no end-date or a specific number of passes that you will see at your home. The trucks will come until the job is done. Look for more announcements of a “last call”. Your City Commissioners and I appreciate the opportunity to serve you. If you have any concerns or questions, call any of us. 1. Don’t Trick-or-Treat alone. Go out with family and friends.2. Don’t Trick-or-Treat in areas that do not permit it.3. If you are to be out after dark, carry a flashlight and/ or wear reflective clothing.4. Stay out of the street. Use sidewalks when available.5. Wear a costume that does not restrict your vision.6. The Winter Springs Police Department would like to extend an invitation to all those who meet the above criteria to join us as a Winter Springs Police Explorer. Police Explorers are sponsored by the Boy Scouts of America Learning for Life program and give young men and women the opportunity to shadow police officers during their duties. Police Explorers can earn volunteer or community service hours as required by high school programs. Exploring will introduce you to the role of law enforcement in our community, the duties performed therein and the skills necessary to be successful in any career. Duties of an Explorer include attending bi-monthly meetings and training, working along with law enforcement during special events and community activities and setting an example for fellow students through community involvement.
