1.6.2 Rehabilitation of water infrastructure and WMO development for Additional Financing
Substantial civil works and formation and development of WMOs and Subunit implementation plans (SIPs) have been prepared for these areas. Out of 23 SIPs formed, 19 nos. have been presented to the stakeholders for their endorsement. The remaining 4 are (i) Bamonkhali, (ii) Barnali (iii) Shahbad & (iv) Purulia – Charbhatpara. The concerned subproject areas and their planned interventions are briefly described below:
Environmental monitoring will focus on these sub-project areas.
Alfadanga-Boalmari Sub-Project
Location and description
The Alfadanga-Boalmari sub-project covers a gross area of 8,011 ha, of which 6,632 ha is cultivated and the area is bounded by the Modhumoti River on the West & Chandana-Barasia river on the East. Administratively the sub-project is part of the Alfadanga and Boalmari Upazilas of the Faridpur district. The sub-project area is covered by (7) seven unions namely Alfadanga, Bana, Buraich, Gopalpur, Pachuria, Togorbandh of Alfadanga Upazila and Gunabaha union of Boalmari Upazila.

Rehabilitation plan has been prepared and approved and full payment of the squatters has been made. Payment of the legal land owners is in the advanced stage.

The Chatler-Fakurhat sub-project covers a gross area of 10,268 ha, of which 8,092 ha is cultivated and the area is bounded by the Kumar,Arial Khan & Bhubaneswar rivers. Administratively the sub-project is part of the Sadarpur & Bhanga Upazilas of the Faridpur district. The sub-project area is covered by (11) eleven unions namely Nurulgonj, Kaulibera, Tujarpur, Chandra, Gharua, Nasirabad, Manikdaha, Krishnapur, Hamirdi, Sadarpur & Dheukhali.

The Daduria Beel and Kandor Beel sub-project covers a gross area of 3,301 ha, of which 2,388 ha is cultivated and the area is bounded by the Kumar river on the East and Chandana-Barasia river on the West. Administratively the sub-project is part of the Boalmari Upazila of the Faridpur district. The sub-project area is covered by two unions namely Chatul and Shekhor.

Existing timber and fruit trees have been cleared by DoF from embankment of Kalidaskhali-Arpara sub-project. Plantation of suitable species on embankment will be carried out by WMOs
The details of trees cleared by Forest Department is given in Table-5
According to the approved EIA 126,900 plants to be planted, which will be carried out on both sides of the embankments at 2m spacing by the WMG members after the completion of embankment construction. BWDB is working on the issue for carrying out the tree plantation program
Tree Plantation program is in progress and 1000 Mahogany plants have been planted on pilot basis on the slopes of embankment of Alfadanga-Boalmari sub-project.

Method of Monitoring and equipment used for noise level testing:
The current noise levels along the proposed subproject sites have been measured during day time (8am
– 9am, 12am – 1pm & 6pm – 7pm) to identify existing noise level in the subproject area. A sound
level/noise level meter was used to quickly determine the ambient noise level in the construction area of
the subproject sites. The specification of sound level meter was: TES 1350A; Range: Low 35-100dB, High
65-130dB. Noise level was measured in terms of the A-weighted equivalent continuous sound pressure
level (Leq). After getting the raw data from the device, appropriate formula was applied to calculate
Leqday for each location. Measured noise level was compared with national standard (Noise pollution
control rules, 2006).
Summary of Key Issues and Remedial Actions At presence there is no key issues.
Response to Sl.no 36 of the latest Aide Memoire
According to ADB Aide memoire letter dated on 11th November based on ADB review Mission (1-9 November, 2021) it was agreed according to Sl. 36 that PMO shall carry out some environment-related issues. Development on the agreed issues are as follows:
(i) Initiate tree plantation at a pilot scale
1000 Mahogany plants have been planted on pilot basis in Village/Mouza Kuldhar, Upazila
Alfadanga, on both sides of the slope of embankment of Alfadanga-Boalmari Sub project.
According to the villagers the tree saplings need to be irrigated for successful growth during the
dry winter period. Due to this reason, provision for irrigation facility along with other nursing
required for successful growth of saplings have been included in the contract package. Image of
planed saplings attached in the report. Plantation of more saplings will be done during the winter
based on the experience to be gained through the pilot program.
(ii) Continue capacity building on the environmental safeguards and Management for PMO, BWDB
officials and WMOs
The PMO, BWDB have been provided Capacity building on the environmental safeguards. The
WMOs’ training on environmental safeguards issues are being imparted and it is continued.
(iii) Include reporting on the environmental good practices by other components (value chain) in the
next SEMR. The environmental good practices of various other components of SAIWRPMP-AF
are given as follows, which have been provided by the concerned experts of the disciplines after
discussion with the Environmental Safeguards Specialist.
(iv) Conduct scheduled environmental monitoring to improve safeguard performance at the
construction sites
Environmental monitoring of the construction sites is being carried out regularly on a routine basis
to improve the safeguards performance. During monitoring visits to work sites, the safeguards
levels are documented, suggest the Contractors for further improvement of environmental quality,
when the workers are also made aware/trained for enhancement of EHS qualities.
(v) Identify suitable location to finalize the tree plantation plan and initiate compensatory tree plantation program
Identification of suitable locations for tree plantation has been started in Kalidaskhali Arpara sub-
project and Bamankhali Arpara sub-project along with assistance of WMOs and will be continued
in other sub-projects of SAIWRPMP-AF. Compensatory tree plantation program will also be
initiated in the project areas.
(vi) Arrange training program for the WMOs on the tree plantation and maintenance
Training program for the WMOs on the tree plantation program has already been started and will
continue until completion.

SAIWRPMP-AF
SAIWRPMP-AF is implementing agricultural technology through the following programs giving due
attention to the environmental aspects.

many of the required EHS compliance have been carried out by them, although some need to be further
improved. The reporting period corresponds to the Rainy season mainly, when work in most of the work
sites were suspended and no new work could be started in full swing. Thus, monitoring of work site under
construction is limited in number. Cyclone Zawad also caused delay in starting the construction work
after the Rainy season due to untimely rainfall for a long period.
Monitoring of Dohor -Pachuria WCS
Visited Dohor-Pachuria Water Control Structure (3Vent) work site (under Horai River sub-project) on
09.09.2021 for monitoring of EHS situation there. It was observed that at present construction work is
stopped due to the continuation of the rainy season. According to the Contractor, construction and
placement of blocks is still to be carried out to complete the construction work at site. According to the
Environmental Inspector of the specific site, he is monitoring the EHS issues at the work site and will
continue complying the EHS issues, when the construction will resume in the post rainy season.
Monitoring of Repair of Belgachhi Regulator and Construction of CC block
Environmental monitoring of repair works Belgachhi 3 vent sluice and construction of CC blocks (9000
nos.) was carried out on 9.9.2021. The work was continued, although the rainy season interrupted the

EHS issues at construction site of Amuria 3 vent water control structure of Bamonkhali-Barnali sub-
project.
According to the Manager, no kind of accident took place with the workers during the working period so
far. However, he has been asked to continue provision of all kinds of EHS facilities to the workers like
provision of first aid safety facility, provision of adeguate PPE along with provision of COVID-19 issues.
In addition, the Manager has been asked to provide 3 tiers fencing of the work site, so that no accident
of men and animals can take place in the work site areas. They have also been asked to adopt all safety
measures required. The Manager agreed to provide all EHS facilities to the workers as they have
followed in the past and follow the required safety measures required for checking of COVID-19 infection.
Monitoring of Koidubi-Kata Regulator
Environmental monitoring of construction of 1 vent water control structure at Koidubi-kata under
Bamonkhali-Barnali sub-project was carried out on 11.9.2021. The work continued, although the rainy
season has slowed down the work progress. The EHS situation is described as follows:

made with Mr. Belal Hossain (sub-contractor), construction work may resume after the rainy season by
mid- November.2021. The following EHS compliance was found at the site:
A tube well has been installed for supply of safe drinking water to workers and its sample has
been sent of DPHE for testing (test results is yet to be received)
1 toilet established for the workers and 1 toilet has been established for the contractors’
personnel.

13.2 Latest Improvement of Environment, Health and Safety (EHS) Quality
The qualities of Environment, Health and Safety (EHS) issues have achieved a gradual improvement in the working areas of SAIWRPMP-AF with progression of time as has been observed during field visits by the ISPMC. This has resulted due to the continuous in-field training and motivation of the Contractors personnel and the workers on importance of workers’ safety during field visits.

to be followed during working in order to keep the workers along with other staff safe and be followed in
any case of occurrence of COVID-19 pandemic in their work site. They were also suggested to seek
interpretation of the work plan if they face any problem in understanding any part of it.
Most of the Contractors followed the COVID-19 workplan in work sites during working, although there
was some reluctance of the workers at some locations. The PMO and ISPMC members always tried to
enhance awareness of the workers during their field visits. Thus, it was observed that, the awareness
level of the workers got improved and gradually they became used to work following compliance of
COVID-19 issues mostly.
The awareness activities following of the instructions of the COVID-19 workplan shall have to be
continued in order keep the workforce in safe situation till the work completion of SAIWRPMP-AF, since
it is anticipated that the infection of COVID-19 will continue to further longer period.
It is also quite positive that the Government has facilitated in provision of COVID-19 vaccine to the elder
population of the country, which created optimistic and improved situation on the issue. Motivation of the
elderly workforce to involve in vaccine program will also bring positive situation in the present context.
In line with the requirement of awareness enhancement of workforce of sub-projects of SAIWRPMP-AF,
erection of signboards containing COVID-19 messages have been carried out at camp sites and work
sites of different sub-projects.
The workers have to remind that COVID-19 will only disappear when we are vigilant and careful against
it in our everyday livelihood style.
Steps undertaken for protection against COVID-19
The contractors have undertaken certain drives as per the suggestion of BWDB project personal and ISPMC to maintain safety/ protection measures for staffs and workers against outbreak/ infection of COVID-19. The major issues complied by the Contractors are as follows (Table-13):

GOB permits (such as NOC from different line departments, local authorities, permission for dredging from BIWTA etc.) which to be obtained to proceed the construction works should have been included in the EMR.
Not applicable Not addressed. As per national regulations, project has to obtain clearances and permits such as ECC from DOE, NOC from local authority etc. We recommend to include the compliance status of clearances and permits in the report.
DOE has issued the Environmental clearance certificate (ECC) for SAIWRPMP-AF. It has also been renewed upto 27.7.2019. For renewal of DOE’s ECC for the years 2019-2020 2020-2021and 2021-2022 application has been made and in the latest development DOE has approved the ECC upto the period 27.7.2022. Moreover, Memorandum of understanding has been signed with Department of Agriculture Extension and Local Government Engineering Department for rendering their assistance and cooperation in proper implementation of the project. The Sub-projects under SAIWRPMP-AF are existing old BWDB sub-projects, which should require no permits from the local authority for their rehabilitation, although comprehensive discussion have been made with the local authority during planning and implementation stages. All these issues have been enclosed in Appendix-B of EMR
2. - Consultation and complaints– to report on any consultations undertaken and list any complaints received.
Consultations were made with the local stakeholders during planning and implementation phases of project as per requirements, although no complaints were received from the local people till the reporting period July-December,2020.

3. - Grievance redressal status (grievances i.e. Identification of key issues, or complaints from affected people, or recommendations for improvement) should have been included in the EMR.

4. - Provide a time bound corrective action plan (CAP) for further improvement as recommendation.
The Contractors are made aware of compliance of environmental issues during issuance of work order for which various EMP costs have been included in BoQ and for which they have been imparted training. They are also made aware of compliance/ improving of Environmental issues during monitoring of construction activities. Thus, there is continuous trend of improvement of Environment, Health and Safety (EHS) issues. Provision of a time bound for corrective action plan (CAP) is not-practicable, since improvement of EHS issues is a continuous process and work orders are issued in different time frame, which are completed in different time limits.
Please provide the updates on the improvements of environmental safeguards in tabular format which have been rectified through several monitoring system.

5. Compliance with Environmental Management Plan Table 2: Rivers and Khals and re-excavated materials- - Is there any dredge
material management plan formulated for proper handling of dredged spoils generated due to riverbed excavation, if any please provide updates in the EMR.
Works of the project include khal re-excavation (not river dredging). The excavated earth is placed at certain distance according to technical specification and rough leveling and dressing done, so that the excavated earth is not re-deposited in the khal.

8. Tree Coverage: - Tree plantation plan
suggested in the approved IEE to plant 126,900 saplings for which BDT41,409,474 has been estimated and put in the EMP-BOQ. Please provide details on the tree plantation program in the EMR.
According to the approved EIA 126, 900 plants to be planted, which will be carried out on both sides of the embankments at 2m spacing by the WMG members after the completion of embankment construction. BWDB is working on the issue for carrying out the tree plantation program with the WMO participation.

Actually, limited training on environmental issues has been carried out during the reporting period (July-December, 2020) mainly due to outbreak and continuation of COVID-19 pandemic; a total of 15 batches “Environmental Sub Committee members of WMG” were imparted training. The number of participants were 375 nos., among them 216 were male

10. - Air, noise, ground water and surface water quality monitoring for the reporting year as per suggested in the monitoring table of approved IEE should have been incorporated in the EMR.
The issue of testing of air quality, noise, ground water quality and surface water quality were not encouraged by the ADB Mission during their latest visit in August, 2020. However, these tests can be done if felt necessary from your end.
Monitoring plan of the approved IEE to be followed in order to environmental quality monitoring.
Tests for air quality, noise level, ground water and surface water quality will be carried out according to approved EIA and it has been addressed in Table-2.

Other relevant permits include detailed discussion with the local Government Organizations of the sub-project locations and carried out Memorandum of understanding with Department of Agricultural Extension (DAE) and Department of Fisheries (DoF). Moreover, detailed discussion with Forest Department have been carried out, who has cut down their trees planted in BWDB’s land lo provide support BWDB’s program (paid 20 % of the wood value to BWDB). They have also expressed their intention to carry out plantation program in the suitable areas ,after the completion of the BWDB project, if allowed

The relevant project personnel monitor the quality of water and soil, so that, the excessive use of inorganic fertilizers (by the farmers) does not cause any pollution of water and soil affecting production and propagation of fishery resources. Monitoring of water and soil is carried out by physical observation mainly. Opinion of local experienced farmers are also utilized, whenever necessary.

Improvement of environmental safeguards issues of a specific work site takes place from the beginning of physical works and it continues till the completion of the works. Moreover, works of different work sites starts at different time and thus they are also completed at different time. Thus, the efforts of improvement of environmental safeguards cannot be kept limited within a set time frame (specific date and month), rather it depends on tenure of the physical work, when continuous monitoring need to be ensured.
