Mr. Dennis Knox, CEO Mid-Columbia Medical Center 1700 E 19th St The Dalles, OR 97058

Dear Mr. Knox,

Our community deserves the best possible health care; and that requires highly qualified, experienced nurses. This care is best delivered by nurses who are local and have a vested interested in our community.

We, the undersigned nurses at MCMC, call The Dalles home. We have family and friends here. We want to stay here. But the administration of Mid-Columbia Medical Center is failing us, our patients and our entire community.

Since negotiations began in April, we have worked hard to help the administration understand the need for well-rested nurses who can create their own work-life balance. Research has repeatedly shown that nurses who are free to take their mandatory breaks and have control of their schedules provide better care, make fewer mistakes, and are less likely to burn out or look for work elsewhere.

At our last bargaining session, we felt positive progress was being made and that both sides seemed to better understand each other’s interests. However, after presenting our proposal that made some significant concessions, MCMC administration abruptly changed their tone and said they wanted to move to mediation. We have put a lot of time and effort into coming up with plans to improve recruitment and retention of nurses during a nationwide nursing shortage. Here is what we need:

• Staffing: Language to help ensure every department abides by a staffing plan and allows nurses to take breaks and lunches. According to the Oregon Bureau of Labor and Industries (BOLI), nurses are allowed two, 15-minute rest breaks in an eight-hour shift and three 15-minute breaks in a 12-hour shift. Only 10% of Mid-Columbia nurses are able to take those breaks. Most nurses won’t because instead of providing a nurse to cover breaks, management expects other nurses to double their load to cover. That’s not safe for patients or nurses.

• Fair Scheduling: Including self/collaborative scheduling as determined by a vote of nurses in each department. Management has been making final schedules without nurse input. A large percentage of nurses work variable shifts. We need work/life balance so that we can make commitments to our community, our families and ourselves. We are asking for management to lower the number of variable nurses. Right now, a unit can have up to 25% variable shift nurses. We want it to be 15%.

last ten years The Dalles’ population has increased by more than 17 percent, but Mid-Columbia is struggling to recruit and retain nurses. We are competing with nearby hospitals like Providence Hood River, Good Shepherd, and St. Anthony’s. It is especially difficult for nurses in the middle wage steps, their pay is below what other area facilities are offering.

Settling for an agreement that does not substantially improve these core issues will make it difficult to retain and recruit high quality, professional staff. Many departments at Mid-Columbia are under-staffed and have been for years. When combined with the increased demand by the pandemic, stress levels are an at all-time high. Due to short staffing, nurses have been required to add non-nursing duties to their already full workload. Nurses are performing lab work, aiding in cafeteria service and cleaning rooms after COVID-19 patients have been moved out. We believe excellent patient care needs to be at the foundation of our partnership with the hospital. Without a fair contract in place that will recruit and retain nurses, the administration is choosing profits over patients.

The community sees the value of our work. At our public rally in August, hundreds showed their support and appreciation. Attached is a list of people who signed our petition and support our efforts. Please direct the management bargaining team to reach a fair agreement immediately.

Sincerely,

The ONA Negotiating Team

Although I'm not currently residing in TD, I have personally benefitted from the outstanding care provided by the MCMC nursing staff. All of the issues that the nurses are requesting sound completely reasonable. I would urged you to seriously consider accepting and implementing these priorities ASAP. Don't let the care patients receive be negatively affected by an administration's obstinacy to fair compensation and scheduling.

I have had the need of medical attention here several times and never been hurt or refused. I'm very familiar with one of your great RN staff and she will give her life for her patients, literally. Quit being greedy and help these great folks do the montrous job they are required to do. NO ONE should have to work 12 hours a day, that's insanity. For the meticulous service most of us patients expect these folks should work only 6-7 hrs so they're sharp and alert to do correct thinking on their feet. I'd be more than happy to testify in any meeting you have for the promotion of fair work standards and supreme pay for superior service.

Hospitals/corporations want their nurses to be well educated and the best in their field. They should be treated as the professionals they are. These issues need to be addressed within many, if not all, departments within MCMC. I no longer work for MCMC, but I used to work as an Exercise Specialist in the Medical Exercise Program. We were severely understaffed, underappreciated, and often it created an unsafe environment for patients, not to mention the level of patient care was not to the standard it should have been for a PlaneTree Hospital. I left because I was burnt out due to understaffing.
