AGENCY NEW DELHI, MAR 22 In a major development, the Lok Sabha on Monday passed the Government of National Capital Territory of Delhi (Amendment) Bill 2021. The bill was passed amid opposition from various parties including the Aam Aadmi Party. The bill seeks to make it clear that the "government" in Delhi means the "Lieutenant Governor". The AAP has protested the bill claiming that it intends to reduce the powers of the Delhi Chief Minister. The Congress also opposed the bill, calling it “unconstitutional”. Union Minister of State for Home G Kishan Reddy said the bill has become necessary as there have been ambiguity in certain issues related to the function- ing of the Delhi government and several cases were also filed in courts. "Please do not say that it is a politi- cal bill. It is being brought to end ambi- guity in certain issues as Delhi is a Union Territory. It will end certain confusion or technicality and enhance the efficiency of the administration," he said. AGENCY NEW DELHI, MAR 22 At a time when the coun- try is in the midst of the second phase of covid-19 vaccination, the Centre on Monday revised the time gap between administra- tion of the two doses of Serum Institute’s Cov- ishield vaccine. As part of its latest guidelines, the Centre has directed all states and Union territories to ad- minister the second dose of the vaccine after 4-8 weeks of giving the first dose. Earlier, the time gap was 4-6 weeks. "In view of the emerging scientific evidence, the inter- val between two doses of a specific COVID-19 vaccine i e. COVISHIELD, has been revisited by National Techni- cal Advisory Group on Im- munisation (NTAGI) and subsequently by NEGVAC in its 20th meeting during which the recommendation has been revised to provide 2nd dose of COVISHIELD at 4-8 weeks' interval after 1st dose instead of earlier prac- ticed interval of 4-6 weeks, the Union health ministry said on Monday. In a letter written to the chief secretaries of states and UTs on Monday, Union Health Secre- tary Rajesh Bhushan said the ministry has accepted the recommendations of NTAGI and NEG- VAC. Keeping the ex- isting scientific evi- dence in view, it ap- pears that protection is enhanced if the second dose of Cov- ishield is adminis- tered between 6 to 8 weeks, but not later than the stipulated period of eight weeks, he said. India saw 46,951 new cases being registered in a day, the highest single day rise so far this year. Maharashtra has reported the highest daily new cases at 30,535 (65.03 per cent). This is followed by Punjab with 2,644 while Kerala re- ported 1,875 new cases. Eight states including Maharash- tra, Tamil Nadu, Punjab, Madhya Pradesh, Delhi, Gujarat, Karnataka and Haryana are displaying an upward trajectory in the daily new COVID-19 cases, the ministry said. India's total active caseload has increased to 3,34,646 comprising 2.87 per cent of India's total infections.

6084 bottles of illicit liquorrecovered, truck impounded

Tightening screw against liquorsmuggling, Haryana Police has con-fiscated 6084 bottles of illicit IndianMade Foreign Liquor (IMFL) whenthe consignment was being loaded ina truck for smuggling from a scrapshop in Nuh district.

Giving this information here to-day, a Haryana Police spokespersoninformed that Police have impoundedthe truck bearing Rajasthan registra-tion number and seized the consign-ment which was packed in 507 car-tons.

Divulging the details, he said thata secret input was received that ac-cused Irfan had kept hiding boxes ofillicit liquor in his scrap shop locatednear Punhana-Hodal Road, which arebeing loaded in a truck for sale. Basedon input, a raid was conducted at the

location where accused shifting theconsignment from scrap shop into thetruck. Three accused fled as soon asthey saw the police approaching. Allhave been identified and police partiesare being dispatched to nab them.

A case under relevant sections ofExcise Act was registered against theaccused and further investigation intothis case has been taken up.

In another crackdown, Police has

arrested a proclaimed offender and re-warded criminal, carrying a bounty ofRs 5000, from Nuh district. Aboutone-and-half dozens of heinous crim-inal cases pertaining to murder, at-tempt to murder, cattle smugglingwere unearthed with their arrest. In view of maintaining adequatestock of medicines in Health &Wellness Centres (HCWs), theHealth & Family Welfare MinisterBalbir Singh Sidhu today flaggedoff a Medicine Delivery Van(MDV) at Paryas Bhawan Sector-38 Chandigarh. Community HealthOfficers (CHOs) have been as-signed the responsibility to main-tain the stock of medicines at theirrespective centres and they willsoon be authorized to place the de-mand for medicines quarterlythrough online mode in advancefrom Warehouses.

Disclosing this here on the oc-casion, Mr. Balbir Singh Sidhu saidthat to ensure the supply of medi-cines at HCWs, the Punjab Govern-ment has decided to make the sup-ply of all 27 medicines to such cen-ters directly from regional drugwarehouse by MDV. He said thatsince March 2019, 79 lakh patientshave been provided OPD servicesat HWCs which means on an aver-age 21,643 OPDs conducted perday by CHOs. He pointed out thatat present, block-level health cen-ters are distributed the stock ofmedicines to all HCWs after gettingit from the regional drug warehous-es. This mechanism is not properlyfulfilling the overall requirement ofall the centers as per their demand.He said that to strengthen the OPDservices and ensure the supply ofmedicines, the State government is

going to cover all districts underthis progamme in a phased manneras this MDV project is implement-ed in 70 HWCs of District SAS Na-gar on a pilot basis, he added.

Divulging about key features ofMDV, Dr. Areet Kaur Director Na-tional Health Mission that now,CHOs have been assigned the re-sponsibility to maintain the stock ofmedicines at their respective cen-tres and soon, CHOs will be placedthe demand for medicines quarterly

through online mode in advance.Dedicated MDVs will then collectthe medicines from the warehouseas per demand and supply it to theHWCs without any delay.

Dr. Areet informed that Statehas operationalized 2820 HCWswhich includes 2380 Sub Centres,347 PHCs and 93 UPHCs. Punjabhas already achieved the target ofoperationalizing 1435 HWCs givenby Govt. of India for year 2020-21(196% achievement). HCWs are

proving to be pivotal force for Pun-jab’s Health Systems, especially inrural areas. Chairman of the HimachalPradesh Public ServiceCommission Major General(Retd) Dharamvir Singh Ranasaid that the Commission hasearned many achievementsduring the last four years. Theonline examination process hasbeen effectively implementedand there has been transparencyand acceleration in therecruitment examinations beingconducted by the Commission.

While addressing a pressconference here today, he saidthat the commission has taken ahistoric decision of abolishingthe selection process based onpersonal interview only. Aspecial change has been done inthe selection process and now65 percent marks obtained in thesorting examination for the finalselection would be on the basisof the subject of the post andpreference has been given to 35percent marks obtained inpersonal interview. This hasbeen made mandatory so thatthe criteria of fairness and meritin the selection of the candidatecould be established. He saidthat online examination systemhas also been effectivelyimplemented due to which theselection process has been

intensified. On an average 374recruitments were done in pastfour years from 2012 to 2016,whereas after 2017 it hasintensified. In the year 2017there were 754 recruitments,1174 in 2018 and 1892recruitments in year 2019 while850 recruitments were made inyear 2020 during the coronacrisis. He said that as a result ofdevelopment in the field ofinformation and communicationtechnology, a lot of efforts havebeen made by the Commissionto conduct online examinations.At present, facilitation centershave been established forconducting online examinationsin every district of the state.DVS Rana said the commissionhas adopted one timeregistration facility (OTR) andthe candidate just need toregister them only once and theycould apply for different postsadvertised by the commissionfrom time to time.

8777 people infected with corona virus conquered :Civil SurgeonGURDASPUR (GAGAN BAWA): Disclosing this here today Dr. Vijay Kumar, Civil Surgeonsaid that 433638 suspected patients were sampled in the district out of which 416257 were neg-ative, 5356 were positive patients (RTPCR), 1616 were positive patients who were tested in oth-er districts. There have been 107 positive patients tested through Trunet, 2826 individuals test-ed positive by antigen test and a total of 9905 positive patients and 2013 sampling report is pend-ing. He further said that 75 victims were admitted in other districts and 02 in Civil Hospital, 3in Civil Hospital Batal, 17 in Central Jail and 3 in Tibrikant. 712 Victims who have been asymp-tomatic / mild symptomatic have been secluded at home. A total of 8777 people have been in-fected with the corona virus, of which 8388 have been cured and 389 have been dischargedhome. There are 812 active cases. A total of 316 deaths have been reported in the district.

It will be launched as a "JanAndolan" to take waterconservation at the grass-rootlevel through people'sparticipation. It is intended tonudge all stakeholders to createrainwater harvesting structuressuitable to the climaticconditions and subsoil strata, toensure proper storage ofrainwater, it added.

After the event, GramSabhas will be held in all GramPanchayats of each district(except in the poll-bound states)to discuss issues related to waterand water conservation. GramSabhas will also take 'JalShapath' for water conservation.

tion is scrambling tomanage a growing

humanitarian and politicalchallenge at the US-Mexi-co border that threatens toovershadow its ambitiouslegislative agenda.

Alexander B Gray, a Se-nior Fellow in National Secu-rity Affairs at the AmericanForeign Policy Council(AFPC), in an article for theWashington-based magazinesaid that although the west-ern countries have taken noteof China's designs over theArctic, however, Beijing'smachinations in Antarcticaremain little-known. Antarc-tica is considered a globalcommons to be preserved"for peaceful purposes only"under the terms of the 1959Antarctic Treaty and "anymeasures of a military na-ture" are prohibited.

Gray wrote that both theUnited States and China aresignatories to the treaty andits most important addendum,the 1991 Madrid Protocol,which permanently prohibits

extractive mining, protectsthe unique flora and fauna ofthe continent. "The enforce-ment mechanism of theAntarctic Treaty and its pro-tocols is an inspection sys-tem, whereby signatories un-dertake periodic visits to thestations maintained byaround thirty countries. Notonly are these visits notori-ously infrequent, however,they are also incomplete,having failed to visit some ofChina's five research stationson Antarctica to date," saidGary while adding that Bei-jing has used some of itsAntarctic bases for satellitereceiving stations and high-powered telescopes, both of

which have military applica-tions. Despite the clear warn-ing signs, none of China'sbases has been inspectedsince 2015. Gray further saidChina's construction of a per-manent Antarctic airfield in2018, its growing fleet of ice-breakers, and an influx ofPeople's Liberation Armypersonnel at Beijing's re-search stations are just a sam-pling of Beijing's military ob-jectives.

Besides the military ob-jectives, a significant numberof Chinese experts believethat the Madrid Protocol ex-pires in 2048, along with theaccompanying ban on miningin the Antarctic.

At the same pace at which we have allgrown at present, the drug trade is also atits peak in the country, the intoxicationstarts from a fashion and ends at the orgyof destruction. Drugs are believed to bethe biggest reason for destroying humaninstincts and creating inhumanities. Psy-chiatrists believe that intoxication can

impair human thinking and can lead tovarious kinds of diseases and lead tomisguidedness from the original purposeof life. Causes to go. Today the youth ofthe country is seen getting caught in the

youth in North India, Smack's pudding isbeing sold indiscriminately. I spoke tosome youths, who are suffering from de-pression of this drug, so they told that thepeople selling smack were initially less.They give it to the young people andteenagers for free 2 to 3 times and latermake it available to them from Rs 500to 1500 rupees for 1 gram. According toNCB data, the main reason for 90 per-cent of the crimes is drug addiction andthe age of the criminals is also low. Infact, the current drug addiction falls inthe category of synthetic drugs. Accord-ing to a report, from 15 years of adoles-cence to 30 years are in the grip of thisdrug. The number of youth up to the yearis immense, which is a frightening situ-ation for our country and society. Thisblack market of drugs is running underthe nose of the administration and the

government, although raids are beingconducted and drug traffickers are beingarrested by the antinarcotics and otherconcerned departments, then how is theeasy availability of drugs there? The po-lice administration is serious about drugtrafficking, but when the consignment ofdrugs crosses the borders of many statesand becomes available for sale in themarket, why should the local adminis-tration and government not take appro-priate steps at that time? The arrest ofdrug traffickers becomes the headlinesof the newspapers and after some time,this hoaxing starts at the same pace. Vir-tually any social evil cannot be solved bythe government and the administration,for this, the society itself has to take theresponsibility for all those aspects,which are the root cause of depressionlike addiction.

EDITORIALSoft target: Prisoners

and pandemic

Wilful amnesia may be a universal phenome-non, but it does not make problems go away.This was evident from a report by Amnesty

International that highlighted the sufferings during thepandemic of an already-beleaguered constituency:prisoners. The plight of the latter, in India and aroundthe world, appears to be two-fold. To begin with, theopacity of prisons makes society easily forget theasymmetrical relationship that binds inmates to theauthorities, manifest in routine violations of prison-ers’ rights and dignity. The pandemic — this is theother challenge — seems to have heightened thesetransgressions. Last year, the Supreme Court had or-dered all Indian states to consider releasing some pris-oners on parole to reduce overcrowding in jails duringthe Covid-19 outbreak. The apex court had also di-rected that video conferencing be introduced for pris-oners so that they can stay in touch with their families.The findings of the Amnesty report are damning inthis respect. Not only was the rate of release insuffi-cient to mitigate the magnitude of the risk but de-tainees, according to a source in Jammu and Kashmir,were also allowed just one call to their families in 15days. The State’s apathy towards the health of prison-ers is unlikely to change even as some states face asecond surge of the coronavirus. Given that prisonsare particularly vulnerable to the infection on accountof congestion — around 27 per cent of prisons acrossIndia are still overcrowded — it stands to reason thatinmates, nearly 70 per cent of whom are undertrials,ought to be prioritized for vaccination. Yet, whileprison staff were listed among three priority groupsfor vaccination, prisoners were dropped from the list.The embedded moral ambivalence towards the con-demned may have played a part here. The pandemiccould have been used as an opportunity to assess theweaknesses in India’s prison system and institute re-form. Sadly, this has not been the case. This is espe-cially ironic given the apex court’s push in this direc-tion — the overall prison occupancy came down to93.3 per cent from 117.6 per cent between April 1 andJune 30 last year on account of the Supreme Court’sdirective. This momentum must be taken forward toaddress a number of challenges that confront prison-ers — deplorable sanitary conditions, poor medicalfacilities, the flouting of social distancing norms andabsence of protective gear — each of which can turnthe country’s prisons into Covid-19 hotspots.

India's top-12 ports witnessedconsiderable decline in cargotraffic for the eleventh straightmonth in February to 600.62million tonnes (MT), accordingto ports' apex body IPA. Cargotraffic at 12 major ports that areunder the control of the Centredropped by 6.61 per cent to600.62 million tonnes (MT)during April-February thisfiscal, compared with 643.10MT in the year-ago period, theIndian Ports Association (IPA)

said in its latest report. All ports,barring Paradip and Mormugao-- which recorded 0.27 per centand 30.93 per cent increase incargo handling to 102.90 MTand 19.28 MT respectively, sawnegative growth. Cargohandling at Kamrajar Port(Ennore) nosedived 23.29 percent during April-February to22.23 MT, while ports likeMumbai and VOChidambaranar saw their cargovolumes dropping by over 12per cent during the said period.Cochin and Chennai portssuffered a sharp decline of

about 10 per cent. JNPT saw adecline of 8.06 per cent in cargovolumes, while Deendayal PortTrust and Kolkata ports logged

an over 6 per cent drop in cargovolume. Cargo handling at NewMangalore and Visakhapatnamslipped 5.30 per cent and 4.87

per cent, respectively.India has 12 major ports

under the control of the centralgovernment -- Deendayal(erstwhile Kandla), Mumbai,JNPT, Mormugao, NewMangalore, Cochin, Chennai,Kamarajar (earlier Ennore), V.O. The amendment bill,that seeks to hike the FDI limit ininsurance from 49 per cent to 74per cent, was passed by the RajyaSabha last week. The insurancecompanies are facing solvencyrelated issues, she said, adding,"if growth capital is hard to comeby, there will be a stresssituation. In order that the stresssituation is not left unattended,we need to raise the FDI limit."The COVID-19 pandemic,Sitharaman said, has furtheradded to the woes of theinsurance companies. Theminister observed that the FDIlimit was being raised on therecommendations of theregulator IRDAI which had heldextensive consultations with thestakeholders. The FDI inflow inthe insurance sector, the ministersaid, had increased significantlyafter the government decided to

raise the cap from 26 per cent to49 per cent in 2015. As much asRs 26,000 crore has come as FDIin the insurance sector since2015, she said, adding the assetunder management (AUM) inthis sector too have grown by 76per cent during the last fiveyears. Later, initiating the debateon the bill, Manish Tewari(Cong) said when the BJP was inthe opposition, it opposed anincrease in FDI. He said the thenUPA government could notbreach the wall put by lateSushma Swaraj and Arun Jaitelyin both Houses of Parliament. Hesaid the decision to hike the FDIlimit was like a somersault by theBJP. He also referred to certainparliamentary committees wheresenior BJP leaders, includingYashwant Sinha had opposedhike in FDI.

FPIs bought a net USD 179.40 millionas of March 18, 2021. For the month of March, FPIswere net buyers of a total of USD 2.454 billion,"according to Reliance Securities. Global oilbenchmark Brent crude futures fell 0.46 per cent toUSD 64.23 per barrel.
