The AAP Scored A Land- slide Victory In The Assembly Polls In March And In April, The Party Announced That It Would 300 Units Of Free Electricity To Punjab Resi- dents. Further, Cheema em- phasised that the AAP govern- ment pledges to stand by farm- ers and shall continue provid- ing free power to the agricul- ture sector. Announcing a raft of proposals, Cheema said the government has proposed to start the Punjab Young Entre- preneur programme to encour- age class 11 students to pro- pose their business ideas. A seed money of Rs 2,000 per student will be provided under the programme. "I propose a budget expenditure of Rs 1,55,860 crore for 2022-23, which reflects 14.20 per cent growth as compared to 2021- 22," Cheema said as he pre- sented a paperless budget. Replicating the healthcare model implemented in Delhi, the AAP government will also establish 117 Mohalla Clinics, for which Rs 77 crore has been earmarked in the budget. The AAP government in Del- hi is currently running 519 Mohalla Clinics that offer free primary health care services to patients, including 212 dif- ferent types of tests. Cheema said the government has de- cided to approve fresh recruit- ment of 26,454 people and regularisation of 36,000 con- tractual employees. Referring to the white paper on state fi- nances, which was presented in the state assembly on Sat- urday, he said the document makes it vividly clear that Punjab has suffered decades of fiscal imprudence. The cur- rent effective outstanding debt of Punjab stands at Rs 2.63 lakh crore, the minister said, adding that the state govern- ment will issue the Gender Responsive Budgeting Guide- lines this year. PUNJAB BUDGET AGENCY NEW DELHI, JUNE 27 The Supreme Court on Monday granted interim relief to rebel Shiv Seva leader Eknath Shinde and other MLAs to file their reply to disqualification notices is- sued to them by the Deputy Speaker of Maharashtra Assembly by July 12, 5.30 pm. Earlier, the Deputy Speaker had granted them time to file a reply by to- day, 5.30 pm. A vacation bench of Justices Surya Kant and JB Pardiwala, in its order, said, "As an interim measure, the time granted by the Deputy Speaker, to the petitioners or other similarly placed MLAs to sub- mit their submissions today by 5.30 pm, stands extended till July 12. The peti- tioners or other MLAs are at liberty to submit their reply without prejudice to their rights in the writ petition." The top court has now posted the matter for hearing on July 11. The apex court was hearing the peti- tions filed by the Shinde group challeng- ing the disqualification notices issued by the Deputy Speaker to 16 rebel MLAs as well as the appointment of Ajay Choud- hary as Shiv Sena Legislature Party leader. The bench also issued notices to the Deputy Speaker, Secretary of Maharash- tra State Legislative Assembly, the Cen- tre, Ajay Chaudhary, and Sunil Prabhu and asked them to file a reply within five days. On the request of providing security to 39 MLAs alleging threats to them, the Supreme Court recorded the statement of the standing counsel of the Maharashtra government, Rahul Chitnis, that ade- quate steps have already been taken and the state government will further ensure that no harm is caused to the life, liberty, property of the MLAs. During the hearing, senior advocate Neeraj Kishan Kaul appearing for Ek- nath Shinde and others told the Supreme Court that the Deputy Speaker cannot proceed with the disqualification pro- ceedings when the resolution seeking his removal is pending. Maharashtra gov- ernment's standing counsel also ques- tioned the MLAs why they have not ap- proached the Bombay High Court with the pleas. To this, Kaul responded that in any number of cases like floor test, or disqualification, the Supreme Court had passed the order and also "a minority of the legislative party" is subverting the state machinery, attacking MLAs' hous- es. They are saying that our dead bodies will be returned from Assam, the atmos- phere is not conducive for us to exercise our rights in Mumbai, Kaul added. Threats have been given to these MLAs and it was said that bodies of 40 MLAs will arrive back in Mumbai, he added. The Ra- jya Sabha MP has been asked to de- pose before the federal agency at its office in south Mumbai on June 28 and record his statement under the Prevention of Money Laundering Act (PMLA), they said. The development comes as the Shiv Sena party battles rebellion from a group of its MLAs, putting a question mark on the future of Maharashtra's Maha Vikas Aghadi (MVA) government. Manohar Lal said that due to increasing pollution levels, the use of Electric Vehicles (EV) has become the need of the hour as the use of EV vehicles not only helps in re- ducing the increasing pollution levels but will also reduce the use of petroleum products. While, considering the same, the State Cabinet in its meeting held here to- day has approved the Haryana Electric Vehicle (EV) Policy-2022, said the Chief Minister while addressing a press conference after the Cabinet Meeting held here today. Sh. Manohar Lal said that the Haryana EV policy would benefit the buyers of vehicles as well as the manu- facturers and people doing research and development. A discount of 15 percent or of Rs 6 lakh would be given on an electric car priced between Rs 15 lakh and Rs 40 lakh. Similarly, a 15 percent price dis- count or a discount of Rs 3 lakh will be given on the purchase of a hybrid elec- tric car costing between Rs 15 lakh and Rs 40 lakh. Besides this, 15 percent price discount or a discount of Rs 10 lakh will be given on the purchase of an electric car that costs between Rs 40 lakh and Rs 70 lakh, informed Sh. Manohar Lal. The Chief Minister said that 100 percent rebate in motor vehicle tax would be given on the purchase of electric two-wheeler and three-wheeler. The Chief Minister said that electric ve- hicle manufacturers will also be given exemption under the Electric Vehicle Policy. An exemption of 50 percent on state GST for 10 years will be given to the manufacturers. Apart from this, there will be 100 percent exemption in stamp duty. Also, 100 percent exemption will be given on electricity duty for 20 years, shared Sh. Manohar Lal. The Chief Min- ister said that the infrastructure related to electric vehicles would also be strengthened to promote the use of these vehicles. Charging stations will be in- stalled in government and private build- ings. They said the battle start- ed at Nowpora-Kherpora, Trubji area of Kulgam during a cordon and a search operation. “During the cordon and a search operation, as the presence of terrorists got ascertained, they fired in- discriminately upon the joint search party which was retaliated leading to an encounter. CBI court extends judicial custody of Satyendar Jain NEW DELHI: A special CBI court on Monday extended the judicial custody of Delhi health minister Satyendar Jain for the next 14 days in a money laundering case. Jain was produced from the hospi- tal through video conference (VC). His counsel also joined proceedings through VC. Vacation Judge Neelofar Abi- da Perveen extended the judi- cial custody of Satyender Jain after hearing the submission of Enforcement Directorate (ED). Court directed that the accused will be produced on 11 July. Earlier in the day the accused was not produced in the court. The court had asked why he is not pro- duced. Judicial custody can't be extended without the ac- cused being produced. The investigation officer had in- formed the court that the ac- cused was in judicial custody and was hospitalised. There- after the court has asked to produce through VC. He shared smiles,laughter and warm hand-shakes with US President JoeBiden, French President Em-manuel Macron, and especial-ly with Canadian PM JustinTrudeau, signifying a buildingof closer ties with Ottawa af-ter the past few years of aloof-ness.

PM Modi, who arrives atthe luxury resort, was wel-comed at the summit venueby German Chancellor OlafScholz. The two leadersshared a warm handshake.They had met on May 2 inBerlin for the bilateral summitand are meeting again today for bilateral talks,their second in as many months.

CBI courtextends judicialcustody ofSatyendar JainNEW DELHI: A special CBIcourt on Monday extendedthe judicial custody of Delhihealth minister SatyendarJain for the next 14 days in amoney laundering case. His counsel also joinedproceedings through VC.Vacation Judge Neelofar Abi-da Perveen extended the judi-cial custody of Satyender Jainafter hearing the submissionof Enforcement Directorate(ED). Court directed that theaccused will be produced on11 July. Earlier in the day theaccused was not produced inthe court. The court hadasked why he is not pro-duced. Judicial custody can'tbe extended without the ac-cused being produced. Theinvestigation officer had in-formed the court that the ac-cused was in judicial custodyand was hospitalised. Manohar Lal heretoday accorded approval for change ofprocedure for sanctioning of new pen-sion cases under Old Age Samman Al-lowance Scheme at their door-stepwithout any hassle.

Under the new procedure, an eligi-ble person shall be required to have aParivar Pehchan Number for deter-mining his eligibility under the OldAge Samman Allowance Scheme.

The Haryana Parivar Pehchan Au-thority shall provide in an electronicform through a secured data transferprocess, the list of persons who as perdata maintained by the Haryana Pari-var Pehchan Authority are eligible forOld Age Samman Allowance under

the Scheme of this Department alongwith their details. The persons includ-ed in the list will be of the age of 60years or above whose income and thatof the spouse together is not more thanRs. 2 lacs per annum and who is resi-dent of Haryana for atleast last 15years. The details as provided by theHaryana Parivar Pehchan Authorityparticularly the age of the person,his/her income status, residence proofand bank account details will not re-quire any further verification by theSocial Justice & Empowerment De-partment, Haryana. However, if anyspecific fact otherwise comes to theknowledge of the Department regard-ing correctness of the

information/verification, the samewill be forwarded by the Social Jus-tice & Empowerment Department tothe Haryana Parivar Pehchan Author-ity for further enquiry.

After determining the eligibilityof the persons under the scheme, theintended beneficiaries will be contact-ed by the office of the concerned Dis-trict Social Welfare Officer (DSWO)or any other authorized Governmentrepresentative for obtaining his/herconsent for availing the Old Age Sam-man Allowance.

DSWO will ensure that the personis not drawing any other pension asper the guidelines of the scheme. Af-ter receipt of the intended beneficiar-ies' consent and enquiry as mentionedabove, the concerned DSWO willsanction the Old Age Samman Al-lowance in the beneficiaries' favouronline on the portal of the Social Jus-tice & Empowerment Department andUnique Pension Identification Num-ber will be generated and provided tothe beneficiary.

Farmers should submit bills of agrimachines by June 30: Dy DirectorRAMAN GUPTAKAITHAL: Dr. Karamchand, Deputy Director, Department ofAgriculture and Farmers Welfare informed that to promote agri-cultural mechanisation by the department during the year 2022-23, under state/centrally sponsored schemes, to provide agri-cultural machines on grant to individual farmers of the district,bills of agriculture machines have been demanded. Onlineapplications were invited till May 2022. He said that the gov-ernment has decided to provide grants on all the applica-tions for the machines for which applications have beenmade. The farmers who have obtained the permit from theoffice, should submit their machine bill, e-way bill and thefarmer's own photo along with the machine in the office ofthe Assistant Agricultural Engineer, Zilla Parishad Bhawan,Jind Road Kaithal by June 30. The last date for submissionof bills by the department has been fixed as June 30. There-fore, there is an appeal to the farmers to submit their bills tothe office by the prescribed date, after which the bills will notbe accepted and physical verification of machines will bestarted.Apart from this, some farmers have not yet obtained the per-mit from the office for the purchase of the machine. They demanded to get the videofootage of the strong room made on the day ofD.A.V. It was also alleged that on the day ofthe election, the agents of the ruling partywere sitting in the election process with mo-bile phones and the mobile phones of otherpeople were kept outside. The contesting can-didates of Sadhaura, who came to meet theSDM, said that people sitting inside the rulingparty intimidated them and said that if theyspeak more, a case will be registered them.They said that at the time of lunch on the dayof polling, all the agents were taken out andthe gates were closed. After the survey of Yashi Consultancy Agency, CorporationCommissioner Ayush Sinha held a meeting of officials andrepresentatives of the agency on Monday for removal of thedefects in the property ID. The meeting was attended by offi-cials of Property Tax Branch, Municipality Radaur. Corpora-tion Commissioner Ayush Sinha instructed the officers andrepresentatives of the agency to rectify the shortcomings of theproperty ID as soon as possible.

It is noteworthy that a survey was conducted by JimmaYashi Consultancy Agency to create a unique ID of each prop-erty ID at the state level. In the survey, about one lakh 79 thou-sand property IDs were created in the municipal area. Thecompany had issued notices of assessment bills to rectify theshortcomings in these IDs. Out of these, the employees of theagency rectified a large number of shortcomings. However,flaws remained in some property Ids, which are now being re-moved. In the meeting, Corporation Commissioner Ayush Sin-ha first got information about the total property IDs of Mu-nicipal Corporation Area, Radaur Municipality and SadhauraMunicipality Area. Radaur NAPA Secretary Rakesh Waliasaid that he has 10645 IDs in his Nagar Palika area. 13 of themare not matched. Corporation Commissioner Sinha instructedthe company representative to rectify these shortcomings assoon as possible. Grisly chapterAyoung nun was murdered and her body

dumped in the well of a convent at midnight 30years ago. A priest and a nun were convicted

in this sensational case after 28 years of investigationand sentenced to life by a special court two years ago.According to the Central Bureau of Investigation,which investigated the case, the two convicts killedthe 21-yearold nun after she happened to see them ina compromising position inside the convent anddumped her in the well. Last week, the Kerala HighCourt suspended the sentence and granted bail to thetwo. On June 23, the high court reopened the lid onthe sensational murder of Sister Abhaya, the longestmurder case in the state’s history. On March 27, 1992,Sister Abhaya (21) was found dead inside a well onthe premises of the Pius X convent in Kottayam runby the Knanaya Catholic Church Archeparchy. Thecase, which went on with bizarre twists and turns for28 years, appeared closed in December 2020 when aspecial CBI court convicted and sentenced to life Fa-ther Thomas Kottoor (75) and Sister Sefy (59), bothbelonging to Abhaya’s Knanaya Catholic Church, formurdering the nun.

On Thursday, the division bench comprising Jus-tices K. Vinod Chandran and C. Jayachandran said inthe judgment, “We do not dwell on the circumstanceof lack of explanation or the bizarre ones of suicidegiven by the accused… On prima facie look at the ev-idence as pointed out by the defense and not effec-tively countered by the prosecution, we cannot but re-lease the two accused as an interim measure, sus-pending their sentence till the disposal of the appeal.”

Expressing happiness over the verdict, the secre-tary of Knanaya Archdiocese’s Pastoral Council saidit was delayed justice, adding that the accused hadbeen wrongly framed. At the same time, the activist,Jomon Puthenpurackal, who had campaigned forthree decades to bring the accused to book as the con-venor of the Abhaya Action Council, expressed shockand blamed the CBI for not filing a counter-affidavitagainst the bail applications. “I will move theSupreme Court,” he said. He also lambasted theKnanaya Church — to which he belonged like Ab-haya and the accused — for protecting the accusedand abandoning the slain nun. The whistleblower wasjust 22 years when he formed the Abhaya ActionCouncil a few days after the nun’s suspicious death.Now 52, he kept fighting the case in public, in courts,in media and so on until the 2020 verdict. He has alsopenned two books on the case.

Israel's unruly coalition has collapsed,throwing Netanyahu a new lifeline

The unruly Israeli eight-party coalitionof centre, left and right-wing parties aswell as an independent Arab party that

a year ago surprised almost everybody whenit succeeded in forming a government col-lapsed last week.

Israel will have to hold its fifth electionin three and a half years, while Likud leaderBenjamin Netanyahu, who is standing trialon corruption charges, has been thrown alifeline and a chance to return to power.

Yair Lapid, the current Foreign Ministerand the leader of Israel's second-largest par-ty Yesh Atid, will become the interim PrimeMinister and lead the country until next Oc-tober or November when the elections willbe held. It is noteworthy that Lapid allowedNaftali Bennett, leader of the much smallerYamina Party, to take the first turn as PrimeMinister.

In the previous elections, Netanyahu'sLikud party had won the most votes, but Ne-tanyahu did not manage to cobble togetherthe 61 seats necessary to form a governmentand so the mandate was given to Yair Lapid.To everyone's surprise, Lapid succeeded informing an eight-party coalition govern-ment, united basically by their distaste forNetanyahu. This coalition, however, hadonly a razor-thin majority in the Knesset (the120-member Israeli Parliament).

The coalition government collapsed be-cause three parliamentarians of Bennett'sYamina party left the coalition and becausethe government did not have enough votesto extend for another five years a law differ-entiating between Israeli settlers and Pales-tinians in the West Bank. If this law is notextended, the Israeli government will soonface a huge problem in policing the WestBank area. Seven Arab members of the Unit-ed Arab List (Ra'am), which was part of thegovernment coalition, refused to vote forthis Law and Prime Minister Naftali Bennettdecided that he had to step down. In his lastinterview as Prime Minister, Bennett at-

tacked Netanyahu and his Likud party "as adanger to the state of Israel," saying that it"was ready to burn the state if we don't giveit to them." He also stressed that "Ne-tanyahu's poison machine caught the weak-est links on the left and the right and workedtirelessly until the links broke."

It should be noted that Bennett's gov-ernment has succeeded in passing the budg-et- which had not been approved for threeyears- managed to avoid new lockdownsdue to the covid pandemic and avoided a bigescalation of tensions with Islamist Hamasthat rules the Gaza Strip as well as of thedangers of ethnic violence between Pales-tinians and Jews in the streets of several Is-raeli cities.

Yair Lapid, 58, who heads Yesh Atidwill serve as caretaker Prime Minister untilthe elections are held and until a governmentis formed- which is a rather long process, asthe electoral system gives disproportionateinfluence to small parties. The big partieshave to carry out difficult negotiations with

the small parties and promise to accept along list of demands in order to convincethem to join a coalition that would garner theminimum threshold of 61 Knesset membersto form a government.

Interim Prime Minister Lapid is a for-mer TV host who also served as finance andforeign minister. He is popular with secularmiddle-class Israelis and is seen domestical-ly as a centrist who supports negotiationswith the Palestinians, although he also de-scribed himself as a "security hawk."

Undoubtedly, Lapid will have to face alot of serious problems such as the escala-tion of the secret war between Israel andIran, find ways of dealing with rising Pales-tinian attacks on Israelis, without causing awar with Hamas, and restore good relationswith the United States, during President JoeBiden's visit to Israel next month. Ne-tanyahu's Likud party is once again expect-ed to emerge as the biggest party in the com-ing elections, but it is highly unlikely that itwill achieve the necessary majority of 61

Knesset members to form a government. So,it would have to form a coalition with the re-ligious parties, as it did in the past. Onceagain, elections will revolve around thequestion of whether Netanyahu is suitable tolead Israel, given that he is currently facingthree separate trials: one about receivingquite expensive gifts, another that he soughtpreferential treatment from a telecom com-pany and a third that he solicited favourablemedia coverage. Netanyahu denies breakingthe law. Once again Israel will be dividedbetween those who support Netanyahu, see-ing him as a great leader, the only politiciancapable of leading the country, and who arewilling to fight for him tooth and nail andthose who want to oust him because theyconsider him a danger to Israeli democracy.The latter see Netanyahu as somebody whosought to abolish the independence of theJudiciary, has encouraged right-wing ex-tremism and does not hesitate to resort todirty tricks and spread fake news to ensurehis political survival.

WHO boosts health responseafter Afghanistan quake

The World Health Organization(WHO) has said surveillanceof infectious diseases in the

earthquake-hit areas of Afghanistanhas been increased following warn-ings by local authorities that the sur-vivors are at risk of disease.

VOA News quoted Afghan offi-cials as saying that at least 1,150people were killed, many more wereinjured, and thousands of homeswere damaged or destroyed inWednesday’s powerful quake thatstruck the southeastern Afghanprovinces of Paktika and Khost,which some of the poorest and re-motest mountainous areas near thePakistani border.

Beginning in 2014, the team recruited540 pregnant women in Ulaanbaatar, Mon-golia to participate in the Ulaanbaatar Ges-tation and Air Pollution Research(UGAAR) study. Ulaanbaatar has some ofthe worst air quality in the world, well-ex-ceeding guidelines set by the World HealthOrganization (WHO).

The women were less than 18 weeksinto their pregnancies and non-smokerswho had not previously used air filtering de-vices in their homes. They were randomlyassigned to either the control or interventiongroup. The intervention group was provid-ed with one or two HEPA filter air cleanersand encouraged to run the air cleaners con-tinuously for the duration of their pregnan-cies. The air cleaners were removed fromthe home once the child was born.

The researchers later measured the chil-dren's full-scale intelligence quotient(FSIQ) at four years of age using theWeschler Preschool and Primary Scale of

Intelligence. They found that the childrenborn to mothers who had used the air clean-ers had an average FSIQ that was 2.8-pointshigher than the group that did not use an aircleaner during pregnancy.

"These results, combined with evidencefrom previous studies, strongly implicateair pollution as a threat to brain develop-ment," says Ryan Allen, professor of envi-ronmental health in SFU's Faculty of HealthSciences. "But the good news is that reduc-ing exposure had clear benefits."

Children in the intervention group alsohad significantly greater average verbalcomprehension index scores, which is con-sistent with results from previous observa-tional studies. The research suggests that achild's verbal skills may be particularly sen-sitive to air pollution exposure.

In mice with diet-inducedobesity (fed a high-fat diet), a highdose of Lac-Phe suppressed food in-take by about 50% compared to controlmice over a period of 12 hours withoutaffecting their movement or energy ex-penditure. When administered to themice for 10 days, Lac-Phe reduced cu-mulative food intake and body weight(owing to loss of body fat) and im-proved glucose tolerance. The re-searchers also identified an enzymecalled CNDP2 that is involved in theproduction of Lac-Phe and showed thatmice lacking this enzyme did not lose

as much weight on an exercise regimeas a control group on the same exerciseplan. Interestingly, the team also foundrobust elevations in plasma Lac-Phelevels following physical activity inracehorses and humans. Data from ahuman exercise cohort showed thatsprint exercise-induced the most dra-matic increase in plasma Lac-Phe, fol-lowed by resistance training and thenendurance training. "This suggests thatLac-Phe is an ancient and conservedsystem that regulates feeding and is as-sociated with physical activity in manyanimal species," Long said. "Our nextsteps include finding more detailsabout how Lac-Phe mediates its effectsin the body, including the brain," Xusaid.

So far 17,68,540 doses of Covidvaccine have been administered to9,46,209 eligible citizens in TarnTaran district during thevaccination campaign. Disclosingthis here today, DeputyCommissioner Tarn Taran MonishKumar said that 1896 morepeople have been vaccinatedagainst Covid during the campsconducted at various places in thedistrict today. The DeputyCommissioner appealed to theresidents of the district to ensurethat the eligible citizens who havealready received the first dose ofCovid vaccine, get the seconddose of the vaccine in time.Another 646 samples have beentaken today for testing of Covid-19 in various governmenthospitals in the district. The reportof 184 rapid antigen testsconducted in various governmenthospitals of the district today wasfound to be negative. Apart fromthis, the report of 223 samplessent to the lab at Amritsar on June26 was also found to be negative.The Deputy Commissioner saidthat so far, 10916 persons have

been found suffering from Covid-19 in Tarn Taran district. So far,10,517 people infected with thecoronavirus have recovered bybeating the virus. There arecurrently 5 active cases of Covid-19 in Tarn Taran district, out ofwhich 03 have been quarantinedin homes. He said that so far,samples of 6,25,092 persons havebeen taken through RTPCR,Rapid Antigen and Trunet methodfor testing of Covid-19 in TarnTaran district out of which6,10,960 persons have beenreported. PSPCL meets record powerdemand on Monday

Punjab State Power Corporation Ltd. (PSPCL) metthe maximum power demand of 14070 MW in thestate without any power cuts in the state on Monday.At the time when maximum power demand wasmet, the state's scheduled drawl was 8304 MW andthe actual supply from the northern grid was 8537MW and it was overdrawing 233 MW. The powersupply from sources within the state was 5528 MW.State thermal units were supplying 1339 MW whileIPPs were supplying 2791 MW. Meanwhile,NRLDC has cautioned the PSPCL that it has beenavailing the limit while keeping reduced generationat Rupnagar and Lehra Mohabbat thermal plants.This leads to an imbalance in the transmission sys-tem and overloading of certain pockets. NRLDChas approved Punjab's ATC/TTC limit of 8200/8700MW respectively with the condition that the state'sown generation at 220KV level will operate at fullcapacity. The power demand in the state has beenrising for the last four days and has been hoveringover 13000 MW during day time.PSPCL supplied arecord 3102 lakh units on Sunday with a maximumdemand of 13267 MW. Last year, the power demandin Punjab touched 14,142 MW on June 30, while thestate supplied a maximum of 12,842 MW leaving agap of about 1,330 MW between demand and sup-ply. Last year the maximum demand in the statetouched over 15,500 MW while the PSPCL wasable to supply only around 13,000 MW.
