RFID Safety & Health Care Recommendations

• Conformance clause in all standards for devices emitting RF (both electrical and magnetic)

– ISO/IEC/JTC 1/SC 31 requests that JTC 1 should immediately require that all conformance standards for devices emitting RF energy (both electrical and magnetic) include a conformance clause noting: “Device manufacturers claiming conformance to this standard shall self-certify that RF emissions do not exceed the maximum permitted exposure limits recommended by either IEEE C95.1:2005 or ICNIRP according to IEC 62369-1. If a device manufacturer is unsure as to which recommendation to be cited for compliance the manufacturer shall self-certify to ICNIRP limits.”

The standardization work of ITU-T is carried out by the technical Study Groups(SGs) in which representatives of the ITU-T membership develop Recommendations (standards) for

the various fields of international telecommunications. The SGs drive their work primarily in the form of study Questions. Each of these addresses technical studies in a particular area of telecommunication standardization. Each SG has a SG Chairman and a number of vice-chairmen appointed by the World Telecommunication Standardization Assembly (WTSA).

MIIM - Task Definition

The ad hoc group on Mobile item identification and management in support of consumer applications shall coordinate those work items assigned by the SC 31 secretariat with regard to new standardization activities in the field of mobile item identification and management in support of consumer applications providing item identification management web services through use of portable consumer devices, by embedding mobile RFID interrogators and optically readable media (ORM) readers into portable consumer devices and providing standards for interoperability of ubiquitous sensor networks.

The ad hoc group on Mobile item identification and management in support of consumer applications will perform such tasks as defined above, until the ad hoc is reorganized or until the next SC 31 Plenary, whichever occurs first.

MIIM - Ad Hoc AdministrationAd Hoc Group Membership

The ad hoc group on Mobile item identification and management in support of consumer applications will consist of those members of SC 31 National Bodies and liaisons having identified themselves to the Ad Hoc Convener no later than 1 August 2007.

Ad Hoc Group Convener

The ad hoc group on Mobile item identification and management in support of consumer applications convener shall be Craig K. Harmon, Q.E.D. Systems, U.S. National Body.

Ad Hoc Administrative Support

Administrative support for the ad hoc group on Mobile item identification and management in support of consumer applications convener shall be provided by Q.E.D. Systems, U.S. National Body and the ad hoc secretariat, Se-Won Oh, ETRI, Korea National Body.

Meeting arrangements for the first meeting of the Ad Hoc

In recognition of the requirement for a four month meeting notice the first meeting of the the ad hoc group on Mobile item identification and management in support of consumer applications convener shall occur in Seoul, Korea on 30-31 October 2007. The convener and ETRI shall coordinate the logistics of the meeting, to be provided with a draft agenda no later than 5 July 2007.

ScopeThe work on Mobile item identification and management should be conducted within a new Working Group of JTC 1/SC 31, entitled ISO/IEC JTC 1/SC 31/WG 6 – Mobile Item Identification and Management (MIIM).

The scope of SC 31/WG 6 should be “Standardization of automatic identification and data collection techniques that are anticipated to be connected to wired or wireless networks. Excluded is the work of JTC 1/SC 31/WG 1, JTC 1/SC 31/WG 4, JTC 1/SC 31/WG 5, and JTC 1/SC 6.
