8.8LAND ACQUISITION

Appraisal and estimation of required land is under way forthe Jungbong and Gangneung Sports Complexes. Purchaseor lease of land will be completed by the end of 2007.

8.9TENDERING PROCESS

The Korea On-line E-Procurement System (KONEPS),recognised as a best practice model and internationalstandard by the United Nations Centre for TradeFacilitation and Electronic Business (UN/CEFACT), will beemployed to enhance the transparency and efficiency ofthe tendering process. All bids are legally required to beannounced on KONEPS, and should include suchinformation as estimated cost, technical specification, andevaluation criteria.

Through KONEPS public authorities (such as GangwonProvince and Gangneung City) who own the facilities willoversee most of the tendering for permanent andtemporary venues and overlay in accordance with theprocedures specified in the Act on Contracts to Which theState is a Party. Protest and appeal procedures willstrictly adhere to the Act. Tenders (depending on thecontract amount) are open to foreign companies inaccordance with the World Trade Organisation (WTO)Agreement on Government Procurement (AGP). Theirsubmissions will be evaluated using the same criteriaapplied to Korean companies.

Venues will comply with Government and local buildingregulations including zoning and development codes. The facilities will be built in an environmentally-friendlymanner, following the regulations and procedures setforth in national environmental laws, and will thus be

subject to inspection by experts from the constructionplanning stage.

For permanent Venues being tendered independently ofPOCOG, the process will be dependent on the owner ordeveloper. These Venues will be required to undergoenvironmental impact assessments and will follow thestandard procedures.

8.10REPORTING AND MONITORING

POCOG will faithfully submit periodic and comprehensivereports to the IOC on the progress of Venue andinfrastructure construction. The Gangwon DevelopmentCorporation (GDC), a development arm of the RegionalGovernment of Gangwon Province and Gangneung City,will be responsible for the feasibility study, design, andconstruction tender for the permanent works.

POCOGs Facilities Department will supervise all designfirms and construction contractors and will maintaincontrol of the project budget, schedules, and delivery ofdesign documents and construction projects. TheDepartment will ensure that all projects comply withapplicable Government and local regulations. Members ofthis Department will also serve as the liaison betweenPOCOG and Venue owners and work closely with the IOCand IFs to ensure full compliance with all Olympic Venueguidelines.

8.8ACQUISITION DE TERRAINS

Les procdures dvaluation et destimation des terrainsrequis pour les complexes sportifs de Jungbong et deGangneung sont en cours. Lacquisition ou la location desterrains sera acheve fin 2007.

8.9PROCDURE DAPPEL DOFFRES

Reconnu comme modle de bonne pratique et normeinternationale par lUN/CEFACT (United Nations Centre forTrade Facilitation and Electronic Business), le systmecoren de-approvisionnement en ligne KONEPS (KoreaOn-line E-Procurement System) sera utilis pour amliorerla transparence et lefficacit de la procdure dappeldoffres. Toutes les soumissions devront treobligatoirement dposes sur le systme KONEPS etcontenir des informations telles que lestimation des cots,les caractristiques techniques et les critres dvaluation.

Le systme KONEPS permettra aux autorits publiquespropritaires des infrastructures (telles la province deGangwon et la ville de Gangneung) de surveiller en grandepartie la procdure dappel doffres pour les sitespermanents et temporaires, conformment auxprocdures spcifies par la loi sur les contrats demarchs publics. Les procdures dobjection et dappelseront strictement conformes au libell de la loi. Lesappels doffres (selon le montant du contrat) seront ouvertsaux entreprises trangres, en vertu de lAccord sur lesmarchs publics (AGP) de lOrganisation mondiale ducommerce. Leurs soumissions seront values en fonctiondes mmes critres que pour les socits corennes.

Les sites se conformeront aux rglementations nationaleset locales en matire de construction, y compris les codes

de zonage et de dveloppement. Les infrastructuresseront construites dans une optique respectueuse delenvironnement, selon les rglementations et lesprocdures arrtes par la lgislation nationale surlenvironnement, et seront ce titre soumises inspection par des experts, ds le stade de planification de la construction.

Pour les sites permanents faisant lobjet dun appeldoffres indpendant du COJOP, la procdure dpendra du propritaire ou du promoteur. Ces sites seront danslobligation de se soumettre une tude dimpactenvironnemental et suivront les procdures standard.

8.10COMPTE-RENDU ET SUIVI

Le COJOP soumettra rgulirement des rapportspriodiques et complets au CIO concernant lavancement destravaux des sites et des infrastructures. La GangwonDevelopment Corporation (GDC), un service damnagementdu territoire des autorits rgionales de la province deGangwon et de la ville de Gangneung, sera responsable deltude de faisabilit et des appels doffres concernant laconception et la construction des ouvrages permanents.

Le service de lquipement du COJOP superviseralensemble des cabinets dtudes et des entreprises dubtiment et assurera la matrise du budget ainsi que lerespect du calendrier et la fourniture des documentsdtude et des projets de construction. Ce service veillera ce que tous les projets soient conformes auxrglementations gouvernementales et locales en vigueur.Les membres de ce service assureront galement laliaison entre le COJOP et les propritaires des sites, ettravailleront en collaboration troite avec le CIO et les FIafin de garantir lapplication complte des directivesrelatives aux sites olympiques.

88.12ELECTRICAL POWER

8.12.1LOCAL AND REGIONAL UTILITYGRID AND GENERATING PLANTS

The Korea Electric Power Corporation (KEPCO) operatesthe local and regional utility grid, generating plants andservice centres that cover rural areas of relatively highpopulation density. Monitoring and control systemsensure the safety of underground transmission lines inurban areas and KEPCOs extensive experience andtechnology allow for maximum operational efficiency.

Two thermal plants and one nuclear plant with a totalcapacity of 6,000 megawatt (MW) will supply power to theGames. KEPCO will finance USD 20 million for twoadditional substations, and improvements to the existinggrid system will be completed by the year 2009.

8.12.2ADDITIONAL POWER

KEPCOs nationwide multi-loop transmission gridtransports electrical power with high reliability, and itsregional load prediction system allows for theredistribution of power resources to meet the appropriateadditional demand of the Games.

8.12.3STRUCTURE AND MANAGEMENT OFDISTRIBUTION SYSTEMS

KEPCO, a government-invested company, owns thegenerating plants and the nationwide utility grid. TheCompany also possesses highly credible powerdistribution systems that ensure a stable power supply.

Transmission voltages in Korea are 765 kilovolt (kV) and345kV for trunk routes, and 154kV for local networks.KEPCO is now carrying out the second stage of its 765kVpower transmission project that will serve as thebackbone of the transmission network. With the exceptionof YongPyong Resort which has a customer line, thedistribution system in all Olympic facilities will bemanaged and maintained by KEPCO.

8.12ELECTRICIT

La vaste exprience de laKEPCO, couple son savoir-faire technologique, est lagarantie dune efficacit oprationnelle maximale.

Deux centrales thermiques et une centrale nuclaire,dune capacit totale de 6 000 mgawatts (MW),assureront lalimentation en lectricit des Jeux. LaKEPCO financera deux autres sous-stations lectriquessupplmentaires concurrence de 20 millions dUSD, etla modernisation du rseau existant sera acheve en2009.

8.12.2AUTRES SOURCES DALIMENTATIONLECTRIQUE

Le rseau national de transport multiboucle de la KEPCOassure le transport de llectricit en toute fiabilit. Sonsystme rgional de prvision des charges permet laredistribution des ressources nergtiques pour rpondreaux exigences supplmentaires adquates aux Jeux.

8.12.3STRUCTURE ET GESTION DES SYSTMES DE DISTRIBUTION

Les stations gnratrices et le rseau lectrique nationalappartiennent la KEPCO, la socit nationaledlectricit. La KEPCO dispose galement de systmesde distribution hautement crdibles, assurant unealimentation en nergie stable.

Les tensions de transmission en Core sont de 765 kV et345 kV pour les liaisons principales et de 154 kV pour lesrseaux locaux. La KEPCO travaille aujourdhui laseconde tape du projet de transmission dnergie 765kV qui servira de pice centrale au rseau detransmission. Exception faite de la station de YongPyong,qui dispose dune ligne dabonns, le systme dedistribution de lensemble des sites olympiques sera gret entretenu par la KEPCO.



88.12.4EXISTING DISTRIBUTION SYSTEM CAPACITY

When two substations at PyeongChang and Gangneungare completed in 2010, the power supply system willexceed the requirements of the Games in terms of loadand reliability. Having finished the installation ofdistribution automation systems at all branches, as of2006, the rate of power loss in distribution was reduced to1.78 per cent, while the observance rate of power voltagerequirements remained at 99.9 per cent, evidence of ouroutstanding distribution network operations capabilities.

8.12.5DISTRIBUTION OF HIGH-QUALITYFILTERED POWER

All service lines will be equipped with spare lines, andemergency generators, batteries, and uninterruptedpower supply systems will be installed at all Venues tosecure the supply of high quality power. Highly reliableequipment and facilities to maintain voltage will be usedfor sensitive power needs such as lighting, broadcastingequipment and in-Venue result systems. The usage ofinfrared thermal imaging equipment will allow for thequick detection of vulnerable spots on the distributionsystem in advance, enhancing network stability. Inaddition, with the Distribution Automation System (DAS),trouble spots can be automatically pinpointed when abreakdown occurs on a distribution line, dramaticallyreducing blackout time and the number of areas affected.

8.13TEST EVENTS

POCOG will conduct the test events according to theOlympic Charter and related IOC and IF guidelines andrecommendations. The test events will be held betweenOctober 2012 and March 2013 and will be supervised by theIFs. During this time, various trials will be conducted tosimulate the actual operation of the Venues.

POCOG will test-run all Competition and Training Venuesand invite OBO and other media to observe and participatein the simulation processes.

8.14WORKFORCE

POCOG will ensure the success of the Games throughefficient management of rich workforce pools. We willrecruit highly knowledgeable personnel in strictconsideration of the expertise needed for each areafromVenues and services to general operation of the Games.Korea has much experience in hosting internationalevents and has a vast pool of expert workforces fromwhich it can tap. We will also encourage foreignprofessionals to lend their own expertise to the Games.Importantly, POCOG will recruit prominent workforcesearly, merging them into the existing POBICO to enablethem to participate in test-run events.

POCOG will also run nationwide campaigns to recruitforeign-language proficient volunteers. In fact, collegedeans from several domestic universities have alreadyagreed to provide foreign-language proficient universitystudent volunteers. A database to manage volunteers andpublic relations activities will be implemented.

Our philosophy in this area truly embodies the OlympicSpirit in its focus on volunteerism. There will be no limitput on volunteer applications, encouraging a friendliervolunteering environment, and people from all walks oflife will be highly encouraged to take part, making thePyeongChang Games a model of inclusiveness.

8.12.4CAPACIT DU SYSTME DE DISTRIBUTION EXISTANT

Une fois la construction des deux sous-stations dePyeongChang et de Gangneung acheve en 2010, lacapacit du systme dalimentation lectrique dpasserales exigences des Jeux en termes de charge et de fiabilit.Linstallation, aujourdhui termine, des systmesdautomatisation de la distribution sest traduite par unerduction du taux de perte de puissance (ramen 1,78 %en 2006), tandis que le taux dobservation de la demandenergtique est toujours de 99,9 %, ce qui dmontre lacapacit exceptionnelle de notre rseau de distribution.

8.12.5DISTRIBUTION DU COURANT FILTR DE HAUTE QUALIT

Toutes les lignes de service seront quipes de lignesredondantes, et des gnrateurs de secours, batteries etsystmes dalimentation sans interruption seront installssur tous les sites afin de garantir une alimentation dehaute qualit. Des quipements et installationshautement fiables, conus pour assurer le maintien de latension, seront utiliss pour les besoins en nergieessentiels, tels lclairage, lquipement deretransmission et les systmes daffichage des rsultatsdes sites. Lutilisation dun quipement imageriethermique infrarouge permettra de dtecter rapidementet lavance les points vulnrables du systme dedistribution et damliorer la stabilit du rseau. Lesystme automatique de distribution (DAS) permet enoutre didentifier automatiquement les points sensibles encas de panne sur une ligne de distribution, rduisant ainsiconsidrablement la dure de tout blackout lectriqueainsi que le nombre de zones affectes.

8.13EPREUVES-TESTS

Le COJOP procdera des preuves-tests conformment la Charte olympique et aux directives et recommandationsdu CIO et des FI. Ces preuves-tests se drouleront entreles mois doctobre 2012 et de mars 2013, sous lasupervision des FI. Au cours de cette priode, diversespreuves seront organises pour simuler lefonctionnement rel des sites.

Le COJOP procdera des preuves-tests sur tous lessites de comptition et dentranement et inviteralOrganisme de Radiotlvision Olympique (ORO) et lesautres mdias observer et sassocier ce processusde simulation.

8.14MAIN-DOEUVRE

Le COJOP assurera la russite des Jeux en grantefficacement les importantes ressources enmain-duvre dont il dispose. Nous recruterons descollaborateurs hautement comptents en fonction delexpertise requise pour chaque secteur des sites et desservices au fonctionnement gnral des Jeux. La Corejouit dune vaste exprience en matire dorganisation demanifestations internationales et dispose dun vasterservoir de main-duvre experte quelle pourraexploiter. Nous encouragerons galement lesprofessionnels trangers venir partager avec nous leursavoir-faire dans le cadre de ces Jeux. Le COJOPrecrutera rapidement des collaborateurs de premier plan,qui seront intgrs au Comit de candidature des Jeuxolympiques dhiver de PyeongChang (POBICO) afin de leurpermettre de participer aux preuves-tests.

Le COJOP procdera galement des campagnesnationales en vue de recruter des bnvoles matrisantune langue trangre. Les doyens de nombreusesuniversits corennes ont dj accept de mettre notredisposition des tudiants en langue trangre bnvoles.Une base de donnes destine grer ces volontaires etles activits de relations publiques sera mise en uvre.

Notre philosophie dans ce domaine reprsenterellement lesprit olympique travers limportance quilaccorde au bnvolat. Aucune limite ne sera fixe quantau nombre de demandes de bnvoles afin de favoriser lamise en place dun environnement bnvole pluschaleureux. Les reprsentants de tous les milieux sociauxseront fortement encourags participer aux Jeux dePyeongChang, faisant de ces derniers un modled'intgration.



88.15SPORTS EXPERIENCE

PyeongChang has a diverse and significant level ofexperience in organising large-scale events, and thisexperience will ensure the all-around success of the 2014PyeongChang Olympic and Paralympic Winter Games. Asa centre of winter sports in Korea, PyeongChang hashosted a total of 47 national winter sports competitions,two YongPyong FIS Alpine World Cups (1998, 2000), and

the 1999 Gangwon Asian Winter Games. Since 1948, Koreahas taken part in 26 Winter & Summer Olympic Games,and also successfully hosted the 1988 Seoul Olympics, the1997 Winter Universiad Muju, and the 2002 FIFA WorldCup Korea/Japan. Organiss et financs dans une optique de sincritabsolue, les Jeux paralympiques dhiver de PyeongChang2014 suivront les stratgies prsentes dans le cadre duprojet PrePara-X, un programme exhaustif conduit sursept ans en prparation des Jeux de 2014.

Notre but est de promouvoir un environnement danslequel les athltes pourront exceller dans leursdisciplines et inspirer le monde entier. Promotion des sportives paralympiques dhiver Dvelopper une nouvelle politique gouvernementale qui

garantit un environnement convivial permettant auxpersonnes souffrant dun handicap de goter auxplaisirs des sports dhiver et dy participer.

Trois ateliers de classification internationale et deuxateliers de classification nationale seront organissavec le concours du CPC, du CIP et de lIPSF(Fdration internationale des sports paralympiques),et 180 instructeurs, 240 officiels techniques et 1 200agents dopration des Jeux recevront une formation.

Promotion de la sensibilisation et de la participation du public et des mdias Des programmes de sensibilisation seront dvelopps

par le COJOP et la KOWPAD (Association nationale pourle bien-tre des personnes soufferent dun handicap)avec le concours du CIP. Des programmes ducatifsseront organiss en fonction des diffrents groupes etaborderont des aspects trs spcifiques concernant lavie et les droits des handicaps.

Une base de donnes informatiques y sur les sportsparalympiques sera tablie et sappuiera sur larenomme mondiale de la Core dans le domaine de latechnologie de linformation ainsi que sur sesexceptionnelles capacits de rseau mondial. Cette basede donnes jouera un rle central dans llargissementde la sensibilisation du public et des mdias.

Des preuves et des comptitions organises dans une optique de promotion et dexprienceDes camps de loisirs pour la jeunesse, destins aux

jeunes handicaps ou non du monde entier,combins des preuves tests.

Des visites guides familiales de PyeongChang et des sitesde sports dhiver seront proposes aux personnessouffrant dun handicap ainsi qu leurs familles et leursducateurs, aux cts des agences de voyages et desmdias. Un maximum de 250 personnes originaires depays dAsie dpourvus de traditions de sports dhiver serontinvites au cours dune priode de cinq annes.

Nous sommes dtermins accueillir chaque anne aumoins une comptition internationale reconnue parsport. Ces comptitions se drouleront conjointementavec les Jeux handisports dhiver nationaux.

For the first time ever, athletes willbe within only 30 minutes of all Competition Venues. Inaddition, our fully accessible environmentfrom facilitiesto informationwill guarantee an entirely athlete-focusedwinter festival of the highest calibre.

Sincerely organised and funded, the 2014 PyeongChangParalympic Winter Games will strictly following strategiesset out in our PrePara-X Project, a comprehensiveseven-year preparatory plan that will be undertaken to getready for the 2014 Games.

Our goal is to foster an environment in which athletes canachieve sporting excellence and inspire the entire world.We will focus on achievements, not disabilities, and spreadthe Spirit of the Games from Korea throughout Asia and tothe next generations, fostering a world in which anyone,regardless of the obstacles they face in their lives, can seetheir dreams supported, encouraged and realised.

PrePara-X ProjectThe PrePara-X Project is a comprehensive preparatoryprogramme to facilitate the successful organisation of the2014 PyeongChang Paralympic Winter Games. The Projectwill be exclusively operated by the OCOG with assistancefrom the IPC, and its Advisory Committee will consist ofthe Korea Paralympic Committee (KPC), Korea WelfarePromotion Association for the Disabled (KOWPAD),officials from Gangwon Province, and members of themedia. A total of 15.3 million USD will be invested in thePrePara-X Project from the POCOG budget.

Promotion of Winter Paralympic Sports Develop a new government policy which guarantees a

friendly environment for people with a disability to enjoyand participate in winter sports.

With the assistance of the KPC, IPC and IPSF, threeinternational and two national classification workshops willbe conducted and 180 instructors, 240 technical officialsand 1,200 Games operating personnel will be trained.

Increasing Awareness and Participation of the Public and the Media Awareness programmes will be developed by POCOG

and KOWPAD with the assistance of the IPC. Educationprogrammes will be differentiated according to groupand will address very specific issues on the lives andrights of people with a disability.

An Information Database on Paralympic sports will bedeveloped utilizing Koreas world renowned informationtechnology and outstanding global network capabilities.This Database will play a pivotal role in expanding publicand media awareness.

Events and Competitions for Promotion and ExperienceA Recreational Youth Camp for young people with and

without disabilities from around the world will beorganised in conjunction with test events.

Guided Familiarisation-Tours (Fam-Tours) toPyeongChang and winter sport sites will be offered topeople with a disability and their families, educators,travel agencies and the media. Up to 250 people fromnon-traditional winter sports countries in Asia will beinvited over a period of five years.

We are committed to hosting at least one sanctionedinternational competition per sport every year. These competitions will be held in conjunction with theNational Winter Games for the Disabled.

The Most Compact, Barrier-free and Ubiquitous Environment The 2014 PyeongChang Paralympic Winter Games will bethe most compact and barrier-free in history with athletesbeing able to reach their Competition andNon-competition Venues within only 30 minutes. The Paralympic Village, Paralympic Hotel, and theIBC/MPC will all be built within a six-kilometre radius,ensuring easy access for all. And in keeping with Koreasreputation as the most connected country in the world, theOlympic and Paralympic Games will offer completelyubiquitous environments, with unrestricted access toGames related information anytime and from anywhere.

Sufficiently Prepared, Well Aware, Amply Invested The PrePara-X Project will be launched in 2007 as acomprehensive preparatory plan for the 2014PyeongChang Paralympic Winter Games. In particular,this Project will include vital programmes to promotewinter sports and public awareness on the rights ofpeople with a disability, and those to encourage publicinterest in and media coverage of the Paralympic Games.Thoroughly prepared and resourced events and testcompetitions will also be conducted. Importantly, theProject will be pursued under a carefully structuredscheme to ensure that PyeongChang gives the world anexemplary 2014 Paralympic Winter Games.

A New Legacy Rising Out of the 1988 SeoulParalympic Games The 1988 Seoul Paralympic Games marked an importantshift in Koreas development of sports and social welfaresystems for people with a disability. The Legacy of the 2014 PyeongChang Paralympic WinterGames is expected to outpace that of the 1988 SeoulParalympic Games in the following areas.

Sports Legacy: New Winter Sports Hub for People with a DisabilityNationally, the expanded availability of international-levelwinter sports facilities that meet all accessibilitystandards and the highly knowledgeable personnel that

will rise out of the Games will help to further promotewinter sports among people with a disability.Internationally, hosting the 2014 Paralympic Winter Gameswill give KOSAD and the KPC increased opportunities tohost more global paralympic sporting events.

Importantly, by hosting workshops and other wintersporting events not normally held in this region, we willdevelop more athletes and further promote winterparalympic sports in Asia, minimising the winter sportsimbalance between regions and enabling athletes inKorea and across Asia to achieve sporting excellence.

Social Legacy: New Standards of Awareness and AccessibilityTo inspire and excite the world , under the PrePara-XProject, POCOG and KOWPAD will develop and implementspecial information management programmes toincrease the awareness and interest of the public andmedia in the lives and rights of people with a disability.These programmes will be adopted as an advanced publicrelations policy of KOWPAD, and play a pivotal role inraising public and media awareness.

One of the most important Social Legacies that will riseout of PyeongChangs hosting of the 2014 ParalympicWinter Games is the realisation of vastly improved andcompletely accessible facilities in PyeongChang. This newaccessibility will give equal access to the beauty ofPyeongChang to allenabling people with a disability toenjoy this famous tourist area and participate in winterparalympic sports.

9.1CONCEPTS GNRAUX

Une prparation et une sensibilisation de qualit,couples un investissement consquent Le projet PrePara-X sera lanc en 2007, dans le cadre dela prparation exhaustive des Jeux paralympiques dhiverde PyeongChang en 2014. The 2014 PyeongChang Paralympic Winter Games will beheld two weeks after the closing of the Olympic WinterGames in accordance with the IOC-IPC Agreement.

The activities during this period will be smooth, efficientand effective, and will include strategic promotional mediacampaigns to maintain the Olympic momentum. Proper relocation of staffs and volunteers from theOlympic Games will also be undertaken during this criticalperiod. The weather in Gangwon Province is amiable inMarch and offers a perfect climate for athletes to achievetop-level performance. This time period also allows formany student volunteers and spectators as schools will beinvited to visit the Games.

99.4ORGANISATION

Nous respecterons strictement les directives de laccordCIO-CIP sur les Jeux paralympiques. Le COJOP seraconstitu dun personnel administratif professionnel,dathltes et de cadres dirigeants recommands par leCPC. Des experts paralympiques seront affects desdomaines-cls tels que les manifestations, les finances,lhbergement, les services mdicaux, la scurit et letransport ds les premires tapes du processus desprparatifs. Pour assurer la russite du projet PrePara-X,un comit spar ddi ce projet sera cr. Ce comitparticipera divers programmes et manifestationssportives organiss par le CIP et planifiera et organiseradautres manifestations sportives internationales jusquen2014 en vue de prparer les Jeux paralympiques dhiverde PyeongChang en 2014.

9.5SITES DE COMPTITION

Les sites les plus compacts de lhistoire paralympiqueLes deux noyaux de site des Jeux olympiques etparalympiques dhiver de PyeongChang 2014 les noyauxde PyeongChang et de Gangneung seront distants demoins de 30 minutes lun de lautre. Le noyau dePyeongChang inclura le village paralympique et le stadeolympique ainsi que la station dAlpensia qui accueillera laplupart des preuves sur neige. Tous les sites decomptition du noyau de PyeongChang ne seront qu 10minutes en voiture du village olympique. Le noyau deGangneung accueillera la plupart des comptitions surglace et sera situ moins de 30 minutes du villageparalympique. Les preuves de ski alpin (vitesse) sedrouleront dans la station de ski de Jungbong, situe elleaussi 30 minutes seulement du village paralympique.Cette approche, qui permettra dorganiser les Jeux lesplus compacts de lhistoire paralympique, tmoigneclairement des efforts ambitieux qui seront dploys pourmaximiser les performances des athltes.

9.4ORGANISATION

We will strictly comply with guidelines contained in theIOC-IPC Agreement on the Paralympic Games. POCOG will be comprised of administrative professionals,athletes, and executives recommended by the KPC.Paralympic experts will be assigned to such key areas asevents, finance, accommodations, medical service, safetyand transportation from the beginning of the preparatoryprocess. And to ensure the successful completion of thePrePara-X Project, a separate Committee dedicated to theProject will be formed. This Committee will participate invarious sporting events and programmes hosted by theIPC and plan and hold other international sporting eventsuntil 2014 in preparation for the 2014 PyeongChangParalympic Winter Games.

9.5COMPETITION VENUES

The Most Compact Venues in Paralympic HistoryThe two Clusters that will be formed for the 2014PyeongChang Olympic and Paralympic Winter Gamesthe PyeongChang Cluster and the GangneungClusterwill be located within only 30 minutes of eachother. The PyeongChang Cluster will include theParalympic Village, the Olympic Stadium, and AlpensiaResortthe site of most of the snow competitions. It willtake only 10 minutes by car to reach all the CompetitionVenues in the PyeongChang Cluster from the ParalympicVillage. The Gangneung Cluster will be the site of all of theice competitions, and will take only a maximum of 30minutes to reach from the Paralympic Village. The AlpineSkiing speed events will be held at the Jungbong SkiResort, also only a 30-minute distance from theParalympic Village. This is the most compact organisationof Venues in Paralympic history, and clearly shows ourambitious efforts to maximise the performance of athletes.

The Act on Enhancing Mobility for the TransportVulnerable took effect in Korea in 2006. Its aim is toenhance the safety and convenience of public transportusers. Athlete-centred Transportation during the 2014 Paralympic Games will beentirely athlete-centred. Paralympic Lanes will bedesignated for athletes which will guarantee a maximum30-minute travel time from the Paralympic Village to allCompetition Venues.

Accessible and ComfortableTwo-hundred environmentally-friendly, no-step shuttlebuses will be operated, and a sufficient number ofwheelchair accessible vehicles for the NPC andParalympic Family will also be provided. All bus stops willbe conveniently located, and an intelligent transportservice will be available for people with a visualimpairment within the Paralympic Games Venues.Athletes, Games officials, the Paralympic Family and theMedia can use public transport in PyeongChang andGangneung free-of-charge.

Clear Command StructureDuring the Paralympic Games, POCOG will monitor thetransport plan with input from the Transportation AdvisoryCommittee. The POCOG Transportation Department willbe responsible for controlling and managing transportactivities in the Paralympic Zones, subject to provincialand national regulations.

Sufficient Contingency PlanAdditional vehicles and human resources will be placedon standby in case of emergency. Well-established rapidresponse procedures for incident management andemergencies will be adapted to meet the unique needs ofthe Paralympic Games.

Radical Awareness PlanOne of the important education programmes offeredunder the PrePara-X Project will focus on thoroughlytraining members of the Transportation Team on thespecial needs of athletes with a disability.

Dlgations des CNPUn systme de transport totalement accessible,confortable et respectueux de lenvironnement sera mis la disposition des athltes paralympiques et des officielsdes quipes. Un bureau central contrlera lefonctionnement du parc des vhicules conformment deshoraires prdtermins, et disposera dun plan spar pourchaque scnario durgence. Afin de rpondre aux diversbesoins de chaque quipe, un nombre suffisant de voitures,de camions et de chauffeurs sera assign chaque pays.

9NPC DelegationsFully accessible, comfortable andenvironmentally-friendly transportation will be providedfor Paralympic athletes and team officials. Headquarterswill control the whole operation of vehicles in accordancewith preset schedules with a separate plan for eachcontingency. In order to satisfy the various needs of eachteam, a sufficient number of cars and trucks, along withdrivers, will be assigned to each nation.

Games OfficialsParalympic Games Officials will be accommodated in theParalympic Village and will be provided with their ownfully accessible shuttle bus service. In the case of specialneeds, designated cars will be provided. The service willoperate according to a schedule agreed upon by the IPC.

Paralympic FamilyA safe and convenient transit service for the ParalympicFamily will be put in place. It will include T3 vehicles, ofwhich over 40 per cent will be fully accessible and exceedIPC
