This is the first publication of the 2011 Census in the form of Paper – 1 of2011 Census. This publication aims at making available certain provisional figuresrelating to the population of the State as well as the country to the Governmentand the people immediately after the enumeration. The 2011 Census is the 4th

Census conducted in the state with a separate Directorate.It has been the tradition of the Census to bring out provisional results within

few days after the completion of Census, a feat which perhaps, no country in theworld could achieve. We are happy that we have been able to keep up thetradition and release the provisional figures within the target date after completingthe census successfully.

This would not have been possible without the excellent co-operation of theState Government. The Government of Mizoram has at every stage of this massiveoperation helped this Organisation to the fullest possible extent.His excellency, theGovernor of Mizoram,Lt.General (Rtd) M.M. Lakhera, PVSM, AVSM, VSM, and theHon’ble Chief Minister of Mizoram Shri Lalthanhawla have themselves made appealto the public through Doordarshan and A.I.R both on the eve of Houselisting andMain Enumeration, pointing out the importance of this National Task and requestingthem to co-operate with Census Officials. This had helped a lot in creatingawareness and enthusiasm amongst the people of the State about Census.

In particular, I am thankful to the Chief Secretary to the Government of Mizoram,Shri Vanhela Pachuau, IAS, for the excellent assistance rendered in issuing themuch needed instructions to various Departments of the State Government inconnection with Census Operations. I am also thankful to Shri Lalsawta, PrincipalSecretary, G.A.D. Govt. of Mizoram and his Officers and the Staff for extending allco-operation for co-ordinating the Census work in the State in the manner requiredto be done by this Organisation. The excellent co-operation extended by all eightDeputy Commissioners in their capacities of Principal Census Officers, had gonea long way in making this census a complete success. The Additional DeputyCommissioners. Sub-Divisional Census officers, Asst. District Census Officers intheir capacities of Census Officers, have contributed largely to the success ofthis Operation. It would not have been possible to carry out this gigantic tasksmoothly unless the energetic and enthusiastic Charge Officers, who were mostlyBlock Development Officers and Research Officers etc. had given their best andhad taken timely action at the field level for smooth completion of census. TheSupervisors and Enumerators are the workers who are mainly engaged in actualdata collection at field level. I am thankful to them for their excellent performancein the field and also helping us in maintaining the strict time schedule.

I would like to record my sincere acknowledgements for Director, Education,for extending his co-operation which resulted in our utilizing the large Army ofSchool and College Teachers as Enumerators and Supervisors, I am thankful tothe Heads of all other state Government Departments who have helped us incarrying out the census operations successfully. The co-operation extended by AllIndia Radio and D.D.K. was also substantial and remarkable.We are also gratefulto the numerous journalists of Mizoram who rendered their contributions ingenerating mass awareness about Census.

I must place on record the excellent co-operation extended to us by CensusOfficers of Army, G.R.E.F., Assam Rifles, B.S.F., C.R.P.F., C.I.J.W. School, S.I.B.,S.B., S.S.B. who along with their Officers successfully completed the enumerationof the personnel in the special Charge created for the purpose.

I would like to put on record our sincere appreciation to Director, PostalServices, Mizoram, for their support and timely dispatching of various censusmaterials and collecting the filled in schedules from different places, which wasconstant encouragement and inspiration to all of us.In my own organization, I had received remarkable co-operation from mycolleagues. I am indebted to Shri Lalhmingthanga, Deputy Director, for impartingproper trainings to Census Workers, which enabled them to work efficiently in theHouselisting and Population Enumeration Operations. He has also taken a keeninterest in the enumeration by visiting a number of houses along with Enumeratorsand thus encouraging them. I am also grateful to Smt R.Lalnghakhleli, DDCO,Shri Bikash Nath, ADCO, Shri Lalbuanga Sailo, S.I. Gr. I, Shri Lalnghinglova,Senior Draftsman, the S.I. Gr. II namely Shri Saithuama Sailo, Shri Saithanthuama,Shri Lalrosanga, Smt. K.Laldawngliani, Shri Jeremiah L.Fanai , Shri Rajib Sinha,Senior Compiler and Shri Dulal Biswas, Compiler for the sacrifices made inensuring the operation a success. I must express my thanks to all the MinisterialStaff under the able guidance of Shri P.C.Mawia, Superintendent, for attendingimportant works efficiently and promptly.

We are also grateful to Shri Lalramthanga Pautu, National Trainer for Mizoramand his team for their qualified and efficient training rendered to censusfunctionaries without which, the desired standard of achievement in completion ofcensus would not have been possible.I must record my deepest sense of gratitude to our Registrar General of India andCensus Commissioner, Dr. C.Chandramouli, IAS, whose keenness andthoroughness in this gigantic task and his ever readiness to help us at everystage, inspired and encouraged us so much that we could easily complete ourjob, in spite of heavy odds. The numerous detailed and most thorough instructionsissued by him from time to time in the form of D.O. letters, were sources of greatinspiration to us. I am thankful to Addl. and Joint Registrar Generals in making ourtask simple by helping us in administrative matters. The Deputy Registrar General(C & T) and a host of supporting Officers in the office of the Registrar Generalwere also most helpful and co-operative and were ever-ready to help us wheneverwe approached them.

Lastly, and above all, I should thank each one of the individuals in the Statewho has faithfully answered the questions put to him/her by the Enumerators andwhose own bit of contribution has made this National Task a great success.

General Notes1. The fgures for India and Manipur, include by sex, the estimated population, 0-6 populationand literates of Paomata, Mao Maram and Purul sub-divisions of Senapati district of Manipurfor Census 2001 and 2011.

2. For working out density of India and the State of Jammu & Kashmir, the entire area andpopulation of those portions of Jammu & Kashmir which are under illegal occupation ofPakistan and China have not been taken into account.

3. For Census 2011, the population of “Others” has been clubbed with the “Males” for workingout population, 0-6 population, literates and related rates and ratios.

4. In working out ‘decadal variation’ and ‘percentage decadal variation’ for 1941-1951 & 1951-1961 of India and Nagaland State, the population of Tuensang District for 1951 (7,025) & thepopulation of Tuensang (83,501) & Mon (50,774) districts for 1961 Census have not beentaken into account as the area was censused for the frst time in 1951 and the same arenot comparable.

5. The 1981 Census could not be held owing to disturbed conditionsprevailing in Assam. Hence the population fgures for 1981 of Assam have been worked outby ‘Interpolation’.

6. The 1991 Census was not held in Jammu & Kashmir. Hence the population figures for1991 of Jammu & Kashmir have been worked out by ‘Interpolation’.

7. The distribution of population of Pondicherry (Puducherry) by sex for 1901 (246,354),and 1931 (258,628) and 1941 (285,011) is not avaiable. The fgures of India for theseyears are, therefore, exclusive of these population fgures so far as distribution by sex isconcerned.

8. Arunachal Pradesh was censused for the frst time in 1961.

9. In 1951, Tuensang was censused for the frst time for 129.5 sq.kms. of areas only. In1961 censused areas of Tuensang District of Nagaland was increased to 5356.1 sq. kms.

10. Due to non-availability of census data the fgures for the decades, from 1901 to 1951have been estimated for the districts of Kohima, Phek, Wokha, Zunheboto, and Mokokchungof Nagaland. Estimation however could not be done for Tuensang and Mon as they were notfully censused prior to 1961.

11. As the sex break-up for the districts.Sheopur, Morena, Bhind, Gwalior, Datia, Shivpuri,Guna, Ratlam, Ujjain, Shajapur, Dewas, Jhabua, Dhar, Indore, West Nimar ( Khargone ),Barwani, Rajgarh, Bhopal, Sehore and Raisen is not available for the year 1901. Figures formales and females have been estimated for the year 1901 for Madhya Pradesh.

12. One village Ramtapur (code No. 217 and 101 in 1951 and 1961 respectively) of Jukkal circleof Degulur taluka which was transferred under the state Reorganisation Act, 1956 fromMaharashtra to Andhra Pradesh, still continues in Nanded district of Maharashtra. The popula-tion of this village has, however, been adjusted in Nizamabad district for the year 1901 - 1951.

13. The names of Uttaranchal and Pondicherry have changed to Uttarakhand and Puducherryrespectively after Census 2001

Note of caution:The fgures in this report being of a provisional nature, only the important footnoteshave been given above. The detailed footnotes would be given when the fnal popula-tion tables are released.

STATE HIGHLIGHT

One of the youngest States of the Union, Mizoram is flanked by Tripura &Bangladesh on the west, Myanmar on the east & south and Manipur as well asAssam on the north. Its exact geographical location is –92o15’ to 93o29’ East Longitudeand 21o58’ to 24o35’ North Latitude. The Tropic of Cancer runs just on the southernperiphery of the State Capital Aizawl. Although Mizoram is a tiny state having anarea of only 21081 sq. km., it has as much as 404 km. of international border withMyanmar and 318 km. with Bangladesh. Having one of the most enchanting hillyterrains in eastern India, the hills of Mizoram are steep and divided by deep gorgesand numerous streams and rivers flow either from north to south or from south tonorthernly direction. Generally not so warm in summer and not very cold duringrainfree winter, the climate is very comfortable. Although majority of the populationare cultivators, Mizos are extremely fond of all good things in life and have one ofthe most closely knit society in the whole of the country. Most of the Mizo areChristian. In the field of literacy, the only competitor is the State of Kerala andMizos are proud to take part in this healthy competition.

Aizawl the capital of Mizoram is 180 kms. from Silchar, Assam which is thenearest railhead. The bus journey from Silcahr to Aizawl usually takes about 6 hrs.Mizoram State Transport Buses ply between Aizawl and Silchar daily. Mizoram isalso connected by daily flight from Kolkata and Guwahti.

Census 2011marks a milestone in the history of Census taking in thecountry. It has come at a time when India is perhaps at an inflexion pointin history, when it sheds the legacy of the past and emerges among thecomity of Nations as a strong, selfreliant and modern Nation. The basicbenchmark statistics on the state of human resources, demography, cultureand economic structure at this crucial juncture of the country’s history wouldbe vital to guide and shape the future course of the Nation.

In a country like India, with multiethnic, multilingual, multicultural andmultilevel society, the Census is much more than a mere head count of thepopulation. It gives a snapshot of not only the demographic but also theeconomic, social and cultural profile of the country at a particular point oftime. More often than not, it is the only available source of primary data atthe level of the village and town (ward). It provides valuable information forplanning and formulation of policies by the Government and is also usedwidely by National and International agencies, scholars, business persons,industrialists, and many more. In addition, the Census provides a basicframe for conduct of other surveys in the country. Any informed decisionmaking that is based on empirical data is dependent on the Census.Democratic processes like the delimitation of electoral constituencies andaffirmative action like reservation are also based on the basic data sets ofthe Census. It has indeed come a long way from what was described as“the idle curiosity of an eccentric sirkar” (Molony,1911)1 . No wonder therefore,that Census 2011 has adopted an apt tagline – “Our Census, Our Future”!METHODOLOGY

The Census of India is conducted once in a decade, following anextended de facto canvasser method. Under this approach, data is collectedfrom every individual by visiting the household and canvassing the samequestionnaire all over the country, over a period of three weeks. The countis then updated to the reference date and time by conducting a RevisionRound. In the Revision Round, any changes in the entries that arise onaccount of births, deaths and migration between the time of the enumeratorsvisit and the reference date/time is noted down and the record updated.InCensuses until 1931, a synchronous de facto method was adopted whereinthe Census was conducted throughout the country on a single night. Thismethod, besides being costly, required the deployment of an extremely largeforce of Census takers. This method was given up in the 1941 Census andthe present method adopted. In Census 2011, the canvassing of thequestionnaire was done from 9th of February 2011 to 28th of February 2011.A Revision Round was then conducted from 1st to 5th of March 2011 andthe count updated to the Reference Moment of 00:00 hours on the 1st ofMarch 2011.

ORGANISATIONAL STRUCTUREIn India, the population Census is a Union Subject (Article 246) and is

listed at serial number 69 of the Seventh Schedule of the Constitution. TheCensus Act, 1948 forms the legal basis for the conduct of Censuses inindependent India. Although the Census Act is an instrument of CentralLegislation, in the scheme of its execution the State Governments providethe administrative support for the actual conduct of the Census.

The Office of the Registrar General and Census Commissioner, Indiais an attached office under the Ministry of Home Affairs of the Governmentof India. Its main responsibility is to conceive, plan and implement Censustaking in the country. The organization is headed by the Registrar Generaland Census Commissioner, India. There are field offices in all the Statesand Union Territories (except the Union Territory of Dadra and Nagar Haveliand the Union Territory of Daman and Diu, which are attached to the officeat Gujarat), which are headed by the Directors of Census Operations, whoare responsible for the conduct of Census in their respective jurisdictions.

Being a Census Directorate harein Mizoram a lot of organisational workhas also to be done before the Actual Enumeration can be taken up asother States. Without careful advance planning, it is not possible to conductCensus successfully. The problems faced by the Directorate of Census indifferent states are of different types. Directorate of Census Operations,Mizoram, was in no exception. The difficulties faced by the Directorate wasof various kinds e.g. Communication, Administration etc. However, withcareful planning and co-operation of the Government of Mizoram, thisstupendous task was conducted successfully and in time in the State.Finalization of villages and towns:

The first requirement for conducting a census is to clearly list out all theadministrative units for which the data would have to be compiled andpresented. For this, the list of Villages and Urban areas had to be finalized.The initial step in this direction was taken sometime during 1998. Inspite ofsuch early initiation of action, it was difficult to finalise the list of villages intime because of various reasons. The list kept on changing in certain RuralDevelopment Blocks even when the Houselisting Operation was beingconducted during the months of May and June 2010. However, Urban Areascould be finalized well in advance with active Co-operation of StateGovernment. Once the administrative units were clearly identified, the StateGovernment was requested to ensure that no changes in the administrativestatus of the Districts, Sub-Divisions R.D. Blocks and Towns were madeuntil the 2011 Census was completed. The State Government issued suitableinstructions to that effect and such administrative units remained unchangedas desired.

So far Urban Areas are concerned, there has been an addition of oneTown, Lawngtlai, the capital of Lawngtlai District after 2001 Census. In 2001census there were 21 towns in Mizoram and as a new town is notified,altogether we have 22 towns in 2011 census.

Preparation of working Maps:On the basis of the finalized list of villages, Working Maps for each

Rural Development Block showing clearly the location of the villages, wereprepared in the Map Section of the Directorate in consultation with DeputyCommissioners, Sub-Divisional Officers and Block Development Officers.These Maps were necessary to ensure accuracy in coverage.

Though the Town Maps were generally available from the Directorate ofLand Revenue and Settlement, Government of Mizoram, the other detailsin the maps were plotted on the spot by the Draftsman of the Directoratewho paid visit almost to all the Towns in Mizoram. Preparation of GIS TownMap was carried out during 1998, field survey was done by a reliable NGO(i.e. YMA) within the stipulated time. GIS survey was completed and thesame is useful for 2011.Census Hierarchy:

At the National level, conducting of census is the responsibility of theRegistrar General and Census Commissioner, India, Ministry of Home Affairs,who is the highest Officer in the Census Hierarchy. At the State and UnionTerritory level, Directors of Census Operations are responsible for theconduct of Census Operations under the overall directions and guidance ofthe Registrar General, India. A Census hierarchy is set up within the StateAdministration under the Census Act. The Hierarchy set up for 2011 Censusis shown below. For Aizawl Town, 12 Charge Officers were appointed and 3 ChargeOfficers were appointed for Lunglei town, 2 charge officers each appointedfor Champhai, Serchhip and Kolasib. For other remaining towns of Saiha,Lawngtlai, Mamit, one charge officer each was appointed. The total no. ofCharge officers in the State was 64. The number of Supervisors andEnumerators appointed for 2011 Census of Main Enumeration were 491and 2320 respectively.

The Enumeration of personnel in Army, Paramilitary Organisation andother restricted organisations was carried out by forming special chargeswithin such organization and appointing personnel from these organisations.Houselisting NPR Operations:

The main Enumaration of 2011 Census was preceded by another bigoperation known as House-listing and NPR operations. The House-listingoperations which included House-numbering operation was conducted duringMay-June 2010, all the Houses in the State were numbered and a form wasfilled in, namely House-list form, in which detailed like condition of the house,amenities available in the house, were asked from each Household. TheNon-Residential Houses were also numbered and listed. The purpose foreach Census House was recorded. This list served as the frame for theActual Enumeration.

Along with the Houselist Form, another form known as the NPR schedulewas canvassed which involve collecting data of all citizens living in thecountry. Details particulars of all individuals were collected through the NPRSchedule, for the purpose of obtaining biometrics and ultimately providingunique identification number to all citizens of India.Main Enumeration:

The main Enumeration was conducted simultaneously throughout thecountry from 9th Feb. to 28th 2011, except in snow bound areas etc. withRevisional Round from 1st March to 5th March 2011. The aim of the RevisionalRound was to revisit the households and mainly to take into account thebirths and deaths occurring till 28th February, 2011, in order to relate theinformation to the reference point.

The Enumeration was carried out in 24 Rural and 26 Urban Charges.All together 468 Supervisory Circles and 2279 Enumeration Blocks wereformed during the Main Enumeration in entire Mizoram.

The Enumeration Blocks formed during the House-listing Operationswere more or less retained during the Main Enumeration with minor changesdepending on population. The Enumerators first had to prepare a Mapshowing the Block Boundaries with permanent features and important landmarks and showing all the structures within the block. The Abridged Houselistwhich was prepared on the basis of each Houselist Schedule for each E.B.,was made available to the Enumerators. The Enumerators job was to moveabout systematically within his Block from the first house to the last houseand update this list wherever he found changes have taken place afterHouselisting Operations. Then the Enumerator had to canvass, HouseholdSchedules within their respective Enumeration Blocks.

Household Schedules were canvassed for each individual irrespectiveof age and was filled in for each and every individual in the HouseholdSchedule.

Training And Supervision: Training and Supervision are the two most vital inputs for improvement

of the quality of field work in Census. Therefore, extensive arrangementswere made for training of all categories of Census Officials at different level,both for the House-listing Operations and the Main Enumeration.

Training was arranged at the State Level for all Census Officials startingfrom Principal Census Officers to Charge Officers for both phases of theOperations. For the same Officials again training was imparted at DistrictLevel. Thereafter more or less four training programmes were arranged byeach Charge officer where the Supervisors and Enumerators attended. Thisarrangement was done for both the Operations. The staff of Directorate ofCensus were sent out to far flung places to assist the Charge Officer inimparting training.

Besides the above, 50 Master Trainers were appointed to trainSupervisors and Enumerators. Special mention may be made about trainingstrategy. For 2011 Census, ORGI and UNICEF took part for effective trainingboth for the first phase and the second phase operations of Census of India2011. In case of Mizoram we had 1 (one) National trainer from an NGO and2 (two) Master Trainer Facilitator during Housing Census and NPRoperations. At district level training, the trainers and the facilitators impartedtraining to charge officers and Master trainers, the training lasted for 3 days(non-residential) during first and second phase operations. At the same time,1 (one) GMTF (Gender Master Trainer Facilitator) appointed for our Statefrom an NGO mainly to deal with sensitization of women deserves to bementioned. Due to the deep devotion and hard labour of all censusfunctionaries, our Census was completed in time and with great success.

Extensive supervision was also arranged for both the operations. Inaddition to the supervision done by the Charge Officers and other CensusOfficers, detailed supervision work was arranged by the Directorate ofCensus in order to cover as much Enumerators as possible in the shortestperiod of time. The coverage of supervision was extensive.

The Charge Officers from Special Charges from entire Mizoram werealso given intensive training at Aizawl and Lawngtlai during January 2011.

Release of Provisional data and submission of Forms:A Calendar was drawn up for the Charge Officers, indicating there-in

the time target set for relaying of Provisional figures and submission offorms. The Provisional figures for males, females, total persons, femaleliterates, male literates and total literates were relayed by all Charge Officersto the Principal Census Officers who in turn relayed them to the Directorof Census Operations who further relayed them to the Registrar Generalfor publication of provisional population figure in the form of paper-I by thetarget date. This paper, which is the first for 2011 Census Publication,presents data on some basic characteristics of the population of Mizorambased on the provisional figures.

The census records were submitted by all the Charge Officers withinthe target date. Department of Posts collected the boxes containing variousfilled in schedules. The scanning of the schedules will now begin at theData Dissemination Centre at Guwahati and final and firm population figureswill be available in the form of various publications in due course of time.New Features of Census of India 2011:

In different censuses, some new features were included to provideto the extent possible, data to the users. In the same way during 2011 censusalso, if we compare with the last census (2001), a number of refreshingnew items, questions etc. were incorporated in the household schedules.The ‘date of birth’ was newly added along with age. For status of attendancein educational institutions, the non attending status was categories as‘attended before’ and ‘never attended’. Again in the question on disabilityfour more refreshing conditions were also added during this census.

In the same way during Houselisting Operations, i.e., 1st Phase alsonew items like availability of Computer was added and other refreshingconditions on Household amenities were also included.

In the design of the schedules (Houselisting & Population Enumeration)also some changes were made. Barcode, Form Number, continued sheetnumber as were newly added for smoothly handle the schdules. Forconvenient of enumerators, the location particulars of States/UT, Districtand Sub-District were pre-printed at the schedules.

Publicity:Publicity is an important tool to bring awareness among the public.

It becomes most essential for the work like census full cooperation andactive participation of the people. Keeping this in view,

Mizoram is one of the North-Eastern states of India and during thisCensus – 2011 data was collected throughout the state comprising of 8districts, 26 RD Blocks (29 including parts), 23 towns and 719 inhabitedvillages.

The provisional population of Mizoram as on 00:00 hrs of 1st March,2011 has recorded as 1091014 consisting of 552339 males and 538675female. With this population Mizoram contributes 0.09 percent to the totalpopulation of the country and in terms of population its rank is 29th amongall states and union territories of the nation.Decadal Growth Rate of Population:

As mentioned above the population of Mizoram at 00:00 hrs of 1st March,2011 has registered 1091014. It shows that the state’s total population hasincreased by 201441 persons during last 10 years. If we compare the totalpopulation 888573 of 2001, the growth rate during 2001-2011 is found 22.78percent which is 6.04 percent point lower than the growth rate of the decade1991-2001 (i.e. 28.82). Among 8 districts of the state during 2001-2011 thepopulation growth rate varies between 36.59 percent in Mamit as the highestto 12.29 percent in Lunglei as the lowest. Distribution of population indistrictwise with decadal growth rate, sex-ratio and density during 2001 and2011 can be seen at Table–1.Density of Population:

The number of persons living in one square km. of area is termed aspopulation density. The population density of Mizoram at 2011 Census is 52persons per sq km against 42 persons per sq km recorded during 2001.It reveals that, in this hilly state, the population pressure on one square kmof area has increased by 10 persons during last 10 years.

Among all 8 districts, Aizawl district occupied highest density of populationwith 113 persons per sq km which is 22 persons more than the figurerecorded during 2001 (i.e. 91 persons per sq km). The lowest density of 28per sq km is observed in Mamit district. Population density for state anddistrict for 2001 and 2011 has been shown in Table-1 and ranking of districtby population density, 2001 and 2011 has been given in statement-3.

Decadal Variation in Population:It can be seen from the Table-2 that the percentage decadal variation

in population of the state from 1901 to 2011 fluctuated between the lowestpercentage of 7.9 during 1911-1921 and highest percentage of 48.55 during1971-81 and then from 1981-1991 it was continuously decreased in everydecade till 2001-2011 (i.e. 22.78 percent).

Upto 1971 Census the present state of Mizoram was a district of Assamknown as Mizo district. It becomes a Union Territory of Mizoram in the year1972 having three districts of Aizawl, Lunglei and Chhimtuipui. In the year1987 it became a state without any change in the geographical jurisdictionof those three districts. Accordingly until 1991 Census the state had thosethree districts but it was further reorganized in the year 1998 and the totalno. of district became eight.

A comparison of the districtwise variation of figures will indicate that theincrease in population of Mamit district was highest during 1971-1981 andit reached to (-) ve growth during 1991-2001 which was due to out-migrationof some inhabitants of the district during the period under reference. Fourdistricts i.e. Aizawl, Lunglei, Lawngtlai and Saiha out of 8 districts showedcontinuous decreased of decadal growth rate during last four decades andremaining four district’s growth rate fluctuated in every Census during lastfour decades. Sex Ratio:Number of males and females in a population is one of its main features

which are reflected by sex ratio. The sex ratio is calculated by the numberof females per 1000 males.

As on 1st March, 2011 the sex ratio of the total population of Mizoramis 975 which has significantly increased if we compare with 935 of 2001.Data incorporated in Table-3 reveals that since 1901 to 1961 Census, thesex ratio of the state crossed 1000 mark and it varies from highest 1113in 1901 to the lowest 1009 in 1961 and it continuously declined during thesedecades. From the year 1961 the state’s sex ratio has further reduced to946 in 1971 and 919 in 1981. But from 1991 Census no. of females per1000 males has continuously increased till 2011.

During 2011 among all 8 districts, by crossing 1000 mark in sex ratio,the Aizawl district with 1009 stands in first position followed by Champhaiand Saiha districts with sex ratio 981 and 978 respectively while Mamitdistrict is in the lowest position with 924. (Table – 3) Ranking of districts bysex-ratio, 2001 and 2011 can be found in statement-2.

Child Sex Ratio:Child (0-6 age group) sex ratio indicates the forthcoming sex ratio of

total population and the same process is also applied for the calculation ofchild sex ratio. The state’s child sex ratio has increased to 971 in 2011 from964 in 2001. Among all districts the child sex ratio during 2011 fluctuatesbetween 987 in Kolasib and 926 in Serchhip.

Literacy Rate:Following the definition of literates adopted at the 1991 Census, in 2001

& 2011 Censuses also, all the children below age of 7 years have beentreated as illiterate while during 1981 and earlier Censuses children belowthe age of 5 years were treated as illiterate.

Higher literacy is indeed, one of the identities of Mizoram and accordinglythe state occupied 2nd position in terms of literacy during 2001 among allstates and union territories of the nation. Statement 4 reveals that the statesoverall literacy is continuously increased from 31.60 percent in 1951 to 91.58percent in 2011.

As per provisional figures, the state has recorded its overall literacy as91.58 percent which is 2.78 percent point higher than that of recorded during2001. It reveals that the state is now another one step forward at theirinexorable march towards 100 percent literacy. Among the districts theliteracy varies between the highest 98.76 percent in Serchhip followed by98.50 percent in Aizawl and the lowest 66.41 percent in Lawngtlai district.Again, the sex differential shows that the literacy rates for males variesfrom 99.24 percent in Serchhip followed by 99.01 percent in Aizawl to 74.69percent in Lawngtlai district while in case of females among all districts itfluctuates from 98.28 percent in Serchhip followed by 98.00 percent in Aizawlto the lowest of 57.62 percent in Lawngtlai district. Literacy rates by sex forstate and district for 2001 and 2011 have been given in Table-5. Rankingof district by literacy rate and sex for 2011 has been given in statement-5.

Proportion of Child (0-6 age group) Population:The proportion of child population in the age group 0-6 for the state has

recorded 15.17 comprising of 15.20 males and 15.14 females, which is just1.01 percent point lower than the proportion registered during 2001. Amongthe 8 district, the proportion of child population varies from highest 18.56 inLawngtlai followed by 17.60 in Champhai to the lowest 14.00 in Serchhipdistrict. The districtwise figures during 2001 and 2011 have been given inTable-6.
