Executive Summary

1. On 29th October 2008 an earthquake of magnitude 6.4 on Richter Scale struck

Balochistan. The earthquake destroyed numerous educational buildings in Pishin, Ziarat

and Hurnai Districts, and deprived thousands of children from educational facilities.

2. As part of the United Nations humanitarian response to the emergency, UNICEF and

UNESCO’s joint project was partially funded by Central Emergency Response Fund

(CERF) with UNESCO’s share of USD 27,026.00.

3. Overall funding for the education sector was low. As a result, only 4 middle schools of

Ziarat District could benefit from the project support though the needs were much greater.

The schools were selected in consultation with the educational authorities.

4. The overall objective of the emergency response was to ensure that quake-affected

children are able to continue their learning and recreational activities and complete their

education in a child-friendly learning environment.

5. A local implementation partner, Society for Empowering Human Resource (SEHER),

was engaged to construct 7 temporary rooms and water and sanitation facilities at 4

middle schools. The intervention benefited 525 students, including 336 girls, with an

increase in total enrollment by 27.8%.

6. 25 different teaching aids were provided to the schools to facilitate teaching and learning.

7. Project advocated for application of Minimum Standard of Education in Emergency

(MSEE) by the provincial education department and the Education Cluster members

while planning education interventions in affected areas.

A. Background:

On 29 October 2008, an earthquake of 6.4 magnitude struck Balochistan Province causing

widespread destruction. Over 68,000 people were affected by the earthquake. Many lost

their lives and thousands of children were deprived of educational facilities. According to the

assessment of the Directorate of Education, Balochistan 315 schools were partially or

completely damaged in Pishin, Hurnai and Ziarat Districts. All schools in Ziarat and Pishin

were closed for the rest of the academic year.

UNESCO participated in humanitarian response plan of the United Nations. In the process,

UNICEF and UNESCO’s joint project received partial funding of USD 75,000.00 from

Central Emergency Relief Fund (CERF). UNESCO share was USD 27,026.00 for

construction of temporary school shelters at middle and secondary schools.

B. Project Objective and Intervention:

The overall objective of the project was to ensure that quake-affected children are able to

continue their learning and complete the academic year. In total 12 middle and high schools

were to be provided with 16 winterized school tents and temporary water and sanitation

facilities.

C. Project Achievements:

The plan of providing winterized tents was modified to build temporary classrooms because

it became a more appropriate solution as the schools were closed for 3 months during winter

(earthquake occurred just before the start of the winter season). As there was no urgency to

erect winterized tents, which cost USD 1,000.00 per piece with a usable life of one year, the

project ensured better value by building temporary classrooms with at least five years of life

span. In consultation with the Government of Balochistan, four worst needy middle schools

(2 boys and 2 girls) of Ziarat District, which was the most affected district, was selected for

the project support.

1. Construction of Temporary Classrooms and Sanitation Facility

As security concerns restricted UNESCO’s access to project sites, the construction work was

awarded to a local NGO, Society for Empowering Human Resources (SEHER), by following

a competitive selection process. The scope of the work included construction of 7 temporary

classrooms and 8 latrines and clean drinking water facilities in the following four middle

schools of District Ziarat:

a. Government Girls Middle School Gogi (GGMS), UC Kach

b. Government Girls Middle School Jumma Khan Hamadoon (GGMS), UC Kach

c. Government Boys Middle School Gogi (GBMS), UC Kach

d. Government Boys Middle School (GBMS) Lower Kach, UC Lower Kach

Size of each classroom was established at 18 feet x 24 feet (40 sqm) in line with the UNICEF

norm of 1 square meter per child to accommodate up to 40 children in one room. In

addition, each of the 4 schools was provided with two 4 x 4 dry pit latrines, water tank and

water connection. The details of the work carried out are summarized in the Table below:

Initially, GBMS Warchhom was included in the list, but it was changed in view that the

Pakistan Army had started constructing a prefabricated building for the school. As a

substitute, GBMS Lower Kach was selected for project support.

Because access to the project areas was restricted due to security concerns, the project hired a

local engineering firm to periodically monitor the work of SEHER to ensure quality as

specified in the scope of the work and the contract document.

Most of the students, especially girls, were unable to attend the school because of

damage/destruction of the school buildings. It had resulted sharp decline in enrollment.

However, after the construction of temporary classrooms and water and sanitation facilities,

the students started returning to their schools resulting 27.8% increase in total enrollment –

with 36% increase in girls’ enrolment. The temporary classrooms immediately enabled 525

middle schools students to continue and complete their academic year. Moreover, the

provision of temporary classrooms has helped the government to bridge the time until

permanent buildings are constructed thus ensuring continued educational opportunities to at

least 2,625 boys and girls over a period of five years.

2. Provision of Teaching and Learning Materials

The project provided 7 sets of teaching and learning materials (List of materials provided in

Annex 3) to the 4 middle schools to facilitate teaching and learning in a difficult

environment.

3. Advocacy of MSEE

Project advocated for application of MSEE by encouraging all education cluster members to

incorporate the standards while planning educational interventions in the earthquake affected

areas. In addition to this the project, in partnership with UNICEF, advocated the same for

planning rehabilitation and reconstruction by the government of Balochistan. The advocacy

work was carried out at various meetings conducted with provincial and district level

education officials and at education cluster meetings.

The project also advocated for holistic approach to education by obtaining and sharing data of

the damages caused to the non-formal education institutions and drawing attention of the

education cluster to the repair and reconstruction needs of non-formal and technical and

vocational education and training institutions.

4. Results Achieved:

a. Facilitated immediate continuation of educational opportunities for 525 middle school

students comprised of 336 Girls (64%) and 189 (36%) Boys. Increase in total enrollment

by 27.8%

b. Continued opportunity to avail education by estimated 2,625 children over a period of

next five years.

c. Children and teachers of four middle schools have access to safe water and sanitation

facilities thus reducing the risks of water and sanitation borne diseases.

d. Improvement in teaching learning condition at 4 middle schools.

e. Increased appreciation of the needs of other forms of education in emergency.

5. Challenges Faced:

Limited or no access of UN staff to the affected areas due to security situation forced the

project to make alternative implementation arrangements.
