Representatives of the workers at the Dam signed an agreement with the Department which effectively ended the more than a weeklong work stoppage by over a thousand workers. In terms of the agreement, all workers were due to return to their posts by Wednesday morning as per the shift system. The Department said in a news release a team comprising representatives from both the Department of Water Affairs and the labour forum will investigate the grievances raised by the workers. Construction of a dam in the Olifants River System was first announced in 2003 as one of the government’s flag ship programs for water delivery. The Dam construction phase of the project- phase 2 is set to cost five thousand million rand and the associated bulk water distribution infrastructure will supply water to rural communities. The importance of the dam is twofold; the first is to supply water to the towns, industries and poorly serviced rural communities; and the dam is to supply water to the mines that will help to unlock vast mineral deposits, mainly in the form of platinum group metals found in the region. The Dam currently stands at 70% completion and the first impounding of water is scheduled for later this year. The Department says it is committed to the principles of fair labour practices and will seek to urgently resolve any outstanding issues raised by the workers. In the meantime a spokesperson for the Department, Linda Page, told Platinum Gazette that the 108 workers in the batch plant who lost their jobs by not keeping to the terms of their contracts, were not reinstated. Page said although not reinstated, they will get compensated up to the end of their contracts. ‘We had water around 18 May’ “It is now eight months we do not have water in Kutullo” says Mr Stanley Mqhakama (full member of the SACP and NUM), except for the week during the elections around 18 May this year. Mr Isaac Ratau (full member of the ANC) and another bystander (also full member ANC) confirm what is said. Kutullo (the first village you encounter when travelling from De Hoop Dam towards Steelpoort) must source it water from a shallow well next to the R555 road and the Steelpoort river (see photographs). The terrain is too steep and the well too shallow to fill large containers. Children carry water in smaller containers up the steep incline where it is poured into a large container on a wheelbarrow. As far as could be determined a belt on the water reticulation pump has broken “and it has sucked up debris”, according to residents, rendering it unusable. “And the water in the river is dangerous”, says the Deputy Principal of Malekana Primary School, Mr Benjamin Mabowa (photograph right). Just this week, he says, three learners from the school received treatment from Jane Furse Hospital, when they became infected with parasites after playing in the river. “Something must be done”, he says. “GTM must speak to us” residents say. “We do not get any reaction from them.”

6,3 km of bliss

On 15 September the Station Commander of Leboeng Police Station, CaptainSolomon Moholane, handed certificates to local pastors. The certificates weregiven to the pastors because they adopted the Police in the area in their prayer forthe past seven years. The Police also formed a Pastors Against Crime Forum forpastors in Leboeng and Kgautswane in 2004. The road from Tukakgomo, via Mampuru toGa- Malekane is under normalcircumstances sheer hell, but when PlatinumGazette travelled on this road last weekSaturday, it turned to beautiful tarmac atTsakane.

Freshly tarred, this section, which linkswith the Jane Furse road 6,3 kilometresfurther at the steel bridge over theSteelpoort / Tubatse river, is a pleasure todrive, complete with sheltered pick-uppoints, rails etc (photograph right).

Construction of this piece of tarmac tooka long time after the first contractor,Realeka, made a botched job of the projectConstruction was eventually completed byKPMM Roads and Earthworks.

A less than active project is the roadfrom Ngwaabe to Maseven, just nearby.Scheduled to be completed by August lastyear (as had been reported in PlatinumGazette, complete with photograph ofcontractor’s representatives). Then Augustthis year came, and went. As can be seenon the photograph (right at the bottom),nothing much has happened since a yearago. This road will eventually link Ngwaabewith the R555 near the entrance to the new

De Hoop Dam, through Maseven, cutting outthe need for some traffic to use the steelbridge at Ga-Malekane.

Three other projects in full swing is thenew Penge to Mankele road (bottom), theroad from Steelpoort to Lydenburg (thesection between Steelpoort and the railwayline is now under construction) and the 10kilometres of road from the Praktiseer roadthrough Alverton to Kgautswane. On theSteelpoort road, motorists are subjected to ahefty waiting time (right), but as one motoristsaid, the rebuild will make life much easier.

The Alverton to Kgaustswane road isnow again on track after a bit of toyi-toyingby SMMEs in the area.

Meanwhile the situation at Ga-Maroganear Maandagshoek is still tense and thedirt road is still closed to heavy vehicles andtrucks. Residents blocked this roadbecause they want it tarred. A meetingbetween stakeholders did not deliver muchin terms of a solution to the problem andSmokey Hills Platinum Mine (PlatinumAustralia) suffered a brief production haltbecause of the closure. The mine is now inoperation again and using other accessroads.

Cultural Heritage day at MampuruGreater Tubatse Municipality hosted aCultural Heritage Day on Saturday last week.The event was off to a slow start, but by11:00 the groups started arriving at a fasterpace.A total of 8 cultural groups from the areaattended the day and entertained locals andtheir peers with special dances.The group in the top right photograph toldPlatinum Gazette that they started dancingtogether inthe 1970’s and when they are infull attendance number around 500 women.They say that their dances are traditionalfrom the area.The group below and on the left started morerecently, and love performing at specialevents. To them a big problem is funding.They need to travel and buy outfits for theirperformances.The women on the bottom right photographwork out their own dance routine and lovedressing up in their traditional beadworkaccessories.Anyone who would like to invite a culturalgroup to perform or who would like to assistwith funding can contact Ms Mavis Magooaof GTM on 013 231 1000.

Four young local entrepreneurs carve a niche in the generalconstruction business, thanks to Two Rivers Platinum’s (TRP)innovative, focussed and ground-breaking community empowermentstrategy.In an attempt to rehabilitate its mining environment TRP saw a businessopportunity which could benefit its core communities by recycling itswaste reef. And in the process 23 new sustainable employmentopportunities is created.“When Two Rivers first spoke about this opportunity, we thought itwas a joke, as we thought only those who have the money are capableof securing construction tenders in the mining industry. We were mostlyunemployed and had no hope being able to secure any jobs in thenear future. But our fears were finally allayed when they took us throughtheir internal safety training and induction processes,” said Ms Vinoliahone of Shemeng Construction’s directors.Shemeng Construction CC, which was duly appointed after a closedtender, was mandated to construct a unique surface training centreusing gabions for the Mine instead of conventional brick and mortarmethod. We used the mine reef on site. This is part of the Mine’sphilosophy of caring for the environment. The project is run by fouryoung and ambitious local entrepreneurs drawn from the Mine’s threecore communities, namely Steelpoort Park, Kalkfontein andBuffelshoek. They in turn, recruited their support staff from the localcommunities and currently they employ 21 general employees.TRP facilitated the appointment of a coach and mentor who was wellexperienced enough in gabion construction.“We have a vision for the Company and with the skills already acquired,nothing will stop us now, thanks to Two Rivers’ pioneering spirit.” saidMr. Nicodimus Tsehla.The project forms part of the Mine’s unique Social and Labour Planprojects and its Business Leader, Mr Adriaan de Beer was excitedabout the initiative. “To us this is just another way of demonstratingour unequivocal commitment to the communities in which we operate.We are determined to meet and exceed our obligations not onlybecause we want to protect our license to operate but because it isaligned to Corporate Values and it is just, moral and ethical to do so.To our knowledge, our operating model has proved to be the mostcost-effective in the industry. Tubatse Ferrochrome plant treesTubatse Ferrochrome visited four local schools as part of theirArbor Month celebrations.At the schools and at Eerstegeluk Clinic, Khomanani HIV/AIDS centre and the new library, they planted indigenoustrees to help with greening of the area.The communities were also given fruit trees to help withcreating an awareness of sustainable farming and living.With every visit the Tubatse employees explained theimportance of trees and looking after the environment.They will also go back to the schools, clinic and other venuesto monitor the growth of the trees. This week Minister of Transport, SibusisoNdebele said that he will ask the Cabinet toreview the 120km/h speed limit on nationalroads, possibly bringing it down to 100km/h.He said this after visiting an accident scene inKwaZulu-Natal involving a minibus taxi. 10People were killed. 126 people had been killedin the past two months in public transportaccidents.Mr Gary Ronald, spokesman for the AutomobileAssociation (AA) said that public transport suchas buses and taxis are already limited to100km/h in terms of the law. He feels that theonly way to effectively enforce speed limits areby “average speed monitoring”.“We find it hard to believe that the ministerhas given this enough thought,” said the SA

Transport & Allied Workers Union (Satawu) ina statement.“Even when two vehicles were both travellingjust 60km/h, a head-on crash was devastating,Justice Project SA (JPSA) chairman HowardDembovsky said in a statement. He added that

South Africa cannot be compared to countriessuch as Australia as they have highlyprofessional and effective law enforcementagencies. At a local tavern on Wednesdayafternoon, the issue was also a hot topic. Asone of the crowd explained: “We may not have

Minimum Requirements

Key Responsibilities

The control of production operations within a designated area. Inspection of all production activities in his/her area of responsibilities and

the recording of the findings of such inspections. The inspections of all machinery and equipment in his/her area of

taking of adequate measures to ensure workers are competent to performtheir duties.

pertaining to daily tasks are complied with, and to deal with/report anybreaching thereof.

VACANCY - SECTION ENGINEERWork Description

The Section Engineer is a 2.13.1/2.13.3.1 appointment in terms of the MHS Act and isresponsible to provide operational service to the appointed 3.1(a) Manager, with

a 1-year planning horizon. The role ensures effective and safe movement of men,ore and material in the shaft/plant and the associated maintenance andconstruction linked to the Operational Area of responsibility.

Minimum Requirements

Engineering related qualification – BSC Degree / National Diploma. Government Certificate of Competency Mines and Works electrical or

mechanical. Five years post engineering qualification experience, Two years of

which to be on an operational Mine. Computer literacy in Microsoft Office suite. Proficiency in English.

Key Responsibilities

Carrying legal appointment (2.13.1/2.13.3.1) for Operational Area ofresponsibility.

Ensure legal compliance. Ensure maintenance to standards. Knowledge of SAP PM will be an advantage. Experience with Trackless mining machinery will be an advantage. Ensure the operational movement of personnel, material and ore. Ensure construction to standard. Provide technical advice and backup for Operational Area of

responsibility.

The volunteers’ agesranges from 18 to 24.All the volunteers will be staying at the centreuntil the end of August 2012. Julia said thatlife in Kgautswane is very different fromGermany. “We are used to warm water, anautomatic dishwasher and Internet to keep incontact with our friends and family, but here itis not like that.
