    INTRODUCTIONThe project to create the CollingwoodUrban Design Manual (UDM), illustrateshow a S l ' r m U mm:ricliptJ il it y w:btb iii. pOJ; l L i ~a"tion of ji~81lUide;1" 2O,Ocmwas -abL !oerea1ive]y maximize its :pl~1tliJl ' l t resourcesto develop top quality urban design stan-dards "in-house". The UDM is wellorganized, vividly illustrated and containslucid, itemized explanations ofCollingwood's design requirements. Itsemphasis on purposeful performance-based regulations (not guidelines) for allforms of development is unique in scope;addressing all aspects of development thatinfluence urban form, ranging from the"creation of lots" through subdivision, toimprovements and design considerationsfor site specific developments.

    The focus of the UDM is on improved liv-ability, by addressing characteristics suchas community health, reduced environ-mental impacts, place-making, andcontextual design.
