JUSTICE was served when High CourtJudge Jeremy Pickering sentenced XolileTose (33) to life imprisonment for rapingand sodomising a girl (then 6) in NU12Motherwell in December 2011.

The girl now has new hope for the futureafter medical practitioners offered to per-form a colostomy bag operation for her, free of charge.

Earlier in the court proceedings hermother said the girl was asked to leave herschool owing to problems with her colosto-my bag - which she has as a result of theinjuries she sustained in the rape and sodo-misation.

According to Child’s Rights AdvocatePetros Majola, of Khula Community Devel-opment, plans are afoot to have her regis-tered in a school.

“Caring members of society are urged toensure that a proper house is built for themother and her child so that they get thedignity they so deserve,” said Majola.

“I am happy that this case has finallycome to an end and I want to thank all thosewho have played a role in this case,” hesaid.

“As the Child Rights Organisation I in-vite all men to join us in the struggleagainst child sexual exploitation and I callupon all community members to reportcrime against children,” said Majola.

After the sentencing the child’s mother, who cannot be named to protect the identi-ty of the victim, said it was as if a heavyload had been taken off her shoulders.

“I am happy he (Tose) was found guilty. We’ll finally have peace at last,” said theunemployedmother (30) who rents a shackin Motherwell.

Speaking to PE Express Indaba, the sis-ter of the child’s mother, whose name is al-so withheld, said they panicked during the

court proceedings especially when thechild did not respond to questions in givingher testimony.

On the advice of the Clinical PsychologistKaren Andrews the child did not testifyduring trial. She said the child’s intellectu-al growth had been adversely affected bythe horrific rape.

“Wearemoving today and are veryhappy. We feel veryproudas it is almost like cominghome. I was born in Fairview but we wereforced to leave the area to live inGelvandale.I came back tomy roots. I am especially hap-py that Social Housing is also a solution forpensioners,” Stokes said.

The construction of the 368 units (at a costR140million)wasstartedinJanuary2013andthe success of the project is an indication ofhow government (in partnership with ImiziHousingUtilityand theSocialHousingRegu-latory Authority) is restoring the dignity ofthe poor. The Nelson Mandela Bay Munici-pality has a Social Housing Policy, approvedby its Council, with designated areas for de-velopments to break down the geographical-lydeterminedareasbytheApartheidgovern-ment.

Anthony Ngcezula, Chief Executive Offic-erof ImiziHousingUtility, described thewel-coming of the first 40 tenants of the projectas the restoration of the dignity of the people.

“It is also a tremendous improvement oftheir lives as we bring them much closer totheir places of work and amenities. We defi-nitely have a good story to tell,” Ngcezulasaid.

Social Housing is a rental option for quali-fyingpersonsbyanaccreditedsocialhousinginstitution and the units are for rentals only

and not for sale or rent-to-buy.Buysile Mkavu, Nelson Mandela Bay Mu-

nicipality Portfolio Chairperson for HumanSettlements, said it is imperative that ahealthymixturemust be foundbetweenRDPhousing delivery, Social Housing and FlispHousing tomake government’s implementa-tion of housing delivery more sustainable.

“We also learnt hard and valuable lessonsduring the implementationof theaward-win-ning Walmer Links Social Housing Projectand can now apply that knowledge to otherprojects as well,” Mkavu said.

Another happy occupant, Joy Steyn, saidtheFairviewLinks is situated inanarea thatshe considers convenient as she used to renta property in the Overbaakens area.

“It also safe for me andmy children as thefacility has 24 hour security,” Steyn said.

To qualify, the main applicant must be aSouth African citizen, 21 years or older, per-manently employed or receive a pension, thecombined household income must be be-tween R2 500 and R7 500 per month and themain applicantmust not have ownedproper-ty before or received a housing subsidy.

GLADYS Vuyiswa Zenani who runs Bongo-lethuEducareCentre inXhamaStreet,NU12bMotherwell is carrying a heavy load on herelderly shoulders.

The institution must pay hefty water billsto the municipality every month while par-ents, who send their children to her centre, are mostly unemployed and find it difficultto pay the R80 monthly fee.

Zenani is making a difference in her com-munity by providing an Early Childhood De-velopment (ECD) centre. Levels of unemploy-ment andpoverty inher community are how-ever, making it difficult for her to do her job.

“We receive weekly bills of up to R500 forwater and sanitation which goes up to R2 000that we have to pay permonth,” said gogo Ze-nani.

Her centre was one of those that receive anR18 000 per-month boost from MPL TamaraXhanti’s Constituency Office and the SocialDevelopment and Special Programmes De-partment. She said that money would assistin paying of stipend, administration, nutri-tion and buying of teaching materials.

“We still need to do something to get water.Perhaps the municipality must come here tosee that we need assistance. Even if we canget a water tank it would help,” said Zenani.Their other immediate need was a play-ground for her 62 children.

She is 64 years of age and says she is notgetting an old-age pension grant like othergogos and mkhulus.

“Government reckons that I am self-em-ployed,” she explained.

NelsonMandela Bay municipal spokesper-sonMthubanziMniki advised gogo Zenani togo to the Customer Care Centre at BristerHouse opposite the City Treasurer building

to present her case.“Schools are categorised and those in need

(under the indigent category) are assisted.Wedo have an Assistance To The Poor (ATTP)Programme that she might also qualify for,”said Mniki.

Gqubule told the excited young playersthat he too was a child with big dreams toplay football at a professional level. He saidto succeed in life they must be dedicated anddisciplined in sport and not to be involved indrugs and crime.

“More than anything else, you must loveschool and make sure you get education.Sport and education go together,” Gqubuleexhorted the future sports stars.
