PE Express Indaba oftenhelps social welfareworkers to find the par-ents of abandoned ba-bies through publish-

ing pictures of abandoned chil-dren, as is required by law beforethey can be adopted.

But last week, during Child Pro-

tection Week, the peoples’ paper lit-erally went the extra mile to help so-cial worker and children’s rights ac-tivist, Pamela Rubushe, and DoraNginza Hospital locate a 21-year oldmother who abandoned a healthy ba-by girl a day after giving birth to herthrough Caesarean Section in thehospital.

The mother, who also needed med-ical attention owing to her opera-tion, left the baby on her bed and dis-appeared.

Rubushe sent out a media state-ment asking for help to locate themother on Friday morning. Hospitalauthorities had discovered at thatstage that the mother had registereda false name (Amanda Peter) and afalse address in Msengane Street,Zwide.

“We went to this address but no-body knew Amanda,” said Rubushe.But after more investigation andchecking the identity number sheprovided, they found out that thenumber belonged to a woman stay-ing in NU8 Motherwell.

PE Express Indaba accompaniedRubushe to the address. Here theyfound a woman who fit the descrip-tion provided by the nurses. Whenthe unsuspecting woman saw Ru-bushe she asked if there was any-thing wrong. She got suspicious andran away.

This woman’s mother (53), whoseidentity is withheld to protect thechild, was not at the house when herdaughter disappeared. She arriveda little later and told Rubushe sheand her husband did not know theirdaughter was pregnant.

“She is overweight so we did notknow she was pregnant,” said thevisibly distraught grandmother. Shethen went to the hospital to take thechild home.

According to the grandmother,her daughter has a 5-year old boy inGrade R. She cares about the boy andlooks after him well.

“I don’t know why she would dosuch a thing (abandoning the baby).Yes, we would chastise her as herparents, but there is no way we weregoing to disown her and her baby,”said the grandmother.

Rubushe reported the matter tothe police. “Abandoning a baby is acriminal offence. I want young wom-en who are having unwanted preg-nancies to realise that there are waysto ensure that their babies are placedin a loving home instead of just aban-doning the babies,” said Rubushe.

ADDRESS the R7.8 million lost in elec-tricity theft monthly, cancel sponsor-ing of soccer teams and other non-es-

sential spending and replace non-core andnon-productive employees and political ap-pointments with critically needed staff.

These are among the conditions the DAare setting in order for them to support theproposed tariff hikes in the Nelson Man-dela Metropolitan Municipality’s DraftBudget.

The budget has to beapproved before June 30 asthe hikes will come into ef-fect on July 1.

According to the draftbudget that has been ta-bled, residents will have topay municipal increases ofdouble the inflation rate from July.

The proposed increases include 13% forsanitation, property rates and refuse remov-al, while electricity will increase by 11.03%.

According to Leon De Villiers, caucusleader of the DA, they as the official opposi-tion have no option but to accept the pro-posed increases as “the metro’s finances arein such a sorry state”.

“But we are only willing to accept it condi-tionally. The municipality is spending morethan it is bringing in. In the past years themetro has not succeeded in increasing itsrevenue and therefore the only option it hasis to cut costs,” said De Villiers.

One of the first conditions set by the DAis that the metro should address the theftof over R47 million in electricity(R7.8 million per month) over asix-month period from July 1 toDecember 31 last year.

“This huge loss was discoveredin February already and to datenothing has been done to ad-dress this. They expectrate-payers to pay morefor electricity but are not

doing anything to curb the huge losses,” saidDe Villiers.

Another condition the DA has set is thatnon-essential spending, such as the sponsor-ship of soccer teams, sporting events and fes-tivals, must be eliminated.

“How will the metro be able to explain toWalmer residents that they have only budg-eted R500 000 for the eradication of the buck-et system while they pay a team such as Mar-

itzburg United, which is sixth fromthe bottom of the log, R750 000per game that is played at theNelson Mandela Bay stadium,”

said De Villiers.According to De Villiers, apart

THE Nelson Mandela Bay Metro Municipalitywill from next month implement the IBT (In-clining Block Tariffs) system in charging theirdomestic users for electricity.

This will result in people who use more elec-tricity paying more for a kWh-unit of electrici-ty.

According to municipal spokesperson, Ku-pido Baron, the IBT will be implemented fordomestic electricity consumers with both con-ventional and pre-payment meters as from 1July 2012.

Those who use only 350kWh permonth will pay the existing rate, while thoseusing around 658kWh per month will face an11% increase. Domestic consumers using 1 000units a month will see a 21.40% increase intheir electricity bill.

According to Baron, only 10% of domesticconsumers in the Metro are consuming on av-erage more than 660 kWh.

“It will be more beneficial for consumers topurchase their monthly consumption insteadof buying bulk electricity at a higher tariff,”said Baron.

VUYANI Zonke was sleeping when he waswoken by petrol bombs being thrownagainst his home’s windows.

Zonke, a community worker involved inhousing issues in the area, told last week ofhis night of fear and terror when four petrolbombs were thrown at his lounge and kitchenwindows. Two of the petrol bombs landed out-side on the porch.

The attack on Zonke’s home, at house 11842in Chatty 12, on Thursday evening, is one ofmany in recent times in the Booysen ParkArea. This follows on an attack on Thursdayafternoon on ward councillor Mbongeni Mun-gane’s office at the Booysen Park CommunityHall where the office was burnt down.

Zonke’s personal assistant, Linda Gqama-ne, was assaulted in the incident and disgrunt-led residents in the area threatened to neck-lace her. A petrol bomb was also thrown atGqamane’s home on May 12, while two otherresidents’ homeswereburnt to the groundand

a third partially damaged.Mungane, councillor for ward 41 (Booysen

Park, Jacksonville and Timothy Valley), saidearlier that the riots were not about servicedelivery but rather about political strife.

Zonke further described the attack on hishome. When he entered his lounge, the cur-tains were ablaze and the flames had alreadyspread to the ceiling. “I tore down the curtainswhile my wife, Yoliswa, was getting water toput out the fire.

“My children, Achumile (5) and Sibabalwe(10), were severly traumatised and I had tophone my brother to fetch them as they weretoo scared to stay home,” said Zonke. After theincident he stayed awake the whole night infear that the culprits would return and someof his neighbours kept him company.

“My neighbour saw the group of about 20 pe-ople gather in front of my house. After they(the culprits) threw the petrol bombs they ranaway in different directions.

W-O Alwin Labans, police spokesman, saidthe police were monitoring the situation in thearea. “We will not withdraw from the area un-til the situation has stabilised”.

Kafuko wants to pursue a career as either aquantity surveyor or a dermatologist once she hascompleted school. During her free time she volun-teers at Isithembiso Children’s Home. “The chil-dren have taught me to live life to the fullest, nomatter what and not to take things for granted.”

NELSON Mandela Bayschools’ June exams arerunning smoothly andlearners are upbeatabout good results de-spite concerns over thepossibility of the SouthAfrican DemocraticTeachers Union(SADTU) in the East-ern Cape finally re-sorting to industrialaction following thefailure to come to anagreement with theDepartment of Educa-tion to rehire tempo-rary teachers whosejobs were terminatedlast year.

A concession was made lastmonth for about 4 000 temporaryteachers to go back to schools,but only 1 200 got their jobsback. The rest, it is understood,will not be going to the remote ar-eas of the province where the de-partment is said to be directingthem.

Umhlobo Wenene FM News re-ported on Monday morning thatSadtu said they were going todown tools in their demand forthe re-employment of the tempo-rary teachers - without redeploy-ing them to areas without infra-structure.

Meanwhile, Nelson MandelaBay learners who PE Express In-daba talked to, are upbeat abouttheir exams running smoothlyand about obtaining good results.

The winners were awarded goldmedals and will have an opportunityto be the mascots during one of thePremier Soccer League (PSL)matches to be played at the NelsonMandela Bay stadium in the nextseason.

“Not only that, they will also getVIP treatment when they havelunch at a local Spur on the day of

the match,” said Daniel Serman ofInteractive Sport, the company thatorganised this national event in con-junction with Spur.

“I want to congratulate the win-ners. This is the culmination of anintense league competition by localboys and girls since February,” saidSerman.

South African Schools FootballAssociation (SAFSA) Local Chair-person Siphiwe Mtshingila thanked

the teachers for their commitmentin support of their children duringthe course of the tournament.

The Spur Masidlale Soccer pro-gramme is recognised as one of the

Nelson Mandela Bay is pinningits hopes on Bay Stars FC to oneday play in the elite ProfessionalSoccer League. But for now, thestars remain the serious title con-tenders in the semi-professionalsoccer league.

Harrison commended his sidewho were assembled only in Sep-tember last year but managed to

come second on the log. Even thoughthey did not win the league and geta berth in the promotional play-offsto the National First Division, he washappy about what they were able toachieve “in the new territory,” hesaid.

“It wouldn’t be fair to single outany one player. I think they playedwell as a team with each making acontribution,” said Harrison.

But a big one up, according to Har-rison, must go to the owners, CEO MrYusuf Adams and Mr Tony Love-grove, the team’s Managing Director- for their vision for the club.

Harrison thanked “my TechnicalManager” Mark Tommy for his tire-

less efforts in ensuring that theteam was technically sound. Thesame, he said, goes to his assist-ants Wayne Iveson and SiyaGwambi as well as Team managerNick Myataza and fitness coachSharon Jessop.

“Last but not least, my players.I want to thank them for a job welldone. We might not have won theleague but we’ll surely come backand do it next season. We’velearnt our lessons and will showit next time,” said Harrison add-ing, that they would also take thistime off to “assess and evaluate”to see if there were changes need-ed and improvements to be made.
