Extensions of new electric distribution lines within a new residential subdivision, necessary to furnish permanent electric service to all buildings within the sub- division, shall be made underground when requested by an applicant, subject to the following terms and conditions. 2. This policy applies only to residential subdivisions falling within the definitions set out herein. C. RIGHTS OF WAY AND EASEMENTS

1. The e l e c t r i c cooperative w i l l construct , own, operate and maintain primary d i s t r i - bution l i n e s only along easements, publ ic s t r e e t s , roads and highways which a re by l ega l r i g h t access ib le t o t h e cooperat ive 's equipment and which t h e cooperative has t h e l ega l r i g h t t o occupy, and on publ ic lands and p r i v a t e property across which r i g h t s o f way and easements s a t i s f a c t o r y t o t h e cooperative may be obtained without cos t o r condemnation by t h e u t i l i t y .

When the Cooperative starts construct ion, t he area s h a l l be c l e a r of a l l o ther construct ion forces and completion of construct ion s h a l l not be in te r rupted by other a c t i v i t i e s .
