Two Public Employment Service Offices in Eastern Visayas have recently been

chosen as national winners in the Search for Best PESO by the Department of Labor and Employment. DOLE Region 8 Director Exequiel Sarcauga said that the national winners for the Best PESO were presented their respective awards during the recently-held 13th National PESO Congress at the Leyte Oriental Hotel. The DOLE Regional Director told the Philippine Information Agency that proclaimed as the Best PESO in the 3rd Class Province category is Mr. Norman Ordiz, Provincial PESO Manager of the Province of Southern Leyte. Eastern Visayas Vice Mayors elect regional officers

Baybay City, Leyte Vice Mayor Michael L. Cari was reelected as the regional

chairman of the Vice Mayors League of the Philippines Eastern Visayas Chapter, in an organizational meeting and election of officers held at the Oriental Hotel on October 1, 2013. In his acceptance speech, Vice Mayor Cari underscored the importance of the crafting of the Executive Legislative Agenda as a powerful vehicle for effective local governance. Department of Interior and Local Government Region 8 Director Pedro S. Noval Jr., who conducted the elections, said the elections was conducted orderly with the Vice Mayors from the six provinces of Eastern Visayas in attendance. Elected as Vice Chairman was Vice Mayor Christian Emmanuel W. Uy of Catarman, Northern Samar while Vice Mayor Roderick B. Rances of Bato, Leyte was elected as secretary general. The VMLP is an organization of all vice mayors of all cities and municipalities of the Philippines, totaling 1,616 member-LGU’s. The Local Government Code of 1991 and the VMLP Constitution and By-Laws provide that the VMLP shall have the primary purpose of ventilating, articulating and crystallizing issues affecting city and municipal governments especially those concerning local legislation. CEDFIT conducts first-ever Phil-IT-General Certification exam in Eastern Visayas

For the very first time in Eastern Visayas, the Cebu Educational Development

Foundation for Information Technology (CEDFIT) brought to Tacloban City the Philippine Information Technology General Certification Examination (Phil-IT-GCE). This was learned from Mr. Wilfredo “Jun” Sa-a, CEDFIT Managing Director through Mr. Ranjit Montablan, Executive Director of the Eastern Visayas Federation for Information Technology (EVFIT) who said that this was the first time in Region 8 since the exam was launched in 2006. According to Mr. Sa-a, the examination which was conducted last September 28-29, 2013 at the Eastern Visayas State University (EVSU) here, was part of the National Industry Cluster Capacity Enhancement Project /JICA Program of the Visayas Information and Communications Technology Cluster under Certifications.continued on page 7

The victory achieved by the Filipino revolutionists during the Balangiga

Encounter is not only for the people of Balangiga or for the province of Eastern Samar, it was a victory of the entire Filipino nation. This was underscored by Secretary Herminio “Sonny” Coloma of the Presidential Communication Operations Office, as guest of honor and speaker at the recently held 112th Anniversary of the Balangiga Encounter Day. The Balangiga Encounter was re-enacted by a group of young Balangiga students and Secretary Coloma said he had goose-bumps watching as he understood the experience of the Filipino revolutionists, particularly on how they fought for their liberty from the abusive American soldiers. The Malacanang official said the victory of the local revolutionists was not an easy feat considering that they were only armed with bolos against

the well-armed Americans. Yet, they won because of the unfamiliarity of the Americans to guerilla tactics.Secretary Coloma said he will recommend to the National Commission on Culture and the Arts to give due recognition to the Balangiga Encounter Day on September 28, including recognition to the people who offered their lives in the fight for liberty and freedom for their generation and the generations to come. He also said that the Balangiga Encounter Monument must also be rehabilitated and improved and more people even students must be encouraged to visit the place. 1st batch of WatSan facilities to benefit 30 public schools in North Samar 2nd district

District Engineering Office (NSSDEO) will implement the 1st batch water and sanitation facilities projects in 30 public schools covering the second district of the province. This was learned from DPWH-NSSDEO OIC District Engineer Ferdinand Briones. The project is a construction of water and sanitation facilities under DepEd’s Calendar Year 2013 Basic Education Facilities Fund (BEFF) amounting to P37, 319,998.00 for the 30 public schools in the second district of Northern Samar. Briones disclosed that the 30 public schools beneficiaries are Catubig Valley National High Schools with an allocated fund amounting to P 1,868,000.00; Las Navas National High School – P 1,919,500.00; Laoang National Technical High School – P 1,702,800.00; Sumoroy Agro-Industrial School – P 1,545,194.00; Don Juan F. Avalon National High School – P 1,406,000.00; Pambujan National High School – P 889,000.00; Laoang National High School – P 839,636.00; Rawis National High School – P 764,000.00; Lorenzo S. On its 10th year, GK showcases Bayanihan blueprint to end poverty

Ever since the beginning, Antonio “Tony” Meloto and his army of change-

makers believed that if Filipinos were to ever succeed in carrying the heavy load of social transformation, every Filipino, rich and poor alike, must go beyond oneself, link arms with others and ensure that nobody gets left behind. In a span of ten years, Gawad Kalinga has transformed 2,000 impoverished localities and squatter colonies into organized and dignified communities. Now pursuing the second phase of its vision, GK believes bayanihan can still be applied in the realm of business and industry. GK is currently working with young social entrepreneurs who can create sustainable employment opportunities by investing in the talents and skills of GK beneficiaries. The GK Anniversary will be held from October 2-5 at the Enchanted Farm in Barangay Encanto, Angat, Bulacan. Dubbed as the “Silicon Valley for Social Entrepreneurship,” the Enchanted Farm is a unique, sustainable community where social entrepreneurs can experiment with innovative social business ventures using the capital and business knowledge of GK funding partners.

These are then sustained by the Kapitbahayan members of the GK community, formerly menial laborers who have now learned to become skilled and productive citizens. Gawad Kalinga will start its celebration by holding the Social Business Summit on Oct. 2-5, a gathering of 400 social entrepreneurs from around the world. They will come ready to learn and exchange enterprising ideas as well as explore opportunities for synergy so as to create businesses that will center not on profit but on giving viable opportunities to empower the Filipino worker. “Entrepreneurship shouldn’t just be about getting rich and living a comfortable life. It should also be about creating jobs and, ideally, contributing something to benefit society,” says Fabien Courtielle, a French student who came to the Philippines two years ago after learning of GK’s Enchanted Farm. Courtielle is just one of fifty foreigners who will attend the Social Business Summit. Meloto came up with the idea of holding the summit after attending the Davos World Economic Forum. Meloto longed to have a similar gathering for those who would benefit from it most.

A century-old grandma attends senior citizens day

Despite being deprived of hearing, the century-old grandma attended

the whole day affair for the senior citizens of Naval on September 30, at the Naval gymnasium. The activity was one of the highlights of the Naval Fiesta 2013 on October 4 and 5 recognizing the contributions and involvement of the senior citizens in the municipality of Naval and in the community where they belong. The physically able Rita Merez-Rosales from Caneja St., Naval, Biliran, was born on February 13, 1913, in Caraycaray, Naval. She married at the early age of 22 to Gregorio Rosales of Poblacion, Naval, with whom she bore 10 children of two boys and eight girls.

Four of her daughters are now living in Australia and the United States of America where she also lived for 20 years before coming back home in 2012. One of her daughters who is living in the States kept on monitoring the whole day affair at the Naval gymnasium via the internet. Lola Rita was accompanied to attend the senior citizens day activities yesterday at the Naval gymnasium by her eldest daughter Buena Rosales-Silvestre, 75 years old, and currently residing in Ormoc. With her age and the size of her family today, Lola Rita could no longer count the number of her grandchildren. All she knows is that she has four generations of grandchildren. (PIA 8 Biliran)

DOH 8 addressing lack of doctors in EVisayas

Doctorless areas in Eastern Visayas will now be able to avail of the services

of doctors with the assignment of doctors under the “Doctors to the Barrios Program” of the Department of Health (DOH) in the region. The health department has recently assigned 18 new doctors to the Samar Island provinces of Samar, Eastern Samar, and Northern Samar. Dr. Jose Llacona, DOH regional director said the assignment of doctors to the Samar Island provinces is a priority because the lack of doctors in the Island areas is evident. DOH is also looking into reports that doctors assigned to remote towns in Samar province are experiencing “partisan politics” in the treatment of patients. Doctors sought assistance from the health department to address the “non-medical and more politics-related” problem where patients who are not allies of the mayor do not have access to medicines usually kept in the official’s office. The assigned doctors said that “partisan politics” should not be practiced in health care delivery especially in poor areas where people’s medical access is through the rural health unit. (PIA-8)

the PESO on employment facilitation programs and to reward its outstanding accomplishments. The Search for Best PESO covers all existing and operational Public Employment Service Offices (PESOs) as confirmed by the DOLE Regional Office, whether it is an LGU, NGO and School Based PESO. In order to qualify, the candidate PESO must be an operational PESO at the time of Candidacy as certified by the DOLE Regional Office. An operational PESO is with a designated PESO Manager, undertaking at least one of the PESO Core Services such as Referral and Placement; Employment Guidance and Counseling; and Labor Market Information. PESOs undertaking SPES and Jobs Fair programs only are not classified as operational in as much as the SPES and Jobs Fair are seasonal in nature. The PESO must be regularly submitting monthly accomplishment reports to the DOLE Regional Office through the Provincial Offices or DOLE field offices. (PIA 8)

This is based on the premise that no one shall be denied access to basic health care services especially in government hospitals. Bacareza said the government is sincere in delivering health care services to the people. Under the new National Health Insurance law, the state is mandated to provide health care services to all Filipinos through a socialized health insurance program that will prioritized the health care needs of the underprivileged, the sick, the elderly, persons with disabilities or PWDs, women, children and the indigents. It is said that financial constraint is one reason why the poor donot seek the help of medical professionals and health services. Meanwhile, Leyte Governor Leopoldo Dominico L. Petilla emphasized the importance of quality health care services not only the rich but also to the less fortunate. Hence, the governor is determined to focus on ways to ensure that the health needs of his constituents are being addressed. Leyte tops in the list of the provinces in the region relative to the number of Philhealth enrollees through the LGU-indigent sponsored program. (PIA-8)

Said exam has been adopted by the National ICT Confederation of the Philippines or NICP – the mother organization of more than 40 ICT Councils all over the country – as the standard exam to be used in assessing its IT talents. CEDFIT administered also the exam in Bacolod City and Iloilo City last August 24 and 25, respectively, Sa-a said. “This Visayas-wide examination was a good exercise to establish baseline data and a good starting point to improve the quality of our IT talents. Sabonsolin-Genson, Naval State University president, offered a free concert for the senior citizens last night, September 30, at the Naval gymnasium. The concert dubbed as “Mga Huni nga Binisaya” (Visayan Songs) featured the famous Cebuano singers Max Surban and Hannah Villame, daughter of the late Yoyoy Villame, a comedian-singer. The concert was offered free to all senior citizens regardless of their locality provided they presented their

senior citizens identification cards. Senior citizens from other municipalities of the province and other provinces were able to avail of the free concert as long as they had with them their valid senior citizens ID cards. Non-members of the senior citizens organizations and other young viewers paid an entrance fee of P30.Dr. Loreta Besoyo, Vice-President for Administration at the Naval State University facilitated the free concert.
