The said speed limits are to be enforced only after adequate number of signboards are erected on the said stretches for the information of highway commuters. in exercise of powers vested under Section 31(2) of

The Control of National Highways (Land & Traffic)

Act, 2002, on the recommendation of Goa State

Traffic Police & PWD Goa hereby approves the

modifications of speed limit on the selected

stretches of National Highway-748 (No. 4A) in Goa

which will supersede the Notification No. 1/Goa/

NH-speed limits/2018-19/S0/1 published in Official

Gazette dated 28-06-2018, Series III No. 13.

The said speed limits are to be enforced only

after adequate number of signboards are erected

on the said stretches for the information of highway

commuters.

Whereas, this Authority has prepared the

Present Land Use Map & Register of Kadamba

Planning Area under Section 26 of Town & Country

Planning Act, 1974.

And whereas, after preparation of said Present

Land Use Map & Register of Kadamba Planning

Area, Public Notice was issued under Section 27 (1)

of Town & Country Planning Act, 1974 i.e. Notice

for preparation of Present Land Use Map & Register

in the daily newspapers, The Navhind Times

(English) and Tarun Bharat (Marathi) on 22-11-2018.

And the said Map and the Register was placed

for public domain for inviting objections from the

general public in the Office of the Greater Panaji

P. D. A.

And whereas, said Map & Register was referred

to the Village Panchayat of Chimbel, Village

Panchayat of Se-Old-Goa and Village Panchayat of

Curca-Bambolim-Talaulim for inspecting and

inviting objections from the general public.

And whereas, under Section 27(3) of Town &

Country Planning Act, 1974, the Committee was

appointed to hear the public objections and prepare

the report to the Planning and Development

Authority.

And whereas the Committee appointed under

Section 27(3) heard all the persons who filed their

objections and prepared the report.

And whereas, under section 27(4) of Town &

Country Planning Act, 1974, the Authority

considered the report of the Committee with some

modifications and the Authority unanimously

resolved to adopt the said Land Use Map & Register

of Kadamba Planning Area.

And whereas the Greater Panaji Planning and

Development Authority vide letter No. GPPDA/

/PLUM & R/Kadamba/302/2021 dated 07-07-2021

has submitted the Adopted Present Land Use Map

& Register of Kadamba Planning Area to the Town

& Country Planning Department.

And whereas the said Adopted Present Land

Use Map & Register of Kadamba Planning area was

published and notified in the Government Official

Gazette, Series III No. 04 dated 22-04-2021.

And whereas the Greater Panaji Planning &

Development Authority vide Letter No. GPPDA/

/ODP-KPA/575/2021 dated 17-09-2021 has submitted

the draft ODP-2031 of Kadamba Planning Area to

the Chief Town Planner (Planning) Town & Country

Planning Department to obtain the approval from

the Government through Town and Country

Planning Board under Section 34 of Town and

Country Planning Act, 1974.

And whereas the Town & Country Planning

Board in its 175th (Adj) (2nd sitting) meeting held

on 24-09-2021 provisionally approved the Draft ODP-

2031 of Kadamba Planning Area under Section 29

of Town & Country Planning Act, 1974 as conveyed

by the Chief Town Planner (Planning) and Ex Officio

Jt. Secretary to the Government of Goa vide Ref.

No. 36/1/TCP/279/2021/2312 dated 25-10-2021.

And whereas the said Draft ODP-2031 of Kadamba

Planning Area was submitted to the Government

for provisional approval and for approval under

Section 34 (2) of Town and Country Planning Act,

1974, vide Note No. 36/1/TCP/279/2021/2295 dated

22-10-2021 and the Government has conveyed its

provisional approval for Draft ODP-2031 of Kadamba

Planning Area.

And whereas the approval of the Government is

hereby conveyed to the publication of the notice of

And whereas after the approval of the ODP-2031

of Kadamba Planning Area under Section 34 of Town

and Country Planning Act, 1974, the publication of

the notice of preparation of Draft ODP 2031 of

Kadamba Planning Area is being published under

Section 35 (1) of Town and Country Planning Act,

1974 informing the general public that the copy of

the Draft ODP 2031 of Kadamba Planning Area shall

be available for the inspection at the office of

Greater Panaji Planning and Development

Authority, 1st floor, Archdiocese building, Mala,

Panaji-Goa on all working days during office hours.

And whereas the said Draft ODP-2031 of Kadamba

Planning Area is also kept for public inspection at

the office of Village Panchayat of Chimbel, Village

Panchayat of Se-Old-Goa and Village Panchayat of

Curca-Bambolim-Talaulim on all working days

during office hours.

And whereas, this Authority is informing/

/requesting the concerned public and inviting

objections if any in writing with respect to the

Draft ODP-2031 of Kadamba Planning Area for a

period of two months from the date of publication

of the notification.

And whereas, the general public is further

hereby informed that this Authority shall hear the

general public who submit such objections and

also who request for being heard as per Section

35 (5) of the said Act in the office of the Greater

Panaji Planning and Development Authority with

prior notice to all concerned persons after the expiry

2. Whereas, the Government has directed the

North Goa Planning & Development Authority to

take up the preparation of Land Use Map & Register

indicating present use of land of Panaji Planning

Area under Section 26 & 27 of the Town & Country

Planning Act, 1974, vide Order No. 36/1/TCP/323/

/2018/2630 dated 28-12-2018.

Whereas, the Government of Goa has

reconstituted the Panaji Planning Area vide Official

Gazette, Government of Goa, Series II No. 33 dated

14-11-2019.

And whereas, the said Panaji Planning Areas

come under the jurisdiction of the Greater Panaji

Planning & Development Authority.

And whereas, this Authority has prepared the

Present Land Use Map & Register of Panaji Planning

Area under Section 26 of Town & Country Planning

Act, 1974.

And whereas, after preparation of said Present

Land Use Map & Register of Panaji Planning Area,

Public Notice was issued under Section 27 (1) of

Town & Country Planning Act, 1974 i.e. Notice for

3. Whereas, Government vide Order No. 36/1/

/TCP/327/2018/656 dated 15-03-2021 under Section

39(1) of the Town & Country Planning Act, 1974

(Act 21 of 1975) (herein referred to as the “Said

Act”), issued directives to South Goa Planning and

Development Authority (hereinafter referred to as

the “Authority”) to prepare Outline Development

Plans for Margao Planning Area (hereinafter

referred to as the “Draft Outline Development Plan

2031 for Margao Planning Area”) in terms of Section

39 of the Goa Town & Country Planning Act, 1974

(Act 21 of 1975).

And whereas, this Authority in consultation with

Margao Municipal Council prepared the Draft O.D.P.

2031 for Margao Planning Area and placed in 91st

Authority meeting held on 14-09-2021 and the said

plan was approved by the Authority.

And whereas, the Draft Outline Development

Plan for Margao Planning Area—2031 was

submitted to the Town & Country Planning Board

(hereinafter referred to as the “TCP Board”) for its

consideration;

publication of notice of preparation of the said

Draft Outline Development Plan—2031 for Margao

Planning Area under Section 35 of the said Act;

And whereas, the Government accorded

approval vide No. 36/1/TCP/327/2018/2313 dated

25-10-2021 under Section 34 of the said Act for the

publication of the notice of preparation of the Draft

Outline Development Plan for Margao Planning

Area—2031 under Section 35 of the said Act;

Now, therefore, in exercise of the powers

conferred by Section 39 read with Section 35 of the

said Act, the Authority hereby publishes the Draft

Outline Development Plan 2031 for Margao

Conditions for the Auction

(1) Every contesting bidder other than applicant

should deposit an EMD in the Office of the

Administrator of Comunidades of North Zone,

Mapusa, Bardez-Goa, in cash an amount equivalent

to five times of the initial minimum amount lease

bid as fixed above. The said EMD amount should be

deposited in this office on the previous day of

auction between 10.00 a.m. to 12.00 noon and only

those persons who have deposited such amount a

list thereof will be displayed in this office notice

board by 1.00 p.m. on the same day alongwith the

cost incurred by the applicant during the process

of the file till the day of auction of the plot. Only

those who fulfill the above condition laid down in

this notice shall be allowed to participate in auction

on the appointed date and time subject to the other

conditions.

(2) The contesting bidders other than the

applicant are also required to produce an Affidavit

sworn stating that the contesting bidders, the

contesting bidders’ spouse and the minor children

do not own any agricultural/horticultural land

within the State of Goa alongwith valid residential

status of proof of fifteen years residency issued by

(3) The bidders participating for the auction

should obtain NOC from the concerned Comunidade

3 (three) days before the auction and submit the

same to the office of the Administrator of

Comunidades of North Zone, Mapusa.

(4) In the event of the applicant winning the bid

one year’s lease rent is to be immediately deposited

in the Administrator’s office.

(5) On the day of the auction if there are no

bidders then the plots will stand allotted to the

applicant on payment of one year’s lease rent to

the office of Administrator of Comunidades of North

Zone, Mapusa.

(6) The persons other than the applicant winning

the bid should deposit one year’s lease rent and

also double the costs incurred by the applicant for

processing the file on the spot. The EMD in such a

case will be adjusted against the above payments.

In case successful bidders fail to deposit one year’s

lease rent and double the costs incurred by the

applicant for processing the file on the spot, in

such a case the EMD deposited shall be forfeited.

In such case the second highest bidder and so on

will be considered for acceptance of their bids and

fulfillment of payment conditions as laid down. Only

cash payments shall be accepted. Also such

defaulters shall not be allowed to participate in

any future auctions of Comunidade plots.

(7) The Administrator of Comunidades of North

Zone, Mapusa, Bardez-Goa, reserves the right to

accept or reject any bids without assigning any

Tribunal by its order dated 15-09-2021, the

Managing Committee has prepared a list of capable

mahazans as per Article 25 of Devasthan

Regulations and by keeping in mind clause 5, 6

and 9 of the Saunsthan Bye Laws.

Only those mahazans who are permanent

residents of Goa are eligible to be added to the list

of capable mahazans and are entitled to vote as

well as participate in the administration of the

temple.

The said list of capable mahazans is drawn from

the December, 2020 catalog of mahazans prepared

by the Managing Committee as mandated by the

Devasthan Regulations Act. The said list of capable

mahazans will be kept in the Saunsthan office for

inspection from 01-11-2021 till 15-11-2021.

If any capable mahazan, originally featuring in

the December, 2020 catalog of mahazans, doesn’t

find his name featuring in the list, then a claim to

that effect may be filed before the Managing

Committee along with proof that he is a permanent

resident of Goa. Apart from other documents which

may be considered on case to case basis, the

electoral roll of last 03 (three) Goa State assembly

elections would be considered as the main criteria

to ascertain permanent residence. If the capable

mahazan is between the age of 18 to 33 years, then

he may produce Bonafide certificate issued by

respective educational institutions in Goa along

with Goa State electoral roll to determine

permanent residence in Goa.
