chorem and Government Aided Institutions,namely, Agnel Polytechnic, Verna, Instituteof Ship Building Technology, Vasco, underthe purview of Directorate of TechnicalEducation, the benefits of revised pay scales,service conditions and qualifications subjectto the following conditions:

(a) Restricting the age of superannuationat 62 years for teachers of Degree andDiploma Institutions;

(b) The recommendation contained in thenotification for providing Grants forProfessional Development, which providesfor one time start up grant of Rs. 2 lakhsand Rs. 1 lakh for teachers of Degree andDiploma Institutions respectively, shall notbe accepted, as similar schemes exists inthe State;

(c) The Directorate of TechnicalEducation, Goa to frame separateguidelines for Study Leave and SabbaticalLeave for teachers of both Degree andDiploma Institutions;

(d) The Revised Pay Scales and payscales under Career Advancement Schemeshall be effective from 1-1-2006, whereasthe revised Academic Qualification/ServiceConditions shall be effective from 1-1-2011;

(e) As regards completion of stipulatedtraining programme/refresher courses forgrant of Career Advancement Scheme forteachers eligible between 01-01-2006 to31-12-2010, the training programme//refresher courses as per CareerAdvancement Scheme guidelines under thepre-revised Vth pay AICTE Scheme shallbe considered;

(f) The teachers who are due for grantof Career Advancement Scheme between1-1-2011 to 31-12-2011 are required to fulfillthe condition of new rules and regulationsprescribed by AICTE with regards totraining programme/refresher courses. TheDirectorate of Technical Education, Goa,

shall make arrangements to provide twoweeks duration training programme//refresher courses. Also, one week TEQIPsponsored training programme/refreshercourse in Institutions outside Goa to beconsidered. On completion of stipulatedtraining programme/refresher courses, theteachers be awarded the CareerAdvancement Scheme, from the date ofcompletion of qualifying period/date of theireligibility, so that no monetary loss iscaused to teachers on account of delay incompletion of training programme//refresher courses as per new rules andregulations. The Directorate of TechnicalEducation, Goa, to frame separateguidelines to consider relaxation for thoseteachers who are eligible for CareerAdvancement Scheme shortly and havealready acquired/completed/par tlycompleted requisite number of approvedtraining programme/refresher coursesunder the pre-revised guidelines. Suchrelaxation shall be granted on case-to-casebasis;

(g) The teachers who are due for grantof Career Advancement Scheme after1-1-2012 should fulfill the conditions of newrules and guidelines as prescribed byAICTE;

(h) The actual disbursement of revisedsalary will be from 1-1-2011 onwards. Thearrears of pay w.e.f. 1-1-2006 to 31-12-2010,after deducting income tax, shall bedeposited in respective GPF Account//Separate Account for new entrants underNew Pension Scheme, with a lock-in periodof three years from the date of deposit inindividual accounts concerned;

(i) All fresh recruitments to variouspositions to be done as per the newguidelines/academic qualifications soprescribed by All India Council of TechnicalEducation, New Delhi, and the Directorateof Technical Education, Goa, should notifythe Recruitments Rules with amendedqualification and designation immediately;

(j) All other facilities/benefits likePension, Gratuity, LTC, Leave, TransportAllowance, etc. will be as applicable toother Government employees as per StateGovernment orders/rules, with date ofeffect as specified therein.

[Pay Scales, Service Conditions andQualifications for the Teachers and otherAcademic Staff in Technical Institutions

(Degree) Regulations, 2010]___

Notification

New Delhi, the 5th March, 2010

F. No. 37-3/Legal/2010.— In exercise of itspowers conferred under sub-section (1) ofSection 23 read with Section 10(i) and (v) ofthe All India Council for Technical EducationAct, 1987 (52 of 1987) the All India Councilfor Technical Education makes the followingRegulations:—

1. Short title, application andcommencement.— 1.1 These Regulations maybe called the All India Council for TechnicalEducation [Pay Scales, Service Conditions andQualifications for the Teachers and otherAcademic Staff in Technical Institutions(Degree) Regulations, 2010].

1.2 They shall apply to Technical Institutionsand Universities including deemedUniversities imparting technical educationand such other courses/programs and areasas notified by the Council from time to time.

They shall come into force with effect fromthe date of their publication in the OfficialGazette

General:

(i) There shall be only three designationsin respect of teachers in universities andcolleges, namely, Assistant Professors,Associate Professors and Professors. However,there shall be no change in the presentdesignation in respect of Library Personnelat various levels.

(ii) No one shall be eligible to be appointed,promoted or designated as Professor, unlesshe or she possesses a Ph.D. and satisfies otheracademic conditions, as laid down by theAICTE from time to time. This shall, however,not affect those who are already designatedas ‘Professor’.

(iii) The pay of teachers and equivalentpositions in Technical Institutions shall befixed according to their designations in twoPay Bands of Rs. 15600-39100 and Rs. 37400-67000 with appropriate “Academic GradePay” (AGP in short). Each Pay Band shallhave different stages of Academic Grade Paywhich shall ensure that teachers and otherequivalent cadres covered under thisScheme, subject to other conditions ofeligibility being satisfied have multipleopportunities for upward movement duringtheir career.

(iv) Posts of Professors shall be created inunder-graduate (UG) institutions as well asin post-graduate (PG) institutions. The ratioof Professors to Associate Professors toAssistant Professors in a UG College shall bein the ratio, ordinarily of 1:2:6. The ratio ofProfessors to Associate Professors and orAssistant Professor in a PG College shall bein the ratio ordinarily of 1:2.

(v) Up to 10% of the posts of Professors inTechnical Institutions shall be in the higherAcademic Grade Pay of Rs. 12000 witheligibility conditions to be prescribed by theAICTE as applicable.

Revised Pay Scales, Service Conditionsand Career Advancement Scheme forteachers and equivalent positions:

The pay structure for different categoriesof teachers and equivalent positions shall beas indicated below:

(a) Assistant Professor/AssociateProfessors/Professors in TechnicalInstitutions.— (i) Persons entering theteaching profession in TechnicalInstitutions shall be designated as AssistantProfessors and shall be placed in the PayBand of Rs. 15600-39100 with AGP ofRs. 6000. Lecturers already in service inthe pre-revised scale of Rs. 8000-13500,shall be re-designated as AssistantProfessors with the said AGP of Rs. 6000.

(ii) An Assistant Professor withcompleted service of 4 years, possessingPh. D. Degree in the relevant branch//discipline shall be eligible, for moving upto AGP of Rs. 7000.

(iii) Assistant Professors possessingMaster’s degree in the relevant branch//discipline as defined for technicaleducation shall be eligible for the AGP ofRs. 7,000 after completion of 5 years serviceas Assistant Professor.

(iv) Assistant Professors who do not havePh.D. or a Master’s degree in the relevantbranch/discipline of a program shall beeligible for the AGP of Rs. 7,000 only aftercompletion of 6 years service as AssistantProfessor.

(v) The upward movement from AGP ofRs. 6000 to AGP of Rs. 7000 for all AssistantProfessors shall be subject to theirsatisfying other conditions as laid down byAICTE.

(vi) The pay of the incumbents to theposts of Lecturer (senior scale) (i.e. the pre--revised scale of Rs. 10000-15200) shall bere-designated as Assistant Professor, andshall be fixed at the appropriate stage in

Pay Band of Rs.15600-39100 based on theirpresent pay, with AGP of Rs. 7000.

(vii) Assistant Professors with completedservice of 5 years at the AGP of Rs. 7000shall be eligible, subject to otherrequirements laid down by the AICTE, tomove up to the AGP of Rs. 8000.

(viii) Posts of Associate Professor shallbe in the Pay Band of Rs. 37400 to 67000,with AGP of Rs. 9000. Directly recruitedAssociate Professors shall be placed in thePay Band of Rs. 37400-67000 with an AGPof Rs. 9000, at the appropriate stage in thePay Band in terms of the conditions ofappointment.

(ix) Incumbent Assistant Professor andIncumbent Lecturers (Selection Grade)who have completed 3 years in thepre-revised pay scale of Rs. 12000-18300on 1-1-2006 shall be placed in Pay Band ofRs. 37400-67000 with AGP Pay of Rs. 9000and shall be re-designated as AssociateProfessor.

(x) Incumbent Assistant Professor andIncumbent Lecturers (Selection Grade)who had not completed three years in thepay scale of Rs. 12000-18300 on 1-1-2006shall be placed at the appropriate stage inthe Pay Band of Rs. 15600-39100 with AGPof Rs. 8000 till they complete 3 years ofservice in the Grade of Lecturer (SelectionGrade), and thereafter shall be placed inthe higher Pay Band of Rs. 37400-67000 andaccordingly re-designated as AssociateProfessor.

(xi) Lecturers (Selection Grade) inservice at present shall continue to bedesignated as Lecturer (Selection Grade),as the case may be, until they are placedin the Pay Band of Rs. 37400-67000 andre-designated as Associate Professor in themanner described in (x) above.

(xii) Assistant Professors completing3 years of teaching in the AGP of Rs. 8000

shall be eligible, subject to other conditions,that may be prescribed by AICTE asapplicable, to move to the Pay Band ofRs. 37400-67000 with AGP of Rs. 9000 andto be designated as Associate Professor.

(xiii) Associate Professor completing 3years of service in the AGP of Rs. 9000 andpossessing a Ph.D. degree in the relevantdiscipline shall be eligible to be appointedand designated as Professor, subject toother conditions of academic performanceas laid down by the AICTE. No teacherother than those with a Ph.D. shall bepromoted, appointed or designated asProfessor. The Pay Band for the post ofProfessors shall be Rs. 37400-67000 withAGP of Rs. 10000.

(xiv) The pay of a directly recruitedProfessor shall be fixed at a stage not belowRs. 43000 in the Pay Band of Rs. 37400--67000, with the applicable AGP ofRs. 10000.

(xv) Ten percent of the posts of Professorsin a AICTE approved Institution shall be inthe higher AGP of Rs. 12000, however,teachers appointed to the posts shallcontinue to be designated as Professor.Eligibility for appointment as a Professorin the higher Academic Grade Pay shall beas may be laid down by the AICTE, andsuch eligibility conditions shall, inter alia,include publications in peer reviewed//refereed Research Journals, and therequirement of at least 10 years of teachingas Professor and post-doctoral work of ahigh standard. No person appointeddirectly as Professor in the AGP of Rs. 12000shall be fixed at a stage less than Rs. 48000along with the AGP.

(xvi) For initial direct recruitment at thelevel of Associate Professors and Professors,the eligibility conditions in respect ofacademic and research requirements shallbe as may be or have been prescribed bythe AICTE, through Regulations and as maybe laid down by the AICTE.

(xvii) Discretionary award of advanceincrements for those who enter theprofession as Associate Professors orProfessors with higher merit, high numberof research publications and experience atthe appropriate level, shall be within thecompetence of the appropriate authority ofthe concerned University or recruitinginstitution while negotiating with individualcandidates in the context of the merits ofeach case, taking into account the paystructure of other teachers in the facultyand other specific factors.

(xviii) All advancements to higher gradepays in various cadres will be effectedsubject to completion of two AICTEapproved refresher programs of not lessthan two weeks duration each and two oneweek each TEQIP sponsored programs.

Pay Scales of Principals/Directors inColleges:

Appointments to the posts of Principal inTechnical Institutions shall be based on theconditions of eligibility. In respect ofeducational qualifications and teaching//research experience laid down by AICTEfrom time to time. The posts of Principal shallbe in the Pay Band of Rs. 37400-67000 withAGP of Rs. 10,000, plus a Special Allowanceof Rs. 3000 per month. All Principals inservice shall be appropriately fixed in the PayBand with the AGP of Rs. 10000 plus a SpecialAllowance of Rs. 3000 per month.

Pay Scales and Career AdvancementScheme for Librarians etc.:

Assistant Librarian/College Librarian: (i)Assistant Librarian/College Librarian in thepre-revised scale of pay of Rs. 8000-13500shall be placed in the Pay Band of Rs. 15600--39100 with AGP of Rs. 6000.

(ii) All the conditions of eligibility andacademic qualifications laid down by theAICTE shall be applicable for directrecruitment of Assistant Librarian/CollegeLibrarian.

Assistant Librarian (Sr. Scale)/CollegeLibrarian (Sr. Scale): (i) The posts of AssistantLibrarian (Sr. Scale)/College Librarian(Sr. Scale) in the pre-revised scale of pay ofRs. 10000-15200 shall be placed in the PayBand of Rs. 15600-39100 with AGP of Rs. 7000.

(ii) Assistant Librarian/College Librarianpossessing Ph.D. in Library Science at theentry level, after completing service of 4years in the AGP of Rs. 6000, and if otherwiseeligible as per guidelines laid down by theAICTE shall be eligible for the higher AGPof Rs. 7000 within the Pay Band of Rs. 15600--39100.

(iii) Assistant Librarian/College Librariannot possessing Ph.D. but only M.Phil inLibrary Science at the entry level aftercompleting service of 5 years in the AGP ofRs. 6000, if otherwise eligible as perguidelines laid down by the AICTE, shallbecome eligible for the higher AGP ofRs. 7000.

(iv) After completing service of 6 years inthe AGP of Rs. 6000 Assistant Librarian//College Librarian without the relevant Ph.D.and M.Phil. shall, if otherwise eligible as perguidelines laid down by the AICTE move tothe higher AGP of Rs. 7000.

(v) The pay of the existing AssistantLibrarian (Sr. Scale)/College Librarian(Sr. Scale) in the pre-revised scale of pay ofRs. 10000-15200 shall be fixed in the Pay Bandof Rs. 15600-39100 with AGP of Rs. 7000 atan appropriate stage based on their presentpay.

Deputy Librarian/Assistant Librarian(Selection Grade)/College Librarian (SelectionGrade): (i) Deputy Librarians who are directlyrecruited shall be placed in the Pay Band ofRs. 15600-32100 with AGP of Rs. 8000 initiallyat the time of recruitment.

(ii) On completion of service of 5 years,Assistant Librarian (Sr. Scale)/CollegeLibrarian (Senior Scale) shall be eligible for

the post of Deputy Librarian/equivalent postsin Pay Band of Rs. 15600-39100, withAcademic Grade Pay of Rs. 8000, subject totheir fulfilling other conditions of eligibility(such as Ph.D. degree or equivalent publishedwork etc. for Deputy Librarian) as laid downby the AICTE. They shall be designated asDeputy Librarian/Assistant Librarian(Selection Grade)/College Librarian (SelectionGrade), as the case may be.

(iii) The existing process of selection by aSelection Committee shall continue in respectof promotion to the post of Deputy Librarianand their equivalent positions.

(iv) After completing 3 years in the PayBand of Rs. 15600-39100 with an AGP ofRs. 8000, Deputy Librarians/equivalentpositions shall move to the Pay Band ofRs. 37400-67000 and AGP of Rs. 9000, subjectto fulfilling other conditions of eligibility laiddown by the AICTE.

(v) Assistant Librarians (Senior Scale) inuniversities/College Librarians (Senior Scale)in the AGP of Rs. 7000 not possessing Ph.D.in Library Science or equivalent publishedwork but who fulfill other criteria prescribedby the AICTE, shall also be eligible for beingplaced in the AGP of Rs. 8000.

(vi) Incumbents to the posts of DeputyLibrarian/Assistant Librarian (SelectionGrade)/College Librarian (Selection Grade)who have completed three years in thepre-revised pay scale of Rs. 12000-18300 on1-1-2006 shall be fixed at an appropriate stagein the Pay Band of Rs. 37400-67000 with anAGP of Rs. 9000. They shall continue to bedesignated as Deputy Librarian/AssistantLibrarian (Selection Grade)/College Librarian(Selection Grade).

(vii) Incumbents to the posts of DeputyLibrarian/Assistant Librarian (SelectionGrade)/College Librarian (Selection Grade)who have not completed the requirement ofthree years in the pre-revised pay scale ofRs. 12000-18300, for being eligible to be

placed in the higher Pay Band of Rs. 37400--57000, shall be placed at an appropriate stagewith Academic Grade Pay of Rs. 8000 till theycomplete three years of service as DeputyLibrarian/Assistant Librarian (SelectionGrade)/College Librarian (Selection Grade).

(viii) Pay in regard to the directly recruitedDeputy Librarians shall be initially fixed inPay Band Rs. 15500-39100 with AGP ofRs. 8000. They shall move to the Pay Band ofRs. 37400-67000 with AGP of Rs. 9000 aftercompleting three years of service in the AGPof Rs. 8000.

(ix) The existing conditions of eligibility andacademic qualifications prescribed by theAICTE shall continue to be applicable fordirect recruitment to the post of DeputyLibrarian.

Pay Scales and Career AdvancementScheme for Physical Education Personnel:

(a) Assistant Director of Physical Education(Assistant DPE)/College Director of PhysicalEducation (College DPE): (i) The AssistantDirector of Physical Education/College DPEin the pre-revised pay scale of Rs. 8000-13500shall be placed in the Pay Band of Rs. 15600--39100 with AGP of Rs. 6000.

(ii) Pay of incumbent Assistant Directors ofPhysical Education/College DPE shall be fixedat an appropriate stage in the Pay Band ofRs. 15600-39100 with an AGP of Rs. 6000, inaccordance with the ‘fixation formula’ of the6th CPC.

(iii) All existing conditions of eligibility andacademic qualifications laid down by theAICTE shall continue to be applicable fordirect recruitment of Assistant Director ofPhysical Education/College DPE.

(b) Assistant Director of Physical Education(Senior Scale)/College DPE (Senior Scale): (i)Assistant Directors of Physical Education(Senior Scale)/College DPE (Senior Scale) inthe pre-revised pay scale of Rs. 10000-15200shall be placed in the Pay Band of Rs. 15600-39100 with AGP of Rs. 7000.

(ii) Assistant Directors of Physical Education(Senior Scale)/College DPE (Senior Scale)

possessing Ph.D. in Physical Education at theentry level of Assistant DPE/College DPE inthe AGP of Rs. 6000 shall, after completingservice of four years in the AGP of Rs. 6000,and if otherwise eligible as per guidelinesprescribed by the AICTE, move to higher AGPof Rs. 7000 in the Pay Band of Rs. 15600-39100.

(iii) Assistant Directors of PhysicalEducation (Senior Scale)/College DPE (SeniorScale) possessing M.Phil. in PhysicalEducation at the entry level of Assistant DPE//College DPE in the AGP of Rs. 6000 shall,after completing service of five years in theAGP of Rs. 6000, be eligible for the higherAGP of Rs. 7000.

(iv) Assistant Directors of PhysicalEducation/College DPEs without the relevantPh.D. and M.Phil. shall, after completingservice of six years as Assistant Director ofPhysical Education/College DPE in the AGPof Rs. 6000, and if otherwise eligible as perguidelines prescribed by the AICTE, beeligible for being placed in the AGP ofRs. 7000.

(v) Pay of incumbent Assistant Directors ofPhysical Education (Senior Scale)//College DPE (Senior Scale) shall be fixed inPay Band of Rs. 15600-39100 at an appropriatestage in the AGP of Rs. 7000, as per the‘fixation formula’ of the 6th CPC.

(iii) All incumbents to the post of DeputyDPE/Assistant DPE (Selection Grade)/CollegeDPE (Selection Grade) who have completedservice of at least three years in theun-revised Pay Scale of Rs. 12000--18300 as on 1-1-2006 shall be eligible to befixed in the Pay Band of Rs. 37400-67000 withAGP of Rs. 9000.

(iv) All incumbents to the post of DeputyDPE/Assistant DPE (Selection Grade)//College DPE (Selection Grade) whoseservices in the un-revised pay scale ofRs. 12000-18300 fall short of three years whichwould have made them eligible to move tothe higher Pay Band, shall be placed at anappropriate stage at the AGP of Rs. 8000 inthe Pay Band of Rs. 15600-39100 till theycomplete the required service of three yearsas Deputy DPE/ADPE (Selection Grade)//College DPE (Selection Grade) in theun-revised pay scale.

(v) Pay of the directly recruited Deputy DPEshall be initially fixed with the AGP ofRs. 8000 in the Pay Band of Rs. 15600--39100, and after completing 3 years ofservice directly recruited Deputy DPE andequivalents shall move to Pay Band Rs. 37400--67000 with AGP of Rs. 9000.

Incentives for Ph.D./M.Tech. and otherhigher qualification: (i) Five non-compoundedadvance increments shall be admissible atthe entry level of recruitment to personspossessing the degree of Ph.D. awarded inthe relevant discipline by a Universityfollowing the process of registration, course--work and external evaluation as prescribedby UGC.

(ii) M.Phil. degree holders at the time ofrecruitment to the post of lecturer shall beentitled to two non-compounded advanceincrements.

(iii) Those possessing post graduate degreein a professional course such as M.Tech. in

relevant branch/discipline recognised by aStatutory University shall also be entitled to2 non-compounded advance increments atthe entry level.

(iv) Teachers who complete their Ph.D.degree while in service shall be entitled tothree non-compounded increments if suchPh.D. is in the relevant branch/discipline andhas been awarded by a university complyingwith the process prescribed by the UGC forenrolment, course-work and evaluation etc.

(v) However, teachers in service who havebeen awarded Ph.D. at the time of cominginto force of this Scheme or having beenenrolled for Ph.D. have already undergonecourse-work, if any, as well as evaluation, andonly notification in regard to the award ofPh.D. is awaited, shall also be entitled to theaward of three non-compounded incrementseven if the university awarding such Ph.D.has not yet been notified.

(vi) Teachers in service who have not yetenrolled for Ph.D. shall therefore derive thebenefit of three non-compounded incrementson award of Ph.D. while in service only ifsuch enrolment is with a universityrecognized by UGC.

(vii) Teachers who acquire M.Phil. degreeor a M.Tech. degree a relevant Branch//discipline recognised by a StatutoryUniversity while in service, shall be entitledto one advance increment.

(viii) Five non-compounded advanceincrements shall be admissible to AssistantLibrarian/College Librarian who are recruitedat entry level with Ph.D. degree in thediscipline of library science from a universitycomplying with the process prescribed bythe UGC in respect of enrolment, course-workand evaluation process for the award of Ph.D.in library science.

(ix) Assistant Librarian/College Librarianand other Library Personnel acquiring thedegree of Ph.D. at any time while in service,in the discipline of library science from auniversity complying with the processprescribed by the UGC in respect ofenrolment, course-work and evaluation shall

be entitled to three non-compoundedadvance increments.

(x) However, persons in posts of AssistantLibrarian/College Librarian or higherpositions who have been awarded Ph.D. inlibrary science at the time of coming intoforce of this Scheme or having been enrolledfor Ph.D. in library science have alreadyundergone course-work, if any, as well asevaluation and only notification in regard tothe award of Ph.D. is awaited, shall also beentitled to the award of three non*compounded increments even if the universityawarding such Ph.D. has not yet been notifiedby the UGC as having complied with theprocess prescribed by the Commission.

(xi) In respect of every other case ofpersons in the posts of Assistant Librarian//College Librarian or higher positions whoare already enrolled for Ph.D. shall avail thebenefit of three non-compounded incrementsonly if the university awarding the Ph.D. hasbeen notified by the UGC to have compliedwith the process prescribed by the UGCfor the award of Ph.D. in respect of eithercourse-work or evaluation or both, as the casemay be.

(xii) Assistant Librarian/College Librarianand others in higher library positions inservice who have not yet enrolled for Ph.D.shall therefore derive the benefit of threenon-compounded increments on award ofPh.D. while in service only if such enrolmentis with a university which complies with theentire process, including that of enrolmentas prescribed by the UGC.

(xiii) Two non-compounded advanceincrements shall be admissible for AssistantLibrarian/College Librarian with M.Phil.degree in Library Science at the entry level.Assistant Librarian/College Librarian andthose in higher positions acquiring M.Phil.degree in Library Science at any time duringthe course of their service, shall be entitledto one advance increment.

(xiv) Notwithstanding anything in theforegoing clauses, those who have alreadyavailed the benefits of advance incrementsfor possessing Ph.D./M.Tech. at the entry level

under the earlier Scheme shall not be entitledto the benefit of advance increments underthis Scheme.

(xv) For posts at the entry level where nosuch advance increments were admissible forpossessing Ph.D./M. Tech. under the earlierscheme, the benefit of five advanceincrements for possessing Ph.D./M.Tech. shallbe available to only those appointmentswhich have been made on or after the cominginto force of this Scheme.

Other terms and conditions:

Increments: (i) Each annual increment shallbe equivalent to 3% of the sum total of pay inthe relevant Pay Band and the AGP asapplicable for the stage in the Pay Band.

(ii) Each advance increment shall also beat the rate of 3% of the sum total of pay in therelevant Pay Band and the AGP as applicableand shall be non-compoundable.

(iii) The number of additional increment(s)on placement at each higher stage of AGPshall be as per the existing Scheme ofincrement on promotion from lower pay scaleto higher pay scale; however, in view of theconsiderable ra*se in effective pay betweenthe two Pay Band, there shall be no additionalincrement on movement from the Pay Band,of Rs. 15600-39100 to the Pay Band ofRs. 37400-67000.

Pay ‘fixation formula: The pay ‘fixationformula’ recommended by 6th Central PayCommission as accepted by the CentralGovernment shall be adopted for Technicalteachers and equivalent positions in theLibrary Cadres.

Allowances: (i) Allowances such as LeaveTravel Concession, Special CompensatoryAllowances, Children’s Education Allowance,Transport Allowance, House Rent Allowance,Deputation Allowance, Travelling Allowance,Dearness Allowance, area based SpecialCompensatory Allowance etc. as applicableto teachers and Librarian and PhysicalEducation Cadres, shall be at par with thoseaccepted by the Central Government forCentral Government employees on therecommendations of 6* Central Pay

Commission and shall be applicable from1-9-2008.

(ii) For Technical Teachers in AICTEapproved Institutions and equivalent positionsin Library as defined by AICTE, the rates ofallowances as applicable to CentralGovernment Group ‘A’ employees shall beadopted.

(iii) Technical Teachers in AICTE approvedInstitutions and equivalent positions inLibrary as defined by AICTE, with visual,orthopaedic hearing or other disabilitiesunder the provisions of ‘Persons withDisabilities (Protection of Rights, EqualOpportunities and Full Participation) Act,1995’ shall be entitled to twice the normalrate of transport allowance as accepted bythe Central Government on therecommendations of 6th CPC for CentralGovernment Employees with disabilities.

Study Leave: AICTE shall revise itsguidelines in respect of granting study leavewith pay for acquiring M.Tech. and Ph.D. inthe relevant branch/discipline while inservice by relaxing the number of years tobe put in after entry while keeping in mindthe availability of vacant positions for teachersand other cadres in Technical Institutions, sothat a teacher and other cadres enteringservice without Ph.D. or higher qualificationcould be encouraged to acquire thesequalifications in the relevant disciplines at theearliest rather than at a later stage of thecareer.

Sabbatical Leave for Teachers: Toencourage interface between technicaleducation and industry, the Committeerecommends that a Faculty member in anEngineering College should be given asabbatical leave for six months for workingin an industry after the completion of sixyears of teaching. Such leave, however, shallbe available to a teacher only twice in his//her teaching career.

Research Promotion Grant: AICTE shallprescribe a scheme with appropriateguidelines for providing by way ofappropriate ‘start up grants’ to teachers andother cadres taking up research in all

disciplines including basic science researchas recommended by “Prof. M. M. SharmaCommittee on Strengthening of Basic ScienceResearch”.

Age of Superannuation: (i) In order to meetthe situation arising out of shortage ofteachers in Technical Institutions and theconsequent vacant positions therein, the ageof superannuation for teachers in TechnicalInstitutions has been enhanced to sixty fiveyears, vide the Department of HigherEducation letter No. F. No. 1-19/2006-U.IIdated 23-3-2007, for those involved in classroom teaching in order to attract eligiblepersons to the teaching career and to retainteachers in service for a longer period.

(ii) Subject to availability of vacant positionsand fitness, teachers shall also be re--employed on contract appointment beyondthe age of sixty-five years up to the age ofseventy years. Re-employment beyond theage of superannuation shall, however, bedone selectively, for a limited period of 3 yearsi.e. the first instance and then for anotherfurther period of 2 years purely on the basisof merit, experience, area of specialization andpeer group review and only against availablevacant positions without affecting selectionor promotion prospects of eligible teachers.

(iii) Whereas the enhancement of the ageof superannuation for teachers engaged inclass room teaching is intended to attracteligible persons to a career in teaching andto meet the shortage of teachers by retainingteachers in service for a longer period, andwhereas there is no shortage in the categoriesof Librarians, the increase in the age ofsuperannuation from the present sixty-twoyears shall not be available to the categoriesof Librarians.

Pension: (i) For teachers and other cadresin AICTE approved institutions in receipt ofpension, the Central Government rules forpension and gratuity as applicable to CentralGovernment employees shall be applicable.

(ii) In view of the new pension Schemeeffective from 1-1-2004, no new cases ofconversion to pension Scheme shall beallowed.

Family Pension: Family Pension facilities asapproved by the Central Government inrespect of Central Government Employees onthe recommendations of Sixth CPC shallbe available to teachers in TechnicalInstitutions who are eligible for such pensionat present.

(i) Additional Quantum of Pension to seniorpensioners: The facility of additional quantumof pension accepted by the CentralGovernment on the recommendation of 6thCPC for senior pensioners of the CentralGovernment shall be extended to personswho are or were in teaching and other cadreson attaining the age of eighty years if theyare already in pension Scheme AICTEapproved institutions.

(ii) Gratuity and Encashment of Leave:Facilities of gratuity and encashment of leaveaccepted by the Central Government on therecommendation of 6th CPC for CentralGovernment employees shall be extended toteachers and other cadres in AICTE approvedTechnical Institutions.

(iii) Ex-Gratia Compensation: Families ofteachers and other cadres who die inperformance of their bonafide duties shall becompensated in the same manner as similarlyplaced families of Central GovernmentEmployees.

Provident Fund: (i) In view of the presentpolicy in regard to Contributory ProvidentFund, the status quo shall continue.

Consultancy Assignments: AICTE shallwork out a suitable model, for which themodels of revenue sharing betweeninstitutions and consultant-teachersprevailing in the Indian Institutes ofTechnology, Indian Institutes of Managementand other Institutions may be taken intoconsideration.

Anomalies of the last PRC: Anomalies andunimplemented recommendations of thelast Pay Review Committee, if any, shallbe examined by the AICTE in consultationwith the Ministry of Human ResourceDevelopment.

Other recommendations of PRC andAICTE

Recommendations made by the Pay ReviewCommittee and the AICTE in regard to thevarious selection processes, service andworking conditions, training/refreshercourses etc. shall be considered appropriatelyby AICTE with the approval of the CentralGovernment, wherever required, or under theCouncil’s Regulations in accordance with theprovisions of the AICTE Act.

Grant for Professional Development: (i) Newfaculty entrants may be given a one-time startup grant of Rs. 2 1akhs for purchase ofcomputers, teaching material including books,research aids and office furnishings, etc.Existing teachers may also be providedincentive grants up to Rs. 2 lakhs for purchaseof computer including grants for up gradationof or purchase of a new computer (especiallyfor those who have availed such facilities onearlier occasions) teaching material includingbooks and research aid.

(ii) All teachers may be given a grant up toRs. 2 lakhs on reimbursement basis for aperiod of three years towards acquiring themembership of Professional Societies and forparticipating in national/internationalconferences/workshops etc.

Applicability of the Scheme: (i) This Schemeshall be applicable to teachers in TechnicalInstitutions and other equivalent cadres ofLibrary in all the AICTE approved institutions.The implementation of the revised scales shallbe subject to the acceptance of all theconditions mentioned in this letter as well asRegulations to be framed by the AICTE inthis behalf.

(ii) This Scheme does not extend to theposts of professionals like System Analysts,Senior Analysts, Research Officers etc. whoshall be treated at par with similarly qualifiedpersonnel in research/scientific organizationsof the Central Government.

(iii) This Scheme may be extended to allTechnical Institutions coming under thepurview of State legislatures, provided StateGovernments wish to adopt and implement

the Scheme subject to the following termsand conditions:

Financial assistance from the CentralGovernment to State Governments opting torevise pay scales of teachers and otherequivalent cadre covered under the Schemeshall be limited to the extent of 80% (eightypercent) of the additional expenditureinvolved in the implementation of the revision.

The State Government opting for revisionof pay shall meet the remaining 20% (twentypercent) of the additional expenditure fromits own sources.

Financial assistance referred to insub-clause (a) above shall be provided forthe period from 1-01-2006 to 31-03-2010.

The entire liability on account of revisionof pay scales etc. of teachers of AICTEapproved Institutions shall be taken over bythe State Government opting for revision ofpay scales with effect from 1-04-2010.

Financial assistance from the CentralGovernment shall be restricted to revision ofpay scales in respect of only those postswhich were in existence and had been filledup as on 1-01-2006.

State Governments, taking intoconsideration other local conditions, may alsodecide in their discretion, to introduce scalesof pay higher than those mentioned in thisScheme, and may give effect to the revisedbands/scales of pay from a date on or after1-01-2006; however, in such cases, the detailsof modification proposed shall be furnishedto the Central Government and CentralAssistance shall be restricted to the PayBands as approved by the CentralGovernment and not to any higher scale ofpay fixed by the State Government(s).

Payment of Central assistance forimplementing this Scheme is also subject tothe condition that the entire Scheme ofrevision of pay scales, together with all theconditions to be laid down by the AICTE byway of Regulations and other guidelines shallbe implemented by State Governments andtechnical institutions coming under theirjurisdiction as a composite Scheme without

any modification except in regard to the dateof implementation and scales of paymentioned hereinabove.

Date of implementation of revised pay andallowance and payment of arrears: (i) Therevised Pay and revised rates of DearnessAllowance under this Scheme shall beeffective from 01-01-2006. The revised ratesof all other applicable allowances such asHouse Rent Allowance, Transport Allowance,Children Education Allowance etc. and thenon-compounded advance increments shalltake effect from 1-09-2008.

(ii) Payment of arrears up to 40% of thetotal arrears shall be made during the currentfinancial year i.e. 2009-10, after deduction ofadmissible income tax.

(iii) An undertaking shall be taken fromevery beneficiary under this Scheme to theeffect that any excess payment made onaccount of incorrect fixation of pay in therevised Pay Bands or grant of inappropriatePay Band/Academic Grade Pay or any otherexcess payment made shall be adjustedagainst the future payments due or otherwiseto the beneficiary in the same manner asprovided in this Ministry’s O.M. No. F. 23-7//2008-IFD dated 23-10-2008, read withMinistry of Finance (Department ofExpenditure) O.M. No. F.1-1/2CQ8-IC dated30-8-2008.

The revised Pay in the relevant Pay Bandand the Academic Grade Pay together withthe applicable allowances including arrearsof salary as mentioned above shall bepaid to all eligible beneficiaries under thisScheme pending issue of Regulations by theAICTE.

This Scheme is subject to the guidelinesissued by the Ministry of Finance (Departmentof Expenditure) vide O.M. No. 7-23/2008-E.IIIdated 30-09-2008.

Anomalies, if any, in the implementation ofthis Scheme may be brought to the notice ofthe Department of Higher Education, Ministryof Human Resource Development, forclarification/decision of the CentralGovernment.

1.2 They shall apply to Technical Institutionsconducting Technical Education and suchother Courses/Programs and areas as notifiedby the Council from time to time.

1.3 They shall come into force with effectfrom the date of their publication in the OfficialGazette.

General

(i) There shall be designations in respectof teachers in Polytechnics, namely, Lecturer,Head of the Department and WorkshopSuperintendent.

(ii) The pay of teachers and equivalentpositions in Polytechnics shall be fixedaccording to their designations in two PayBands of Rs. 15600-39100 and Rs. 37400-67000with appropriate “Academic Grade Pay”(AGP in short). Each Pay Band shall have

different stages of Academic Grade Pay whichshall ensure that teachers and otherequivalent cadres covered under thisScheme, subject to other conditions ofeligibility being satisfied have severalopportunities for upward movement duringtheir career.

Revised Pay Scales, Service conditionsand Career Advancement Scheme forteachers and equivalent positions:

The pay structure for different categoriesof teachers and equivalent positions shall beas indicated below:

(a) Lecturer in Polytechnics: (i) Persons withB.E./B. Tech qualification in appropriatebranch/discipline either entering theteaching profession newly or Lecturersalready in service in Polytechnic Institutionsshall be designated as Lecturer and shall beplaced in the Pay Band of Rs. 15600-39100with AGP of Rs. 5400 and will move to AGPof Rs. 6000 on completion of Masters inqualification in appropriate branch/discipline.

(ii) Persons with M. Tech qualification inappropriate branch/discipline either enteringthe teaching profession newly or Lecturersalready in service in Polytechnic Institutionsshall be designated as Lecturer and shall beplaced in the Pay Band of Rs. 15600-39100with AGP of Rs. 6000.

(iii) A Lecturer with completed service of4 years, possessing Ph. D Degree in therelevant branch/discipline shall be eligible,for moving up to AGP of Rs. 7000.

(iv) A lecturer possessing Master’s degreein the relevant branch/discipline as definedfor technical education shall be eligible forthe AGP of Rs. 7000 after completion of 5years service as Lecturer.

(v) Lecturers who do not have Ph. D or aMaster’s degree in the relevant branch//discipline of a program shall be eligible forthe AGP of Rs. 6000 only after completion of6 years’ service as Lecturer.

(vi) Lecturers who do not have Ph. D. or aMaster’s degree in the relevant branch//discipline of a program shall be eligible forthe AGP of Rs. 7000 only after completion of9 years’ service as Lecturer.

(vii) The upward movement from AGP ofRs. 5000 to AGP of Rs. 6000 and from AGP ofRs. 6000 to Rs. 7000 for all Lecturers shall besubject to their satisfying other conditions aslaid down by AICTE.

(viii) The pay of the incumbents to the postsof Lecturer (senior scale) (i.e. the pre-revisedscale of Rs. 10000-15200) shall be fixed at theappropriate stage in Pay Band of Rs. 15600--39100 based on their present pay, with AGPof Rs. 7000.

(ix) Lecturers with completed service of 5years with the AGP of Rs. 7000 shall beeligible, subject to other requirements laiddown by the AICTE to move up to the AGPof Rs. 8000.

(x) Incumbent Lecturers (Selection Grade)who have completed 3 years in the pre-revisedpay scale of Rs. 12000-18300 on 1-1-2006 shallbe placed in Pay Band of Rs. 37400-67000with AGP Pay of Rs. 9000 and shall becontinued to be designated as Lecturers(Selection Grade).

(xi) Incumbent Lecturers (Selection Grade)who had not completed three years in thepay scale of Rs. 12000-18300 on 1-1-2006 shallbe placed at the appropriate stage in the PayBand of Rs. 15600-39100 with AGP of Rs. 8000till they complete 3 years of service inthe grade of Lecturer (Selection Grade),and thereafter shall be placed in thehigher Pay Band of Rs. 37400-67000 andaccordingly designated as Lecturers(Selection Grade).

(xii) Lecturers (Selection Grade),completing 3 years of teaching with the AGPof Rs. 8000 shall be eligible, subject to otherconditions, as may be prescribed by AICTE,to move to the Pay Band of Rs. 37400-67000with AGP of Rs. 9000.

(xiii) Posts of HOD shall be in the Pay Bandof Rs. 37400-67000, with AGP of Rs. 9000.Directly recruited HOD shall be placed in thePay Band of Rs. 37400-67000 with an AGP ofRs. 9000, at the appropriate stage in the PayBand in terms of the conditions ofappointment.

(xiv) Head of the Department (HOD),completing 3 years of service in the AGP ofRs. 9000 and possessing a Ph. D degree inthe relevant discipline shall be eligible,subject to other conditions of academicperformance as laid down by the AICTE, shallbe placed in Rs. 37400-67000 with AGP ofRs. 10000.

(xv) For initial direct recruitment at the levelof Lecturers, HOD and Principal, the eligibilityconditions in respect of academic andresearch requirements shall be as may be orhave been prescribed by the AICTE, throughRegulations.

(xvi) All advancements to higher grade paysin various cadres will be effected subject tocompletion of two AICTE approved refresherprograms of not less than two weeks durationeach and two one week each TEQIPsponsored programs.

Workshop Superintendent

Workshop Superintendent is treated at parwith Lecturers and is to be considered forupward mobility similar to that of Lecturers.

Pay Scales of Principals in Polytechnics:Appointments to the posts of Principal inPolytechnics shall be based on the conditionsof eligibility. In respect of educationalqualifications and teaching/researchexperience laid down by AICTE from time totime, the posts of Principal shall be in thePay Band of Rs. 37400-67000 with AGP ofRs. 10,000, plus a Special Allowance ofRs. 2000 per month. All Principals in serviceshall be appropriately fixed in the Pay Bandwith the AGP of Rs. 10000 and shall be eligiblefor a special allowance of Rs. 2000 per month.

Pay Scales and Career AdvancementScheme for Librarians etc.:

Assistant Librarian/College Librarian: (i)Assistant Librarian/College Librarian in thepre-revised scale of pay of Rs. 8000-13500shall be placed in the Pay Band of Rs.15600--39100 with AGP of Rs. 6000.

(ii) All the conditions of eligibility andacademic qualifications laid down by theAICTE shall be applicable for directrecruitment of Assistant Librarian/CollegeLibrarian.

Assistant Librarian (Senior Scale)/CollegeLibrarian (Senior Scale): (i) The posts ofAssistant Librarian (Senior Scale)/CollegeLibrarian (Senior Scale) in the pre-revisedscale of pay of Rs. 10000-15200 shall beplaced in the Pay Band of Rs. 15600-39100with AGP of Rs. 7000.

(ii) Assistant Librarian/College Librarianpossessing Ph.D in Library Science at theentry level, after completing service of 4years in the AGP of Rs. 6000, and if otherwiseeligible as per guidelines laid down by theAICTE shall be eligible for the higher AGP ofRs. 7000 within the Pay Band of Rs. 15600--39100.

(iii) Assistant Librarian/College Librariannot possessing Ph.D. but only M.Phil inLibrary/Science at the entry level aftercompleting service of 5 years in the AGP ofRs. 6000, if otherwise eligible as perguidelines laid down by the AICTE, shallbecome eligible for the higher AGP ofRs. 7000.

(iv) After completing service of 6 years inthe AGP of Rs. 6000, Assistant Librarian//College Librarian without the relevantPh. D. and M. Phil shall, if otherwise eligibleas per guidelines laid down by the AICTE,move to the higher AGP of Rs. 7000.

(v) The pay of the existing AssistantLibrarian (Senior Scale)/College Librarian

(Senior Scale) in the pre-revised scale of payof Rs. 10000-15200 shall be fixed in the PayBand of Rs. 15600-39100 with AGP of Rs. 7000at an appropriate stage based on theirpresent pay.

Deputy Librarian/Assistant Librarian(Selection Grade)/College Librarian (SelectionGrade): (i) Deputy Librarians who are directlyrecruited shall be placed in the Pay Band ofRs. 15600-32100 with AGP of Rs. 8000 initiallyat the time of recruitment.

(ii) On completion of service of 5 years,Assistant Librarian (Senior Scale)/CollegeLibrarian (Senior Scale) shall be eligible forthe post of Deputy Librarian/equivalent postsin Pay Band of Rs. 15600-39100, withAcademic Grade Pay of Rs. 8000, subject totheir fulfilling other conditions of eligibility(such as Ph.D. degree or equivalent publishedwork etc. for Deputy Librarian) as laid downby the AICTE. They shall be designated asDeputy Librarian/Assistant Librarian(Selection Grade)/College Librarian (SelectionGrade), as the case may be.

(iii) The existing process of selection by aSelection Committee shall continue in respectof promotion to the post of Deputy Librarianand their equivalent positions.

(iv) After completing 3 years in the PayBand of Rs. 15600-39100 with an AGP ofRs. 8000, Deputy Librarians/equivalentpositions shall move to the Pay Band ofRs. 37400-67000 and AGP of Rs. 9000, subjectto fulfilling other conditions of eligibility laiddown by the AICTE.

(v) Assistant Librarians (Senior Scale) inUniversities/College Librarians (Senior Scale)in the AGP of Rs. 7000 not possessing Ph.Din Library Science or equivalent publishedwork but who fulfill other criteria prescribedby the AICTE, shall also be eligible for beingplaced in the AGP of Rs. 8000.

(vi) Incumbents to the posts of DeputyLibrarian/Assistant Librarian (Selection

They shall continue to bedesignated as Deputy Librarian/AssistantLibrarian (Selection Grade)/College Librarian(Selection Grade).

(vii) Incumbents to the posts of DeputyLibrarian/Assistant Librarian (SelectionGrade)/College Librarian (Selection Grade)who have not completed the requirement ofthree years in the pre-revised pay scale ofRs. 12000-18300, for being eligible to beplaced in the higher Pay Band of Rs. 37400--57000, shall be placed at an appropriatestage with Academic Grade Pay of Rs. 8000till they complete three years of service asDeputy Librarian/Assistant Librarian(Selection Grade)/College Librarian (SelectionGrade).

(viii) Pay in regard to the directly recruitedDeputy Librarians shall be initially fixed inPay Band of Rs. 15500-39100 with AGP ofRs. 8000. They shall move to the Pay Band ofRs. 37400-67000 with AGP of Rs. 9000 aftercompleting three years of service in the AGPof Rs. 8000.

(ix) The existing conditions of eligibility andacademic qualifications prescribed by theAICTE shall continue to be applicable fordirect recruitment to the post of DeputyLibrarian.

Incentives for Ph.D/M. Tech and otherhigher qualification:

(i) Five non-compounded advanceincrements shall be admissible at the entrylevel of recruitment to persons possessing thedegree of Ph.D awarded in the relevantdiscipline by a university following theprocess of registration, course-work andexternal evaluation as prescribed by UGC.

(ii) M.Phil degree holders at the time ofrecruitment to the post of lecturer shall be

entitled to two non-compounded advanceincrements.

(iii) Those possessing Post Graduate degreein a professional course such as M.Tech inrelevant branch/discipline recognised by aStatutory University shall also be entitled to2 non-compounded advance increments atthe entry level.

(iv) Teachers who complete their Ph.Ddegree while in service shall be entitled tothree non-compounded increments if suchPh.D is in the relevant branch/discipline andhas been awarded by a university complyingwith the process prescribed by the UGCfor enrolment, course-work and evaluationetc.

(v) However, teachers in service who havebeen awarded Ph.D at the time of cominginto force of this Scheme or having beenenrolled for Ph.D have already undergonecourse-work, if any, as well as evaluation, andonly notification in regard to the award ofPh.D is awaited, shall also be entitled to theaward of three non-compounded incrementseven if the university awarding such Ph.Dhas not yet been notified.

(vi) Teachers in service who have not yetenrolled for Ph.D shall therefore derive thebenefit of three non-compounded incrementson award of Ph.D while in service only ifsuch enrolment is with a universityrecognized by UGC.

(vii) Teachers who acquire M. Phil. degreeor a M. Tech degree in a relevant Branch//discipline recognised by a StatutoryUniversity while in service, shall be entitledto one advance increment.

(viii) Five non-compounded advanceincrements shall be admissible to AssistantLibrarian/College Librarian who are recruitedat entry level with Ph.D degree in thediscipline of library science from a universitycomplying with the process prescribed bythe UGC in respect of enrolment, course-work

and evaluation process for the award ofPh. D in library science.

(ix) Assistant Librarian/College Librarianand other Library personnel acquiring thedegree of Ph. D at any time while in service,in the discipline of library science from auniversity complying with the processprescribed by the UGC in respect ofenrolment, course-work and evaluation shallbe entitled to three non-compoundedadvance increments.

(x) However, persons in posts of AssistantLibrarian/College Librarian or higherpositions who have been awarded Ph. D inlibrary science at the time of coming intoforce of this Scheme or having been enrolledfor Ph. D in library science have alreadyundergone course-work, if any, as well asevaluation, and only notification in regard tothe award of Ph.D. is awaited, shall also beentitled to the award of three non*compounded increments even if the universityawarding such Ph.D. has not yet been notifiedby the UGC as having complied with theprocess prescribed by the Commission.

(xi) In respect of every other case ofpersons in the posts of Assistant Librarian//College Librarian or higher positions whoare already enrolled for Ph.D. shall avail thebenefit of three non-compounded incrementsonly if the university awarding the Ph.D. hasbeen notified by the UGC to have compliedwith the process prescribed by the UGCfor the award of Ph.D. in respect of eithercourse-work or evaluation or both, as the casemay be.

(xii) Assistant Librarian/College Librarianand others in higher library positions inservice who have not yet enrolled for Ph.D.shall therefore derive the benefit of three non--compounded increments on award of Ph.D.while in service only if such enrolment is witha university which complies with the entireprocess, including that of enrolment asprescribed by the UGC.

(xiii) Two non-compounded advanceincrements shall be admissible for Assistant

Librarian/College Librarian with M.Phildegree in Library Science at the entry level.Assistant Librarian/College Librarian andthose in higher positions acquiring M.Phildegree in Library Science at any time duringthe course of their service, shall be entitledto one advance increment.

(xiv) Notwithstanding anything in theforegoing clauses, those who have alreadyavailed the benefits of advance incrementsfor possessing Ph.D./M. Tech. at the entrylevel under the earlier scheme shall not beentitled to the benefit of advance incrementsunder this Scheme.

(xv) For posts at the entry level where nosuch advance increments were admissible forpossessing Ph.D./M. Tech. under the earlierscheme, the benefit of five advanceincrements for possessing Ph.D./M. Tech.shall be available to only those appointmentswhich have been made on or after the cominginto force of this Scheme.

Pay Scales and Career AdvancementScheme for Physical Education Personnel:

(a) Assistant Director of Physical Education

(Assistant DPE)/College Director of Physical

Education (College DPE): (i) The Assistant

Director of Physical Education/College DPE

in the pre-revised pay scale of Rs. 8000-13500

shall be placed in the Pay Band of Rs. 15600-

-39100 with AGP of Rs. 6000.

(ii) Pay of incumbent Assistant Directors of

Physical Education/College DPE shall be fixed

at an appropriate stage in the Pay Band of

Rs. 15600-39100 with an AGP of Rs. 6000, in

accordance with the ‘fixation formula’ of the

6th CPC.

(iii) All existing conditions of eligibility and

academic qualifications laid down by the

AICTE shall continue to be applicable for

direct recruitment of Assistant Director of

Physical Education/College DPE.

(ii) Assistant Directors of Physical Education(Senior Scale)/College DPE (Senior Scale)possessing Ph.D. in Physical Education at theentry level of Assistant DPE/College DPE inthe AGP of Rs. 6000 shall, after completingservice of four years in the AGP of Rs. 6000,and if otherwise eligible as per guidelinesprescribed by the AICTE, move to higher AGPof Rs. 7000 in the Pay Band of Rs. 15600--39100.

(iii) Assistant Directors of PhysicalEducation (Senior Scale)/College DPE (SeniorScale) possessing M.Phil in PhysicalEducation at the entry level of Assistant DPE//College DPE in the AGP of Rs. 6000 shall,after completing service of five years in theAGP of Rs. 6000, be eligible for the higherAGP of Rs. 7000.

(iv) Assistant Directors of PhysicalEducation/College DPEs without the relevantPh.D. and M.Phil shall, after completingservice of six years as Assistant Director ofPhysical Education/College DPE in the AGPof Rs. 6000, and if otherwise eligible as perguidelines prescribed by the AICTE, beeligible for being placed in the AGP ofRs. 7000.

(v) Pay of incumbent Assistant Directors ofPhysical Education (Senior Scale)/College DPE(Senior Scale) shall be fixed in Pay Band ofRs. 15600-39100 at an appropriate stage inthe AGP of Rs. 7000, as per the ‘fixationformula’ of the 6th CPC.

(c) Deputy Director of Physical Education//Assistant Director of Physical Education(Selection Grade)/College Director of PhysicalEducation (Selection Grade): (i) Aftercompleting service of five years in the PayBand of Rs. 15600-39100 with the AGP of

Rs. 7000 and subject to satisfying othereligibility conditions laid down by the AICTE,Assistant Director of Physical Education(Senior Scale)/College DPE (Senior Scale)shall move to AGP of Rs. 8000 in the PayBand of Rs. 15600-39100. They shall bedesignated as Deputy Director of PhysicalEducation/Assistant DPE (Selection Grade)//College DPE (Selection Grade), as the casemay be.

(ii) After completing service of three yearsin the Pay Band of Rs. 15600-39100 and theAGP of Rs. 8000 and subject to eligibility laiddown by the AICTE, Deputy DPE/AssistantDPE (Selection Grade)/College DPE (SelectionGrade) shall move to the Pay Band ofRs. 37400-67000 with the AGP of Rs. 9000.They shall continue to be designated asDeputy DPE/Assistant DPE (Selection Grade)//College DPE (Selection Grade).

(iii) All Incumbents to the post of DeputyDPE/Assistant DPE (Selection Grade)/CollegeDPE(Selection Grade) who have completedservice of at least three in the un-revised PayScale of Rs. 12000-18300 as on 1-1-2006 shallbe eligible to be fixed in the Pay Band ofRs. 37400-67000 with AGP of Rs. 9000.

(iv) All incumbents to the post of DeputyDPE/Assistant DPE (Selection Grade)/CollegeDPE (Selection Grade) whose services in theun-revised Pay Scale of Rs. 12000-18300 fallshort of three years which would have madethem eligible to move to the higher Pay Band,shall be placed at an appropriate stage atthe AGP of Rs. 8000 in the Pay Band ofRs. 15600-39100 till they complete therequired service of three years as DeputyDPE/ADPE (Selection Grade)/College DPE(Selection Grade) in the un-revised pay scale.

(v) Pay of the directly recruited Deputy DPEshall be initially fixed with the AGP ofRs. 8000 in the Pay Band of Rs. 15600-39100,and after completing 3 years of servicedirectly recruited Deputy DPE and equivalentsshall move to Pay Band of Rs. 37400-67000with AGP of Rs. 9000.

Other terms and conditions:

Increments: (i) Each annual increment shallbe equivalent to 3% of the sum total of pay inthe relevant Pay Band and the AGP asapplicable for the stage in the Pay Band.

(ii) Each advance increment shall also beat the rate of 3% of the sum total of pay inthe relevant Pay Band and the AGP asapplicable and shall be non-compoundable.

(iii) The number of additional increment(s)on placement at each higher stage of AGPshall be as per the existing scheme ofincrement on promotion from lower Pay Scaleto higher Pay Scale; however, in view of theconsiderable raise in effective pay betweenthe two Pay Bands, there shall be noadditional increment on movement from thePay Band of Rs. 15600-39100 to the Pay Bandof Rs. 37400-67000.

Pay ‘fixation formula’: The pay ‘fixationformula’ recommended by 6th Central PayCommission as accepted by the CentralGovernment shall be adopted for Polytechnicteachers and equivalent positions in theLibrary Cadres and for Physical EducationPersonnel.

Allowances: (i) Allowances such as LeaveTravel Concession, Special CompensatoryAllowances, Children’s Education Allowance,Transport Allowance, House Rent Allowance,Deputation Allowance, Travelling Allowance,Dearness Allowance, area based SpecialCompensatory Allowance etc. as applicableto teachers and Library and PhysicalEducation Cadres, shall be at par with thoseaccepted by the Central Government forCentral Government employees on therecommendations of 6* Central PayCommission and shall be applicable from1-09-2008.

(ii) For Polytechnic Technical teachers inAICTE approved Institutions and equivalentpositions in Library as defined by AICTE, therates of allowances as applicable to Central

Government Group ‘A’ employees shall beadopted.

(iii) Polytechnic Technical teachers inAICTE approved Institutions and equivalentpositions in Library as defined by AICTE, withvisual, orthopaedic hearing or otherdisabilities under the provisions of ‘Personswith Disabilities (Protection of Rights, EqualOpportunities and Full Participation) Act,1995’ shall be entitled to twice the normalrate of transport allowance as acceptedby the Central Government on therecommendations of 6th CPC for CentralGovernment Employees with disabilities.

Study Leave: AICTE shall revise itsguidelines in respect of granting study leavewith pay for acquiring M. Tech. and Ph.D. inthe relevant branch/discipline while inservice by relaxing the number of years tobe put in after entry while keeping in mindthe availability of vacant positions for teachersand other cadres in Technical Institutions, sothat a teacher and other cadres enteringservice without Ph.D. or higher qualificationcould be encouraged to acquire thesequalifications in the relevant disciplines at theearliest rather than at a later stage of thecareer.

Sabbatical Leave for Teachers: Toencourage interface between TechnicalEducation and industry a Faculty member ina Polytechnic Institution, should be given asabbatical leave for six months for workingin an industry after the completion of sixyears of teaching. Such leave, however, shallbe available to a teacher only twice in his//her teaching career.

Research Promotion Grant: AICTE shallprescribe a scheme with appropriateguidelines for providing by way ofappropriate ‘start up grants’ to teachers andother cadres taking up research in alldiscipline including basic-science research asrecommended by ‘Prof. M. M. SharmaCommittee on Strengthening of Basic ScienceResearch’.

Age of Superannuation: (i) In order to meetthe situation arising out of shortage ofteachers in Technical Institutions and theconsequent vacant positions therein, the ageof superannuation for teachers in TechnicalInstitutions has been enhanced to sixty-fiveyears, vide the Department of HigherEducation letter No. F. No. 1-19/2006-U.IIdated 23-3-2007, for those involved inclass room teaching in order to attracteligible persons to the teaching career andto retain teachers in service for a longerperiod.

(ii) Subject to availability of vacant positionsand fitness, teachers shall also bere-employed on contract appointment beyondthe age of sixty-five years up to the age ofseventy years. Re-employment beyond theage of superannuation shall, however, bedone selectively, for a limited period of 3 yearsi.e. the first instance and then for anotherfurther period of 2 years purely on the basisof merit, experience, area of specializationand peer group review and only againstavailable vacant positions without affectingselection or promotion prospects of eligibleteachers.

(iii) Whereas the enhancement of the ageof superannuation for teachers engaged inclass room teaching is intended to attracteligible persons to a career in teaching andto meet the shortage of teachers by retainingteachers in service for a longer period, andwhereas there is no shortage in the categoriesof Librarians, the increase in the age ofsuperannuation from the present sixty-twoyears shall not be available to the categoriesof Librarians.

Pension: (i) For teachers and other cadresin AICTE approved institutions in receipt ofpension, the Central Government rulesfor pension and gratuity as applicable toCentral Government employees shall beapplicable.

(ii) In view of the new pension schemeeffective from 1-1-2004, no new cases of

conversion to pension scheme shall beallowed.

Family Pension: Family Pension facilities asapproved by the Central Government inrespect of Central Government Employees onthe recommendations of Sixth CPC shallbe available to teachers in TechnicalInstitutions who are eligible for such Pensionat present.

(i) Additional Quantum of Pension tosenior pensioners: The facility of additionalquantum of pension accepted bythe Central Government on therecommendation of 6th CPC for seniorpensioners of the Central Government shallbe extended to persons who are or werein teaching and other cadres on attainingthe age of eighty years if they are alreadyin pension scheme in AICTE approvedinstitutions.

(ii) Gratuity and Encashment of Leave:Facilities of gratuity and encashment ofleave accepted by the Central Governmenton the recommendation of 6th CPC forCentral Government employees shall beextended to teachers and other cadres inAICTE approved institutions.

(iii) Ex-Gratia Compensation: Families ofteachers and other cadres who die inperformance of their bona fide duties shallbe compensated in the same manner assimilarly placed families of CentralGovernment Employees.

Provident Fund: (i) In view of the presentpolicy in regard to Contributory ProvidentFund, the status quo shall continue.

Consultancy Assignments: AICTE shallwork out a suitable model, for which themodels of revenue sharing betweeninstitutions and consultant-teachersprevailing in the Indian Institutes ofTechnology, Indian Institutes of Managementand other Institutions may be taken intoconsideration.

Anomalies of the last PRC: Anomalies andunimplemented recommendations of the lastPay Review Committee, if any, shall beexamined by the AICTE in consultationwith the Ministry of Human ResourceDevelopment.

Other recommendations of PRC andAICTE:

Recommendations made by the Pay ReviewCommittee and the AICTE in regard to thevarious election processes, service andworking conditions, training/refreshercourses etc. shall be considered appropriatelyby AICTE with the approval of the CentralGovernment, wherever required, or under theCouncil’s Regulations in accordance with theprovisions of the AICTE Act.

Grant for Professional Development: (i) Newfaculty entrants may be given a one-time startup grant of Rs. 1 lakh for purchase ofcomputers, teaching material including books,research aids and office furnishings, etc.Existing teachers may also be providedincentive grants up to Rs.1 Lakh for purchaseof computer including grants for up gradationof or purchase of a new computer (especiallyfor those who have availed such facilities onearlier occasions) teaching material includingbooks and research aid.

(ii) All teachers may be given a grant up toRs. 1 lakh on reimbursement basis for a periodof three years towards acquiring themembership of Professional Societies and forparticipating in national/internationalconferences/workshops etc.

Applicability of the Scheme: (i) This Schemeshall be applicable to teachers in TechnicalInstitutions and other equivalent cadres ofLibrary and for Physical Education Personnelin all the AICTE approved institutions. Theimplementation of the revised scales shall besubject to the acceptance of all the conditionsmentioned in this letter as well asRegulations to be framed by the AICTE inthis behalf.

(ii) This Scheme does not extend to theposts of professionals like System Analysts,Senior Analysts, Research Officers etc. whoshall be treated at par with similarly qualifiedpersonnel in research/scientific organizationsof the Central Government.

(iii) This Scheme may be extended to allPolytechnic Technical Institutions comingunder the purview of State legislatures.

(iv) The entire liability on account of revisionof pay scales etc. of Polytechnic teachers shallbe that of the State Government.

State Governments, taking intoconsideration other local conditions, may alsodecide in their discretion, to introduce scalesof pay higher than those mentioned in thisScheme, and may give effect to the revisedbands/scales of pay from a date on or after1-01-2006. However, appropriate steps toachieve the goals and objectives of MHRD’s“Sub-Mission on polytechnics” may be taken.

Date of implementation of revised pay andallowance and payment of arrears: (i) Therevised Pay and revised rates of DearnessAllowance under this Scheme shall beeffective from 01-01-2006. The revised ratesof all other applicable allowances such asHouse Rent Allowance, Transport Allowance,Children Education Allowance etc. and thenon-compounded advance increments shalltake effect from 1-09-2008.

(ii) Payment of arrears up to 40% of thetotal arrears shall be made during the currentfinancial year i.e. 2009-10, after deduction ofadmissible income tax.

(iii) An undertaking shall be taken fromevery beneficiary under this Scheme to theeffect that any excess payment made onaccount of incorrect fixation of pay in therevised Pay Bands or grant of inappropriatePay Band/Academic Grade Pay or any otherexcess payment made shall be adjustedagainst the future payments due or otherwiseto the beneficiary in the same manner as

provided in this Ministry’s O.M. No. F. 23-7/2008-IFD dated 23-10-2008, read with Ministryof Finance (Department of Expenditure) O.M. No. F.1-1/2CQ8-IC dated 30-8-2008.

(iv) The revised Pay in the relevant Pay Band and the Academic Grade Pay together withthe applicable allowances including arrears of salary as mentioned above shall be paid to alleligible beneficiaries under this Scheme pending issue of Regulations by the AICTE.

(v) Anomalies, if any, in the implementation of this Scheme may be brought to the noticeof the Department of Higher Education, Ministry of Human Resource Development and AICTE,for clarification.

In exercise of the powers conferred by theproviso to Article 309 of the Constitution ofIndia, and in supersession of the RecruitmentRules for the post of Assistant InformationOfficer and Information Assistant (Information),published vide Notification No. 1/16/76-PERdated 18-3-1994, in the Official Gazette, Series INo. 2 dated 15-4-1994, and Notification No. 1//16/76-PER(Pt.) dated 6-1-2004, in the OfficialGazette, Series I No. 43 dated 22-1-2004,respectively, the Governor of Goa herebymakes the following rules to regulate therecruitment to the Group ‘C’, Non-Ministerial,Non-Gazetted posts, in the Department ofInformation and Publicity, Government of Goa,namely:—

1. Short title, application and commence-ment.— (1) These rules may be called theGovernment of Goa, Department of Informationand Publicity, Group ‘C’, Non-Ministerial, Non--Gazetted posts, Recruitment Rules, 2011.

(2) They shall apply to the posts specified incolumn (2) of the Schedule to these rules(hereinafter called as the “said Schedule”).

(3) They shall come into force from the dateof their publication in the Official Gazette.

2. Number, classification and scale ofpay. — The number of posts, classification ofthe said posts and the scale of pay attachedthereto shall be as specified in columns (3) to(5) of the said Schedule:

Provided that the Government may varythe number of posts specified in column (3)of the said Schedule from time to time subjectto exigencies of work.

3. Method of recruitment, age limit andother qualifications.— The method ofrecruitment to the said posts, age limit,qualifications and other matters connectedtherewith shall be specified in columns (6) to(14) of the said Schedule.

4. Disqualification.— No person who hasentered into or contracted a marriage with aperson having a spouse living or who, havinga spouse living, has entered into or contracteda marriage with any person, shall be eligiblefor appointment to the service:

Provided that the Government may, if satisfiedthat such marriage is permissible under thePersonal Law applicable to such person andthe other party to the marriage and that thereare other grounds for so doing, exempt anyperson from the operation of this rule.

5. Power to relax.— Where, theGovernment is of the opinion that it isnecessary or expedient so to do, it may, byorder, for reasons to be recorded in writing,relax any of the provisions of these rules withrespect to any class or category of persons.

6. Saving.— Nothing in these rules shallaffect reservation, relaxation of age limit andother concessions required to be providedfor Scheduled Castes and other specialcategories of persons in accordance with theorders issued by the Government from timeto time in that regard.
