SCORE Chapter 187, North Central Florida’s Chapter of the Year/ Top 25 Fastest Growing Chapters
Beau Falgout and I met with our local SCORE representative to discuss the partnership between
SCORE and our BAC. It was a very positive conversation that highlighted many of our successes
during the past year. The regional SCORE office had one of its best years ever and has been
recognized as one of the most successful programs in Florida. Attached is a summary of their
highlights for the past year. We look forward to continuing our joint efforts.

GIS Division provided Community Development with a map highlighting areas in the city that are zoned Agriculture and Estate-2.
M-3 Water Control Structure Rehabilitation Project for 2014 (ITB-SW-14-01) - Four (4) applications were received on 9-23-13; two (2) of the four (4) met the qualifications. Bids were due on 11-18-13. Taking the contract award to S.E. Cline Construction, Inc., in the amount of $439,325.00 to Council Workshop on 12-10-13. Construction should begin in January-February 2014.
Stormwater Model Construction Improvements for Sections 35 and Section 37 Public Works Dept. began construction on 11-14-13 on Bunkerhill Drive drainage ditch.
Professional Stormwater & Environmental Engineering Services (RFQ-SW-14-02) – Request for qualifications were received by eight (8) engineering firms on 10-9-13. Review committee meeting resulted in four (4) consulting firms being selected for continuing service contracts. Staff is taking the 4 Continuing Service Contracts to Workshop on 11-26-13.
Identify and Resolve FPL Billing Descrepancies in Street Light Power Bills - Staff has completed the inventory field audit, currently working on the Billing Audit which is 40% complete.

In the past week, the department responded to 158 calls. There were 3 wildfire/brush fires. A total of 106 EMS calls was logged and the balance was miscellaneous in nature. The drought index is at 341 out of a possible 800 and the fire danger is moderate.

“Feet to Feast 5K/15K Run” – Thursday, November 28, 7:45am at Daytona State College,
Palm Coast Campus. There is still time to register for the Feet to Feast Run/Walk. To register
Tree Lighting Ceremony – Join the City of Palm Coast as we kick-off the holiday season
with the annual Tree Lighting Ceremony on December 1, 2013. In partnership with the Rotary
Club of Flagler County, the Tree Lighting Ceremony kicks-off the start of the annual Fantasy
Light display at Central Park in Town Center from December 1, 2013 through December 30,
2013.
The crowd will help countdown to the lighting of our Holiday Tree and the Fantasy Light
display. Guests are invited to stay for the arrival of Santa Claus, entertainment, refreshments and
a self-guided walk through the Fantasy Light displays.
We will also be collecting for Toys for Tots and our local food pantry. If you would like to
support our local families, please bring an unwrapped toy or non-perishable food item.
Movie in Central Park – Hosted by the City of Palm Coast and the Flagler County School
District on Friday, December 13 beginning at dusk. “The 12 Dogs of Christmas” tells the story
of "A girl who uses dogs to teach people about the true meaning of Christmas during the Depression".
Holiday Starlight Event and Parade – Saturday, December 14 at Central Park in Town
Center, 975 Central Avenue, Palm Coast. This annual event will feature a Snow Slide, Pictures with
Santa, Crafts, Refreshments and entertainment provided by local and regional performers including the Grinch. The day’s activities lead up to the Starlight Parade and Starlight Half Marathon.

The average water demand for the week was 6.621 million gallons per day; average wastewater flow
was 5.377million gallons per day.
This week 198 utility customers were shut off for non-payment.
Installed 5 new domestic meters, 2 new PEP tanks and replaced 3 existing PEP tanks.
Work got into full swing this week with the Section 35 Stormwater Improvement Project. Crew removed
40 trees and graded 150 linear feet of ditch on Bunker Hill Drive.
Work continued on the Palm Coast Parkway west median improvement project. Planted 46 trees,
completed irrigation for phase 1 and completed startup of the new irrigation pump station with the
Hoover rep.
Zero Liquid Discharge Water Treatment Plant #2 – Work continued with installation of drainage and
underground piping. The last 2 walls sections for the EQ tank have been poured.
Beachside Pump Station and Sewer Force Main – Landscaping continues at the pump station site.
Mowing in “F”, “W”, “E”, “S”, “R”, “K” and “P” sections. Mowing Belle Terre Parkway, Palm Coast
Parkway and Pine Lakes Parkway.
Performed site distance trimming on White View Parkway and Belle Terre South of SR100.
Graded 6,161 feet of swales, replaced 1 pipe crossing located at Bunker Hill, repaired 1 outfall and
cleaned 104 culvert pipes. Screened 20 cubic yards of swale material for recycling.
Performed speed studies on Point Pleasant, Pritchard Drive and Eric Drive.
Staffed the Food Truck Tuesday at Town Center.
Inmate labor crew mowed and weeded 47,825 linear feet of ditch in the “BL” and “F” sections.

Palm Coast Tree Lighting, opening of Rotary Club Fantasy Lights Dec. 1 Palm Coast, Fla. – Kick off the holiday season at the City of Palm Coast’s annual Tree Lighting Ceremony at 6:30 p.m. Sunday, Dec. 1, at Central Park in Town Center, 975 Central Ave., Palm Coast. The event is free. Join Palm Coast Mayor Jon Netts in the countdown to the lighting of a beautiful tree, being decorated this year with sparkling lights and ornaments made by Girl Scouts from five local troops. Then see Santa arrive by fire truck to visit with children, enjoy entertainment, refreshments and take a walk through the Fantasy Lights! Parents should bring their own cameras to capture pictures of their children visiting Santa in the Children’s Village area. Non-perishable food donations will be accepted, as will toys for the annual Toys for Tots drive. The Rotary Club of Flagler County’s 8th Annual Fantasy Lights display at Central Park will open that night – continuing 6:30-9 p.m. daily through Dec. 30. Fantasy Lights is a free self-guided walking tour around Central Park featuring 38 light displays, festive live and broadcast music, and holiday snacks and beverages available for purchase. Admission is free, but donations are accepted. This year, Fantasy Lights will feature a North Pole Village, Santa’s Merry Train Ride around the park (nominal fee), Snow in the Park, a Night of Caroling, and Santa Sundays with Mrs. Claus (Dec. 1, 8, 15 and 22). 3-D glasses will be available for purchase to enhance enjoyment of the lights. Nov. 19, 2013 Take a Discover Trip to see amazing ice sculptures at Gaylord Palms’ ‘ICE!’ Palm Coast, Fla. – The Palm Coast Parks & Recreation Department is offering a Discover Trip for adults on Wednesday, Dec. 4, to ICE! at the Gaylord Palms Resort in Kissimmee – featuring more than 2 million pounds of hand-carved ice sculptures and slides. The bus trip will leave the Palm Coast Community Center, 305 Palm Coast Parkway NE, at 9 a.m. and return at 3 p.m. The bus ride and admission to the attraction is included in the $45 ticket price. Lunch is at the participant’s own expense. The magic of the Christmas season comes to the Gaylord Palms each holiday season. This year, ICE! stars Frosty the Snowman. Join Frosty and his friends on their quest to the North Pole in a colorfully frozen retelling of this original Christmas classic. FISCAL YEAR 2013 - GROWTH IN MAJOR CATEGORIES PAVES WAY TO ANOTHER OUTSTANDING YEAR 1. Over 1000 1 time ever -- Counseling sessions exceeded 1000 cases -- a 33% increase.
2. Leap in Workshop participation - Grew 36% to nearly 1,500 attendees.
3. District & National recognition -- As a direct result, for the second time in the last three years, our Chapter was selected as North
Central Florida's "District Chapter of the Year" and nationally, one of the nation's top 25 fastest growing Chapters.
1. Energy pays off This year we devoted significant energy to expand our counseling locations. Coverage was expanded to Ormond
Beach, South East Volusia (New Smyrna Beach and Port Orange) and West Volusia (DeLand).
2. Key recruits - To support this expanded coverage, we actively recruited and strengthened our all certified Volunteer base. Currently,
we have 29 active Counselors and four non-counseling Ambassadors. Community Relations Representatives have been appointed for
each new counseling area to maximize local impact..
3. Ten-fold increase in Web hits - In January 2013, the Chapter launched a revamped website that has generated a ten-fold increase in
"hits" and an enhanced number of requests for counseling. Hits averaged 30,000 for January-September, including many curious people from other states and countries.
4. Strong financially - The Chapter maintained its financial health through successful local fund raising activities.
PERFORMANCE: Counseled a record 952 cases • SCORE IN VOLUSIA COUNTY
• a 45% increase over 2012 .. Face-to-face sessions grew by 29% Completed follow-on sessions with 49% of our clients... Cyber counseling grew an amazing 129%... Our new client mix was 24% already in business versus 76%
start-ups... We held 35 Workshops, attendance increasing 36%, an average of 43 attendees per session... The boom in volume significantly
increased requests for counseling... Currently, we have 23 active Counselors and three non-counseling Ambassadors in the County.
COMMUNITY OUTREACH:
1. Chambers: Counseling was re-established in South East Volusia (New Smyrna Beach (October 2012) and Port Orange (November
2012); and established in North Volusia (Ormond Beach, Febmary 2013) and West Volusia (DeLand, July 2013). We regularly provide
educational business articles to the various Chamber magazines and attend Chamber meetings to broaden awareness of SCORE locally.
2- DeLand/Orange City Business Retention Program: Our Chapter was appointed as an official resource to support this retention program.
3- Small Business Development Center: Enhanced our collaboration with SBDC via a jointly sponsored Workshop program throughout the
County. New topics were introduced and the venue moved to Daytona State College to accommodate the increased^numbers attending.
A formal client cross referral system has been developed.
Volusia Incubator: All Chapter Membership meetings continue to be held at the Volusia Incubator facility and SCORE remains a support entity for participants in the program.
Center for Business Excellence: We participated in CBE's "Startup Quest" program by providing a s financial workshop for participants.
Stetson University: In conjunction with the Volusia Economic Development Department SCORE is providing support to the new Dean of Stetson's School of Administration in broadening business awareness within their entrepreneurial program.

follow-ons were down 12%... The decline primarily due to a reduction in existing business referrals... Currently, we have five active Counselors and one non-counseling Ambassador in Flagler County.
COMMUNITY OUTREACH:
1- Palm Coast Business Assistance Center: We continue to work closely with the BAC to improve the joint provision of services to small
businesses in Flagler, In addition to regularly counseling at the BAC, we participated in the BAC's B2B Expo and assisted the Palm
Coast Observer in developing its "0" Awards program. Recently, a SCORE Counselor was hired to expand the BAC staff.
2. Chamber: SCORE counsels weekly at the Chamber for non-BAC referred clients and provides training support and educational articles to the Chamber's "Voice" magazine.
I 3. .County: SCORE is represented on the Advisory Council for the county's Department of Economic Development which seeks to
coordinate economic development activities within Flagler County. SCORE provided input and advice for the revamped Economic Development website.
