ITMS 8th Grader, Shelby Anton serves as Palm Coast’s “Mayor for the Day”

Indian Trails Middle School eighth-grader Shelby Anton served as

honorary "Mayor for the Day" at the Palm Coast City Council

meeting on Oct. 7. Shelby joined Palm Coast Mayor Jon Netts at the

dais and assisted with several "mayoral" duties at the meeting -

including awarding certificates to the graduates of the 32nd Palm

Coast Citizens Academy! Shelby received the honor after winning a

statewide "If I Were Elected Mayor" essay contest sponsored by the

Florida League of Cities and the Florida League of Mayors. She has

also toured City Offices this fall and plans to participate in other City

functions this year.

Floating Wetlands Update:

Floating wetlands were planted and installed in August, at one of the City’s water treatment

plants. Below are a comparison of when the wetlands were installed and what they look like

now, 2 months later.

Pink Army 5k Run/Walk for Breast Cancer

On Sunday, October 12 the City of Palm Coast in partnership with Florida Hospital

Flagler hosted the annual Breast Cancer Pink Army 5k Run/Walk. Over 900

runners, walkers & supporters ran or walked in honor of those who have battled and

continue their battle against breast cancer. Proceeds from the Pink Army Run/Walk

will be presented to the Florida Hospital Flagler Foundation later this year.

2014 PDA Fall Classic Soccer Tournament

Held on Friday, October 10 through Sunday, October 12 at the Indian Trails

Sports Complex, PDA Florida host 140 soccer teams from across the state

of Florida for this annual event. It is estimated that this event contributed over

$775,000 to our local economy with over 9,000 visitors in our community.

Green Team:

Staff attended a regularly scheduled business meeting of the Flagler Audubon Society. The purpose was to promote

and seek volunteers the February 6-8 Birds of a Feather Festival. In addition, staff also assisted in the promotion of the

event at the Wings and Wildflowers festival in Lake County on Saturday.

During two separate events, staff hosted inspections of Linear

Park and Long Creek Nature Preserve (LCNP). The first event

hosted Florida Communities Trust staff to inspect both parks for

grant compliance. The other event was focused on LCNP and

hosted Florida Department Environmental Protection (DEP)

regulatory staff. The purpose of this meeting was to seek

guidance on mangrove management and to identify best

management practices for landscape maintenance. DEP is

assisting City staff with taking a proactive approach with the

recruitment of mangroves along City shorelines. Three species

of mangroves (red, white and black) are known to Florida and

dually known to exist in our region with black mangroves being

most prominent.

CAPITAL IMPROVEMENT PROJECTS

The following is an update since last week for capital projects in the City from October 9, 2014 through October 15, 2014.

Road and Median Projects

Palm Coast Parkway Six-Laning Construction 40%

Barrier Wall construction along east side of bridge

continues. Trench drain and roadway widening

installation east of bridge has begun. Foundations for

traffic signals were constructed.

Bulldog Drive Roadway

Improvements Construction 96%

Installation of Irrigation lines continues. Planting of

trees has begun. Substantial Completion walk-thru

with FDOT, Contractor, and Engineer occurred on 10-

8-14.

Make sure your pet has proper identification at all times. Dogs can run off from after

being given a bath and their owners forgot to put their collar back on. Many pets have old

or outdated information on their tags and microchips. This causes the pet to not be able to

be returned home. Be sure to keep your pets information updated and collars on at all

times if not microchipped.

New FHS hours: Monday – Saturday from 10am-5pm and NOW Sundays from 11am-

4pm.

Donation Opportunities: “Doghouse Donation Boxes” are found at all the fire stations

in Flagler County. You can drop off donations anytime at your nearest fire station. FHS

appreciates all donations, especially those from our Wish List (available at

flaglerhumanesociety.org/wish-list). You can also purchase items via the Amazon.com

link on the FHS website and ship them directly to the shelter.

Successful Outreach Adoption Events: We meet a lot of nice people at the 2014

Creekside Festival this past weekend. FHS had adoptable pets onsite and they were

grateful for the day out in the fresh air!

FHS was also in Jacksonville at the fairgrounds this past weekend for the Mega Adoption

Event. We were onsite with at least 60 adoptable pets per day. FHS were fortunate that 52

dogs and cats were able to find forever loving homes. These events are life savers!!!

Don’t forget that FHS have volunteers and adoptable pets at the Farmer’s Market in

Flagler Beach every Friday and at PetSmart in Palm Coast every Sunday. Come and see

Howard and his crew to adopt your next furry family member!

Upcoming Fundraisers/Events: We hope to see you at this month’s “Howl-O-Ween”

Yappy Hour hosted by Turtle Shack Café. The event is scheduled for October 27 from 6-

9pm. We have added an extra HOUR of fun! You can get advance tickets at Turtle Shack

Café. Tickets are a $10 donation and include appetizers and a sangria or beer. Don’t

forget to dress yourself and your pet in your best Halloween Costume to be eligible to

win prizes!

Save the Date for the “Certified Pre-Owned Pet Event and Walk. We are partnering with

Palm Coast Chrysler Dodge Jeep Ram for the event at the shelter on November 8 from

10am-5pm. There will be free adoptions, food, music, games and entertainment. This will

also be the Rain Date for the Fast & Furriest Walk participates! The walk will begin at

11am and will be followed by our free fall festival. Check the FHS website and Facebook

page for more details.

Save the Date for the FHS third annual “Putt for Paws” on December 7 and hosted by

Palm Harbor Golf Club. You can register until November 25 but don’t wait too long –

spots fill up fast! The cost of registration is $65 per person. Visit

Public Announcements: The Flagler Humane Society has a variety of subsidized or

FREE spay and neuter programs for members of the community that need to have their

Operations Division staff close to completing a deal to connect to providers that ride fiber along the rail road tracks just west of US1. Operations Division staff working closely with engineers on the Palm Coast Parkway 6 lane project, they are at the stage in the project where our fiber will be affected. We are working with our fiber contractor to move fiber out of the 6 lane project path.

DEPARTMENT/DIVISION SUPPORT

ENTERPRISE

Applications Division updated the website with information about the upcoming Hall of Terror and the Green Building Incentive Program.

Applications Division created an admin section giving the BAC the ability to manually register people for the upcoming BAC Expo.

Applications Division editing the internal safety monitoring (worker's comp) application to allow staff the ability to also monitor if corrective action is needed for an incident and who is responsible to follow up.

Applications Division created new reports for Risk Management to allow them the ability to better view their data and where certain problem areas lie.

Applications Division made changes to the Performance Measure Entry page to allow staff a quicker overview of where they are in a Measure.

GIS Division completed coordinate geometry (cogo) for 5 legal descriptions and digitized/attributed 5 easements for inclusion in the Land Rights Project.

GIS Division staff met with Pictometry representative, who demonstrated the cloud-based tool to staff from Code, Community Development, and Stormwater. Pictometry offers oblique, orthogonal, and street-level imagery taken in 2014. The price is good, the interest is there, we are exploring.

Operations Division received 70 Track IT’s this past week.

Operations Division staff completing repairs to the City’s wireless network at Holland Park that have lingered from storms this past summer.

Operations Division staff almost done with migrating all old email from the old ArcMail system to the new GFI Mail Archiver.

Operations Division staff continued the replacement process for our annual pc “refresh”. Currently working on replacement laptops.

COMMUNITY DEVELOPMENT

GIS Division provided Community Development with a map and list of parcels within the city that are zoned IND-1 and IND-2 (Industrial).

Colechester @ College Waterway Bridge #63 Rehab Design - Bid opening was10-1-14. Two bids were received. The apparent low bidder was Sieg & Ambachtsheer, Inc. in the amount of $1,078,700.00. Taking to Council on 10-21-14 for contract award approval.

Major Drainage Pipe F-2 Crossing @ Boulder Rock Drive - Design and permitting will be done in house. Pre-bid meeting set for 11-6-14 and bid opening on 11-20-14. Design plans are 60% complete.

LO-1 Water Control Structure Rehabilitation- Bid opening was 10-1-14. Three bids were received. The apparent low bidder is SE Cline Construction, Inc. in the amount of $387,971.00. Based on the Local Bid Preference. Taking to Council on 10-21-14 for contract award approval.

PAST WEEK HIGHLIGHTS:

The “busy” season continues as we hosted the following tournaments and

community events this past week:

Indian Trails Sports Complex, PDA Florida host 140 soccer teams from across the

state of Florida for this annual event. It is estimated that this event contributed over

$775,000 to our local economy with over 9,000 visitors in our community.

Complex. Hosted by Team Florida Lacrosse. Great Pumpkin Shootout is a 7 on

7 lacrosse tournament. The Pumpkin Shoot-Out is a very fast-paced, fun

tournament that is a truly unique experience. Don’t miss out on Florida’s

premiere fall lacrosse tournament. Last year there were over 60 teams that

entered and registration filled up very fast.

Halloween Boo Bash – Presented in partnership with Wadsworth Elementary School. Held

on Friday, October 24 from 5-8 pm at Belle Terre Park, 339 Parkview Drive. The Halloween

Boo Bash is a family friendly, safe event for children of all ages. We encourage everyone to

come in costume and enjoy the following activities: bounce houses, DJ, costume contest; carved

skill and know how in this informal teaching atmosphere. The woodcarving group is a mixed

group of men and women at all levels and abilities. Visitors are welcome.

Game Day Social – Thursdays from 1-4p at the Palm Coast Community Center. As the name

suggests, Game Day Social is comprised of a lively, spirited group of individuals who enjoy the

camaraderie and competition of dominos, a variety of card games or board games. Participants

are encouraged to bring their favorite game or play one provided by the Parks and Recreation

Department. Light refreshments are served.

Lunch N’ Lecture Series - On Wednesday, October 22 beginning at 11am at the Palm Coast

Community Center, join us as we host Mr. Peter Roussell at our monthly lecture series. Mr.

Roussell will discuss our local water supply, how it is treated and how this professional team in

our Water Utility keeps our water safe for consumption. Mr. Roussell will share information

about the dangers of running out of water, comparing water resources with other major

resources, and Palm Coast’s effort to combat the reality of the shortage of good fresh, safe

drinking water! He will conclude the presentation with the National award the City of Palm

Coast has received. The Lunch n’ Lecture is free, but pre-registration, 48 hours in advance, is

Women’s Self Defense Class – Instruction provided by Corporal Lutz of the Flagler County

Sheriff’s Office. Women will learn effective methods to ward off an attacker. This class is

Re: Week in Review

Temporary modification of the disinfection treatment will continue until October 27th. Customers may

notice an increase in the taste and odor of chlorine in their drinking water during that time.

The average water demand was 6.522 million gallons per day; the average wastewater flow for the week

was 6.801 million gallons per day

Installed 5 new domestic meter/backflow services and 4 new reuse meters. Installed two new pep tanks

and replaced two existing pep tanks.

This week 188 utility customers were shut off for non-payment.

Work continued on the Bulldog Drive landscaping project. Performed final grade on Phase I, installed

all phases/zones of irrigation to include, spray, rotor and drip lines. Completed installation of all

plantings on Phase I, approximately 3000 plants, and began mulching the beds.

ZLD Water Treatment Plant #2 – The refurbished generator and enclosure fuel line testing has been

completed. Operator training on various systems continues. Testing of the telemetry system and

calibration of meters and other equipment continues. Removed and replaced 24” chlorine contact

chamber piping.

Graded 6,507 feet of swales and cleaned 48 culvert pipes. Repaired 1 outfall and repaired 2 pipe

crossings located in the “B” section.

Ditch crew sprayed 87,160 lf of ditch in the “B” and “L” sections.

Mowing in “W”, “R”, “P”, “S”, and “B” sections. Mowing Belle Terre Parkway, Matanzas Woods

Parkway, Palm Harbor Drive and Palm Coast Parkway.

Performed site distance trimming in the “B” and “W” sections.

Special Events – Staff worked the Pink Army 5K run at town Center and the soccer tournament at Indian

Trails Sporting Complex, provided parking and traffic control.

Inmates mowed and weeded 43,237 linear feet of ditch in the “B” and “L” sections.

ITMS 8th-grader Shelby Anton serves as Palm Coast’s 'Mayor for the Day'

Indian Trails Middle School eighth-grader Shelby Anton served as honorary "Mayor for the Day" at the Palm Coast City Council meeting on Oct. 7. Shelby joined Palm Coast Mayor Jon Netts at the dais and assisted with several "mayoral" duties at the meeting - including awarding certificates to the graduates of the 32nd Palm Coast Citizens Academy!

Shelby received the honor after winning a statewide "If I Were Elected Mayor" essay contest sponsored by the Florida League of Cities and the Florida League of Mayors. She has also toured City Offices this fall and plans to participate in other City functions this year.

She is the daughter of James and Ame Everett Anton of Palm Coast.
