City Hall Progress Update – 82% Complete

Construction continues at the new City Hall, with nearly

82% complete. Installation of drywall continues, with the

painting of interior and exterior walls ongoing. Floor tile in

bathrooms is being laid while the parking lot has been paved

with curbing completed.

Palm Coast hosts Northeast Florida Regional Council Board

This week, the City of Palm Coast hosted a meeting of the Northeast

Florida Regional Council (NEFRC) Board at the Palm Coast

Community Center. The Board, which is comprised of elected and

appointed officials, including Palm Coast Mayor Jon Netts, from seven

counties in the Northeast Florida Region, reviewed and approved the

regional report for the South Old Kings Road Development of Regional

Impact (DRI). For more information, see the Community Development

Department Update below.

Summer Camp Program Comes to a Close

This week was the final week of the City’s Summer Camp Program, hosted by the Recreation and Parks

Department. In total we had 1,094 kids between K-8th grades participate, an increase by more than 250+

from last summer. For more information, see the Recreation and Parks Department Update below.

Currently mowing the neighborhoods of Palm Harbor Pkwy, Matanzas Woods Pkwy and

Old Kings Road.

Performed site distance in the “C”, “F” and “Z” neighborhoods.

30 lane miles of curb and gutter mechanically swept and cleared of debris on main arterial

roadways.

Inspected street lights and reported five outages to FPL for repair.

Responded to one after-hours call-out on Club House Drive. (See picture below)

Installed 700 linear feet of underdrain at the Indian Trails Sports fields.

Responded to a motor vehicle crash with damages to four sections of City sidewalk due to a

fallen FPL pole.

Removed graffiti on Fort Caroline Court.

Repaired and replaced two damaged/missing street signs.

Completed 100 linear feet of sidewalk repair throughout the City.

PLANNING The City of Palm Coast hosted a meeting of the Northeast Florida Regional Council Board at the Palm Coast Community Center. The Board which is comprised of elected and appointed officials, including Mayor Netts, from 7 counties in the Northeast Florida Region reviewed the regional report for the South Old Kings Road Development of Regional Impact (DRI). After a presentation by the Board staff and applicant, the Board voted to approve the regional report. The regional report approved by the Board will serve as an outline for drafting a DRI development order which will then be reviewed by the City through a series of public hearings with the Planning and Land Development Regulation Board and City Council.

The Flagler Humane Society would like to remind pet owners about the importance of making sure that your pet has identification in the case that the animal gets lost. Collars are often lost or can come undone when an animal is out in the elements. Many cat owners do not put collars on their cats because cats can easily remove them. The only permanent way to provide your pet with identification is to get your pet microchipped. Microchips are the size of a grain of rice and are implanted under the skin near the shoulder blades. FHS provides this service during their low cost vaccinations clinics held on the 1st and 3rd Saturday of every month from 1pm to 3pm. No appointments are necessary. It is on a first come first serve basis. Microchips are $25 per pet. It is an easy procedure that will last the life of the pet. All veterinary clinics and shelters carry the scanners that enable the information to be read and for the owner to be notified. Don't risk the chance of not getting your pet returned if it is lost - get your pet microchipped today! Donation Opportunities: The Flagler Humane Society are still collecting shoes. We welcome all shoes regardless of size, type, or condition. Additional drop off locations can be found on the Flagler Humane Society website. “Doghouse Donation Boxes” are found at all the fire stations in Flagler County. You can drop off donations anytime at your nearest fire station. FHS appreciates all donations, especially those from our Wish List (available at flaglerhumanesociety.org/wish-list). You can also purchase items via the Amazon.com link on the FHS website and ship them directly to the shelter. Outreach Adoption Events: Don’t forget that FHS have volunteers and adoptable pets at the Farmer’s Market in Flagler Beach every Friday and at PetSmart in Palm Coast every Saturday and Sunday. Shadow is a beautiful young adult bunny that is available for adoption. The owner was unable to care for the

rabbit anymore so the rabbit was surrendered to FHS. The bunny is

very friendly and was kept as a house bunny. This rabbit is well mannered and doesn't mind being

PAST WEEK HIGHLIGHTS:

Summer Camp August 7, 2015 brings to an end a very active Summer Camp. This Summer our campers were

kept busy with outdoor games, indoor arts & crafts, swim days, field trip days and the weekly

“Special Event” on Fridays.

Parents also had the opportunity to enroll their child in a “Specialty Camp” which included our

CSI Camp (with participation by the Flagler County Sheriff’s Department); Firefighter Camp

(presented by the Palm Coast Fire Department) and a Jr. Lifeguard Camp (presented by the staff

at Frieda Zamba Swimming Pool). In addition to these, camps were also held at the Palm Harbor

Golf Club and the Palm Coast Tennis Center. Our kids had a variety of camps to choose from to

“wile away” those summer days.

In total, we had 1,094 kids between K-8th grades participate in our Summer Camp Program. This

is 268 more kids than Summer of 2014. UPCOMING EVENTS:

“Autumn Trails 5K Run” – Saturday, Sept. 12. The Palm

Coast Running Series offers experienced and novice runners a

year-round opportunity to compete, or walkers to enjoy

exhilarating walks, through some of the beautiful parks and

trails in Palm Coast.

Registration is now under way for the first race of the new

Running Series year, the Autumn Trails 5K Run/Walk. This

run begins at the Palm Coast Community Center, 305 Palm Coast Parkway NE, and runs along

picturesque and shady St. Joe Walkway in the vicinity of Linear Park. The Run/Walk will begin

at 7:45 a.m., and the Kids Fun Run will begin at 8:45 a.m. The 5K Run/Walk is also an event for

the Palm Coast & the Flagler Beaches Senior Games. To register for that Senior Games event,

complete the registration form at www.palmcoastgov.com/seniorgames.

Palm Coast and the Flagler Beaches Senior Games – Competition in 14 different sports

for people ages 50 and older. This “Local Games” event is sanctioned by the Florida Sports

Our first trip of the season will take us to the Museum of Military History located at 5210 W. Irlo

AARP Driver Safety Program – Friday, September 18 from 9a-4p at the Palm Coast

Community Center. The nation's first and largest classroom course for motorists ages 50 and

older. This course identifies ways that older driver s can compensate for the physical changes

that occurs as they age. The course provides research based information to help older drivers

Wood Carvers – Tuesdays from 1-4p at the Palm Coast Community Center. The art of

woodcarving has a history that spans centuries. At its core, woodcarving transforms a piece of

wood into a masterfully crafted work of art. Join this group of gifted carvers as they share their

skill and know how in this informal teaching atmosphere. The woodcarving group is a mixed

group of men and women at all levels and abilities. Visitors are welcome.

Game Day Social – Thursdays from 12:30-4p at the Palm Coast Community Center. As the

name suggests, Game Day Social is comprised of a lively, spirited group of individuals who

enjoy the camaraderie and competition of dominos, a variety of card games or board games.

Participants are encouraged to bring their favorite game or play one provided by the Parks and

Recreation Department. Light refreshments are served.

The average water demand for the week was 7.115 million gallons per day; the average

wastewater flow was 5.551 million gallons per day.

Crews installed 20 new domestic water meters, 5 reuse meters and 4 new pep tanks; also set up 1

dewatering systems for additional PEP tank install.

This week 341 utility customers were shut off for non-payment.

There were a total of 42 calls after hours.

Wastewater construction crews have been working on the installation of a new service lateral for

new home on Bannbury Lane. This required a road closure and time of construction has been

extended due to high water table and the need for additional dewatering.

This week we installed 560 feet of 8” reuse pipe, fused the adapter to the existing 6” HDPE line

and made the connection to both the 6” and 8” HDPE lines.

Completed smoke testing of 7,457 feet of gravity sewer in Section 58 (Ullian Trail and Universal

Trail area). Replaced 10 clean out caps.

Water Distribution crews completed 8 water service line repairs, 8 meter pit/manifold repairs, 13

adjustments/ replacements, 1 hydrant repair and tested and repaired 118 backflow preventers.

Wastewater crews completed 2 point repairs, sealed 2 manholes, repaired one service lateral and

installed 1 service tap.

City of Palm Coast’s performance measurement system recognized by ICMA Palm Coast – The International City/County Management Association (ICMA) has recognized the City of Palm Coast’s performance management efforts with a Certificate of Distinction from the ICMA Center for Performance Analytics. This is the second year in a row the City has received the award. The City developed its new performance measurement and reporting system in 2012 to align City services and programs with the City Council’s Strategic Action Plan. The performance measures – used by all City departments – are tied to the City Council’s six goals, which are: expansion, economic, finance, environmental, quality of life, and workforce talent. Progress (or lack thereof) is reported quarterly, and those reports are the basis for the City’s Annual Progress Report. “The certificate program recognizes the principles of performance management,” said Randall H. Reid, ICMA Director of Performance Initiatives. “Jurisdictions meeting the qualifications have demonstrated leadership in continuous improvement and community engagement, and they serve as examples for other governments to follow.” ICMA assesses a local government’s performance management program and encourages analysis of results by comparing to peers and gauging performance over time. Performance management aids in cost reduction, program prioritization, and quality improvement. It also encourages accountability and transparency. Certificates are awarded at the levels of Achievement, Distinction, and Excellence. Palm Coast is among 10 jurisdictions receiving the Certificate of Distinction, and one of 48 recognized overall. Only six Florida cities received an ICMA certificate this year. The City of Palm Coast and other recipients will be honored at ICMA’s annual conference in September. Criteria for the Certificate of Distinction include:

Reporting of performance data to the public through budgets, newsletters, and/or information provided to elected officials

Data verification efforts to ensure reliability Staff training Use of performance data in strategic planning and operational decision-making

Sharing of performance measurement knowledge with other local governments through presentations, site visits, and other networking.

Palm Coast’s performance management system allows City departments to measure results and make any needed adjustments to the results over the course of the year. The program was developed by a group of employees, through a team approach, and is used in coordination with the year-round budgeting process. Performance measures are updated annually. “Our Strategic Action Plan process and performance management system have proven very successful in charting a course for continual improvement and for monitoring how we’re doing to make sure Palm Coast remains a great place to live, work and play,” said Palm Coast City Manager Jim Landon. “We developed the process in-house and use it to guide City projects and initiatives identified by the Mayor and City Council during annual planning and budgeting.” “There are thousands of local governments, and this award from ICMA truly places us in the top tier of cities, so we are very honored,” Landon said. “It’s a real testament of the talent and dedication of our Council and employees.” The City of Palm Coast’s quarterly reports and Measuring Results document can be viewed in

NEWS RELEASE – City of Palm Coast Contact: Cindi Lane, Communications & Marketing Manager 386-986-3708; cell 386-214-4729 Aug. 4, 2015 Recording of a cat’s meow helps Palm Coast Animal Control rescue ‘Wally’ the kitten Palm Coast – Luck, persistence and cell phone technology helped in the rescue of a tiny kitten on Tuesday. City of Palm Coast Animal Control officers received a call about noon Tuesday from a customer at Walmart who could hear a kitten crying. Animal Control officers Eva Boivin and Heather Priestap determined the kitten was stuck between two large storage containers outside the store. The hypothesis is that the mama cat accidentally dropped him from a tree branch above the two containers. As the rescue attempt got under way, the kitten stopped meowing, and Animal Control couldn’t figure out where he was. Officers were about to give up when Priestap decided to search her cell phone for a cat sound. They played the cat recording a couple of times, and the kitten started crying again. Within a few minutes, City employees used an inflatable device to move one of the large metal storage containers over and retrieve the tiny ball of fur! Animal Control took “Wally” to Flagler Animal Hospital, where he was given fluids and checked over before going to the Flagler Humane Society.
