The Massey Complex Master Plan
The Massey Complex Master Plan is a 16-month process to envision and plan for the future redevelopment of the 48-acre Fairfax County Massey Complex.
The Master Plan includes: • Identifying the Complex’ future strategic direction • Assessing needs, constraints, and opportunities on the site • Creating development options for the future of the Complex • Urban design and economic strategies • A market analysis and cost models for future development • The creation of a Final Master Plan document

The First Stakeholder Workshop
The Project Mission
• Create a welcoming and accessible complex, designed to efciently facilitate access and interaction with county-wide judicial and public safety functions that is compatible with the surrounding community and its context.
• Sustain a judicial complex that is safe and secure for visitors and employees.
• Respect the integrity of on-site historic resources and enhance the public’s experience of these assets.
• Identify opportunities for public private partnerships to create complementary secondary uses through strategic planning and site design.
Phase II: Develop the Vision
Macro Programming Needs Assessment • Review staf counts, space standards, and programming priorities
Market Study • Examine conditions and demand for ofce, residential, hospitality, and retail uses in the area • Understand the market demands of employees and nearby residents
Historic Analysis • Examine regional, state, and national historic repositories
Mobility Analysis • Gather trafc, mobility, and transit data, identify important crossings and safety issues • Gain a technical understanding of site-wise mobility performance
Urban Design Analysis • Observe building typologies, uses to remain, parking patterns, natural features, and pedestrian networks • Analyze zoning, building character, views, and nearby projects
Programming the Future Campus
How many staf occupy the Complex today? How many staf will work here tomorrow?
How much space is used on the Complex today? How much will be needed tomorrow?
Where is space being used today? Where is the demand for space tomorrow?
What is the future of each building on the campus today? What new facilities will be needed in the future?
