    a two-day seminar-work-

    shop on Public Private

    Partnership yesterday.

    said that the gathering was

    the result of a unied deci-

    sion made by LMP presi-

    dents in Eastern Visayas

    to gather all municipal

    mayors in the region for

    one event which would

    help them in the gover-

    nance especially on the

    sourcing out funds for

    project implementation.

    This is a good venue

    for mayors to learn and

    express what we really

    want to learn and imple-

    ment to our municipali-ties, Petilla in her speech

    said.

    There are problems

    along the way but if we

    will look into what we

    can do together then the

    problem would be much

    easier to solve if we are

    all working together, she

    added.

    Petilla added that said

    seminar-workshop would

    also allow mayors to look

    and share with their fel-

    low mayors programs of

    best practices that some

    municipalities are imple-menting which they can

    replicate in their area.

    have PhilHealth coverage

    can be veried to facilitate

    payments.

    A PhilHealth LINK

    coordinator in the hospital

    gets the basic information

    from the patient and placesa call to a PhilHealth-based

    call center agent. The

    agent checks if the patient

    can avail of benets. Once

    found to be eligible, the

    pa tient will no longer

    submit a member data

    record (MDR),a primary

    document required in

    availing of benets, he

    explained.

    The Philippine Health

    Insurance Corporation

    (PhilHealth) here in the

    region was able to hitthe P1 billion claims

    payment for year 2012,

    with PhilHealth LINK

    implementation taking

    credits in attaining record

    high benets.

    The 2012 gure is a

    big jump from the P700

    million benets disbursed

    a year ago, and more than

    double the P400 million

    claims in 2010.

    Movies in the past portrayed

    simple shootouts, like my fa-

    vorite cowboy lms the Lone

    dian sidekick Tonto, and Rin

    Tin Tin, a legendary story of an

    amazing dog.

    Now gory killings shown

    in theaters and televisions are

    the food for the young brains

    thought to be part of the normal

    life. Youths conscience is seared

    without fear of vengeance, notby relatives of victims, but by

    the unseen power in Heaven. For

    some criminals there is no God.

    The recent killings by the doz-

    en are no longer normal. We are

    living an abnormal environment.

    It is a sign of the fruit of the el-

    ders who did not stick to their

    Law-abiding citizens shall be deprived with firearm for self-defense.

    The present society is a crop of movies depicting violence.

    God-given responsibility to

    nurture their children.

    the governor and senator who extended undsor the project as also credited in the bannered

    project sign, with their equally large pictures

    conjugal or amily affair. Te utter shamelessness oclaiming things as i o the amily when in truth are

    unded by public unds is common practice amongpoliticians. One need not look too ar to know that

    these politicians whose aces are bannered in largeprint sinages are using taxpayers money or their

    projects. Yet they put their pictures with their large

    print names to announce as i the project is theirown. But the public does not mind at this practice

    as they know too well that the unds behind thoseshameless aces are actually theirs.

    Te practice is in essence thievery o the highestorder as it poses claim over a thing not belonging to

    the claimant. It truly is ironic that we are inuriatedat the sight o street snatchers and pickpockets grab-

    bing things rom innocent victims and nd noth-

    ing wrong with politicians grabbing what belongsto taxpayers. It is hard to reconcile our attitude to-

    ook around and you will see many politicalads being brandished as i governance is a

    WE CAN OVERCOME

    God cannot create evil and so he is not responsible for disease,pain, and dea th. They are simply the natural result of human beingsdisobedience to God. But the leper was cured of his disease when hebelieved in Jesus, saying, Lord, if you will, you can make me clean(LK 5:13). But if we want our faith in Jesus to be powerful enough toovercome evil, it has to be practical. We have to give esh and blood tothe teachings of Jesus in our personal life. There are number of wordsin the Scriptures that hint just how practical our faith in Jesus must be.

    P150; (2) Firearms Bond-

    P580; (3) Gun Safety Semi-

    nar Certicate- P1,000; (4)

    Reactivation fee- P800;

    (5) Records Authentica-

    tion- P24; (6) Gun Safety

    Fee- P360; (7) License Fee(20%)- P384; (8) Surcharge

    (2 years)- P480; and (9) Ar-

    rears- P480.

    On December 31, he de-

    posited the gun to Ormoc

    City Police Ofce, and re-

    The incidents during

    the New Year where bullets

    killed 2 children and the

    deadly random shooting of

    8 people in Kawit, Cavite

    by a drug-crazed gunman

    should push our lawmakers

    to revisit our laws on gun

    control.

    There should be a com-

    prehensive regulation of

    rearms, ammunitions,

    strict requirements for

    those applying for guns and

    imposing harsher penalties

    on the use of unlicensed

    rearms.

    Civilians should no

    longer be given permits to

    carry rearms outside their

    residence. When this hap-

    pens, a lot of lives can be

    saved and would have a big

    impact on the peace and or-

    der situation in the country.

    Civilians should keep their

    rearms in their homes for

    self-defense purpose only.

    A gunless society is bet-

    ter than one whose citizens

    stock rearms out of fear

    from lawless elements.

    Only members of the mili-

    tary and the police should

    have rearms in public

    places.

    There are 800,000 reg-

    istered guns and equivalent

    number of unregistered

    guns in the Philippines.

    This means that all the

    guns out there are illegal

    and could be used for crim-

    inal activities.

    President Aquino

    should support the call for

    stricter gun control even

    if he is a gun enthusiast.

    all permits to carry guns

    I visited mom last

    night and barged into

    her room with brother

    Mike. The aura just re-

    are caregivers, but mom

    Although her sociali-

    zation has been reduced,

    a certain sadness can be

    seen through her deep

    set eyes the loss of ac-

    tive friendships, includ-

    ing religious outings

    with friends, visits with

    neighbors including

    government ofces like

    DAR and the DENR. I

    check on her regularly,

    her breakfast, and her ac-

    tivities for the day. I haveyet to coach her what to

    do in case of emergency

    like earthquakes and re.

    The latest was the DAR

    assignments I posted on

    her wall, lest she forgets.

    Mind you, her papers

    are organized, complete

    with labels, thank you

    notes from here andthere, and piles of read

    magazine neatly stacked

    so I can readily nd what

    subscription date I want.

    If there is anything I

    inherited from moms

    unique genetic code, it

    is this trait of neatness

    and efciency. How

    my kids bully me for

    my scrupulousness. Her

    closet is immaculate,

    medicines so secured

    and laundry basket nev-

    er overows. Also, herplants are never unne-

    glected. And I have to

    collude with Albert to

    smuggle a twig or two

    for my personal plant

    collections.

    If I were moms pri-

    mary caregiver, how

    relaxing. No pressures,

    nor resentments, only

    recitals of verses John

    Milton, Shakespeare,

    Bryant, Emerson and

    Robert Frost. A rare,

    sweet mom, never incit-

    ing riddles and intriguesfrom her siblings. What

    a mom! Once more, I

    will remind her that be-

    ing all alone is not really
