    here is no need for private citizens to own

    guns. Guns are menace to people, to peace-

    ful communities and society. The belief that

    private people have to own a gun or guns to pro-

    tect him or his family is a myth and is entirely un-

    true. Owning one would either put him in danger

    or would cause harm to others. This is because a

    gun or any weapon for that matter is a pull to the

    owner that makes his blood suddenly boil at the

    least stirring.

    If all people would live simply, peaceably in dig-

    nity, there is no need to equip ones home or one-

    self with deadly weapons. The Bible teaches man

    to love others as they love themselves, a precept

    that will make families, communities and societies,

    peaceful. An armed person becomes hot-tempered,

    daring and bold. What one could not do when he is

    unarmed, he would boldly do when he is armed. It

    is something that makes one audacious to the

    point of being foolhardy, arrogant and easily

    provoked.

    After the stray bullet incident that claimed

    a hapless 7 year old, the government must

    do utmost effort to retrieve all unaccounted

    guns from the citizenry. Authorities must beable to recover all lose rearms from the pub-

    lic. Only those who are legally authorized to

    carry rearms must be given the right to own

    or carry one. There should be no exemptions

    to the rule, even politicians and other power-

    ful people must not be permitted to own such

    weapons. It usually makes it easy for them

    to form private armies and goons that lead

    to unsavory incidents and deaths of innocent

    people. Look at the Maguindanao Massacre

    With the continued pro-

    gress of the city, garbage and

    wastes have increased. This

    became literally unmanage-

    able during the holidays with

    the onset of bad weather and

    the small number of garbage

    collectors. It has become a

    sad plight for the X-men of

    Limpyo Tacloban who have

    been patient and committed

    in trying to present a cleancity to all visitors during the

    holiday season with the rains

    and inclement weather wors-

    ened by the callous public

    who seemed insensitive to the

    rampant and irresponsible lit-

    tering around the city. It was

    also observed that garbage

    collectors did not collect

    the mountains of piled

    garbage in subdivisions

    and in the thoroughfares

    in the City just because it

    was raining and Auring

    was threatening.

    It seems that the

    ooding experience of

    people in the City of

    Tacloban have not been

    internalized well. People

    continue to throw indis-

    criminately their garbage

    and wastes. The sad ex-

    perience of ooding in

    low-lying areas has not

    brought lessons to be

    learned. It seems people

    do not care about their

    surroundings. Mother

    Nature is already scream-

    ing its wrath on humans

    yet no one seems to care;

    not the families who turn

    Prejudice, said Voltaire, is the reason of fools. Perhaps that iswhy we should never attempt to reason the prejudice out of anyone;since it was not reasoned into them, it can not be reasoned out! Preju-dice is the child of ignorance. Nearly all of us have suffered discrimi-nation at the hands of prejudiced people: because of our background,status, age, ethnic origin or simply the color of the skin. Jesus alsosuffered from people prejudiced against him. When told that the Mes-siah has come from Nazareth, Nathaniel quipped, Can anything goodcome out of Nazareth? (Jn1:46). A sure way for a person to shed hisor her prejudice is to come to Christ. He will teach us by word and ex-ample to love others, whoever they are, for he laid down hi life for us(1 Jn 3:16). A man was selling balloons. A child was intrigued as shewatched the balloon-man occasionally release a balloon and let it oatinto the sky to attract some attention to his wares. Every now and then,the balloons went up the sky blue balloon, red, green, white, black

    for JCI-Tacloban

    It was yet another year

    to behold - a great chal-

    lenge for the incoming

    president then to achieve

    beyond expectation and

    continue to give glory to

    the pioneer local chapter of

    the Junior Chamber Inter-

    national (erstwhile Jaycee)

    here in Eastern Visayas, the

    JCI-Tacloban. The outgo-

    ing president of the local

    organization (LO) who is

    to assume this development

    year as Regional Vice-Pres-

    ident (for EV) have had his

    hands full with myriad of

    concerns to face squarely

    but resolutely. JCI Member

    Dionisio Onie Balintong

    Jr, a self-made youth leader

    could proudly sing, I made

    it through the rain.

    One year was all he got

    to lead the team, a groupwhose members come from

    diversied family back-

    ground, political and reli-

    gious afliations and eco-

    nomic strata but all of whom

    are leaders possessing the

    potentials of being the next

    chapter president. In spite

    of his limitations and the

    constraints in the environ-

    ment he moved around,

    JCI Mem. Onie was indeed

    a winner like the local or-

    ganization he led in JCI de-

    velopment year 2011-2012.

    Rising above the adversi-ties, this unassuming com-

    munity organizer and lov-

    ing better-half of JCI Mem.

    Katherine Llamas, deserves

    to get up the ladder in his

    JCI career as he continued

    to keep the glory days for

    JCI-Tacloban.

    In recap, JCI-Tacloban

    had achieved much in 2012,

    as if continuing the legacy

    made by the LO past presi-

    dents, especially those who

    are still actively supporting

    the chapter and those who

    eventually became mem-bers of the national board.

    JCI-Tacloban earned these

    distinct honors and awards

    during the Area Confer-

    ence in September last year,

    namely Best International

    Development Program

    Kamiseta Para Kay Juan

    (where imported oks-na-oks

    clothes were distributed to

    the indigent residents in a

    remote Sitio in San Jose,

    Tacloban City); Outstanding

    JCI Local Organization of

    the Year; and Rank 3 in the

    JCI Performance Efciency

    Awards (Visayas Area).

    A month after, at the

    JCI-Philippines National

    Convention JCI-Tacloban

    earned the Presidential

    Award for Membership

    Growth. This membership

    growth could be counted as

    kind of fulllment of the LO

    in the challenge of Mayor

    Alfred Romualdez during

    the induction of 2012 set of

    ofcers held in December

    last year where the Mayor,

    his wife Councilor Cristina,

    and Philippine Drugs En-

    forcement Agency formerRegional Director Julius

    Navales were inducted as

    associate members. But the

    increase in quantity is be-

    yond expectation, although

    another hefty challenge to

    the incoming set of ofcers

    to be led by businesswoman

    Peluchi Jasmine Senaca.

    This year will be another

    year to behold as Peluchi

    takes her turn for one-year-

    to-lead.

    RVP Onie left this

    thought as he bequeaths

    the position to his succes-sor, Our involvement in

    JCI will better prepare us to

    accept the responsibility of

    leadership. Each of you can

    play a role by involvement

    and sharing your ideas with

    others. As the President of

    the JCI-Tacloban, I congrat-

    ulate all the JCI members

    strong leadership. JCIP-

    year and the previous year.

    Each leader, as it is said,

    has his peculiar style dis-

    tinct from though appreci-

    able like the others. Each

    style has its way of bring-

    the thing unique and enjoy-

    able with the JCI (Jaycees)

    rors should serve as lessons

    garbage collectors are in

    bage during Christmas asthey also timed this for

    asking gifts and money

    taking advantage of the

    holidays.

    Christmas time is giv-

    ing time but when certain

    people only do good be-

    cause of the extra they get

    from families especially

    in subdivisions during

    the holidays, the spirit of

    giving becomes a hollow

    things as the love that

    must come with it is sub-

    stituted with resentment.

    Garbage managementwill be more effective

    and efcient if it will be

    taken up at the barangay

    level by barangay of-

    cials. They cannot just

    throw this concern to the

    city government. They

    must be able to discipline

    their people, making sure

    that each family properly

    disposes their wastes re-

    sponsibly. The barangay

    ofcials must also see to

    it that the garbage collec-

    tors do their job regularly

    or as scheduled otherwise

    the barangay council can

    sanction their inefcien-

    cy. As is, the barangays

    have shown a callous

    stance even if they see

    the situation in their own

    front yards.

    ondly, existing laws

    on the matter must be

    amended to increasepenalties among peo-

    ple who engage in

    discriminate ring

    of guns, explosives

    and high-powered

    recrackers. Thirdly,

    there should be an

    efcient reconnais-

    sance of all rearms

    in communities, ba-

    rangays and organ-

    ized groups.
