Introduction

Site Location

The Laois sawmills site is located approximately 2km from Portlaoise on the main Portlaoise –Carlow road.

Company Background

This sawmill has been operation since 1984 .The company currently employs 48 persons. Mr. Jim McNamara is the Managing Director. Rory Roberts is the general manager and main contact person in relation to EPA license compliance.

Site Activities

Laois Sawmills are engaged in the manufacture of pallet timber and fencing material for the Irish and English market.

In June 2009 a new wood pellet processing plant was commissioned on site which has the which is now producing 20,000 tonnes of wood pellets per annum. This fuel a clean green energy for the Irish Market assisting Ireland meet its target for 30% renewable energy by 2020. In 2011, we installed a new hammer mill to break down wood bark from the sawmill so it can be processed into wood pellets. This development has It has allowed us to increase our pellet production by 15% using waste bark. Wood pellets are produced from indigenous timber certified by the Forest Stewardship Council. Heat for this facility is provided by wood chip boiler using a renewable energy source In 2011 the company processed 84,000 tonnes of timber raw material (logs), with 4,000 tonnes of sawn timber treated with Tanalith E. The sawmill operates on a five day week and is open 8.00 hrs to 17.30 hrs Monday to Friday. The plant is closed on Saturday except for maintenance.


Emissions data -Summary

Odours No complaints have been received. Aqueous based preservative is used.

Dust As per condition 5.2 of the Laois Sawmills IPC licence which requires that “The Licensee shall ensure that all operations on site shall be carried out in a manner such that air emissions do not result in significant impairment of, or significant interference with amenities or the environment beyond the site boundary. Dust is collected and housed in a purpose built collection area.

Waste management Waste sawdust and a waste wood chip is reprocessed in the new pellet process. This has had a significant positive environmental impact as transportation of wood chip and sawdust offsite has been eliminated. Now waste sawdust and a waste wood chip is reprocessed into a green fuel for sale offsite.

Consumption Figures

Energy usage; Electricity consumption for 2011 was 7,500,000 kWhr

This increase on consumption on previous years is due activities in the new Pellet Production Plant.

Water usage; Water is abstracted on-site from a well and is used for sanitary purposes. Consumption of water for the Tanalith E treatment process is estimated at 10m3/day. Rainwater is used for this process.

Oil usage; The total amount of diesel oil used for the kiln boiler in 2011 was 4 tonnes. An additional 24 tonnes was consumed by on site vehicles. 8 tonnes of lubricant oil were consumed.

Tanalith (Wood Preservative) The wood treatment plant consumed 22.5 tonnes of Tanalith E in 2011.

Bunding The new treatment plant is enclosed in a fully bunded structure and certificates of bund integrity have been provided to the EPA.

Environmental incidents; Laois Sawmills is committed to reporting all incidents to the EPA in accordance with condition 4 of the IPC licence. No incidents were reported in 2011.

Environmental complaints; There were no environmental complaints from the public in 2011.

Training and awareness;

In 2011 employees received ongoing training waste segregation. Employees have also received training on the wood pellet plant and also on the new wood treatment plant.

The treatment plant operator has received certified training.

1. Objective Continue to develop Environmental Management System for the Site

Target

Meet all IPC requirements

2. Objective Assess all operations and review all practicable options for the use of cleaner

technology, cleaner production and minimisation of waste. To initiate waste reduction projects where practicable.

Targets

Search for Cleaner Production opportunities and implement where feasible.

3. Objective Reduce/Eliminate emissions of pollutants to the environment to include fugitive

dust emissions.

Target

To assess where pollutants are emitted and have potential to be emitted from the plant. To take measures to reduce /eliminate these emissions.

4. Objective

To demonstrate that all bunded structures and tanks on-site are water tight and resistant to penetration by materials stored therein.

Target To carry out integrity tests on all tank and drum storage area and report finding to

EPA as required by IPC licence. 5. Objective To assess ground and groundwater contamination on the site.

Target

To ensure ground and groundwater are not impacted by site activities and to rehabilitate soil contaminated by past activities.


2011 Environmental Management Programme

Project 1/11 To continue to develop an Environmental Management System (EMS).

Relationship to objectives and targets:

This is in line with Laois Sawmills Ltd. 2011 EMP objective number 1.

Reason for undertaking project:

The maintenance of an EMS is necessary to fulfil Conditions 2.1 to 2.7 of the Laois Sawmills Ltd. IPC licence. It is also company policy to operate an environmental management system.

Target: Continue to improve Environmental Management System.

Project Summary:

In 2011 there are a number of aspects to the development of the EMS. These will include; • Carry out internal environmental audits on a biannual basis. • Review training plan.

Designation of Responsibility:

The General Manager is responsible for implementation of this project.

Time Frame:

• Internal environmental audits will be carried out in June and December.

• Environmental Training Plan to be reviewed and updated by June 2011


Project 2/11 Carry Out Feasibility Study to install Combined Heat and Power Plant (CHP) at wood pellet facility.


This project is in line with Laois Sawmills Ltd. 2011 EMP objective number 2; Assess all operations and review all practicable options for the use of cleaner technology, cleaner production and minimisation of waste.


To reduce CO2 emissions from the facility and improve the sustainability of the pellet plant operation.

Target: To determine the cost benefit / feasibility of installing a CHP on site provide CO2 neutral electricity and heat.

Project Summary:

Review biomass CHP plants available on the market which could provide LS facility with 1 MW of electricity and 2 MW of heat which could be used to dry pellets in the pellet plant facility. Carry out cost/ benefit analysis ( including the sourcing of grant where possible)



Time Frame: Feasibility Study to be completed by December 2011


Project 3/11 Continue to monitor ground water and soil for contamination levels


This project is in line with Laois Sawmills Ltd. 2011 EMP objective number 3; Reduce/Eliminate emissions of pollutants to the environment.


This project is required to ensure compliance with condition 8.1

Target: To meet all EPA recommendations for decontamination of soil from the site

Project Summary:

Monitor groundwater contamination at all monitoring wells and report groundwater analysis to EPA.



Time Frame: Monitor groundwater as per agreed schedule and submit results to EPA.


Project 4/11 Carry out soil investigation study at original wood treatment plant area.






Project Summary: Environmental consultants URS will be employed to carry out a

detailed survey of soil contamination levels at the original wood treatment plant area.

Based on these findings Laois Sawmill may be required to take remediation measures.

Laois Sawmills will act on the findings of this survey following discussion with the EPA.



Time Frame: Commission soil investigation study in April 2011. Report findings to EPA before December 2011


2011 Environmental Management Programme Review

Project 1/11 To continue to develop an Environmental Management System (EMS). Progress: In the last year Laois Sawmills Ltd. endeavoured to meet all of its IPC requirements and to implement its environmental management programmes. EMS procedures have been reviewed and updated to reflect changes to the plant associated with the new wood chip/ pellet processing plant. Training needs have been assessed and training provided where required. Site inspections from the EPA have been positive.

Project 2/11 Carry Out Feasibility Study to install Combined Heat and Power Plant (CHP) at wood pellet facility.

Progress: This has been carried out and deemed feasible with the assistance of grant aid form SEAI. However, since then SEAI has stop grant aiding CHP and until this decision is reversed the project to install a CHP has been put on hold.

In 2012 Laois Sawmills will investigate the possibility of the plant joining the SEAI Large Industry Energy Network ‘LIEN’ .


Project 3/11 Continue to monitor ground water and soil for contamination levels Progress: Laois Sawmills have continued to monitor groundwater contamination at all monitoring wells and report groundwater analysis to EPA.

Groundwater contamination remains an issue on the site and our consultants believe this may be associated with historical contamination beneath the old treatment plant bunds. Laois Sawmills recently submitted a ground remediation proposal and are awaiting EPA approval.

Project 4/11 Carry out soil investigation study at original wood treatment plant area.

Progress: Sawmills employed URS to carry out a soil investigation study in 2011. This has been presented to the EPA.


2012 Environmental Management Programme

Project 1/12 To continue to develop an Environmental Management System (EMS).


This is in line with Laois Sawmills Ltd. 2012 EMP objective number 1.

This project is in line with Laois Sawmills Ltd. 2011 EMP objective number 2; Assess all operations and review all practicable options for the use of cleaner technology, cleaner production and minimisation of waste.


To gain support form the SEAI on management of energy consumed on site.

Target: Investigate opportunities for improving energy efficiency at the plant with the assistance of SEAI. To join LIEN and investigate what benefits can be received through the Network. To disseminate the lessons Laid Sawmills have learned in the area of renewable energy and waste to energy projects to other Large Energy users in Ireland.

Project Summary:

Make contact with SEAI regarding their services. Attend LIEN meetings in 2012.

Proposal submitted in 2011, Laois Sawmills will implement this remediation programme.

Consultants URS will oversee the implementation of this programme and report to the EPA on the success of this remediation programme.



Time Frame: Implement Ground remediation proposal, when approved by EPA Report progress on the remediation Proposal to EPA as required.
