Garpentero Director lll - Procurement Service Department of Education(DepED) She was appointedas Director of the Procurement Service (PS) of the Department of Education (DepED) in March 2004. Priorto joining the Department, she servedas Industrial Relations Manager for a companywith approximately 5000 field employeeshandlinga wide range of corporate programs. For more than ten (10) years previous to that experience, she was a high school teacher with the De La SalleSystem. She has a Bachelor of Lawsdegree coupled with a Bachelor of Science degree in Education. As Director of Procurement Service, she workedand actively involved in the different activities related to procurement reformsuch as the drafting of the lmplementing Rules and Regulations Part A (|RR-A)of the Govemment Procurement Reform Act (R.A. 9184), standard bidding documents and genericprocurement manuals. She represented DepED in the Government Procurement Policy Board (GPPB), as Member of the Inter-Agency Technical Working Group (IA-TWG) from 2003 until 2AA7 and DepED alternate representative to the GPPBBoard from 2008to date. In 2004,she was officially designated as the Chairperson for the Selection of the Consultants for the Development of the Professionalization Program for PublicProcurement Practitioners and was included as a member of the Fact- Finding Committee to provideinitialinputs in the reviewof the procurement procedures for the Light Rail Transit Line 1-Capacity Expansion Projectll-A (Cape ll), a project of the LightRailTransit Authority. In 2007,she was designated as the Vice-Chairperson of the Special Bidsand Awards Committee (SBAC)of DBM-PS for the Selection of Consultants for the Professionalization of the Public Procurement Practitioners and Functions Project. In 2009,she was designated by the Government Procurement Policy Board as Member of the Executive Committee that reviewed and initially approved the Revised lmplementing Rules and Regulations of R.A. 9184 which covers bothlocally and foreign-funded procurement ns"hHn
