I. Welcome/Introductions- Acting Chairperson Ivette Argudin called the meeting to order at
10:32am. Board members introduced themselves.
II. SBD Section Reports
a. SBE A&E Certification
i. Deferred to the next meeting.
b. SBE A&E Utilization
i. The report was presented by Tracie Auguste (SBD Section Chief).
ii. Board Member Argudin requested the percentages of Equitable Distribution
Program (EDP) awards that are certified firms, and which EDP awards are to
firms that are locally headquartered.
iii. Board Members had discussion on the status of awarded contracts. Ms. Auguste
advised that a column with a projected end day will be added in the Utilization
report moving forward.
c. SBE A&E Business Outreach and Education
i. The report was presented by Lawanda Wright-Robinson (SBD Section Chief).
III. Reports
a. Jackson Health System Report
i. The report was presented by Kenneth Robertson (JHS). He provided an update
on small business participation on A&E and signature six Jackson Memorial
Hospital projects.
ii. Board Member Argudin commended Jackson on providing work to small
businesses.

b. Aviation A&E Contracts Report
i. The report was presented by Marie Clark-Vincent (Aviation).
ii. Ms. Clark-Vincent provided an update on the previous year and upcoming
A&E projects for the Aviation Department.
IV. Old Business
a. Approval of April 24, 2019 Meeting Minutes
i. Board Member Cheryl Jacobs motioned to approve the minutes. Board Member Berrin Tansel seconded the motion. Approved (6-0).
V. New Business
a. A&E Taskforce Update – ISD/Strategic Procurement Division
Pablo Valin (ISD, Senior A/E Consultant Selection Coordinator) stated that a
draft of Implementing Order (I.O.) 3-39 was provided to the County
Attorney’s office and they are currently reviewing it and awaiting their
comments. He also noted that the revised I.O. incorporates the Professional
Services Task Force recommendations and in all likelihood the
recommendation regarding dropping the low will be considered as an
addition to the I.O.
i. Board Member Deborah Swain, as president of the Miami Dade A&E Society,
expressed concerns about the many recommendations made by the
Professional Services Task that may not be incorporated in the subsequent
draft I.O.
ii. Mr. Rick Crooks (Chairperson, A&E Task Force) requested a timeline from the
department. Mr. Valin advised that he will provide the Board a timeline and
additional feedback at the August 28, 2019 A&E board meeting.
ii. Board Member Swain motioned to request a County Attorney be present at the next Board Meeting to provide a status of their review of I.O. 3-39 and address the status of the Professional Services Task Force recommendation. Board Member Cheryl Jacobs seconded the motion. Approved 6-0.
VI. Request for future agenda items
a. Board Member Argudin requested continual follow up on the Task Force and I.O. from
ISD/Procurement.
VII. Reasonable opportunity for the public to be heard before County boards (Sec. 2-
11.39.3)
a. Maria Molina (Nova Consulting) discussed the requirement that one can only be in
three teams as a sub-contractor. Ms. Molina expressed the effects it has on a small
business. Mr. Valin advised that the comments and recommendations were noted,
and the department will revisit this topic.
