President’s Message . . . continued from page 1difference is that people naturally gravitate to those with a positive atti-tude. Those with a negative attitude however are not satisfied with being negative just by themselves so they are recruiting. To that point, I re-member a friend telling me he no longer would go into a particular break room at work because of the negativity. He said he finally realized that even though he would start the day feeling great and upbeat, he ended up angry and loaded for bear after he left that room. He even began not liking certain individuals he hardly knew. That attitude not only stayed with him for the rest of the day but followed him home as well. Yikes!
It would be great if all we had to do were to drop some fairy dust on the negative person to turn them around. However, timing is everything and the negative person might be in a place just like the one in the fol-lowing illustration.
Ok. So there is no such thing as fairy dust. However, there have been times when I was half-tempted to sprinkle glitter on a negative person without them knowing. I mean, who can take a negative person seriously when they are wearing glitter?
Again, it is no mystery that our attitude plays a crucial role in the events of the day. It also plays an important role in the success or lim-ited success of our school corporation’s mission. In a workplace where negativity is left unchecked employees end up with a dismal outlook. There is an unwillingness to try new things or work collaboratively. Mo-rale is low. Performance is uninspired.
It is just the opposite when we bring a positive attitude to the work-place. You will make better decisions. There is improved morale. There is a willingness to be creative and try new things. A willingness to share information, ideas, and work collaboratively. It lowers the rate of turnover. Most of all it binds people together in knowing they are part of a team instrumental in the success of the mission and making a differ-ence. Need more? Try this. You will live longer.
Every day we have a chance to be better than we were yesterday. Every day we have the opportunity to play a positive role in the lives of others and to the success of the mission. Every day, the attitude we choose, will build the legacy that will remain in people’s memory. To quote Maya Angelou,”People will forget what you said, people will for-get what you did, but people will never forget how you made them feel.”

The last hours of the 2018 regular session of the Indiana General Assembly ended in chaos and Governor Holcomb has or-dered a special session. From all indications, the special session will begin during the week of May 14. Between now and then, the Repub-lican legislative leadership will be meeting to determine what issues will be heard during the special session. Governor Holcomb has stated that he only wants the fol-lowing issues discussed during the special session:
• Increase funding for the Indi-ana Secured School Fund by $5 million in 2018 and 2019.
• Allow school corporations to obtain funding advances for school security equipment and capital purchases.
• Provide Muncie Community School Corporation with a one-time $12 million loan from the Common School Fund.
• Conform with federal tax reform changes.
• Comply with IRS rules to protect federal taxpayer in-formation and assure access to federal tax data.
The Governor can suggest what will be heard, but the Speaker of the House and President Pro Tem of the Senate will have the last
word on the issues presented. It is for sure that the above issues will be placed in bills for the special session, but what else could be added? At the end of the regular session, several issues were added to tax bills that did not pass. None of these additional provisions dealt with public education.
With a special session, ev-erything starts over. All of the bills that failed on March 14 are dead, such as HB 1315, HB 1230, HB 1104 and SB 242. Unless the House and Senate rules are waived, the special session will last at least three days. Will some of the other provisions specifi-cally in HB 1315 be resurrected? Will the language dealing with the Gary school board, the Ball State University take-over of the Mun-cie Community Schools, and the new fiscal indicators provisions come back in May? Time will tell what will be discussed in May. IASBO will be in the halls of the State House for the special session providing updates on any legisla-tive action.
IASBO and IAPSS have begun our workshops on HEA 1009. We greatly appreciate the assistance of the Department of Local Govern-ment Finance and the State Board of Accounts with the workshops. Six more regional workshops will be held in early April. Further, there will be two pre-conference workshops held at the IASBO
Annual Meeting regarding HEA 1009.
The 2018 IASBO Annual Meet-ing will be held on May 9-11 at the French Lick Springs Hotel and Event Center. A terrific program has been created by the IASBO Professional Development Com-mittee. The exhibit hall with more than 190 exhibit booths was filled two weeks ago. Bob Ash, the great story teller and philoso-pher, will be the keynote speaker. IASBO President Ted Zembala has chosen the following theme for the Annual Meeting: “Enjoy What You Do”. More informa-tion of the Annual Meeting will be distributed on the IASBO website in the near future.

IHEA 1009 WORKSHOPS AND MATERIALSIASBO and IAPSS has held the first four of the ten workshops scheduled regarding HEA 1009. We greatly appreciate the assistance of the Department of Local Government Finance and the State Board of Accounts for their efforts and support of the workshops. In the first four workshops, we stated that the power point presentations and accompanying materials would be placed on our websites. This includes the draft of the new Chart of Accounts from the SBOA. Further, the first edition of HEA 1009 Frequently Asked Questions from IASBO is on the websites. The FAQ’s will be updated as new questions and an-swers arise. For IASBO, you can find this information under the Professional Development tab and then click on HEA 1009 Workshop Materials. The Indiana Bond Bank is now ac-cepting applications for its 2018 Mid-year Advance Funding Program. The Midyear program is aimed at entities that will have a cash flow deficit during the second half of 2018, within a prop-erty tax based fund. Schools may also borrow against their General Fund. All funds must be repaid on or before De-cember 31, 2018 with some payments potentially due on June 29, 2018.

The course will present the basics of risk management and a review of the types of insurances needed by school operations. The primary focus will be on worker’s compensation, property/casualty, liability, errors and omissions, valuable papers, rental value, and other school specialty risks. A portion of the program will be devoted to understanding options for purchasing insurance, pools, cooperatives, safety committees, and self-funded programs. The course will provide an overview of environmental health and safety relative to the school environment. (Required – CBO, BOS, FD / Elective – ACBO, HR)

Data is gathered and used daily to analyze, make decisions, and communicate information. Effective presentation of data presents a story to school corporation stakeholders. This course will demonstrate how data sets can be transformed into summary tables and analytics using Excel formulas, pivot tables, and graphs. It will include examples of board reporting, budgeting, internal controls, survey results, test scores, and more. Best practices of identifying and utilizing peer groups will be shared and examples of an analytic tool utilized by Indiana school corporations will be demonstrated. Forecast5 Analytics representatives will share data techniques used to communicate historical, current, and projected financial information. (Required – CBO, ACBO / Elective – BOS, FD, HR)
