MissionStatement

The age of acronyms is upon us. It seems like every time I send a text to my younger daughter, I have to figure out what her short cuts for the English language mean. What we think we know and what we actually know are sometimes two very different things, es-pecially in today’s world of school finance. This is where the benefits of being an active member of IASBO (there’s another acronym!) really help.

agement, payroll, budget preparation and state financial reporting, to name just a few. You don’t want to miss this seminar! Dates set for March 2 & 3 and April 11& 12.

• Budget Workshop – A 4 day seminar designed to teach the basics of building a school corporation budget. The instructors are experts in the field and are willing to share their tips and tricks for building just the right budget. Some people prefer to take this Workshop more than once! Dates set for March 23 - 24 and April 27 – 28.

Both of the above listed 4 day seminars fill up very quickly, so be sure to register ASAP (As Soon As Possible)!

The Certification Program is one of the foundations of IASBO’s training opportunities. With five certification tracks available, there is one, or more, for just about everyone. They are: Chief Business Officer (CBO), As-sistant Chief Business Officer (ACBO), Business Office Specialist (BOS), Facilities Director (FD) and Human Resources Specialist (HRS). The following certification classes will be offered this spring and at the Annual Meeting:

• Winter Institute including: Benefits Administration, Payroll Administration, Human Resources Administration and Group Unemployment Insurance. All offered on March 7 – 8 at The Palms in Plainfield.

• Budgeting Fundamentals for School Business Officials – March 9• Emergency Preparedness Management – April 11• Custodial Operations – April 11• Accrual Accounting – May 10 at the Annual Meeting• School Law & Administrative Rules – Advanced – May 10 at the

Annual Meeting• Food Nutrition Administration – May 10 at the Annual Meeting• Summer Institute including: School Law & Administrative Rules

– Basic, Collective Bargaining Strategy & Law, Public Works Law & Administration, and Construction Finance, all offered June 6 – 7.

If that isn’t enough, there are still the various seminars offeredThey include:

• IASBO / CoSN Technology Seminar scheduled for March 21• School Nutrition Seminar offered on March 22• Extracurricular Accounting and Purchasing scheduled for April

18• Joint Budget/Finance Seminar hosted by ISBA, IAPSS and

IASBO – June 14 with the location TBD! (more acronyms!)This list seems lengthy and complete, but there is still the IASBO An-

nual Meeting scheduled for May 10 – 12 in Ft. Wayne. You talk about FTS!! There will be sessions on ACA (Affordable Care Act), Fiscal Management, Round Table discussions, etc. The learning opportuni-ties are endless, not to mention the networking! In the past few days, Stephanie Pittman sent me the obituary for Mary McIntyre. Mary was 86 when she passed away on February 19. In her obituary, there were three memberships that they listed – Bourbon American Legion Auxiliary, Plymouth VFW, and the Indiana Association of School Business Officials. For the vast majority of you, Mary Mc-Intyre is an unknown name. But, for me and those who were around to see the beginning of the growth of Indiana ASBO, Mary was a very special person.

Mary was the Financial Secre-tary and Treasurer for the Triton School Corporation beginning in

1968. She served that school until she retired in 1998. When I joined IASBO in 1973, Mary was one of seven women who were mem-bers. Over her career, Mary was a champion for more women to get involved with Indiana ASBO. She was a leader in the need for corporation treasurers, especially in smaller school corporations, to be IASBO members. Her efforts lead to the creation of IASBO’s 4-day Treasurer’s Workshop and the Treasurer/Deputy Treasurer Round Tables at the IASBO An-nual Meeting. Today, 60% of IASBO’s membership are female. Mary was a true leader whose fin-gerprints are all over the IASBO professional development program and who we are in 2017. Mary was a wonderful person and men-

tor to so many. For me, she was always so kind to a young man trying to learn about school busi-ness management in the ‘70’s. I wish you all could have known Mary. Thanks Mary for making IASBO a diverse and special as-sociation.

The Indiana General Assembly is now at the half-way point in the 2017 session. It is interest-ing to note that the next biennial state budget is not the most talked about bill by school administra-tors this session. HB 1009, school financial management, which eliminates the General Fund and creates a new Education Fund and Operation Fund has been the main

focus so far. The bill was a caucus position for the House Repub-licans and it passed two House committees by a combined vote of 33-1. HB 1009 passed the full House by a vote 92-3. It now goes to the Senate where it is expected to change. How much? Well, we should know by the end of March.

Other significant school busi-ness management bills that were dealt with in the first half of the session are as follows:

• SB 161, referendum levies – school referendums could only be held in November. The bill failed in committee.

• SB 196, state intercept pro-gram – the correction to the Standard & Poor’s negative CreditWatch release.

• SB 198, career & technical education – moves CTE state support and Perkin’s federal monies from the DOE to the Department of Workforce Development.

• SB 248, consolidation of school administrative func-tions – the may provision regarding consolidation.

• SB 276, early education grant pilot program – pre-K pilot program where appropriation goes from $10 million to $13 million.

• SB 309, distributed genera-tion – the solar/wind provi-sion that has a negative im-pact on school corporations.

• SB 409, collective bargaining – changes the dates for begin-ning and ending bargaining

• SB 534, special education scholarship account program – the educational savings

account (vouchers) bill. No vote in committee, so the bill is dead.

• SB 567, Gary schools & the Distressed Unit Appeals Board – allows the DUAB to appoint an emergency man-ager for the Gary Community Schools.

• HB 1001, state budget – new school distribution formula and state funding.

• HB 1004, prekindergarten education – extends the pilot program and adds vouchers to prekindergarten.

• HB 1008, workforce develop-ment – coordinates the CTE programs among DOE, DWD and higher education.

• HB 1043, referendum process & remonstrance – increases the thresholds when refer-

endums and petition/remon-strances are required.

Indiana ASBO has been watch-ing 199 Senate and House bills during the first half of the session. 86 of those bills had committee hearings and 74 are moving to the second house. IASBO will con-tinue to work on and monitor these bills. Stay tuned because a lot can happen between now and the end of April.

In the spring of 2014, the Indiana General Assembly passed House Enrolled Act 1196 and Governor Mike Pence signed it into law, effective June 30, 2014. This Construction Manager as Constructor (CMc) legislation authorized a building methodology that was previously unavailable to public entities. Purdue University led the effort, along with a host of other interested parties within the construction industry, to expand Indiana’s options for delivering public construction projects. The legislation was passed with the condition it first be used by higher education until July 1, 2017, and then be available to all public agencies after June 30, 2017. The CMc delivery method has been around for years and has been used effectively in virtually every other state. Indiana’s private sector has successfully used a variation of the method for many years. Since the June 30, 2014 adoption, CMc has been used successfully for important pilot projects by state universities, such as the Simon Skjodt Assembly Hall renovation at Indiana University, the Worthen Arena expansion at Ball State University, and the new Honors College at Purdue University. The CMc legislation provides public entities with the following benefits for their public construction projects:

Fosters early coordination between design professionals and construction companies, which provides an accelerated schedule and a more collaborative environment with less potential for conflict, change orders, and disputes. This can result in a lower total project cost, delivered in a timelier fashion.

Offers another proven and responsible project delivery method option for public agencies to consider.

Offers a more streamlined construction manager selection process and public bidding procedure.

Provides more transparency. Allows more contractors to participate in the public bidding process (including MBE, WBE,

DBE and VBE firms). Makes the private sector’s preferred building method available to the public sector, with

appropriate protections. Allows public entities at all levels to benefit from the professional expertise of the CMc to

deliver a public project on time and on budget, with fewer complications. Offers school personnel and boards another project delivery method that provides

interaction with the architect as their agent. LEAD SAMPLING PROGRAM FOR INDIANA’S PUBLIC SCHOOLS IASBO and IAPSS have been working with the Indiana Finance Authority regarding a voluntary Lead Sampling Program for Indiana’s Public Schools. Letters have been sent to all superintendents on this issue. The press release from the Indiana Finance Authority is listed below. IASBO and IAPSS thanks the IFA for including us in the discussion on this free program.

State Launches voluntary Water-Sampling Program for hoosier Public Schools

INDIANAPOLIS (Feb. 23, 2017) – The Indiana Finance Authority (IFA), as part of its environmental programs division, officially launched its lead sampling program today, offering drinking water sampling to all Indiana public school districts. “This voluntary program is part of the State’s comprehensive efforts to ensure the availability of safe drinking water,” said Jim McGoff, director of environmental programs with the IFA. “The sampling program is free to participating Indiana public schools and will test water source fixtures in a variety of school district facilities.” Those water sources include drinking water fountains, ice machines, food-preparation sinks, and other fixtures that provide water for human consumption. Water testing will follow all State and federal guidelines. While satisfactory samples are expected at schools around the state, officials have a plan to assist in cases where lead levels are elevated. “Schools have access to funding options via the IFA’s State Revolving Fund loan programs to address immediate needs,” said McGoff. “If a sample test reveals elevated lead levels, the IFA and Indiana Department of Environmental Management will work with the school district to map out next steps to address the situation.” The State Revolving Fund loan programs provide low-interest loans to Indiana communities for projects that improve wastewater and drinking water infrastructure. To participate in the lead sampling program, Indiana public school districts must complete a questionnaire that enables IFA to prioritize the extent of sampling needed in each school district. The IFA will roll out information sessions with participating public school districts in the coming months.
