New Applications Application for a Site Plan Amendment - 410 Toronto Street, Newcastle

Tyler Smith has submitted a site plan amendment for an industrial property located at 410 Toronto Street, south of Highway 401 in Newcastle. 9756752 CANADA INC. has submitted a Site Plan application to permit new 2 storey 2,383 square meter Cannabis Production facility, with office space, parking and area for future expansions. The future expansions on the site include a second building.

The total floor area of all the buildings and phases is 12,257 square meters. The site is currently vacant.

Recent Approvals Common Elements Condominium Approval and Registration

File Number: C-C2018-0009 Address: Aldridge Lane, Newcastle, off Donald Powell Crescent

Lindvest Properties (Clarington) Ltd. has received approval and registered a common elements condominium plan in Newcastle. The physical design of the 37 townhouse units and the space around them was approved on May 29, 2018 through a site plan application (SPA2016-0017).

The application for the condominium deals with the tenure for the shared components of the site. The shared components of the site include:

• the private laneway (Aldridge Lane), which would provide vehicle access to each unit

• ten surface parking spaces for visitor parking

• a walkway which connects pedestrians from Donald Powell Crescent to King Avenue

• other common elements, such as landscaping, a community mail box and a metre room.

An easement was obtained (in favour of the Municipality) over the pedestrian connection from Aldridge Lane to King Avenue. This will allow the broader public to use the pedestrian connection to King Avenue, including the public transit stop along King Avenue.

MODO South – Kaitlin is Site Plan Approved in the Bowmanville West Urban Centre

File Number: SPA2016-0030 Address: South East Corner of Green Road and Clarington Boulevard, Bowmanville

On November 18, 2019, the Director of Planning Services and the Director of Engineering Services approved a site plan for a medium density townhouse block that will eventually have condominium tenure.

A total of 105 units will be built including 42 dual frontage units (with rear lane access) and 63 back-to-back townhouse units. The site will also have its own amenity space with a play feature.

Project UpdateNeighbourhood Character Study

The Bowmanville Neighbourhood Character Study has entered its final project phase with the following schedule for completion:

Wednesday, December 4, 2019 Neighbourhood Character Study Recommendation Report released for public review and comment

Monday, January 13, 2020 Study Presentation and Public Meeting on Proposed Zoning By-law/Official Plan Amendments

Monday, February 3, 2020* Final recommendation to Council * Date subject to change pending results of the Public Meeting on January 13, 2020.

The Neighbourhood Character Study is focused on three established residential areas in Bowmanville, while providing direction on development in other established areas within Clarington. View study area map (PDF)

To ensure incompatible development did not move ahead before the completion of the Study and a Zoning By-law amendment to implement the Study recommendations, Council passed Interim Control By-law 2018-083 to restrict the use of land within the Study Area. Once the proposed Zoning By-law Amendment is adopted by Council, Interim Control By-law will be repealed.

Secondary Plans Update Energy Park Secondary Plan & Courtice Waterfront Public Information Centre The Energy Park is currently home to the Darlington Energy Complex and the Durham York Energy Centre. The recent announcement by OPG to relocate their headquarters to Courtice will bring over 2,000 jobs to this area. This move will spur the growth of an energy cluster to attract additional jobs to this area.

Combined with the employment growth in the Energy Park the Municipality will also create a premium Municipal park along the Courtice waterfront. In addition to the waterfront park this project will explore other uses such as tourism and residential.

Join us at the Public Information Centre to share your ideas about the future of the Energy Park and the Courtice Waterfront.

North Village Secondary Plan Public Information Centre #1 On November 21, the Planning Services Department hosted the first Public Information Centre for the North Village Secondary Plan. Over 40 people came out for this kick-off event and to share their ideas. Neighbours were interested to understand the scope of the area being reviewed and discuss the types of changes that it would bring to Newcastle.

This Secondary Plan will provide the framework for the future development of the north part of the North Village neighbourhood. Previous approvals have already been given for the south part of the neighbourhood along the CP rail line.

A key component of this project will be the realignment of Regional Road 17 (North Street) to move the intersection with Concession Road 3 further east and away from Highway 35/115.

The final deliverables of this project are a Secondary Plan and Zoning By-law that conform to and implement the Clarington Official Plan. This study will be carried out in accordance with the Planning Act and Municipal Class Environmental Assessment Process (MCEA) under the Environmental Assessment Act. The result will be a sustainable and vibrant neighbourhood that complements the existing neighbourhoods in Newcastle.
