Introduction This guidance applies to National Vocational Qualifications (NVQ) that fall in scope of the Extraordinary Regulatory Framework (ERF). The primary purpose of regulated NVQs is either progression to further or higher education or progression to employment.

VTCT’s overarching aims are aligned with the Extraordinary Regulatory Framework (ERF) and its key principles “to let awarding organisations deliver results using approaches that would not be allowed in ordinary circumstances” (Ofqual, April 2020). For more information in regards to Ofqual guidelines please follow the link: https://www.gov.uk/government/organisations/ofqual.

In line with the regulatory guidance, these mitigation approaches only apply to learners who were scheduled to complete their qualifications this summer. For learners out of scope of the ERF please continue to offer remote and blended learning where viable, supporting learners to prepare for their assessments once government guidance allows them to return to their centres.

Qualifications, Scope and Approaches

Assessments for all vocational and technical qualifications which meet the following criteria are covered by the direction from the Secretary of State and by the new temporary regulations – our Extraordinary Regulatory Framework – which we are proposing to put in place so that as many learners as possible can receive results this summer.

• Qualifications where the primary focus is progression to HE/FE • Qualifications where their primary use is licence to practise or occupational competence • Qualifications where there is a dual-mixed purpose (progression and licence to practise).

Adaptation Approach The separate qualification pages below outline the specific requirements and adaptations for each qualification and unit.

The overarching approach is to:

• Recognise those learners who are competent and support progression for next year whether this be into industry and or education, so that they are not disadvantaged by the current situation

• Neither advantage nor disadvantage learners • Ensure learners are safe to practise within the industry • Complete 100% of assessment criteria. All skills, knowledge and ranges in all units must be covered • Simulation is not permitted • Each unit must be observed a minimum of once - some units will require more due to increased skill or

safety considerations with the unit • All remaining areas of the range not covered by the practical observations must be covered by an adaptation • All remaining theory must be covered by an adaptation

Adaptation Permitted for NVQs

The following types of adaptations are permitted:

• Projects • Observed work • Witness statements • Audio-visual media • RPL • Written questions • Oral questions • QA sessions • Assignments • Case studies • Professional discussion

Observation – The number of required observations for assessment has been reduced and varies from unit to unit. The number will depend on the skill or safety considerations within the unit. Simulation is not allowed for NVQs. Outstanding ranges can be cross-referenced to other evidence generated by the learner, e.g. formative assessment and/or oral questioning or professional discussion.

Essential Knowledge – 100% of the Knowledge must be covered by the learner; outstanding knowledge can be covered through oral questions, professional discussion, assignments, projects and written questions.


End of Unit Tests – Remote invigilation is not available. An adaptation to the mode of assessment must be made through, for example, use of oral questioning, written questions, assignments and projects – these are all permitted.

Professional Discussion/Oral Questioning and QA session – professional discussion can be used to cover outstanding theory and ranges. An assessor who is occupationally competent must carry out this activity in a way that validates that the responses are the candidates’ own. Documentation linking evidence to the assessment criteria must be completed.

Assessors have an understanding of their learners’ progression and achievement and must consider every learner individually and draw from a range of evidence to help develop an accurate picture of the learner’s current achievement. To mitigate the risk of teacher bias, VTCT recommends that course teams (rather than individual assessors) should make assessment decisions concerning the sufficiency and reliability of learners’ evidence and adaptations. Both the Head of Centre and Lead IQA must be confident that there is sufficient evidence to demonstrate that learners have reached 100% of the qualification’s learning aims and assessment criteria. The Head of Centre’s witness statement will form part of VTCT’s remote visit sampling.

Consistent Approach

Adaptations may vary from learner to learner, from qualification to qualification and from centre to centre. There are many variables including the centre’s delivery model, assessment schedule, individual achievement and attendance and prior attainment. VTCT recognises that adaptations may not be possible for some learners where there are outstanding components of their qualification. VTCT acknowledges that not all learners will be able to achieve competence and might need additional teaching and assessments.

Reliability and Validity

We will expect centres to ensure that all necessary steps are taken to minimise risks, with regard to the qualification’s reliability and validity. We have a responsibility to ensure learners progress into industry with the necessary skills and competencies.


Beauty, Spa and Nails NVQs Frameworks

3. Simulation is not allowed for any performance evidence with this unit.

4. You may collect the evidence for the unit through work in a private sector salon, a not-for-profit salon or a public service salon.

5. You must provide evidence that shows you have done this over a sufficient period of time with different clients on different occasions for your assessor to be confident that you are competent.

6. You must provide evidence that the additional services or products offered include: • use of services or products that are new to your client • additional use of services or products that your client has

4. Assessment and Internal Quality Assurance Assessors are responsible and accountable for:

• managing the assessment system • forming assessment planning to make and record assessment decisions • assessing evidence of learner competence against qualification criteria • ensuring learner evidence is valid • ensuring evidence is authentic and sufficient • maintaining accurate and verifiable assessment and achievement records

During Covid-19, there needs to be “sufficiently robust means of quality assurance”. Both the assessor and IQA must consider the sources and whether the evidence available with regard to adaptations is trustworthy. IQAs are responsible for sampling assessment decisions and need to take sufficient samples to satisfy the quality assurance of assessment decisions during this period. VTCT does not prescribe the number of learners or percentage that must be sampled by the IQA, but it offers the following guidance for centres.

In relation to adaptation, the centre’s IQA sampling must consider the points below.

• Sampling assessors’ decisions with regard to adaptions • In order to support the adaptation process where a qualification is being delivered for the first time, the

level of sampling should be increased • Sample above and below the adaptation threshold • Increase the level of sampling for new and unqualified assessors • Certificate claims must be supported by the Head of Centre and Lead IQA declaration • Sampling must ensure adaptations are proportional and minimise assessor bias

During this period, the EQA will:

• Remotely sample using the Covid-19 Quality Assurance Notification Form and will require access to assessment records to satisfy themselves that all learner adaptations are proportional and have been appropriately assessed and internally quality assured

• The EQA will sample the evidence to support learner adaptations using: ̵ assessment decisions of assessors ̵ attendance records ̵ assessment evidence ̵ adaptation records ̵ assessment locations ̵ adaptations with regard to learners at different stages of their award ̵ internal quality assurance decisions of IQAs in support of adaptations ̵ internal quality assurance records pre and post covid-19

Witness Statements

Witness Statement Form

A witness statement is used to provide a written record of learner performance against VTCT learning outcomes and assessment criteria. Someone other than the assessor of the qualification may complete it. This may be an assessor of a different qualification or unit, a work placement supervisor, a technician, a learning resources manager or anyone else who has witnessed the performance of the learner against given assessment criteria. It can be someone who does not have direct knowledge of the qualification, unit or evidence requirements as a whole, but who is able to make a judgement about the performance of the learner in the given situation. The quality of a witness statement enables the assessor to judge the standard and validity of performance against the learning outcomes and assessment criteria.

A witness statement is a source of evidence and does not confer an assessment decision. The assessor must:
