PHOTO: BERNARD JORDAAN First wind farm tower ANNETTE THERON AND HEDDA MITTNER T he first tower at the Klip-Heu- vel wind farm in Caledon went up last week and is visi- ble from Houw Hoek Pass on a clear day. The turbine, which stands 95 m tall, is one of nine cur- rently being erected at Klip-Heuv- el. These gigantic wind turbines may soon become a familiar sight as Klip- Heuvel is not the only wind farm de- velopment proposed for the area. Re- newable Energy Systems Southern Africa (RES SA), a renewable energy project developer based in Cape Town, is proposing to establish a wind farm about 30 km southeast of Hermanus near Stanford. The Walker Bay Wind Energy Fa- cility will consist of a cluster of up to 11 wind turbines to be constructed on the Groot Vlei farm over an area of about 9 km. According to the Background In- formation Document (BID) on the proposal, the turbines proposed for this project will have a hub height of 80 to 120 m and an estimated capacity ranging from 1,8 to 3MW. The project is expected to connect to the Stanford substation, located about 10 km from the site. Jo-Anne Thomas of Savannah En- vironmental, the independent con- sultant appointed by RES SA to un- dertake the Environmental Impact Assessment (EIA) process, con- firmed that the final EIA Scoping Re- port was approved by the Depart- ment of Environmental Affairs (DEA) in February 2012. Thomas said that specialist studies for the EIA re- port are still under way and she could not confirm how long these would take. The BID states that construction of the wind farm is estimated to begin in 2014 and the farm should be up and running 12 months later. However, when Hermanus Times contacted the development director at RES SA, Duncan Ayling, who heads up the Walker Bay project, he said the project is being reconsidered due to the fact that the area is particularly environmentally sensitive. “The fact that the project has been proposed does not mean that it will necessarily go ahead,” he said. “The reports from the environmental specialists indi- cate that the area might not be suita- ble for such a large project. If it were to progress it would mean changing the size and nature of the project and we’ll have to start again at the begin- ning. We would of course like to go ahead as we believe in the project, but we are responsible developers.” Five proposals are known to be on the table for the Overberg area: the proposal at Stanford; the Klip-Heuvel wind farm at Caledon that is current- ly under construction; a six-turbine wind farm to be known as Dassiefon- tein; a 31-turbine installation across three farms by Caledon Wind; and then the Langhoogte development at Bot River, the largest of all, with 44 turbines. The Langlaagte proposal has not been warmly received by all resi- dents. Residents have expressed con- cern about the possible detrimental effect of the turbines on tourism, property values, bird life and the aes- thetic appeal of the area. Their objec- tions include noise pollution, the “shadow flicker” (a continuous shad- ow cast by the rotating blades) and the 132 Kv overhead power lines that will need to be put up.     vel wind farm in Caledon

    went up last week and is visi-

    ble from Houw Hoek Pass on a

    clear day. The turbine, which

    stands95mtall, isoneofninecur-

    rentlybeingerectedatKlip-Heuv-

    el.

    These gigantic wind turbinesmay

    soonbecomea familiar sight asKlip-

    Heuvel is not the only wind farm de-

    velopment proposed for the area. Re-

    newable Energy Systems Southern

    Suspectarrested for

    attack,not formurder

    TheHermanuspolicehasapologisedafter

    incorrect information was provided and

    published in an article in the Hermanus

    Times lastweek(Manarrestedaftermur-

    der of woman).

    The article stated that a suspect had been

    arrested in connection with 85-year-old No-

    reen van der Walts murder.

    The correct fact is that the suspect was ar-

    rested, but not in connection with Van der

    Waltsmurder, but for the attack on a 73-year

    old woman on Friday 13 September in East-

    cliff.

    Thewoman had been hit over the head and

    in the face several times with an unknown

    object before the intruder fled the scene with

    her handbag, containing her wallet, identity

    document and several other personal belong-

    ings.

    Shewas transferred to a hospital in Somer-

    setWest inaserious,butstablecondition.She

    is still recovering in hospital at present.

    The 40-year-old suspect from Zwelihle ap-

    peared in the Hermanus Magistrates Court

    and will be sent for psychiatric evaluation to

    determine whether or not he is mentally dis-

    turbed, after which a decision will be made

    on whether or not he is fit to stand trial.

    The police is still investigating Van der

    Walts murder and no arrests have been

    made.

    In a statement, Lieutenant Fadila Septem-

    ber, spokesperson for the Hermanus police,

    says there had been a miscommunication

    thatcausedconfusionregarding the twocas-

    es. This office would like to state that the

    40-year-oldsuspectwasarrested for thehouse

    robbery and attack that occurred in East-

    cliff.

    thought it might be relevant, but after con-

    Car thief sent to jail for five years

    A26-year-oldmanwassentenced to fiveyears

    in prison after hewas found guilty of stealing

    a car.

    Itumeleng Thapela was sentenced on 19

    September in the Hermanus Magistrates

    Court for the theft committed in December

    last year.

    Theownerof thecarhadparkedhisvehicle

    and gone to bed. He discovered the theft the

    following morning.

    Thapelawasdeclaredunfit topossessa fire-

    arm.

    Colonel Nomana Adonis, the Hermanus

    SAPS station commander, congratulated the

    investigating officer, Constable Nosipho Xo-

    tyeni, on a very good investigation.

    Scarlet, then and now

    InMay theHermanus Times published an ar-

    ticle on one-year-old Scarlet who was confis-

    cated by theHermanusAnimalWelfare Soci-

    ety (HAWS) after they received complaints

    about abuse and malnutrition.

    InJune,while in thecareofHAWS,shewas

    thriving. Volunteer animal whisperer and

    trainer, Naomi, and HAWS staff helped her

    to get over her ordeal.

    Shortly after she became strong she was

    adopted by a loving family and today, the past

    no longer haunts her and her future looks

    brighterwith lots of love fromhernew family.

    Scarlet in May this year, neglected and

    abused.

    Now, a few months later, in her new home.

    She is very happy with her new family who

    love her to bits.

    Wind farm should be running by end of January

    The Langhoogte proposal at Bot River has

    been approved by the Department of Energy

    Affairs,butseveralcommunitymembersand

    organisationshavesubmittedawrittenletter

    of appeal against this approval. The deadline

    for appeal was 4 October.

    Klip-Heuvel is the only wind farm in the

    Overberg to get out of the starting blocks so

    far. The components for eight of the nine tur-

    bine components have been delivered, with

    the last set due for delivery by the end of this

    week.

    Cold commissioning and primary equip-

    ment testingwill beginon theEskomsub-sta-

    tion next week.

    At the very latest, the wind farm should

    be fullyoperational andcompletedby theend

    ofJanuary,saysGeraldFrancis,sitemanag-

    er of Biotherm, the company developing the

    wind farm at Klip-Heuvel.

    AccordingtoFrancis, theamountofenergy

    that will be fed into the national grid is wind

    dependent, but based on recent wind trends,

    the turbines should be quite capable of pro-

    ducing between 15 and 27 MW.

    This equates to between 2 500 and 3 000

    homes being provided with electricity from

    the wind farm.

    The sixth-generation farmers of Klip-Heu-

    vel, brothers Pieter andMariusBeukes,with

    their father Izak, said the project is progress-

    ing well.

    Marius said theywould embark upon such

    a project again because wind farms are ad-

    vantageous to the environment and also for

    the community, as the community trust will

    be ploughing funds back into the community

    within a 50 km radius of the farm.

    At this stage its not clear what will be

    done for the community, butBiothermwants

    to bring about positive change.He said once

    thewind farm isupand running, the commu-

    nity trust will also be established.

    Opportunities forbusinesses

    Businesses could benefit from

    the incentivesofferedby theDe-

    partment of Trade and Industry

    (DTI). This was said by themin-

    ister of the department, Dr Rob

    Davies, who recently addressed

    the Hermanus Business Cham-

    beranddelegatesat aneventor-

    ganised by the chamber at the

    Whale Coast Hotel.

    Davies focusedon the incentives

    via intervention fromtheDTI, say-

    ing the incentives must result in

    sustainable economic activity and

    address clearly identified market

    failure/growth opportunity.

    Some of the incentives applica-

    ble to the Overstrand are in the

    fields of aquaculture, film and TV

    production and business incuba-

    tor programmes.

    In the Western Cape, the focus

    is on aquaculture development

    and enhancement and the DTI is

    spending R129 million on four

    projects, while a further five are

    under consideration.

    Davies was very interested in

    the wave energy project of Aba-

    gold. This is an innovative project

    for harnessing alternative energy

    right here in Hermanus.

    According to Dr Pierre Hugo,

    who is heading this project, it is

    particularly suited to the topogra-

    phy of the cliff face at theNewHar-

    bour.

    Theinstallationwillhavemini-

    mal visual impact as the sloped

    wallwillbe lowerthantheharbour

    wall and will take on the colour of

    the cliffs behind it. It will not be

    visible from land and hardly visi-

    ble from the sea, says Hugo.

    However, Abagold is looking for

    funding, since it will cost approxi-

    mately R17 million.

    Grants are also available to SA

    entities involvedinfishhatcheries

    and fish farms (primary aquacul-

    ture),processingandpreservingof

    aquaculture fish (secondary aqua-

    culture), and service activities to

    operators of hatcheries and fish

    farms (ancillary aquaculture).

    Grants of 20% to 45%are available

    for investment in land, buildings,

    machinery and equipment, aswell

    as commercial vehicles, work

    boats and bulk infrastructure.

    Davies said the DTI is currently

    spending most of its budget on

    growingthe filmindustry tocreate

    jobs and transfer skills.

    The DTI encourages private sec-

    tor partnership with government

    to support incubators to develop

    and nurture SMMEs (Small,Medi-

    oum and Micro Enterprises) into

    sustainable enterprises.

    Registered South African legal

    entities can apply, as well as regis-

    tered higher education or further

    education institutions in partner-

    ship with the private sector, and

    licensed and/or registered science

    councils in partnership with the

    private sector.

    TheDTIoffers 50:50 cost-sharing

    support for large private sector in-

    vestors; 60:40 cost-sharing support

    forSMMEscappedatamaximum

    of R10 million per financial year

    over a three-year period.

    Three days of water spillage

    Several residents of Volklip and

    Kwaaiwater were furious when on

    Friday the water supply to their

    homes was cut off for most of the day

    without prior notice from the Over-

    strand Municipality.

    But besides being without water

    supply from 10:00 to 17:30 on Friday

    4 October, residents were even more

    concerned about the thousands of li-

    tres of water spouting from outlets in

    Reservoir Road continuously since

    Wednesday.

    Its been running for over three

    days, 24 hours a day, aVolklip resi-

    dent said. Tens of thousands of litres

    of water is wasted that we pay for

    and it just continues unabated.

    The municipality managed to stop

    one of the outlets on Friday midmor-

    ning.

    Area manager Don Kearney ex-

    plainedthatavalveonthemainwater

    supply to the Volklip reservoir

    leaked and they had difficulty drain-

    ing the pipe to replace the valve.

    Apart from this problem, two oth-

    erwater pipes broke in the same area

    and had to be fixed, otherwise more

    residents would have been without

    water.

    One resident says an SMS from the

    Overstrand Municipality informing

    residents of what was going on, was

    only sent on Friday at 13:15, three

    days after the problem started.

    The SMS read: Water supply to

    Volklip and Kwaaiwater is current-

    ly interrupted due to emergency re-

    pairs tothemainwatersupply.Envis-

    aged completion by 16:00. Our apolo-

    gies.

    The pipe was repaired on Friday at

    around 17:30, but the water was ap-

    parently dark brown for a few hours

    thereafter and unsuitable for con-

    sumption.

    Kearney apologises for not letting

    residentsknowingood time that they

    will be without water for most of the

    day.

    It was an oversight on our side as

    normally our pro-active approach in

    letting the public know ahead of time

    has a positive impact.

    He further explained that the plans

    they have for the area concerned are

    outdated and some of the pipes were

    movedwhenthegolfcoursewasbuilt.

    Itwas therefore unclearwhere all the

    valves are situated.

    Water is a precious commodity

    and we should treat it that way.

    Verteenwoordigers van die AGS Kerk, Hel-

    pende Hand, Badisa, Kindersorg, Sendeling

    Zwelihle, Hermanus Staan Saam, NG Kerk,

    Onrusrivier en Rotary Anns het die vergade-

    ring bygewoon en melding gemaak van die

    projekte waarby hulle betrokke is.

    Die doel van die vergadering, wat voortaan

    op n maandelikse basis gehou gaan word, is

    om vas te stel watter hulpbronne beskikbaar

    is en hoe behoeftige mense in en om Herma-

    nus gehelp en bemagtig kan word.

    Hestelwerk aan die Sandbaai-par-

    kie was reeds gedoen toe die SMS-

    klagte indieHermanusTimesverle-

    de week verskyn het.

    Die klagte was aan die Over-

    strand-munisipaliteit gerig oor die

    haglike toestand van die parkie in

    Sandbaai.

    Die parkie loop gedurig deur on-

    der vandalisme. Daar word beweer

    dat dit kinders is wat die speel-ap-

    parate so verniel.

    Volgens Richard Scholtz, Over-

    strand-munisipaliteit se superin-

    tendent: parke, was alles stukkend.

    Die klimraam was gebreek, die

    sokkerpale was uitgetrek en die

    swaai was beskadig tot die wip-

    plank ook.

    Alles is egter nou herstel.

    Don Kearney, Hermanus se ge-

    biedsbestuurder, stel voor dat

    Sandbaai se inwoners soos in die

    geval van Onrus se speelparkie

    eienaarskap neem van hul par-

    kie.

    Diemunisipaliteit sal natuurlik

    steeds helpmet die aankoop en her-

    stel van duurder items, maar as die

    inwoners kanhelpmet instandhou-

    ding en die verfraaiing van die par-

    kie, sal dit fantasties wees.

    By verdere navraag het Elzette

    Nell, raadslid van Onrus (wyk 13),

    bevestig dat Onrus en Vermont se

    belastingbetalersvereniging n

    groot rol speel om hul parkies in

    stand te hou.

    Daar kan ook uit die wykskomi-

    tees geld begroot word vir die in-

    standhouding van parke en aan-

    koop van apparaat, s sy.

    Gemeenskapsbetrokkenheid kan

    nie genoeg beklemtoon word nie.

    Met die hulp van elke inwoner kan

    ons Hermanus n veel beter plek

    maak om in te woon, s Kearney.

    Die parkie in Sandbaai is on

    langs deur die munisipaliteit op

    geknap nadat dit beskadig is.

    WINE LOVERS GET TOGETHER: The Winederous Wine

    Club of the Hermanus Times was hosted by Paul Cluver Wines

    at Oskars Delicatessen last Thursday evening. This 2 000 ha

    estate in the Elgin Valley, which has been in the Cluver family

    since 1896, produces awardwinning coolclimate wines that

    include Sauvignon blanc, Chardonnay, Pinot Noir, Weisser

    Riesling and Gewrztraminer. Guests were treated to six dif

    ferent Paul Cluver wines that were accompanied by a three

    course meal, and posed for this photo afterwards in Oskars

    Bona Dea Estate in Hemel-

    en-Aarde Valley has joined

    the generous individuals

    and businesses in Her-

    manus that are pulling to-

    gether to raise the funds

    needed toupgrade the secu-

    rity at Camphill School.

    As the schools neighbour,

    this luxury estate and func-

    tion venue will be hosting the

    Bona Dea charity fund-rais-

    ing ball on 2 November. The

    eventwill include finedining,

    dancing and the auction of

    luxury items that include a

    young race horse and a holi-

    day on theGreek island, Skia-

    thos.

    The co-owners of BonaDea,

    Robert and Diddi Johnson,

    are responding to the urgent

    need at Camphill for security

    upgrades that include fencing

    an unprotected area of about

    500 m and gated access to the

    premises. Camphill houses

    children and adults who are

    mentallychallengedandtheir

    safety has been compromised

    byaspateofburglariesandat-

    tempted burglaries in recent

    months.

    The Bona Dea charity ball

    is rapidly gaining momen-

    tum, says Diddi. Our

    friends, suppliers and busi-

    ness contacts are rallying to-

    gether to help raise a serious

    amount of cash for Camphill.

    Donations tax certificates are

    in place for sponsors and do-

    nors fromR5 000 invalue, and

    we are extremely grateful for

    the generous sponsorships

    that are streaming in.

    Hamilton Russell Vine-

    yards have come on board by

    sponsoring the wine for the

    evening to the amount of

    about R35 000, and Anthony

    Hamilton Russell will be our

    MC for the event. Other wine

    producers in the area have al-

    so agreed to sponsor prizes

    and auction items.

    The four-course fine dining

    menu has been designed by

    Zest catering, who will be do-

    nating the cost of their labour

    and the profits to this worthy

    cause. Even the mayor,

    Nicolette Botha-Guthrie, has

    purchased her own ticket for

    the event.

    We are very proud to say

    that only two tickets will be

    given away to the Camphill

    School headmaster, says

    Diddi. Everyone else is pay-

    ing for their own tickets, even

    the donors, sponsors and con-

    tributors.

    The event will start at 18:00

    on Saturday 2 November, so

    that guests can enjoy the

    champagne, canaps, music

    andsunsetviews.Theauction

    willbeconductedbyAdekand

    overseen by Juan Pieterse

    from BNP Accounting, who

    will also be administering the

    funds. The lucky draws and

    the auctionwill start after the

    main course, followed by des-

    sert andcoffee.Thereafter the

    spacious checkered dance

    floorwill be open for dancing.

    And to replenish the guests, a

    midnight snack will be pro-

    vided.

    The event can accommo-

    date about 150 people and the

    tickets are R1 000 per person.

    each. The dress code is formal

    in colors of black or white or

    a combination thereof.

    hosted their annual fund-raising

    Wine and Art auction on Sunday

    6 October at La Vierge in the

    Hemel and Aarde Valley.

    The event was well attended by

    Truter from Beyerskloof Wine Es-

    tate acted as auctioneer. His sense

    of humour and knowledge of wine

    assured top prices achieved for the

    49 lots. Proceeds will go to many of

    the charities and service projects

    that rely on Rotary for support.

    With the 9-turbine wind farm at Klip-

    Heuvel near Caledon now under con-

    struction, the possibility of similar

    wind energy facilities even closer to

    home has become a reality.

    Klip-Heuvel is only the first of five

    proposals to get out of the starting

    blocks.

    AfurtherthreeproposalsintheCale-

    don/BotRiver area andone nearStan-

    ford are also on the cards.

    It is time for residents of this scenic

    and environmentally sensitive area to

    confront the question: Is this what we

    want?

    Many communities are divided in

    their opinion some believe that the

    wind farms will have a detrimental ef-

    fect on the environment, specifically

    bykillingbirdsinlargenumbers,caus-

    ing noise pollution and necessitating

    unsightly transmission power lines.

    Others believe that the environmen-

    tal impact will be minimal compared

    to that of traditional energy sources as

    wind farms consume no fuel and emit

    no air pollution.

    Whatever your feelings, this is the

    time to get involved. Start by reading

    up about wind farms, gathering infor-

    mationandasking the right questions.

    Once these proposals have been ap-

    proved, it may be too late to have your

    voice heard.

    Kleinmond kids need

    transport to school

    Parents have children who have nowhere to

    gotoschool inKleinmond,andthereforethese

    children have to go to school in Hermanus

    (Laerskool Hermanus). However, the cost to

    get these children to school every day is exor-

    bitant. It is vitally important that the DA cre-

    ate a bus system to Hermanus for

    these children.

    It is a government law and the right of all

    children to have education. Please DA, make

    a way for our children to get education and

    nothave touse their foodmoney for transport

    to get them to school. Parents are sodesperate

    it is either hungry children or uneducated

    children.Whatmustparentsdo? Pleasemake

    urgent and immediate decisions regarding

    our childrens future education.

    This is a long-term problem that has not

    been resolved. We love and trust the DA, but

    we need you to get to grass-root levels and

    solve these problems urgently. In the mean-

    time, parents please get together so we can

    arrange lift clubs to schools and back from

    Kleinmond to Hermanus, until the DA is able

    to get this very urgent problem sorted.

    Please reconsider the Fynbos glips

    After the recently published article about

    the stormy meeting between the Fynbos

    Park committee and the management

    team of the municipality about the refuse

    removal, please allow me to shed some

    light on the origins of Fynbos Park.

    It was started by one of the greatestmen

    thatever lived inHermanus, theReverend

    Claude Mitchell.

    During the late 80s and 90s, Sofca (Socie-

    ty for the care of the aged) was founded

    by Rev. Mitchell after elderly people were

    found in total neglect, bedridden, sickly

    and hungry.

    I was very fortunate and blessed to be

    one of his assistants. In one case we found

    an elderly couple in a back room in Long

    Street, living with rats and sharing their

    meagre supply of food.

    He then rented some houses and we

    turned them into frail care centres with

    the help of some wonderful people in Her-

    manusand theOverbergwhodonated and

    raised money.

    They also did voluntary work to keep

    this going, but it had its problems.

    Then sitting in his office one day, he

    told us that we must build a centre of our

    own with accommodation and a frail care

    centre in Hermanus to look after our frail

    and elderly.

    When I asked him where we would get

    the funds to do that, he looked at me and

    said that we had the greatest partner any-

    onecanhave.Whileholdinghisarmabove

    his head and pointing upwards, he said:

    We must trust in God.

    The next stage was that he acquired the

    property, Fynbos Park was built and for

    every unit sold, a certain amount went to

    what is today a 65-bed frail care centre.

    The owners and tenants were offered

    subsidised meals and in-house frail care.

    Claude Mitchell died the day after Sofca

    was officially opened. Mission completed.

    Taking the above into consideration I

    cannot understand how on earth anyone

    can with the stroke of a pen increase the

    fees tenfold while we are all struggling to

    keep head above water with increased

    rates, electricity and now refuse removal.

    I am at present the chairman of a small

    50-unit development and I know for a fact

    that there are some elderly couples living

    on below R4 000 per month, so that R140

    per month means cutting down even fur-

    ther on a desperate struggle for survival.

    Please reconsider this increase which I

    am sure was a glips and assist in helping

    the people on the ground.

    We all make mistakes and we will for-

    give you for yours.

    Why is municipality

    targeting the elderly?

    With reference to the front page article Wie

    mislei vir wie? (HT 03/10/13): This article is

    biased and not the truth. First of all, it does

    not mention anywhere that Fynbos Park is

    in fact anold age retirement village. The resi-

    dents, apart from 3% (55 to 64) are between

    65 and heading towards 100 years. Therefore

    it is utterly false that they couldhave become

    oproerig (indicating revolt, insurrection

    and rioting)!

    The ladywhoquestionedthequalifications

    of the municipal manager did not storm out

    of the room (uit die vertrek gestorm). She

    gathered her belongings and left at a normal

    pace, with her head held high. The other six

    or seven people who left before the meeting

    ended also did not behave badly.

    Now, one wonders why this bias in favour

    of themunicipality. Itwas noticed by us old-

    ies that the journalist arrived with Madam

    Mayors entourage. The obvious message of

    this article is to try and turn the people in

    free-standing houses against all the people

    who have for years been cheating by only

    paying forrefuseunder thesectional titleact.

    What it does not say is that there are anawful

    lot of houses unoccupied for most of the year

    and that they too have to pay refuse charges

    per month, without there being any refuse

    to collect. Is this not onbillik (unfair) aswell?

    Money for jam!Thepeoplewhoownsecond

    or third houses probably do not notice the

    R140 charge. The townships, I believe, do not

    pay R140 per month for refuse removal but

    the retirement villages are expected to pay

    this.

    All right, lets look at what R20 720 per

    month to the municipality does to the econo-

    my of Hermanus. Thosemonths when all the

    houses are empty, the elderly help keep the

    businesses alive by perhaps stopping for tea

    and cake, occasionally buying a small gift for

    their grandchildren, having their hair cut,

    maybe buying a small treat for themselves

    or a friend, or even buying the Hermanus

    Times.

    Theywill nownotbeable todo thisbecause

    R140permonth, toapensioner, isa lotofmon-

    ey. R248 640 per year from only one retire-

    ment village! Do the maths, that is a lot of

    money no longer going into the businesses

    of Hermanus.

    So close down the restaurants, coffee

    shops, gift shops, the markets and clothes

    shops, etc, so thatHermanuswill become like

    another Brigadoon, only appearing

    through themists in themountains for eight

    weeks every year. I suggest your financial

    guru looks a bit further into the consequenc-

    es of targeting the old people living in the

    Overstrand.

    Finally, there are 148 units and the refuse

    is collected bypeoplewhoare paid byFynbos

    resident levies.Therefuse isplaced in19bins

    and collected by the municipality from one

    place. They do not have to drive around

    streets to 148 houses or send out men in ad-

    vance to gather the refuse of five or six hous-

    es at a time and place it in one spot for the

    truck to collect.

    It does not take a genius to understand that

    the service provided by the municipality to

    this sectional title building is not the same

    as provided to other properties.

    Piet se Klip must be declared a sanctuary

    In response to Ingo Schirmers letter Piet se

    Klip is open to everyone at all times (HT

    03/10/13), I would like to comment as follows:

    Itsmost unfortunate that after all these years

    Ingo Schirmer has still not realised why Im

    trying to have Piet se Klip declared a marine

    wildlife sanctuary.

    Perhaps he has a bone to pick with me for

    having asked him to get off Piet se Klip a few

    years ago. He just doesnt want to accept that

    its an important bird area, as well as a safe

    haven for other marine life.

    Unfortunately our environmental legisla-

    tion has been so complex that it has been very

    difficult to identify which government au-

    thority has jurisdiction, particularly in rela-

    tion to the coastal area.

    The Western Cape Provincial State of the

    Environment Outlook Report puts the prob-

    lem very nicely when it says one of the major

    challenges to proper management of the ma-

    rine and coastal environment is mandate pa-

    ralysis, due to the confusion over who has

    jurisdiction over what.

    What we often need to do to achieve protec-

    tion of areas of important biodiversity, is to

    help people understand the spirit and intent

    in proclaiming an area such as Piet se Klip

    a marine wildlife sanctuary.

    This spirit of stewardship requires patient

    education and encouragement of people to be-

    have in the same spirit of stewardship hav-

    ing consideration for other species in their

    natural environment.

    The legislation that is most relevant to the

    situation with Cape cormorants visiting Piet

    se Klip is the section of the National Environ-

    mentalBiodiversityAct that listsvulnerable

    species and related restricted activities.

    The Cape cormorant is listed as a vulnera-

    ble species and one of the restricted activities

    is disturbing or harassing them.

    If one looks at the intent,whenCape cormo-

    rants are roosting on Piet se Klip, people

    should not venture out there so that the birds

    will not be disturbed or harassed. The trick

    is how to educate people so that they will be-

    have this way voluntarily.

    We need to have interpretive signage in-

    forming people about the status of the Cape

    cormorant and other vulnerable species that

    can be seen from time to time on Piet se Klip,

    to encourage them to use these opportunities

    when birds are roosting there in large num-

    bers to observe and appreciate them, without

    disturbing them.

    Referring to the photos above, I ask this

    question: What would you rather see on Piet

    se Klip? All these birds were chased away by

    these over-zealous whale watchers. Could

    theynothavestayedoff thepointandincluded

    all the birds in their photos?

    Unless a whale breaches out the water, it

    looks like a piece of kelp, even from Piet se

    Klip. It makes absolutely no sense to got onto

    the point and chase all the cormorants away.

    Look around you: Piet se Klip is the only

    rocky point in Walker Bay that is white from

    bird guano, not something youwant to sit on.

    It isalso teemingwithbird lice,not something

    you want to have crawling all over you.

    This is their space,wemust learn to respect

    it!

    I have just read themost recent edi-

    tion of the Hermanus Times, of the

    two boys who jumped off Piet se

    Klip. This follows various other ar-

    ticles about visitors to our town

    finding themselves in dangerous

    situations along the cliff paths, e.g.

    theladywhofelldownnearTheMa-

    rinehotel and the teenagerwho fell

    to his death at the Old Harbour.

    I am tired of reading about how

    themunicipality and everyone else

    istoblameforpeopleandtheirinap-

    propriate actions, which put their

    own lives in jeopardy. I shudder to

    think of what structures need to be

    erected tomake our cliff paths safe.

    I must stress however, that I am

    not insensitive to loss of life and in-

    jury and am deeply saddened that

    anyone should carry sadmemories

    about Hermanus.

    Maybe a few signs should be

    erected along the cliff paths, warn-

    ing people that theywill be heavily

    fined (say R2 000), should they be

    caught or seen engaging in danger-

    ous behaviour along the cliff paths.

    But please, these signs should not

    beunduly enormous, like the Wel-

    come&Wamkilekile signs, which

    are an eyesore to our beautiful

    town.

    I have included a quote, as it is

    so relevant to our present genera-

    tion, who blames everyone else for

    theirownactions.Thisquoteisalso

    quite pertinent to the article about

    the 80-year-old Westcliff lady who

    died as a result of her injuries dur-

    ing a break in, but the 40-year-old

    perpetratorwillfirstreceivemental

    evaluation before judgement.

    While the lady is not even granted

    the right to be left alone and be safe

    in her own home, he has the right

    to every loophole possible.

    Common sense is dead.

    Todaywemourn the passing of a

    beloved old friend, Common sense,

    who had been with us for many

    years. No one knows for sure how

    old he was, since his birth records

    were long ago lost in bureaucratic

    tion or a sticky plaster to a student

    but could not inform the parent

    when a student became pregnant

    and wanted to have an abortion.

    Common sense lost thewill to live

    contraband;churchesbecamebusi-

    nesses; and criminals received bet-

    ter treatment than their victims.

    Common sense took a beating

    when you couldnt defend yourself

    againstaburglarinyourownhome

    and the burglar would sue you for

    assault.

    will to live after a woman failed to

    realise that a steaming cup of hot

    coffeewashot. She spilled a little in

    her lap and was promptly awarded

    a huge settlement.

    this in my personal capacity. It is

    purposely in both English and Afri-

    kaans which are the mediums that

    have been used in the letters which

    have appeared to date. I hope that

    the content is considered to be con-

    structive and reinforces a view.

    Omsulkewerke indie dorp tekan

    sien is iets om oor opgewonde te

    raak, nie om oor gal te braak nie.

    Dit is wonderlik hoe Ongetem

    mense laat nadink en meningsver-

    skille ontlok het. Baie van ons wat

    nie gewoonlik aan sulke voortrefli-

    ke kuns blootgestel is of dit waar-

    deer nie, het saamgesels oor die

    voor- en nadele daarvan. Dit val se-

    kerlik nie in almal se smaak nie,

    maar is dit nie wonderlik om sulke

    werke deur n internasionale beeld-

    houer in ons eie dorp te ervaar nie?

    Wat n eer en n voorreg vir Herma-

    nus en sy mense.

    Hierdie soort uitstallings behoort

    aangemoedig te word omdat dit die

    stimulasie verskaf wat ons almal

    nodig het. Dit het niks met satan te

    doennie.Ditmoet tog duidelikwees

    virenigiemandwat nbietjiemoeite

    gedoen het om met n oop gemoed

    na die beeld te kyk en te waardeer.

    En n drogbeeld is dit allermins.

    I certainly hope that Mrs Faure

    brings more thought-provoking

    works to be put along our cliff path.

    Perhaps with the outstanding work

    she does, she can get Hermanus to

    rival Sydney whichhaswonderful

    works along its harbour and may-

    be even surpass them.Keep up your

    endeavours the works of art are

    for all of us to enjoy, criticise, love,

    hate but most of all fire up the neu-

    trons which make for great discus-

    sions and debate.

    viewer will either gaze with pleas-

    And this is how it should bewith art

    it should raise questions and stim-

    ulate debate.

    Hermanus was indeed fortunate

    to have powerful works by a world-

    renowned artist in contemporary

    sculpture adorning the seafront. I

    was fascinatedtoseepeoplepausing

    to consider what was before them

    and many a photograph was taken.

    FynArts is to be congratulated on

    having the vision tomount an exhi-

    bition of public art, something that

    Hermanus seriously lacks. In Stel-

    lenbosch one can go on a Dylan

    Lewis sculpture tour if so inclined.

    Isincerelyhopethatanotherexhi-

    bition will be on display on the

    lawns during next years FynArts.

    Flower Festival agreat success

    The Hermanus Botanical Society

    would like to thank the public for

    showing such great interest by sup-

    porting our recent, extremely suc-

    cessful Flower Festival in the Fern-

    kloof Nature Reserve, with 2 500

    people attending a record number

    despite the inclement weather.

    It was wonderful to see families

    wandering through the interesting

    mini show gardens, with the moun-

    tain backdrop looking beautiful af-

    ter the recent rains. Others visited

    the marquee with its displays, or

    were viewing the beautiful flower

    arrangements andwetlandsdisplay

    in the hall. Tea and cake was a sure

    winner while children were run-

    ning around on the lawns, all in a

    relaxed and happy atmosphere.

    The almost 400 flower specimens

    at the back of the hall, a monumen-

    tal achievement, were beautifully

    presented and of great interest. An-

    other great attraction outside was

    the placid Alpacas from Vil-

    liersdorp.

    Geraldine Gardiner won first

    prize in the raffle, a painting kindly

    donated by our well-known botani-

    cal artist,Margaret deVilliers. Ger-

    aldine is such a worthy winner, as

    she has beenworking in our garden

    every day for the last twenty years.

    Botsoc gratefully received dona-

    farm. Thank you to the landscapers

    and thestallholders for theirpartic-

    ipation.Thekindnessof the farmers

    is greatly appreciated aswell all the

    planning and organisation done by

    Botanical Society volunteers.

    Botsoc, a non-profit, self-sustain-

    ing organization, raises funds to

    maintain our botanical garden,

    buildings and other Fernkloof

    projects.

    Inwoners in Westcliff voel ongeluk-

    kig oor n ou boot wat al jare lank

    op n erf, aangrensend aan n huis,

    staan.

    Skollies en skelms word na die

    erf getrek. Dit raak n bymekaar-

    komplek vir misdadigers. Die erf is

    n gemors, dit stink en is boonop

    langs die speelskooltjie, s n ont-

    stoke inwoner.

    Die plek is vol daggastompies en

    menslike afval. Gesteelde goedere

    word glo ook daar weggesteek.

    Die erf, wat aan die Lerm-gesin

    vanWestcliffbehoort, isdeelvandie

    aangrensende huis aan die regter-

    kant in De Goedestraat inWestcliff.

    NdieOverstrand-munisipaliteit

    klagtes ontvang het, het A.J. Prins,

    streeksinspekteur van wetstoepas-

    sing, bevestig dat die aangeleent-

    heid op 4 Oktober met die eienaars

    bespreek is.

    Die erf is gesoneer as enkel- resi-

    densilesoneeenendieeienaarshet

    dus die reg om hul boot daar te par-

    keer. Volgens die ordonnansies op

    grondgebruik mag die munisipali-

    teit nie die boot verwyder nie, het

    Prins verduidelik.

    Die Lerm-gesin het onderneem

    om die boot te beveilig sodat nie-

    mand meer toegang daartoe het nie

    nadat vandale daar doenig was.

    Clinton Lerm s di deel van die

    erf was nog altyd skoon en netjies

    gehou.

    Dieeiendomwordopge-

    reelde grondslag skoonge-

    maak in ooreenstemming

    met die munisipaliteit se

    beleid. Die grasgedeelte

    binne die erf word in n

    goeie toestand gehou.

    Lerm s hulle is van geen

    misdaad-elemente bewus

    nie. By geleentheid het twee hawe-

    loses toevlug by die boot gesoek,

    maarhulle isdadelikdeur nsekuri-

    teitsmaatskappy verwyder toe dit

    onder ons aandag gebring is.

    Met die Hermanus Times se be-

    soek Dinsdagoggend op die erf, was

    n tuindiensmaatskappy besig om

    die gras te sny. Lerm s hulle maak

    seker die grasgedeelte word heel-

    tyds in stand gehou.

    Diedeuropdieboot,watdeurvan-

    dale verwyder is, is nou weer toege-

    maak.

    Die boot op die erf, wat deel is van die

    huis aan die regterkant in De Goedestraat,

    Westcliff, waaroor inwoners gekla het.
