Open data is non-personal, unrestricted data that has a non-proprietary and machine-readable format, and is licensed for legal re-use.
What is meant by “open data”?
First of all we need the data: Description of the policy work/problem
definition Date the Policy is scheduled to start Date consultation will start Date consultation will close Date going to Cabinet Cabinet decisions Topic category Keywords/tags etc…

Secondly, there needs to be a process: To ensure completeness and consistency of
the data To make it easy and sustainable.
Central coordination, Government policy working as a system.

Thirdly the data needs to be OPEN.

Open data has two roles in policy creation:
1. Enabling citizens to know when to get involved
2. As evidence to support the conclusions and recommendations in the draft policy
