The2016IASBOAnnualMeetingwillbethe70thconsecu-tive year that the school business officialsinthisstatehavecometogethertolearnandnetwork.Thefirstannualmeetingwasheld in the Memorial Union on thePurdueUniversitycampus.RalphMullerofGarywasthefirstIASBOPresident.DeaneWalker, State Superintendent of PublicInstruction,wasthekey-notespeaker.Theregistrationfeeforthefirstmeetingwas$2.00.Aprettygooddealevenbackintheforties.Therewerefoursessionsatthefirstmeeting:ProblemsofaPurchasingAgent,MiracleColorintheClassroom,MaintenanceandOperationofPublicSchoolPlants,andSchoolFinanceandAccountingasAffectedbyNewLegislation.Somethingsdon’tchange.Thereisnorecordhowmany

attendedthatfirstannualmeet-ing,butitisforsurethatIASBOhasgrownsubstantiallyovertheyears. With active members, non-members,retirees,guestsandexhibitors, there will be close to 1,000peopleattendingthe2016FrenchLickmeeting.Wehavedefinitelycomealongwayinthesepastseventyyears.But,itwasthoseindividualsin1946whosaw a need for school business of-ficialstomeetandlearnfromeachother. Supervisor of Audits, State Board of Accounts Indiana statute states that the State Board of Accounts shall define the acceptable minimum level of internal control standards for school corporations. The standards shall include the following: (1) Control Environment; (2) Risk Assessment; (3) Control Activities; (4) Information and Communication; (5) Monitoring. After June 30, 2016, the school board of each school corporation must define minimum internal control standards as defined by the State Board of Accounts. This session will present the various aspects of the internal control standards and their implementation. Since this issue impacts school corporations differently based on the size of the office staff, this particular workshop will speak to corporations with over 2,000 students.

Employee Handbooks: A Complete Review - Michelle Cooper, Esq., Lewis & Kappes This session will focus on: (1) handbook policies that are legally essential for school corporations; (2) how to structure your reduction in force policy applicable to your teachers in light of the Madison Consolidated decision; and (3) pitfalls and mistakes to avoid when developing and implementing handbooks.

Certification Courses Accrual Accounting (A114) – Tim Armstrong, Consultant, Educational Services Company

The course will compare and contrast cash and accrual accounting and explore strengths and weaknesses in each method. Students will learn to read, understand, and explain the difference between Income Statements and Balance Statements prepared under the accrual-basis vs. the same types of reports prepared under the cash-basis accounting. Students will discover why the terms Owner’s Equity, Retained Earnings, Profit, Prepaid Expenses, Accounts Receivable, Accounts Payable, Capital, Net Fixed Assets and the relationship between Assets, Liabilities and Owner’s Equity are important to the businesses who use accrual accounting. Students will learn how revenue and expenditures are recorded in accrual-based accounting vs. cash-basis accounting and the importance of recognizing the value of fixed assets and real property. This course will help participants to be able to communicate with various organizations such as the community, the school board, and Chamber of Commerce.

Collective Bargaining Strategy & Law (HR114) – Susan Traynor Chastain, Esq., Lewis & Kappes

The course will review Indiana law associated with collective bargaining, the role of IEERB and its rules and procedures, collaborative bargaining, mediation, fact-finding, strike plans, bargaining strategy, grievance procedures, and current issues. In addition, the goal of the course will be to review Indiana law and court cases regarding bargaining and/or meet-and-confer agreements related to classified staff. Participants will learn which employees are covered by rights under the law, and the appropriate employment and dismissal procedures. The course will demonstrate how to appropriately structure employee handbooks, job descriptions and letters of employment. Fair Labor Standards and unemployment rules and regulations will be studied.
