Drive January – February 2011 FOR MOTORISTS, BY MOTORISTS FIA President Jean Todt visits Manila and AAP The Automobile Association Philippines was honored to host Jean Todt, president of the Federation Internationale de l’Automobile (FIA) on his first visit to the Philippines on January 5, 2011. As the federation of 227 national motoring and sporting organizations from 132 countries, the FIA actively promotes the interests of motorists on issues such as road safety, sustainable mobility, tourism and the environment at the United Nations, the European Union and other international institutions. Based in Paris, the FIA is better known as the governing body for motor sport worldwide, notably Formula One and the World Rally Championship. Todt, a former rally co-driver and the Ferrari racing director when Ferrari won five Formula One world constructor championships, was elected president of the FIA for a four- year term in 2009. Following Todt’s election, AAP president Gus Lagman was elected to the FIA World Council for Automobile, Mobility and Tourism as Region II (Asia and Pacific) vice president, one of seven FIA vice presidents. AAP, the national auto club, is the only organization in the Philippines that is a member of the FIA. In 2010, Todt visited FIA member clubs in 53 countries and he plans to visit 45 more this New Year to get to know each club’s activities and offer advice, especially regarding the FIA’s Make Roads Safe and Make Cars Green advocacies.. In March 2010, the FIA Foundation, which Todt also heads, succeeded in obtaining from the United Nations General Assembly a resolution declaring 2011-2010 as the Decade of Action for Road Safety which aims to cut by 50 percent by 2020 the projected global increase in road crash fatalities. At the press conference that AAP organized on Jan. 5, Todt spoke about the Decade of Action for Road Safety and announced that it will be launched worldwide on May 11, 2011, with AAP leading the way here. Before the presscon, Todt went to the AAP’s main office for a meeting with the AAP board and after the presscon, together with AAP president Gus Lagman and AAP vice president Johnny Angeles, made a courtesy call on Department of Transportation and Communications Undersecretary Dante Velasco (Secretary Jose P. de Jesus was in Malacanang at the time.) Todt expressed his appreciation for the DOTC’s support of AAP’s road safety projects. Todt was in Manila for only one day but it was a very informative and fruitful visit for him, for the FIA and for AAP. He promised that next time he comes here, he will bring along Mrs. Todt, better known as Michelle Yeoh, the glamorous movie actress and former Bond girl who is now the FIA Foundation’s Make Roads Safe Ambassador. Yeoh herself was in Manila in May 2010 to launch the Global Helmet Vaccine Initiative of the Make Roads Safe campaign. FIA President Jean Todt at the press conference. AAP Membership Services Update
AAP Offers Member Service Vehicles
The Automobile Association Philippines (AAP) offers service vehicles to its members who are in need of transportation for out-of-town trips. AAP members can avail of Toyota Vios service units with an AAP driver or on a self-drive basis. The terms and conditions follow: Requirements
Valid AAP membership card or FIA club- accredited membership card. Additional ID with photo or passport in case of non-resident Driver’s License in English, or an International Driving Permit, or an English translation of the driver’s license provided by the user’s embassy.
Service Fees
The service fee for unlimited mileage and inclusive of collision damage waiver (CDW) and personal accident insurance (PAI) is P 1,500 per day or P 10,000 per week on a self-drive basis; The mentioned rates are exclusive of gasoline, toll fees, parking fees, traffic fines and drivers' fee. The vehicle’s fuel tank must be full upon return; Should the vehicle be damaged during the time of use or is involved in an accident; the member must pay the cost of repair regardless of who was at fault for the damage or in the accident; All maintenance expenses will be
shouldered by AAP except for those attributed to the user’s negligence. In the unlikely event of damage or breakdown, the vehicle will be replaced immediately with a car of the same category or with any vehicle available at the time; A Statement of Account will be issued at the end of the service period which is payable according to the agreed terms of payment. GRSP Asia Prepares for the Decade
of Action for Road Safety
The Global Road Safety Partnership (GRSP) held its annual Asia Seminar on November 3-5, 2010 at the Sokha Angkor Hotel, Siem Reap, Cambodia. With the theme “Preparing for the Decade of Action for Road Safety”, the three-day seminar was attended by delegates from many countries.
The Philippines was represented by Automobile Association Philippines (AAP) vice-president and road safety committee chair Johnny Angeles, Land Transportation Franchising and Regulatory Board (LTFRB) chair Nelson Laluces, Land Transportation Office (LTO), chief Virginia Torres, Department of Public Works and Highways (DPWH) Assistant Secretaries Daisy Jacobo,. Maria Catalina Cabral and Solita Genota, and Benjamin Delfin of the Philippine National Red Cross.
The seminar aimed to (1) stimulate planning for the Decade of Action, (2) develop networks to support information, good practice and knowledge sharing, (3) update representatives on global, regional and country developments, (4) review progress on implementation of key initiatives in the region, including iRAP and the Good Practice Manuals and (5) highlight key road safety issues for countries in Asia, with a focus on children and youth.
The seminar tackled the GRSP global and regional updates, global planning for launching the Decade of Action, Cambodia’s response to the Decade of Action, iRAP in the Decade of Action, road safety for children and youth in the Decade of Action, the AIPF Global Helmet Vaccine Initiative, the iRAP projects being implemented in low- and middle-income countries, and the GRSP response to the call for the Decade of Action. Workshops on basic principles for effective road safety data systems, children and road safety, creating a world free of high risk roads, effective road safety management for the Decade of Action and evaluating road safety initiatives were also conducted.
The Right of Way
RA 4136 Article III section 42-44 mandates drivers to yield the right of
way in the following situations;
When several drivers arrive at an intersection at the same time, the vehicle on the left, will give way to the vehicle on the right. If a driver is driving at an unlawful speed, any right of way is disregarded.
Vehicles approaching but not yet inside an intersection must yield the right of way to the vehicles within the intersection and turning left across the lane, provided that the turning vehicle visibly signals its intention to turn.
When driving in a residential or business area, drivers must yield the right of way to a pedestrian crossing the road within the crosswalk except at intersections where traffic is regulated by a traffic officer or traffic signals. Pedestrians crossing the road in a business or residential area but not within the zebra lines must yield the right of way to vehicles on the road.
Drivers must give way to police patrol cars, fire department vehicles and ambulances when such vehicles operate on official business and audibly signal their approach.
A driver must make a full stop before traversing a highway or railroad crossing. A driver should yield to vehicles in either direction or to pedestrians. When it is safe to do so, a driver can slow down to five miles per hour instead of fully stopping.
Make sure that the road is clear. Let pedestrians, especially disabled persons, cross the road. Signal your approach by blowing the horn. Be a responsible motorist by taking good care of your car, following traffic rules and practicing road safety.

TRB Approves New Toll Rates at SLEx, NLEx and SCTEx
The Toll Regulatory Board (TRB) approved new toll rates for the South Luzon Expressway (SLEx), North Luzon Expressway (NLEx) and Subic-Clark-Tarlac Expressway (SCTEx) effective January 1, 2011. However, the new SLEx toll rates will not be fully implemented until April 1st since the South Luzon Tollway Corp. has granted discounts for the first three months of the year. So this January, the discounted toll rates are as follows:

The discounts at SLEx will start to decrease in February to 30 centavos per km and to 13 centavos per kilometer in March. From April 1 onwards, the following toll rates will apply:
