Summary : Zone 7’s $55M Ozone plant is ill-advised,

1. Goal set for $55M Ozone Plant : Removal of Taste and Odor was unrealistic
▪ Zone7’s goal was not disinfection of water (like everyone else)
▪ Designed for approximately once a year “Taste and Odor” (T & O) issues; easily treated
with well proven Packed Carbon solution
2. “Taste and Odor” creating byproducts have no known adverse health effects
• Elimination of a non-existent “problem” with unnecessary overkill
• “Complete T & O elimination” criteria set a sky high standard necessitating a
(unnecessary and very) expensive Cadillac style Ozone plant
3. Everyone else uses “settled water” ozone and uses it for disinfection. Above
is not feasible with Zone7’s overachieving T & O goals
• Ozone concentrations needed are so destructive (to filtration membranes), that *only
raw water* ozonation can be done
• A ill-advised special plant has to be created for Zone7 that is different and more
complicated than everyone else
• Instead of abandoning as infeasible, process was twisted around to generate a solution to
“fit” a non-existent problem

4. Cyanotoxins bugbear introduced last year as a scare tactic, to push through Ozone
▪ Whisper campaign on "emerging" and "potential" water quality issues (shhh…cyanotoxins)
▪ Truth:
— There are *No regulatory thresholds / limits for algae or algal byproducts*– shhh…cyanotoxins * .
Standards are yet to be defined (No defined target to hit / defined safety level?)
— Monitoring for cyanotoxins has been performed since 2013 by DWR & Zone7. None have ever been
detected since 2013, when monitoring began.
▪ There are no problem here for ozone to solve (do not buy into the scare tactics)
5. Project cost is $55M and annual Operating cost was estimated at $5.3M (in
2009 dollars) and also requires hiring of additional headcount
