He also stated that by the new letter, the previous letter by Bali House regarding the development of an island to protect from tsunami is canceled. The similar statement also said by Ketut Suwandhi and Made Arjaya. According to Arjaya, the governor should revoke the permit immediately. However, all of them don’t want to say what the punishment is if the governor doesn’t obey the recommendation. “You hear nothing. You see noth-ing. You only serve.” Such are the instructions Cecil Gaines receives as he embarks on his daunting new job at the Eisenhower White House in “Lee Daniels’ The Butler.” But of course Gaines, played by Forest Whitaker in a moving, grounded performance that anchors the film and blunts its riskier excesses, hears and sees everything.

And that means that over more than three decades on the job, he has a Forrest Gump-like view not only of the White House under seven presidents, but of the long arc of the civil rights struggle in 20th-century America.

Much has been said about this movie’s potential future as an Os-car powerhouse. The speculation is natural — especially given its star-studded cast — but it takes away from

the more important discussion of its simpler virtues, as an absorbing film that has the potential to teach a new generation (and remind an older one) about these crucial events.

The story is inspired by a Wash-ington Post profile of Eugene Allen, a White House butler from 1952 to 1986. Some anecdotes remain, but much is different. Most importantly, Daniels and screenwriter Danny Strong create a father-son dynamic between Gaines and a rebellious older son, Louis (a terrific David Oyelowo) that serves as a backdrop against which the civil rights struggle can play out — through the eyes of black characters, not white ones, for a refreshing change.

This is done most strikingly in a key montage in which Cecil and his fellow White House workers set up an elegant state dinner, china and crystal and all, while down South,

Louis is protesting at a segregated lunch counter, leading to a harrowing confrontation.

But the story begins in 1926, with the death of Cecil’s own father at the hands of the barbaric son of a land-owner on a Georgia cotton farm. The elderly landowner (Vanessa Redgrave, beginning the celebrity cameo parade) takes Cecil into her home, where he first learns to be a butler — how to act, she tells him, like the room is empty even when he’s in it.

Years later, working in a Wash-ington, D.C. hotel, Cecil is noticed by a White House official, leading to a job there. His wife, Gloria, is im-mensely proud. Gloria, as you may have heard, is played by one Oprah Winfrey, and her performance is often restrained and quite moving. To her credit, you’re not thinking “Wow, Oprah!” in every scene; that in itself is no small triumph.

EvEry Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc.

The dedication or inauguration day of a Temple is con-sidered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion.

The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines.

In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbul-umbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

Various competitions organized could pro-vide an atmosphere of togetherness among the participants. The competition held consisted of coloring contest, inserting pencil into a bottle, moving balloons and some others. Besides, there was also a competition of reading of the Divine Kalam, Saritilawah, and then followed by a speech from the General Manager, Jodie and delivery of groceries and stationery.

Gianyar (Bali Post)—With the appearance like a married

couple putting on Balinese customary attires while carrying the offerings, the regional working units (SKPD) of Gianyar County riding a bicycle around the Astina Raya Square were becoming an interesting spectacle, Monday (Aug 13).

Riding the past onthel bicycle was an innovation made in the 68th anniversary celebration of the Inde-pendence Day of the RI in Gianyar. Laughter of the audience welcomed the participants that were getting ready at the start line. The unique couples

were released in turn by the Regent of Gianyar AA Bharata around the Astina Raya Square. Diverse expressions of the participants were displayed to at-tract the attention of the audience and judges along the way. Some partici-pants were coming up in elderly style while dancing and singing psalmody.

“The pest is like virus and cutting the rice neck. They attacked the grain since it was young,” complained Nengah Sudiana, 54, one of the local farmers, Monday (Aug 12). This man claimed the virus was the most difficult pest to eradicate. Though having ap-plied various pesticides, the pest attack remained ferocious.

Since many ears of the grains were damaged, the crop yields dropped sharply. Sudiana pointed out, his rice yield could only reach 45 kg per 100 square meters, while under normal condition he could gain up to 80 kg per 100 square meters. “Many rice grains were rotting. Thus, the yields thor-oughly declined,” he added. Though harvest yield dropped, farmers still

the SDN 6 Songan primary school are forced to learn in the emer-gency classroom bordered with plastic sheet wall. A number of those students are separated from the main classroom as it is beyond the capacity. Even, such apprehen-sive condition has been going on since the past few months.

Based on observation at loca-tion on Monday (Aug 12), con-dition of the school located at Serongga hamlet, Songan village B, was indeed very alarming. To reach the location of the school, people should go through a trail about 100 meters from the main road. The road could no longer be passed through by four-wheeled vehicle. At a local hamlet hall lay a building measuring about 6x8 meters. Walls of the build-ing were made of sheet of plastic sacks sewn in such a way and structured with bamboo in order to make a room without a win-dow, door and roof. “This build-ing is self-financed by donation

of local residents at Serongga, while the equipment such as the blackboard, chairs, and tables belong to SDN 6,” said Principal of the SDN 6 Songan, Wayan Suandara.

According to him, the emer-gency classroom was made be-cause local school at Songan surpassed the capacity. As a result, the school and Serongga residents had an initiative to build another classroom. In other words, the emergency class was a distance class of the SDN 6 Son-gan. Suandara said the classroom establishment was based on the agreement of Serongga residents in order the children of Songan village could still attend school. “Other than being overloaded, the distance from Serongga to the existing school at Songan is also pretty far, so we feel sorry for the students,” said Suandara.

To attend school, the students from Serongga should travel about three kilometers through the main road. When finding a shortcut through the village

lane, it was quite vulnerable and far. Since there was no attention from the Bangli government, the residents of Serongga finally took an initiative to establish the emergency school. “It is the first step and we plan to submit a proposal to the Education Agency for the establishment of a new school at Serongga. It’s the initia-tive of Serongga residents,” said Suandara.

A total of 32 students attended school in the emergency class-room. Meanwhile, the number of student at the main SDN 6 Son-gan primary school reached 34 put into a single class. Therefore, the total number of first grade students at the SDN 6 Songan totally reached 66 students. “If all the students are accommo-dated at the SDN 6 Songan, they will not fit. Therefore, we take an initiative to make a distance class at Serongga,” he explained. Meanwhile, the teachers in the emergency class were from the SDN 6 Songan primary school who taught in turn. Apparently the destiny of farmers in Tabanan is far away from the predicate of being prosper-ous. Farmers at Tibubiu in Kerambitan subdistrict, for instance, experienced a decline in the harvest yield due to fungal attack. It harmed the neck and the yellow grain. Such pest attack was alleged to happen due to erratic weather. As a result, the rice stems rotted and were then followed by the destruction of rice grains. Some farmers claimed that such attack had lasted for a long time, even before the grains were turning yellow. Thus, the growth was not normal.

Aside from facing dropped harvest, farmers also complained about the decline in the rice prices. Due to low quality, the price of rice fell from IDR 400,000 to IDR 350,000 per quintal. Such price was estimated to persist due to erratic weather. Moreover, many farmers were forced to delay their harvest due to lack of harvesters. Many harvesters were going home for celebrating the Eid in Java. “This rice harvest is already delayed due to wait-ing for the harvesters,” he said. All this time, said Sudiana, most rice collectors relied on labor from Java.

Agriculture and Horticulture Agency, Nyoman Budana. He said due to de-clining harvest yield, the selling price of rice fell from IDR 200,000 to IDR 175,000 per 100 square meters. Although the price of rice fell, the price of harvest rice (GKP) was relatively stable, averagely at IDR 3,800 per kg, while the mill rice (GKG) could reach IDR 4,200 per kg.

KABUL , Afghanis tan — A cholera outbreak at a village in northeast Afghanistan has infected 1,492 people, killed a young wom-an and left another 100 in critical condition, a provincial official said Tuesday.

Abdul Marouf Rasekh, a spokes-man for the governor of Badakh-shan province, said the outbreak began three days ago and was restricted to one town that has been quarantined.

When it first appeared in the mountainous village of Chappa in the Darayen district, Rasekh said it infected 850 people but quickly spread until the quarantine was put in place.

“The village has been quaran-tined and they are all being treat-ed,” he said, adding that “treating such diseases is not easy.”

Rasekh said the source of the infection had been traced to a single spring of water that supplies the

entire town’s drinking water. Health authorities were bringing in water from nearby towns until the prob-lem was solved.

He said that 36 of the most se-rious cases have been taken to a hospital in the provincial capital of Faizabad and that the sole death so far was an 18-year old woman.

Afghanistan has had cholera outbreaks in the past but they are not common. Typhoid and other intestinal diseases and parasites are far more common but not as deadly if left untreated.

Access to clean drinking water is a problem in rural Afghanistan and health care is rudimentary in large parts of the country, which has one of the world’s lowest life expectancies at 50. Only 12 percent of Afghans living in rural areas have access to clean drinking water, according to the U.S. Agency for International Development.

Operators of the trampoline gyms say severe injuries are rare and safety fears are overblown.

The parks are typically giant warehouses filled with a series of trampolines that allow customers to bounce every which direction, slam-dunk basketballs and do gymnastics moves. The industry has grown rapidly, from a handful of centers in the Western U.S. in 2007 to about 160 throughout the world, ac-cording to ASTM International, a standards-development orga-nization.

KESENNUMA, Japan - A strand-ed fishing boat that became a sym-bol of the devastation of Japan’s 2011 tsunami has long divided a northeastern coastal city - between those who wanted to keep it as a monument of survival and those who wanted a painful reminder gone.

Last week, the city announced it will be torn down after a heated debate and citywide vote. The soul-searching over the ship highlights how the aftermath of the tsunami disaster continues to torment Japan two years later.

The 330 metric ton (360 ton) Kyotokumaru was swept by the towering tsunami from the city’s

dock for about 750 meters (800 yards) into a residential district.

It has become a landmark for Kesennuma, a port city of 70,000 people, and a testament to the destructive power of the tsunami set off by the magnitude-9.0 earth-quake on March 11, 2011, which killed nearly 19,000 people.

The nearby smashed buildings and debris were cleared, but the 60-meter (200-foot) tuna-fishing boat has stood, majestic but oddly jarring, on dry ground for more than two years. Opinion on the ship had been so divided it had been put to a vote by the city residents last month. Of the 14,083 responses, 68 percent, or 9,622 people, voted to have the ship destroyed. Only 16 percent voted to keep it.

Yoshimi Abe, a 72 year-old housewife and Kesennuma resident, was among those who wanted to get rid of the ship. It’s just a constant reminder of the terrible disaster,” she said. “When I walk by it every morning, my heart aches.”

The house that Abe grew up in was destroyed by the tsunami, and she now lives in temporary housing.

According to him, the devel-opment budget of infrastructure in Tabanan was no longer applying the priority scale. “Lately, I have seen if the budget of the second priority was even given the first priority. One of them is the statue project,” he protested. Supposedly, said Oka, the budget of infrastructure could be in line with the Public Budget Policy and Temporary Budget Utilization Limit (KUA-PPAS). In that document, it was always mentioned the budget priorities. In reality, the priority scale was even ignored.

Oka added there were many damaged roads in rural areas of Tabanan. Ideally, the road infrastruc-ture was given priority. “It should not be used for beautifying the urban appearance by building a lot of statues,” he sneered. Although the identity card (KTP) in-spection has been made at Gilimanuk Har-bor and Mengwi Terminal, some seasonal migrants bringing no identity card could pass to Denpasar. As evidence, a number of migrants without identity newly arrived in Denpasar through the Ubung Terminal by interprovincial city (AKAP) buses could still be found. They were found at Ubung Terminal when a joint team consisting of the Civil Registry Office and Public Order Officer with other elements made an in-spection and enforcement on Monday (Aug 12). In the policing, three residents were found without carrying identity card.

CARACAS - Venezuela’s Presi-dent Nicolas Maduro said on Mon-day he will ask for decree powers last used by his predecessor Hugo Chavez to ramp up a fight against corruption that has begun to cost him politically with supporters.

Maduro, who served as Chavez’s foreign minister and vice president, narrowly won an election four months ago after his socialist men-tor died of cancer.

He has struggled with slowing economic growth and rising inflation while also trying to impose control on the diverse coalition he inherited from Chavez. It ranges from military officers to businessmen, leftist ideo-logues and armed militants.

A new anti-corruption drive that Maduro launched with great fanfare has led to the arrest of some rela-tively senior officials from state-run businesses and institutions. But it has suffered from a widespread public perception that “big fish” with politi-cal connections have been spared.

In a nationally televised speech, Maduro said he would ask the National Assembly, which is dominated by his

supporters, to grant him decree powers to step up his battle to defeat graft.

“I’m going to call a national emergency in the fight against cor-ruption, and I’m going to ask for special powers in order to change the laws,” he said. “If I have to change all the laws to confront cor-ruption, I’m going to do it.”

To be granted decree powers, Maduro would need the votes of three-fifths of the National As-sembly, or 99 deputies. His ruling Socialist Party holds 98 seats, so he would need just one independent lawmaker to back him.

Chavez governed for months us-ing decree powers that he requested from lawmakers in 2010 to push through reconstruction and relief projects after floods left nearly 140,000 homeless. LONDON — Official figures show inflation in the U.K. eased back slightly last month despite higher petrol prices.

The Office of National Statistics said Tuesday that consumer prices were 2.8 percent higher in the year to July, down from the 2.9 percent rate in June. Airfares and clothing were largely behind the monthly fall.

Howard Archer, chief European economist at IHS Global, says inflation should continue to fall in 2013 but that much will depend on oil prices — as the economy hasn’t strengthened enough to stoke inflationary pressure just yet.

Bank of England Gov. Mark Carney revealed last week that interest rates will not rise until un-employment has dropped below 7 percent — but underscored that the link to unemployment will be cut should inflation rise out of control.

Next year, China’s net oil imports will exceed those of the United States on an annual basis and the gap between them will continue to widen, the US Energy Information Administration (EIA) said.

China is already the biggest energy user in the world and the second-largest oil consumer after the United States.

The shift has been driven by steady growth in Chinese demand, increased oil production in the United States, and stagnant or weakening demand in the US market, the EIA said in a report.

A graph on the EIA’s website shows China’s net imports steadily rising, with those of the US falling at a faster rate, and says the crossover point comes in two months’ time.

US annual oil output is expected to rise 28 percent between 2011 and 2014 to nearly 13 million barrels per day, while Chinese production is forecast to grow by six percent over the period, and will stand at just a third of US production in 2014, the EIA said.

Meanwhile, China’s liquid fuels use will increase 13 percent over the period to more than 11 million barrels per day while US demand hovers close to 18.7 million barrels per day.

That is below the US’s peak consumption level of 20.8 million barrels per day in 2005, the EIA added.

China imported 26.11 million tonnes (186.5 million barrels) of crude oil last month and its exports were a mere 0.17 million tonnes, according to official Beijing figures.

The Asian country’s ascendence to the top of the world’s net oil import rankings will have profound impact, an article carried by the China Business News said on Monday.

“China and the US will no longer be pure competitors in the energy sector -- China is likely to import energy in bulk from the US,” wrote commentator Li Dongchao.

FRANKFURT - The rate of inflation in Germany, Europe’s biggest economy, continued to climb in July to reach the high-est level seen this year, final data showed on Tuesday.

The cost of living rose 1.9 percent this month on a 12-month basis, up from 1.8 percent in June, the federal statistics office Destatis said in a statement.

The pick-up in the rate of inflation was driven primarily by rising food prices, Destatis said.

Using the Harmonised Index of Consumer Prices (HICP), the European Central Bank’s infla-tion yardstick, the rate of infla-tion in Germany was also mea-sured at 1.9 percent in July.

The ECB defines price stabil-ity as increases in HICP of close to but just below 2.0 percent.

A legislator of the Bangli House, Wayan Gelgel Wisnawa, judged the existence of Batur Geopark had not been able to give a real contribution to local community. “Surely, the concept is very good. However, there has been no real action made by the government. What I see is that the geopark has given nothing to the three objectives,” he explained. Similar opinion was also revealed previ-ously by Deputy Chairman of the Bangli House, I Made Sudiasa. He added that many people still did not understand about the geopark itself. “I think a lot of societies still do not understand about what the geopark is,” he said.

This politician from Undisan village judged the geopark management by Bangli government still seemed out of focus. In response to previous information regard-ing the plan of tourism facilities like golf course in the geopark region, Sudiasa said it was obviously contrary to the geopark conservation effort. According to him, the making of golf course would indirectly exploit the conserved region. “If wishing to develop geopark, please go on. If it is part of the potential to be developed or exploited, please review it first. If it will ultimately prosper the society, the government should take a decision by choosing one of the two options,” he affirmed.

Onwards, Sudiasa hoped the government in this regard could more aggressively dis-seminate the understanding of geopark to the public and be more focused in its manage-ment. Thus, the presence of geopark all this time would not give impression if the idea was forced.

Meanwhile, the Regent of Bangli, I Made Gianyar, said although the Batur cal-dera area had been designated as a geopark by the UNESCO, it was not impossible if the taking of materials such as stone and sand was still allowed. “Geopark has the conservation and utilization function. There

are things to be preserved and utilized. So, it does not mean that after having the status as geopark, it will no longer be allowed to take sand or stone,” he explained. However, the regent added that in the level of man-agement was still required a rule related to that matter. One of them was the zonation setting the borders of the allowed quarry area and the allowed daily quota for the taking of materials.

All this time, the regent admitted to have established a team to manage the geopark. Specifically for education, the Bangli gov-ernment had begun to integrate it into some subjects in this year. The Head of Bangli Education Agency, I Nyoman Sumantra, said this year his party had begun to integrate the material of geopark into some subjects at all levels of education, from elementary to high school. He hoped the local community could understand about the geopark through the education. Ultimately, it could directly have an impact on the change of mindset of the local community. “Legality of the geopark is made by the UNESCO. It means the geopark will be primarily used for education. Later, the community is expected to understand about the values of the world’s heritage,” said Sumantra.

So far, the Bangli government remained to find an alternative to improve the welfare of society apart from the sector of quarry C. “It needs a touch of technology to improve the quality of their life, from the capability of digging stone, for example, to carving stones for souvenirs. an inquiry into the deaths of eight premature babies in five days at a hospital in the northeastern city of Miskolc.

Health state secretary Miklos Szocska said alongside the announce-ment of the inquiry late on Monday that the National Surgeon General’s office was doing all it could to find out why the eight premature babies died. He told Kossuth radio on Tuesday that the babies died between August 5 and Aug 10.

“There are investigations under way to reveal any potential infec-tion,” Szocska said in a video posted on the government’s official website, adding he would not yet close the specialized department at the Borsod-Abauj-Zemplen hospital which treats hundreds of prematurely born babies each year.

Mortality rates in the department have dropped to around 30 per year from around 50 over the last two years, Szocska said.

“There are several hypotheses: the increase (in fatalities) gives reason for concern, therefore we need to reveal thoroughly what happened, whether there is any link (between the deaths) and what could be the cause,” he said in the video.

Szocska said lab tests would take about a week and he expected results from the inquiry in two weeks. The hospital’s director has been suspended.

A police spokeswoman said on Tuesday that a criminal investigation had been opened but declined to give any details.

PINE, Idaho — Firefighters were kept on high alert with a chance of thunderstorms in the forecast Tuesday that could pose problems as crews fight a fast-moving wildfire near a remote Idaho hamlet where residents have been evacuated ahead of a big blaze.

Electricity storms already sparked dozens of wildfires across the West in recent days, sending fire crews scrambling, threatening communities and impairing air quality in some areas.

Near the central Idaho community of Pine, the lightning-sparked Elk Complex Fire had burned 141 square miles of sage brush, grass and pine trees in rugged, mountainous terrain by Monday.

A few miles to the south, another big fire, the Pony Complex, had burned nearly 225 square miles of ground amid escalating winds and temperatures. Though it’s now about a third contained, downed power lines complicated efforts by firefighters to corral the flames.

Pine and neighboring Featherville were under mandatory evacu-ation orders Monday, a day after Elmore County sheriff’s deputies went from house to house, knocking on doors to alert residents to clear out of the area.

But some people, including Pine resident Butch Glinesky, opted to stay and watch over their property in this rustic vacation area some 50 miles east of Boise.

“As much as they say we need to be out, I think we can always of-fer something,” Glinesky said, watching as a crew from Colorado set up structure protection in his yard. “It’s just, you know the area.”

Residents’ insistence on staying wasn’t generally welcomed by federal officials, who expressed concerns about added traffic on the roads.

“People have a false sense of security,” Boise National Forest District Ranger Stephaney Church told The Associated Press. “We can’t do our job when they refuse to leave and we’re diverting re-sources” to get them out of their houses.

Last year, the Trinity Ridge Fire burned several miles away, blackening nearly 228 miles and forcing hundreds to temporarily evacuate Featherville.

This year, fire officials say the Elk Complex has moved much faster, dipping in and out of ravines and torching ponderosa pine trees on ridge tops visible as bright orange smudges through the smoke cloaking the valley floor. “Everything is behaving like it has no moisture at all,” Church said.

MAUROLE - A volcano on a tiny Indonesian island that erupted at the weekend and killed five people spewed more clouds of red-hot ash on Monday, as hundreds of villagers were evacuated to safety.

Mount Rokatenda, on Palue island in East Nusa Tenggara province, was belching out columns of smoke up to 100 metres (330 feet) high, an AFP journalist on the nearby island of Flores said.

“The activity inside the volcano is still high,” said Surono, a government volcanologist who like many Indonesians goes by one name, warning Roka-tenda could erupt violently again.

On Saturday the volcano threw scorching ash two kilometres (1.2 miles) into the sky and unleashed molten lava onto a beach, killing three adults and two children as they slept.

Rescuers have been battling through roads blocked by ash to reach affected areas and persuade reluctant villagers to leave their homes. More than 500 have so far been taken off the island to a camp in Maumere, on Flores.

“There are a lot of people here who seem to be traumatised due to the erup-tion,” said Bakri Kari, a member of the rescue team from the local disaster agency.

“Many lost their homes after they ran in a panic. People are in despair.”Six motor boats were being used to evacuate people and the government had

sent aid to help those displaced, including masks and blankets, said national disaster agency spokesman Sutopo Purwo Nugroho.

“Since the eruption on Saturday, 511 people living near the Rokatenda volcano have been evacuated from Palue island to Maumere,” he said.

Yosep Ansarera, head of Sikka district, of which Palue is part, said that those evacuated came from two villages.

However, he added: “Dozens of people remain in their villages, refusing to be evacuated as they don’t want to leave their livestock and homes.”

Many of those evacuated came from inside a three-kilometre exclusion zone around the crater.

Authorities had urged people to leave the exclusion area before the erup-tion and banned all activities inside but many had refused to abandon their homes.

Officials still hope to evacuate another 2,500 people but Kari said rescue efforts were proving difficult as “a lot of infrastructure has been damaged”.

Rokatenda had been showing signs of increased activity since October and erupted several times before Saturday.

Some 2,000 people had already been evacuated to Flores before the week-end eruption, leaving around 8,000 people on the island.

Indonesia has dozens of active volcanoes and straddles major tectonic fault lines known as the “Ring of Fire” between the Pacific and Indian oceans.

The country’s most active volcano, Mount Merapi in central Java, killed more than 350 people in a series of violent eruptions in 2010.

“We will conduct a special fire arm raid. We will focus on fire arms,” the police deputy chief said here on Tuesday.

He said that the fire arms sweeping would be carried out across the country.Firm actions will be taken against those ille-gally carrying fire arms.

The rampant shooting in-cidents of late took place not because of police failed to take anticipatory measures against criminal acts. Intelligence also still functions well, he said.

“We should understand that crimes are always one step ahead of us. We are taking anticipatory steps with various ways. It does not mean that we are awaiting crimes to happen before we could take actions. But sometimes they acted ahead of us,” he said.

He also called on the public to take an active role in fighting against illegal possession of fire arms.

Over the past several days, a

number of mysterious shooting attacks on police officers have taken place.

First Adjunct Inspector Dwi-atno, from the Cilandak sub-precinct police station in Ciputat, South Tangerang municipal-ity, Banten province, was shot dead by an unidentified man on Wednesday (August 7).

The police officer, from the Community Development Unit at the Cilandak sub-precinct police station, was shot at 5am, Western Indonesian Time (WIB), said Police Commissioner Sung-kono, chief of the Cilandak sub-precinct police station, later in the day.

Sungkono added that his team was still investigating the in-cident in order to identity the gunman.

Earlier, on July 27, Second Adjunct Inspector Saktiyono, from the Traffic Unit at Central Jakarta Police, was shot by two

motorcyclists on Cirendeu Road, Ciputat, at 4.30am.

Indonesia Police Watch (IPW) has stated that police must an-alyze the several mysterious shooting attacks on its person-nel in recent days and train as hard as possible to tackle such situations.

“The National Police should examine the shooting phenom-enon seriously and train its mem-bers to the maximum extent pos-sible to deal with such problems,” IPW Presidium Chairman Neta S Pane stated here recently.

Neta said efforts at the grass-roots level were necessary for police personnel to earn the public’s respect and also antici-pate the actions of criminals who dare to shoot police officers in the field.

Based on IPW data, he added, there were three incidents of attacks on police personnel in Jakarta during the past month.

went missing in Mount Mer-api since last Sunday. For the search, Mount Merapi’s spiri-tual caretaker Kliwon Surakso Hargo personally led the search for Ehbhrehnin Yeveny (26), who went missing during a trek to the summit of the active volcano in Central Java.

Kliwon climbed the moun-ta in , loca ted nor th o f the old town of Yogyakarta, in search of the Russian tourist, along with 10 personnel from the local Search And Rescue agency.

“I was asked to participate in the search. In practice, this southern path is not supposed to be used for climbing to Mount Merapi’s summit,” he explained.

He remarked that the Russian tourist had not notified anyone

of his plans to scale the moun-tain using this route.

Wearing a green T-shirt em-blazoned with the symbol of the traditional Yogyakarta Sultan-ate and the words “Yogyakarta Palace Servant,” Kliwon started his rescue mission at the SAR command post in Kinahrejo.

The Russian tourist was last heard from while he was stand-ing in one of the mountain’s dry riverbeds.

Kliwon said the Russian would not be able to see the lights of the city of Yogyakarta, making it highly likely that he has gotten lost in the valley.

Ehbhrehnin had taken the Volcano Tour in Kinahrejo, Cangkringan, Sleman, at 1 p.m. on Saturday, accompanied by his Indonesian girlfriend, Ester, who lives in Nologaten, Depok, Sleman.

The couple had returned to

Yogyakarta later that day, but on their return, Ehbhrehnin told Ester that he had wanted to climb to the mountain’s summit.

That evening, he had re-turned to Kinahrejo alone on a motorbike and had proceeded to climb the mountain unac-companied.

At 7:25 p.m. on Sunday, he sent a short message to Ester, admitting that he was lost and asking her to return on Monday to look for him.

Following the recent erup-tion that swept away the vil-lages on its slopes and claimed dozens of lives, Mount Merapi has attracted a great deal of at-tention from both domestic and foreign tourists who wish to see the impact of the eruption.

Sunday’s victory provided Nadal with his third win at the Rogers Cup and his 25th career Masters title and the Spaniard will rise to three in the world rankings when they are released on Monday. Raonic will move into the top 10 for the first time after becoming the first Canadian man in more than half a century to reach the Rogers Cup final. “The breakthroughs I’ve had this week, with everything, from ranking to results, it’s all great things to have happen, especially here at home,” he said.

allowed Raonic to settle his nerves in front of a partisan capacity crowd in Montreal.

Playing in his first tournament since his shock opening-round loss at Wimbledon, Nadal showed he was back to near his best and his ailing body was ready for the gruelling demands of the North American hardcourt season.

Less than 24 hours after his hard-fought semi-final win over Novak Djokovic on Saturday, Nadal easily beat the dangerous Raonic in just over an hour, playing with all the conviction and freedom of a man near the peak of his powers. “To win here, I had to be playing my top level,” Nadal told reporters.

“I’m very happy the way that I played almost every match in this tournament. It’s very impor-tant for me, this title.”

Sunday’s victory provided Nadal with his third win at the Rogers Cup and his 25th career Masters title and the Spaniard will rise to three in the world rankings when they are released on Monday. Raonic will move into the top 10 for the first time after becoming the first Canadian man in more than half a century to reach the Rogers Cup final. “The breakthroughs I’ve had this week, with everything, from ranking to results, it’s all great things to have happen, especially here at home,” he said.

“Even though I don’t have the time now, there will be a time when I can stop, reflect upon it, learn as much as I can from it.”

allowed Raonic to settle his nerves in front of a partisan capacity crowd in Montreal.

an inquiry into the deaths of eight premature babies in five days at a hospital in the northeastern city of Miskolc.

Health state secretary Miklos Szocska said alongside the announce-ment of the inquiry late on Monday that the National Surgeon General’s office was doing all it could to find out why the eight premature babies died. He told Kossuth radio on Tuesday that the babies died between August 5 and Aug 10.

“There are investigations under way to reveal any potential infec-tion,” Szocska said in a video posted on the government’s official website, adding he would not yet close the specialized department at the Borsod-Abauj-Zemplen hospital which treats hundreds of prematurely born babies each year.

Mortality rates in the department have dropped to around 30 per year from around 50 over the last two years, Szocska said.

“There are several hypotheses: the increase (in fatalities) gives reason for concern, therefore we need to reveal thoroughly what happened, whether there is any link (between the deaths) and what could be the cause,” he said in the video.

Szocska said lab tests would take about a week and he expected results from the inquiry in two weeks. The hospital’s director has been suspended.

A police spokeswoman said on Tuesday that a criminal investigation had been opened but declined to give any details.

PINE, Idaho — Firefighters were kept on high alert with a chance of thunderstorms in the forecast Tuesday that could pose problems as crews fight a fast-moving wildfire near a remote Idaho hamlet where residents have been evacuated ahead of a big blaze.

Electricity storms already sparked dozens of wildfires across the West in recent days, sending fire crews scrambling, threatening communities and impairing air quality in some areas.

Near the central Idaho community of Pine, the lightning-sparked Elk Complex Fire had burned 141 square miles of sage brush, grass and pine trees in rugged, mountainous terrain by Monday.

A few miles to the south, another big fire, the Pony Complex, had burned nearly 225 square miles of ground amid escalating winds and temperatures. Though it’s now about a third contained, downed power lines complicated efforts by firefighters to corral the flames.

Pine and neighboring Featherville were under mandatory evacu-ation orders Monday, a day after Elmore County sheriff’s deputies went from house to house, knocking on doors to alert residents to clear out of the area.

But some people, including Pine resident Butch Glinesky, opted to stay and watch over their property in this rustic vacation area some 50 miles east of Boise.

“As much as they say we need to be out, I think we can always of-fer something,” Glinesky said, watching as a crew from Colorado set up structure protection in his yard. “It’s just, you know the area.”

Residents’ insistence on staying wasn’t generally welcomed by federal officials, who expressed concerns about added traffic on the roads.

“People have a false sense of security,” Boise National Forest District Ranger Stephaney Church told The Associated Press. “We can’t do our job when they refuse to leave and we’re diverting re-sources” to get them out of their houses.

Last year, the Trinity Ridge Fire burned several miles away, blackening nearly 228 miles and forcing hundreds to temporarily evacuate Featherville.

MAUROLE - A volcano on a tiny Indonesian island that erupted at the weekend and killed five people spewed more clouds of red-hot ash on Monday, as hundreds of villagers were evacuated to safety.

Mount Rokatenda, on Palue island in East Nusa Tenggara province, was belching out columns of smoke up to 100 metres (330 feet) high, an AFP journalist on the nearby island of Flores said.

“The activity inside the volcano is still high,” said Surono, a government volcanologist who like many Indonesians goes by one name, warning Roka-tenda could erupt violently again.

On Saturday the volcano threw scorching ash two kilometres (1.2 miles) into the sky and unleashed molten lava onto a beach, killing three adults and two children as they slept.

Rescuers have been battling through roads blocked by ash to reach affected areas and persuade reluctant villagers to leave their homes. More than 500 have so far been taken off the island to a camp in Maumere, on Flores.

“There are a lot of people here who seem to be traumatised due to the erup-tion,” said Bakri Kari, a member of the rescue team from the local disaster agency.

“Many lost their homes after they ran in a panic. People are in despair.”Six motor boats were being used to evacuate people and the government had

sent aid to help those displaced, including masks and blankets, said national disaster agency spokesman Sutopo Purwo Nugroho.

“Since the eruption on Saturday, 511 people living near the Rokatenda volcano have been evacuated from Palue island to Maumere,” he said.

Yosep Ansarera, head of Sikka district, of which Palue is part, said that those evacuated came from two villages.

However, he added: “Dozens of people remain in their villages, refusing to be evacuated as they don’t want to leave their livestock and homes.”

Many of those evacuated came from inside a three-kilometre exclusion zone around the crater.

Authorities had urged people to leave the exclusion area before the erup-tion and banned all activities inside but many had refused to abandon their homes.

Officials still hope to evacuate another 2,500 people but Kari said rescue efforts were proving difficult as “a lot of infrastructure has been damaged”.

Rokatenda had been showing signs of increased activity since October and erupted several times before Saturday.

Some 2,000 people had already been evacuated to Flores before the week-end eruption, leaving around 8,000 people on the island.

Indonesia has dozens of active volcanoes and straddles major tectonic fault lines known as the “Ring of Fire” between the Pacific and Indian oceans.

The country’s most active volcano, Mount Merapi in central Java, killed more than 350 people in a series of violent eruptions in 2010.

“We will conduct a special fire arm raid. We will focus on fire arms,” the police deputy chief said here on Tuesday.

He said that the fire arms sweeping would be carried out across the country.Firm actions will be taken against those ille-gally carrying fire arms.

The rampant shooting in-cidents of late took place not because of police failed to take anticipatory measures against criminal acts. Intelligence also still functions well, he said.

“We should understand that crimes are always one step ahead of us. We are taking anticipatory steps with various ways. It does not mean that we are awaiting crimes to happen before we could take actions. But sometimes they acted ahead of us,” he said.

He also called on the public to take an active role in fighting against illegal possession of fire arms.

Over the past several days, a

number of mysterious shooting attacks on police officers have taken place.

First Adjunct Inspector Dwi-atno, from the Cilandak sub-precinct police station in Ciputat, South Tangerang municipal-ity, Banten province, was shot dead by an unidentified man on Wednesday (August 7).

The police officer, from the Community Development Unit at the Cilandak sub-precinct police station, was shot at 5am, Western Indonesian Time (WIB), said Police Commissioner Sung-kono, chief of the Cilandak sub-precinct police station, later in the day.

Sungkono added that his team was still investigating the in-cident in order to identity the gunman.

Earlier, on July 27, Second Adjunct Inspector Saktiyono, from the Traffic Unit at Central Jakarta Police, was shot by two

motorcyclists on Cirendeu Road, Ciputat, at 4.30am.

Indonesia Police Watch (IPW) has stated that police must an-alyze the several mysterious shooting attacks on its person-nel in recent days and train as hard as possible to tackle such situations.

“The National Police should examine the shooting phenom-enon seriously and train its mem-bers to the maximum extent pos-sible to deal with such problems,” IPW Presidium Chairman Neta S Pane stated here recently.

Neta said efforts at the grass-roots level were necessary for police personnel to earn the public’s respect and also antici-pate the actions of criminals who dare to shoot police officers in the field.

Kliwon climbed the moun-ta in , loca ted nor th o f the old town of Yogyakarta, in search of the Russian tourist, along with 10 personnel from the local Search And Rescue agency.

“I was asked to participate in the search. In practice, this southern path is not supposed to be used for climbing to Mount Merapi’s summit,” he explained.

He remarked that the Russian tourist had not notified anyone

of his plans to scale the moun-tain using this route.

Wearing a green T-shirt em-blazoned with the symbol of the traditional Yogyakarta Sultan-ate and the words “Yogyakarta Palace Servant,” Kliwon started his rescue mission at the SAR command post in Kinahrejo.

The Russian tourist was last heard from while he was stand-ing in one of the mountain’s dry riverbeds.

Kliwon said the Russian would not be able to see the lights of the city of Yogyakarta, making it highly likely that he has gotten lost in the valley.

Ehbhrehnin had taken the Volcano Tour in Kinahrejo, Cangkringan, Sleman, at 1 p.m. on Saturday, accompanied by his Indonesian girlfriend, Ester, who lives in Nologaten, Depok, Sleman.

The couple had returned to

Yogyakarta later that day, but on their return, Ehbhrehnin told Ester that he had wanted to climb to the mountain’s summit.

That evening, he had re-turned to Kinahrejo alone on a motorbike and had proceeded to climb the mountain unac-companied.

At 7:25 p.m. on Sunday, he sent a short message to Ester, admitting that he was lost and asking her to return on Monday to look for him.

Following the recent erup-tion that swept away the vil-lages on its slopes and claimed dozens of lives, Mount Merapi has attracted a great deal of at-tention from both domestic and foreign tourists who wish to see the impact of the eruption.

LONDON — Official figures show inflation in the U.K. eased back slightly last month despite higher petrol prices.

The Office of National Statistics said Tuesday that consumer prices were 2.8 percent higher in the year to July, down from the 2.9 percent rate in June. Airfares and clothing were largely behind the monthly fall.

Howard Archer, chief European economist at IHS Global, says inflation should continue to fall in 2013 but that much will depend on oil prices — as the economy hasn’t strengthened enough to stoke inflationary pressure just yet.

Bank of England Gov. Mark Carney revealed last week that interest rates will not rise until un-employment has dropped below 7 percent — but underscored that the link to unemployment will be cut should inflation rise out of control.

Next year, China’s net oil imports will exceed those of the United States on an annual basis and the gap between them will continue to widen, the US Energy Information Administration (EIA) said.

China is already the biggest energy user in the world and the second-largest oil consumer after the United States.

The shift has been driven by steady growth in Chinese demand, increased oil production in the United States, and stagnant or weakening demand in the US market, the EIA said in a report.

A graph on the EIA’s website shows China’s net imports steadily rising, with those of the US falling at a faster rate, and says the crossover point comes in two months’ time.

US annual oil output is expected to rise 28 percent between 2011 and 2014 to nearly 13 million barrels per day, while Chinese production is forecast to grow by six percent over the period, and will stand at just a third of US production in 2014, the EIA said.

Meanwhile, China’s liquid fuels use will increase 13 percent over the period to more than 11 million barrels per day while US demand hovers close to 18.7 million barrels per day.

That is below the US’s peak consumption level of 20.8 million barrels per day in 2005, the EIA added.

China imported 26.11 million tonnes (186.5 million barrels) of crude oil last month and its exports were a mere 0.17 million tonnes, according to official Beijing figures.

The Asian country’s ascendence to the top of the world’s net oil import rankings will have profound impact, an article carried by the China Business News said on Monday.

“China and the US will no longer be pure competitors in the energy sector -- China is likely to import energy in bulk from the US,” wrote commentator Li Dongchao.

“The (rising) independence of US energy will support the rejuvenation of US manufacturing, which will renew competi-tion with Chinese manufacturing,” Li said.

FRANKFURT - The rate of inflation in Germany, Europe’s biggest economy, continued to climb in July to reach the high-est level seen this year, final data showed on Tuesday.

The cost of living rose 1.9 percent this month on a 12-month basis, up from 1.8 percent in June, the federal statistics office Destatis said in a statement.

The pick-up in the rate of inflation was driven primarily by rising food prices, Destatis said.

Using the Harmonised Index of Consumer Prices (HICP), the European Central Bank’s infla-tion yardstick, the rate of infla-tion in Germany was also mea-sured at 1.9 percent in July.

The ECB defines price stabil-ity as increases in HICP of close to but just below 2.0 percent.

The most highly visible activity is the rampant exploitation of quarry C amidst of the conservation area. Many circles consider the construction of geopark with three main objectives, namely the conservation, education, and improve-ment of local economic growth through the utilization of tourism remains at the level of concept and has not been able to contribute significantly.

A legislator of the Bangli House, Wayan Gelgel Wisnawa, judged the existence of Batur Geopark had not been able to give a real contribution to local community. “Surely, the concept is very good. However, there has been no real action made by the government. What I see is that the geopark has given nothing to the three objectives,” he explained. This politician from Songan also assessed the presence of the geopark was so far merely a symbol. According to him, if the government was really serious there should be measures to manage the geopark area. So, the existence of geopark targeting three aspects could ultimately contribute significantly to society.

Similar opinion was also revealed previ-ously by Deputy Chairman of the Bangli House, I Made Sudiasa. He added that many people still did not understand about the geopark itself. “I think a lot of societies still do not understand about what the geopark is,” he said.

This politician from Undisan village judged the geopark management by Bangli government still seemed out of focus. In response to previous information regard-ing the plan of tourism facilities like golf course in the geopark region, Sudiasa said it was obviously contrary to the geopark conservation effort. According to him, the making of golf course would indirectly exploit the conserved region. “If wishing to develop geopark, please go on. If it is part of the potential to be developed or exploited, please review it first. If it will ultimately prosper the society, the government should take a decision by choosing one of the two options,” he affirmed.

Onwards, Sudiasa hoped the government in this regard could more aggressively dis-seminate the understanding of geopark to the public and be more focused in its manage-ment. Thus, the presence of geopark all this time would not give impression if the idea was forced.

Meanwhile, the Regent of Bangli, I Made Gianyar, said although the Batur cal-dera area had been designated as a geopark by the UNESCO, it was not impossible if the taking of materials such as stone and sand was still allowed. “Geopark has the conservation and utilization function. There

are things to be preserved and utilized. So, it does not mean that after having the status as geopark, it will no longer be allowed to take sand or stone,” he explained. However, the regent added that in the level of man-agement was still required a rule related to that matter. One of them was the zonation setting the borders of the allowed quarry area and the allowed daily quota for the taking of materials.

All this time, the regent admitted to have established a team to manage the geopark. Specifically for education, the Bangli gov-ernment had begun to integrate it into some subjects in this year. The Head of Bangli Education Agency, I Nyoman Sumantra, said this year his party had begun to integrate the material of geopark into some subjects at all levels of education, from elementary to high school. He hoped the local community could understand about the geopark through the education. Ultimately, it could directly have an impact on the change of mindset of the local community. “Legality of the geopark is made by the UNESCO. It means the geopark will be primarily used for education. Later, the community is expected to understand about the values of the world’s heritage,” said Sumantra.

So far, the Bangli government remained to find an alternative to improve the welfare of society apart from the sector of quarry C. “It needs a touch of technology to improve the quality of their life, from the capability of digging stone, for example, to carving stones for souvenirs. KESENNUMA, Japan - A strand-ed fishing boat that became a sym-bol of the devastation of Japan’s 2011 tsunami has long divided a northeastern coastal city - between those who wanted to keep it as a monument of survival and those who wanted a painful reminder gone.

Last week, the city announced it will be torn down after a heated debate and citywide vote. The soul-searching over the ship highlights how the aftermath of the tsunami disaster continues to torment Japan two years later.

The 330 metric ton (360 ton) Kyotokumaru was swept by the towering tsunami from the city’s

dock for about 750 meters (800 yards) into a residential district.

It has become a landmark for Kesennuma, a port city of 70,000 people, and a testament to the destructive power of the tsunami set off by the magnitude-9.0 earth-quake on March 11, 2011, which killed nearly 19,000 people.

The nearby smashed buildings and debris were cleared, but the 60-meter (200-foot) tuna-fishing boat has stood, majestic but oddly jarring, on dry ground for more than two years. Opinion on the ship had been so divided it had been put to a vote by the city residents last month. Of the 14,083 responses, 68 percent, or 9,622 people, voted to have the ship destroyed. Only 16 percent voted to keep it.

Yoshimi Abe, a 72 year-old housewife and Kesennuma resident, was among those who wanted to get rid of the ship. It’s just a constant reminder of the terrible disaster,” she said. “When I walk by it every morning, my heart aches.”

The house that Abe grew up in was destroyed by the tsunami, and she now lives in temporary housing.

Suarsedana accused the budget mechanism in Tabanan was not systematic and consistent. Even, it gave an impression to give birth to a power without direction. “The planning, budgeting, im-plementation, control and evaluation seem not sys-tematic and inconsistent,” he criticized. Even, he said, the budgeting process was not transparent. It would potentially lead to corruption and harm the society of Tabanan. This Marga politician hoped the budget of the Tabanan infrastructure would not only be focused on the town. However, it could be directed and reach the urban areas. Thus, people could enjoy the equitable development.

Similar opinion was disclosed by a member of the Democratic Faction in the Tabanan House, Putu Oka Mahendra. According to him, the devel-opment budget of infrastructure in Tabanan was no longer applying the priority scale. “Lately, I have seen if the budget of the second priority was even given the first priority. One of them is the statue project,” he protested. Supposedly, said Oka, the budget of infrastructure could be in line with the Public Budget Policy and Temporary Budget Utilization Limit (KUA-PPAS). In that document, it was always mentioned the budget priorities. In reality, the priority scale was even ignored.

Oka added there were many damaged roads in rural areas of Tabanan. Ideally, the road infrastruc-ture was given priority. “It should not be used for beautifying the urban appearance by building a lot of statues,” he sneered. Regrettably, the statue projects even kindled a polemic. This man wor-ried if the development focused on the urban areas would make villagers envy whereas they were also diligent in paying taxes and other levies. However, the concerns of the infrastructure development were still considered imbalanced.

Of this length, the damaged road reached 200,672 km, where 184.278 km was moderately damaged and 154,454 km was heavily damaged. Although the identity card (KTP) in-spection has been made at Gilimanuk Har-bor and Mengwi Terminal, some seasonal migrants bringing no identity card could pass to Denpasar. As evidence, a number of migrants without identity newly arrived in Denpasar through the Ubung Terminal by interprovincial city (AKAP) buses could still be found. They were found at Ubung Terminal when a joint team consisting of the Civil Registry Office and Public Order Officer with other elements made an in-spection and enforcement on Monday (Aug 12). In the policing, three residents were found without carrying identity card.

The policing was done to anticipate the rampant seasonal migrants. The inspection was carried out from 06:00 a.m. targeting bus passengers that had just arrived in the largest terminal in Denpasar. The identity of passengers getting off the bus was im-mediately inspected by the joint officers.

The Head of Denpasar Civil Registry Office, Nyoman Gede Narendra, accom-panied by the Division Head of Population Mobilization, Nyoman Artayasa, when met amidst the inspection said the seasonal

migrants to Denpasar were ascertained to increase, but he could not predict the amount of the increase. Moreover, similar inspection had also been made at Mengwi Terminal and some had dropped in place. “Denpasar Municipality does not prohibit residents from coming to Denpasar, but we expect the incoming residents to comply with the rules of population in the city of Denpasar,” hoped Narendra.

After recording their identity, they would be directly checked at their des-tination with the involvement of hamlet/village authorities or local headman. He added the inspection at Ubung Terminal would last for three days. Surely, there might be seasonal migrants that had not been registered so they would be directly targeted at the hamlet or village of des-tination.

The Division Head of Population Mobilization, Nyoman Artayasa, said from the inspection his party managed to capture 128 seasonal migrants that had just arrived from outside Bali. They were ensnared in the bus coming into the Ubung Terminal. “Among the ensnared migrants, three migrants could not present their identity card,” he said. (kmb12)

CARACAS - Venezuela’s Presi-dent Nicolas Maduro said on Mon-day he will ask for decree powers last used by his predecessor Hugo Chavez to ramp up a fight against corruption that has begun to cost him politically with supporters.

Maduro, who served as Chavez’s foreign minister and vice president, narrowly won an election four months ago after his socialist men-tor died of cancer.

He has struggled with slowing economic growth and rising inflation while also trying to impose control on the diverse coalition he inherited from Chavez. It ranges from military officers to businessmen, leftist ideo-logues and armed militants.

A new anti-corruption drive that Maduro launched with great fanfare has led to the arrest of some rela-tively senior officials from state-run businesses and institutions. But it has suffered from a widespread public perception that “big fish” with politi-cal connections have been spared.

In a nationally televised speech, Maduro said he would ask the National Assembly, which is dominated by his

supporters, to grant him decree powers to step up his battle to defeat graft.

“I’m going to call a national emergency in the fight against cor-ruption, and I’m going to ask for special powers in order to change the laws,” he said. “If I have to change all the laws to confront cor-ruption, I’m going to do it.”

To be granted decree powers, Maduro would need the votes of three-fifths of the National As-sembly, or 99 deputies. His ruling Socialist Party holds 98 seats, so he would need just one independent lawmaker to back him.

Chavez governed for months us-ing decree powers that he requested from lawmakers in 2010 to push through reconstruction and relief projects after floods left nearly 140,000 homeless. At the time, critics accused him of exploiting the disaster to sideline the Assembly before the arrival of a raft of opposi-tion legislators elected that year.

Chavez later said he was being demonized around the world for ruling by decree, and at one point said he would give up the powers if the post-flood measures were put in place quickly.

KABUL , Afghanis tan — A cholera outbreak at a village in northeast Afghanistan has infected 1,492 people, killed a young wom-an and left another 100 in critical condition, a provincial official said Tuesday.

Abdul Marouf Rasekh, a spokes-man for the governor of Badakh-shan province, said the outbreak began three days ago and was restricted to one town that has been quarantined.

When it first appeared in the mountainous village of Chappa in the Darayen district, Rasekh said it infected 850 people but quickly spread until the quarantine was put in place.

“The village has been quaran-tined and they are all being treat-ed,” he said, adding that “treating such diseases is not easy.”

Rasekh said the source of the infection had been traced to a single spring of water that supplies the

entire town’s drinking water. Health authorities were bringing in water from nearby towns until the prob-lem was solved.

He said that 36 of the most se-rious cases have been taken to a hospital in the provincial capital of Faizabad and that the sole death so far was an 18-year old woman.

Afghanistan has had cholera outbreaks in the past but they are not common. Typhoid and other intestinal diseases and parasites are far more common but not as deadly if left untreated.

Access to clean drinking water is a problem in rural Afghanistan and health care is rudimentary in large parts of the country, which has one of the world’s lowest life expectancies at 50. Only 12 percent of Afghans living in rural areas have access to clean drinking water, according to the U.S. Agency for International Development.

The World Health Organization says cholera is virulent but mortal-ity rates are low if treated quickly.

Operators of the trampoline gyms say severe injuries are rare and safety fears are overblown.

The parks are typically giant warehouses filled with a series of trampolines that allow customers to bounce every which direction, slam-dunk basketballs and do gymnastics moves. The industry has grown rapidly, from a handful of centers in the Western U.S. in 2007 to about 160 throughout the world, ac-cording to ASTM International, a standards-development orga-nization.

enough, and they’ve asked the health board to step in.

fact indicates there seem no agricul-tural development programs that have been completed,” he said.

He said that many programs seemed to have been implemented as an imag-ing alone. The holistic, synergistic and dynamic agricultural development programs with a high policy commit-ment had not been visible. “I do not

know whose fault it is. The popular concept of counseling, mentoring and rural cooperative (KUD) during the New Order era (President Suharto) has been fragile. Stagnation between the current behavior and the condi-tions of the farmers with the growing globalization including the free market around the corner had become a threat to the agriculture of Indonesia, includ-ing Bali,” he sighed. EvEry Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc.

The dedication or inauguration day of a Temple is con-sidered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion.

The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines.

In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbul-umbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

“The pest is like virus and cutting the rice neck. They attacked the grain since it was young,” complained Nengah Sudiana, 54, one of the local farmers, Monday (Aug 12). This man claimed the virus was the most difficult pest to eradicate. Though having ap-plied various pesticides, the pest attack remained ferocious.

Since many ears of the grains were damaged, the crop yields dropped sharply. Sudiana pointed out, his rice yield could only reach 45 kg per 100 square meters, while under normal condition he could gain up to 80 kg per 100 square meters. “Many rice grains were rotting. the SDN 6 Songan primary school are forced to learn in the emer-gency classroom bordered with plastic sheet wall. A number of those students are separated from the main classroom as it is beyond the capacity. Even, such apprehen-sive condition has been going on since the past few months.

Based on observation at loca-tion on Monday (Aug 12), con-dition of the school located at Serongga hamlet, Songan village B, was indeed very alarming. To reach the location of the school, people should go through a trail about 100 meters from the main road. The road could no longer be passed through by four-wheeled vehicle. At a local hamlet hall lay a building measuring about 6x8 meters. Walls of the build-ing were made of sheet of plastic sacks sewn in such a way and structured with bamboo in order to make a room without a win-dow, door and roof. “This build-ing is self-financed by donation

of local residents at Serongga, while the equipment such as the blackboard, chairs, and tables belong to SDN 6,” said Principal of the SDN 6 Songan, Wayan Suandara.

According to him, the emer-gency classroom was made be-cause local school at Songan surpassed the capacity. As a result, the school and Serongga residents had an initiative to build another classroom. In other words, the emergency class was a distance class of the SDN 6 Son-gan. Suandara said the classroom establishment was based on the agreement of Serongga residents in order the children of Songan village could still attend school. “Other than being overloaded, the distance from Serongga to the existing school at Songan is also pretty far, so we feel sorry for the students,” said Suandara.

To attend school, the students from Serongga should travel about three kilometers through the main road. When finding a shortcut through the village

lane, it was quite vulnerable and far. Since there was no attention from the Bangli government, the residents of Serongga finally took an initiative to establish the emergency school. “It is the first step and we plan to submit a proposal to the Education Agency for the establishment of a new school at Serongga. It’s the initia-tive of Serongga residents,” said Suandara.

A total of 32 students attended school in the emergency class-room. Meanwhile, the number of student at the main SDN 6 Son-gan primary school reached 34 put into a single class. Therefore, the total number of first grade students at the SDN 6 Songan totally reached 66 students. “If all the students are accommo-dated at the SDN 6 Songan, they will not fit. Therefore, we take an initiative to make a distance class at Serongga,” he explained. Meanwhile, the teachers in the emergency class were from the SDN 6 Songan primary school who taught in turn. Some farmers claimed that such attack had lasted for a long time, even before the grains were turning yellow. Thus, the growth was not normal.

Aside from facing dropped harvest, farmers also complained about the decline in the rice prices. Due to low quality, the price of rice fell from IDR 400,000 to IDR 350,000 per quintal. Many harvesters were going home for celebrating the Eid in Java. “This rice harvest is already delayed due to wait-ing for the harvesters,” he said. “You hear nothing. You see noth-ing. You only serve.” Such are the instructions Cecil Gaines receives as he embarks on his daunting new job at the Eisenhower White House in “Lee Daniels’ The Butler.” But of course Gaines, played by Forest Whitaker in a moving, grounded performance that anchors the film and blunts its riskier excesses, hears and sees everything.

And that means that over more than three decades on the job, he has a Forrest Gump-like view not only of the White House under seven presidents, but of the long arc of the civil rights struggle in 20th-century America.

Much has been said about this movie’s potential future as an Os-car powerhouse. The speculation is natural — especially given its star-studded cast — but it takes away from

the more important discussion of its simpler virtues, as an absorbing film that has the potential to teach a new generation (and remind an older one) about these crucial events.

The story is inspired by a Wash-ington Post profile of Eugene Allen, a White House butler from 1952 to 1986. Some anecdotes remain, but much is different. Most importantly, Daniels and screenwriter Danny Strong create a father-son dynamic between Gaines and a rebellious older son, Louis (a terrific David Oyelowo) that serves as a backdrop against which the civil rights struggle can play out — through the eyes of black characters, not white ones, for a refreshing change.

This is done most strikingly in a key montage in which Cecil and his fellow White House workers set up an elegant state dinner, china and crystal and all, while down South,

Louis is protesting at a segregated lunch counter, leading to a harrowing confrontation.

But the story begins in 1926, with the death of Cecil’s own father at the hands of the barbaric son of a land-owner on a Georgia cotton farm. The elderly landowner (Vanessa Redgrave, beginning the celebrity cameo parade) takes Cecil into her home, where he first learns to be a butler — how to act, she tells him, like the room is empty even when he’s in it.

Years later, working in a Wash-ington, D.C. hotel, Cecil is noticed by a White House official, leading to a job there. His wife, Gloria, is im-mensely proud. Gloria, as you may have heard, is played by one Oprah Winfrey, and her performance is often restrained and quite moving. To her credit, you’re not thinking “Wow, Oprah!” in every scene; that in itself is no small triumph.

NEW YORK — Neill Blom-kamp’s science-fiction thriller “Elysium” led a crowded field at the box office, topping the weekend with $29.8 million.

“We don’t want the reclamation to con-tinue because many of the Balinese people reject the idea. For that reason, Bali House urged the governor to revoke the permit,” said the Head of Bali House A.A> Ngurah Oka Ratmadi accompanied by the Vice Ketut Suwandhi and the Head of Commis-sion I Made Arjaya on Monday, August 12, 2013.

In the letter by Bali House, there are

several considerations why the Governor should revoke the permit. First, it is because many people reject the idea of reclamation on Benoa Bay. Second, the recommenda-tion given by Bali House previously is to do a feasibility study and not to publish a per-mit. Third, the pre-study done by Udayana University shows that the reclamation will give many negative effects. Fourth, there are many regulations that was violated by the

governor during the making of the permit such as the regulation on the protection of the coastline, the management of the small islands, and others.

Cok Ratmadi said that by the letter that urged the governor to revoke the permit, there is great hope that the controversy surrounding the reclamation plant will be finished. “We hope that the governor can act on this letter of recommendation,” he added.

He also stated that by the new letter, the previous letter by Bali House regarding the development of an island to protect from tsunami is canceled. The similar statement also said by Ketut Suwandhi and Made Arjaya.

According to Arjaya, the governor should revoke the permit immediately. However, all of them don’t want to say what the punishment is if the governor doesn’t obey the recommendation. Unfortunately, there is no certain date on the letter of the recommendation but the house expect that the governor will act promptly. (kmb29)
