Turner & Townsend 03

Choosing the optimal time to invest in downstream capital projects or

shut down capacity for turnarounds is a complex decision.

Crude oil quality, differentials and crack

spreads, driven by seasonal product supply and

demand balances and stock levels, impact

margins differently depending on where you are

located and how you are configured. In a low oil

price environment the industry is looking for low

cost projects with high returns, however the

impact of delays or overruns can quickly start to

erode your project economics. Ensuring cost and

schedule predictability is key to remaining

profitable in a marginal environment.

Volatile market conditions and cost predictability present the greatest

challenge to the downstream industry

Turner & Townsend provide people

and services that add value to our projects; their commitment to

support improved project controls has been very beneficial” Cost and Schedule Network Leader, BP

Facilitating predictable outcomes, our assurance

and control functions will proactively minimize

the possibility of project overruns, scope creep,

budget recalculation or delay of interdependent

work.

We provide assurance with informed

recommendations to ensure successful project

execution through independent reviews including

cost, schedule and estimate data.

We validate quantities and implement scope

growth management procedures to establish

confidence in projects strategies, execution plan,

estimate, risk awareness and schedule prior to

site outage.

Our integration with existing plant operations

means that we will have a solid understanding of

individual and department roles in shutdown,

cleanout, execution, startup and commissioning.

Utilizing client processes and procedures or

developing a unique formalized structure for a

project controls program will help drive

consistency and best practices to meet your

individual requirements.

Maintenance and turnarounds solutions

With an increased focus on the cost of

shutting in capacity when margins are higher than average, many maintenance and turnaround projects have been delayed. For those shutdowns that cannot be deferred, greater emphasis is required on planning and execution to complete on budget and schedule.

Whether for planned (or unplanned) repairs,

capital project tie-ins or major shutdowns we

provide time critical maintenance and

turnaround solutions at every stage of the

project lifecycle.

Some of our specific maintenance and

turnaround services include:

preparation and review of turnaround

execution plan

provision of data on risk, estimate, schedule,

scope control, cost management and contract

administration to support informed decision

making

establish target dates for review of work

scope, associated cost of work to be

performed, estimate validation, resource

allocation agreement and contractor

identification

establish possible contingency requirements

for each phase of the shutdown

management and support to procurement

process and establish standards for material

and equipment delivery prior to turnaround

utilize tools and systems for planning, scope

management, cost management, earned

value management and execution of

turnaround project controls

establish and manage scope freeze criteria

and dates

establish work week schedule and fatigue

management requirements based on

turnaround duration, location and client

procedural policies

daily or shift updating support and progress

reporting/evaluation

daily cost reporting and trend analysis

develop control documents outlining systems,

major isolation points, critical features,

storage and laydown areas to establish a

clear understanding of work

support document and data management;

flow and distribution of information

spot validation of reported

quantities/progress confirmation through

quantity surveying

manage change and review – track trends

against control estimate and schedule

timely review and identification of

productivity deviations and review causes

and mitigations

provide leadership and turnaround

management with critical path analysis

Developing metrics and a management

dashboard to make actual performance

visible

Capturing lessons learned post maintenance

activity to identify and drive acceptance of

best practices

Bringing expertise to identify gaps in

maintenance planning and drive process

improvements.

Effective planning and scheduling of maintenance and turnaround activities provides significant value in terms of improved performance, cost savings and resource efficiency.

Through the active management of

cost and schedule, we are able to

quickly identify issues to facilitate swift corrective action to keep

turnaround and maintenance projects

on track.

Downstream case studies

Aromatics Plant, Malaysia, quantity surveying and measurement

Our support to this quantity re-measurement exercise is providing our client with validation

of contractor quantities and pricing for all disciplines. This provides confidence that the

scope of works is fully reflected and centralises project control by providing visibility of

change and any resultant impact on cost, as well as a consistent approach to contract

administration.

Refinery, Australia, estimating services

We are supporting various capital works projects and shutdown activities on site by

providing comprehensive estimating support at levels I, II and III, integrating engineering,

contractor and owner information, highlighting any areas of concern and implementing

improvements to provide predictability of project outturn cost.

Refinery, Norway, contracts administration services

We were assigned to the project halfway through the construction phase after major delays

and disputes with the mechanical and electrical contractors had arisen. We provided

contract services support including administration of contracts, assessment of claims, claims

defence and resolution, to support commercial closure.

Petrochemical Plant, China

Our assurance review of the cost estimate and schedule led to cost savings on several qualitative

aspects of the estimate and correlated the schedule to enable pre-work prior to the TAR starting

as well as highlight the critical path items once the TAR had commenced. We also provided

project close-out services.

Biofuels Expansion Project, Brazil, estimate assurance services

Turner & Townsend provided dedicated and experienced cost experts to support the

development and finalisation of the estimate assurance review, and cost and risk schedule

analysis, on two separate trips to the site.

Downstream case studies

Turner & Townsend 10

Gas to liquids, USA

As part of the project’s select phase stage gate review, we developed in depth plans,

schedules, estimates, risk analytics, cash-flow and manpower forecasts for multiple project

options.

Petrochemical plant, UK, cost management including estimating

With no formal processes or procedures in place for the management and reporting of costs,

our client appointed us to provide cost management services. Since appointment, Turner &

Townsend has developed the cost management function within our client’s company from

day-to-day transactional activities only to the proactive management of costs.

Petrochemical Plant, Iraq, early civils and marine estimating

Our involvement includes preparation of a class 2 cost estimate of the OSBL elements for

the early works of a large scale GTL process plant site. This includes assessing the extent of

the civils/marine scope and production of all necessary quantifications to support the overall

estimate.

Refinery, USA, managed service including estimating

Our comprehensive project controls support includes integration of contractor and owner

information, estimate assurance, planning and schedule development, and cost and schedule

control on multiple projects within our clients major projects program.

Wax Plant, South Africa

We provided project controls services inclusive of change control, contract administration

and planning. Our team reviewed and enhanced the existing processes and procedures to

provide confidence in progress overviews and improved monthly reporting.

Refinery, North America

Our initial role supported the planning and development of a master P6 schedule. This

included running interactive planning sessions with all of the key contractors and developing

a resource loaded schedule with a clear critical path and ~50,000 baseline man hours. Our

cost control and management services set the control budget and implemented the tools and

processes required for the execute stage.
