Action taken report on the action points that emerged out of 33rd and 34th SLBC meeting for Manipur held on 7th June, 2013.
Action Points Action Taken1. Opening of Currency Chest Branch by UBI at Jiribam.Long pending issue for opening of 2 Nos. ATMs by Vijaya Bank at Airport and Governor road.
UBI is yet to open Currency Chest as building is not yet allocated by GoM.Vijaya Bank has installed one ATM at Governor road, Paona Bazar and another ATM at Airport will be opened very soon.
2. Social Welfare Dept. to notify the 4% beneficiaries of MOAP/NSAP reported as expired cases or non-existence.
Social Welfare Deptt. is yet to report the actual position.
3. Social Welfare Deptt. to regularly submit Progress Report on 11% of beneficiaries whose accounts are yet to be opened.

4. MIT & concerned Banks to finalise the process of handing over VLE/CSC to Banks
It is reported that the MIThad handed over some of the CSCs/VLEs to the banks directly but banks requested that they should be handed over to their BCs and not to themselves.
5. Banks to expedite opening of Branches in the complex constructed by the Government.
Banks are ready to open their Branches as soon as infrastructures are ready at identified centres.
6. Opening of RBI, Office: RBI and state Govt. to advise the progress made to the house.
Land allotment process is still going on.
7. Govt. of Manipur is expected to help framing of recovery rules under PDR Acts. to help in recovery of Agriculture NPA.
State Govt. is reported to be working hard on the matter.
8. All Banks to regularly submit Data of MSME in prescribed/SLBC return

9. Review of CD ratio: All Bank to improve CD Ratio.
CD Ratio of the following 3 Banks is the lowest (1) IndusInd: 0% (Just Opened) (2) Axis Bank: 1% and IDBI: 3% etc. Average CD ratio of the state is 39% an improvement of 1% only over last quarter.
10. Some private Banks and newly opened Banks to submit achievement under ACP in time.

11. Deserving SHGs to be credit linked by Banks
The following Banks have extended credit linkage either directly or indirectly to SHGS: SBI: 27, MRB: 126, CBI: 30, UBI: 56, ALB: 2, UCO: 1, VJB: 2, IUCB: 40. No other Banks have extended any credit linkage to SHGs.
12. Govt. of Manipur, Land Revenue and RD Dept. to expedite allotment of land for RSETIs for 8 districts.
Land allotment order issued for Imphal West District by concerned authority for setting up of RSETI, we are yet to receive any development of other districts.
13. Govt. of Manipur to take immediate steps for release of pending subsidy claims under PMEP scheme.
Matter was discussed in the meeting held in the office chamber of Principal Secretary, Commerce & Industries, Dept., It has been reported that the KVIC had already released pending subsidy of more that Rs1crores to the banks. The remaining may also be please released immediately.

Agenda 4: Development in Banking Operation in the State:

Deposits: There is an overall increased in aggregate deposits by ` 47.28 crores during September, 2013 quarter over the June, 2013 quarter which is an increase of 1%. A YOY increase of ` 710.05 crores has been registered over September’2012.Details may be seen on page 20.
Advances: In advances also there has been an increased of ` 81.32 crores in aggregate advances during Sept, 2013 quarter over the June, 2013 level. And also there has been a YOY increased of ` 85.39 crore over Sept’ 2012 level. Details may be seen on page 20.
C.D. Ratio The average C:D Ratio of all banks stands at 39 % which is much below the national benchmark of 60%. MSCB, MWCB, CAN, CBI and SYN have crossed the level of 60% and other Banks such as BOM, HDFC, ICICI, IUCB, MPCB, MRB, PNB, SBI, UBI and UCO achieved above 40%. Details may be seen on page 20.
Priority Sector Advances: There has been an aggregate growth of ` 0.62 crores during Sept’ 2013 quarter over the June, 2013. Bankwise position of priority sector advances is given on page no 22.
Agenda 5:
Credit Flow to Agriculture Sector
The Bank wise performance under AGL Sector is furnished on page nos 23, 28, 32 & 33. of this booklet. The following banks have registered performance above the benchmark of 18% in AGL lending; BOB, HDFC, ICICI, PNB UBI, MRB, MSCB and MWCB. All other banks need to improve their AGL lending to at least a minimum level of 18%.
Note: Gold loan sanctioned by private sector banks with interest rate of 13-14% are shown as agriculture loans. This practice should be discontinued immediately as interest rate on Agri-Gold loan is 7% p.a. only with interest subvention @ 3%.

Credit Flow to MSME
The bank wise performance data under MSME is furnished on page no 52. There has been aggregate decrease of ` 48.33 crore from the June, 2013 level.
The Prime Minister Special Task Force committee stipulates the following criteria for financing under MSME.
a) To achieve a 20% year on year growth in credit to micro and small enterprises to ensure enhance credit flow;
b) Allocation of 60% of MSME advances to Micro Enterprises to be achieved in stages- viz., 50% in the year 2010-11, 55% in the year 2011-2012 and 60% in the year 2012-2013, and
c) Achievement of 10% annual growth in number of Micro Enterprises accounts.

Agenda 7: Credit Deposit RatioDistrictwise Position
The District wise position of comparative CD ratios as on 30.09.2013 and 30.06.2013 are given hereunder.
Position of CD Ratio in Manipur State (An analysis as on 30.09.2013) Credit Deposit ratio of all Banks in the state is 39 % against the National benchmark of 60%.
The CD ratio in the following 4 districts –Thoubal, Chandel, Senapati and Bishnupur
stood at above 60%.
CD Ratio was highest in Bishnupur followed by Thoubal and Senapati district.
Other remaining districts i.e. Imphal West, Imphal East, Chuarachndpur, Tamenglong
and Ukhrul District were having below 40% CD Ratio. Ukhrul District was having
lowest CD ratio (26%).
Banks which have registered CD ratio of below 60% need to initiate immediate steps
to iimprove their position.

MINUTES OF THE 33RD AND 34TH STATE LEVEL BANKERS COMMITTEE MEETING HELD ON 7TH JUNE-2013 AT THE CONFERENCE HALL OF IMPHAL
SECRETARIAT, SOUTH BLOCK AT 3:00 P.M.

The combined 33rd & 34th SLBC meeting was held on the 7 th June, 2013 at the conference hall of Manipur Secretariat, South Block, at 3.00 PM under the Chairmanship of Shri D.S Poonia, Chief Secretary of the Govt. of Manipur. The list of participants is enclosed as Annexure.
The meeting commenced with a warm welcome address by Shri James Thatlinga, AGM & Regional Manager SBI, Imphal Region. Shri Thatlinga solicited the active participation of all members in the discussion and deliberations of the meeting. Thereafter Shri R. R. Rashmi, Additional Chief Secy (Finance), GoM, briefly touched upon the views of the State Govt. on issues to be discussed with particular reference to the DBT schemes. In his opening remarks, Shri Rajnish Kumar, Chief General Manager, State Bank of India, North East Circle, Guwahati said that he has been appointed Chairman of a Special Committee on Financial Inclusion Plan by the GOI (Ministry of Financial Services) with a view to prepare of a plan for deepening financial services in the North East. He informed that the committee comprising of major banks was already working on formulating plan/recommendation for the improvement of financial inclusion of target groups and would also seek the advices of State Govts. RBI, NABARD etc. He further stated that the C:D ratio of banks in N.E. in general was low as compared to the national level and the special committee would try to suggest measures to improve the position.
Thereafter discussion on the agenda items followed.

1. Confirmation of the minutes of the 32nd SLBC meeting held on 20th of December 2012:
As the minutes of the last meeting had already been circulated to all members and no comment for any change was received, it was taken as read and confirmed.
2. Action Taken Report on points which emerged out of the 32nd SLBC meeting:
Major part of the review of the action points arising from the Action Taken Report of the last meeting was done alongside the agenda items.
The long pending issue of opening of a Currency Chest branch at Jiribam by the United Bank of India was highlighted once again. UBI was requested to expedite the process without further loss of time. There was also a long pending issue of installation of ATM with the Vijaya Bank at Airport road and near the Raj Bhavan. The representative of the bank was requested to speed up the matter and complete the exercise before the next SLBC meeting.

3. Updated Status of opening of Bank Accounts under NSAP/ MOAP:
Smt. Th. Chitra Devi, Director, Social Welfare made a presentation on the present status on the implementation of the schemes. She informed the House that the bank accounts of 85% beneficiaries under the two social benefit schemes had been opened,

11%were yet to be opened and 4% were detected as expired cases. She further stated that in the case of 16.67% of the 85% ,banks were yet to give account numbers despite the fact that accounts were already opened by the CSPs and claimed that a good number of accounts opening forms were still lying pending with bank branches. The Director, Social Welfare Deptt. also highlighted some problems being faced by the beneficiaries of the IGNDPS as Banks are insisting on the physical presence of the beneficiaries at the bank branch while opening accounts. The Additional Chief Secretary advised the District level Social Welfare Department Offices to coordinate with the concerned banks under the guidance of the respective Deputy Commissioners. The Chief Secretary, GoM instructed the Director Social Welfare Deptt. to notify the 4% beneficiaries reported as expired cases as expired or non-existent. He further insisted that a regular progress report should be sent to the Government on 11% of beneficiaries whose accounts were yet to be opened.

4. Appointment of VLEs of CSCs as BCs – progress thereof:
The OSD, IT, GoM made a Power Point presentation on the status and informed that the State Designated Agency (SDA) and State Chanellising Agency(SCA) had submitted a list of CSCs for mapping with Punjab National Bank and Vijaya Bank to be taken over as their BCs.. The Head Office of Vijaya Bank, Bangalore has allocated KIOSK OPERATOR (KO) code for four CSCs. Punjab National Bank (PNB) was in the process of creating KO codes for CSCs under their Irilbung Branch in Imphal East. SCA has submitted a list of 102 CSCs to United Bank of India for mapping in Imphal West, Thoubal, Tamenglong and Ukhrul Districts. He informed the House that a discussion on appointment of B.C. with SBI was progressing well. He further pointed out that, out of the 399 CSCs, 179 would be made operational as B.C. of banks and requested the Banks to give kiosk code numbers to the trained VLEs. It was agreed that the CSCs in the valley districts would continue to remain as BC/CSPs of the Drishtee Foundation Ltd. or other BCs appointed by respective banks and those in the Hills districts would be taken over by the Zoom Connect Pvt Ltd. which has already been working with the IT Deptt. It was once again made clear that all benefits under the Social Benefit schemes would be transferred directly to the individual accounts of beneficiaries.
The SLBC advised better coordination once in a month between the IT, SBI, Zoom Connect & Drishtee Foundation.

5. Tribal Area Inclusive Growth Project:
The Planning Department, GoM, made a Power Point presentation on the current status of The Tribal Area Inclusive Growth Plan. Under the project, basic physical infrastructure like (i) BDO Office( ii) Bank Office (iii) Staff quarters (iv) Police Outpost and (v) Compound fencing would be constructed by MDS covering 27 Blocks, paving the way for banks to open their branches without the need for acquiring security and other basic infrastructure. It was reported that the progress of the construction was good and 30% of the funds had already been utilised. The Chairman said that he would expect the banks which have been allotted centres for opening branches would waste no time in opening of their branches immediately on completion of the construction of the infrastructure. He once again expressed the commitment of the State Govt. towards the growth plan by mobilising all the required resources.
On the request of DC/Senapati, the original allocation of Bank branch at Paomata which was given to MSCB will be changed to PNB. The allocation for Tamei and Tousem will be changed to SBI and UBI respectively.

Shri G. N. Murthy, General Manager, RBI informed the that their Regional Office at Guwahati had apprised their Central Office, Mumbai about the offer of building and

other facilities made by GoM for opening their office in the State while land for the permanent building will be allotted/finalised.

As decided in the previous meeting the GM, NABARD, Imphal submitted a proposal for constitution of a Sub Committee on improvement of credit flow to agriculture, comprising of the following members.

The proposal was approved by the. Shri Nemlekar GM, Nabard was optimistic that the C:D ratio of Manipur could be increased to 52% with the improvement in the credit flow to agriculture sector. Shri Rajnish Kumar shared his concern about NPA in agriculture and said that despite the fact that the SBI’s 52% of NPA in agriculture was really worrisome. The bank was still looking at scope to increase the credit flow to the sector by identifying viable schemes. He added that the bank’s huge exposures to fishery and passion fruit loans met with very poor recovery and requested the help of State machinery to assist in recovery by introducing/framing the State Public Demand Recovery Act/Rules.

9. Review of Development in Banking Operations in the State:
Rajnish Kumar, CGM, SBI suggested that (a) Digitization of Land Records and b) Improvement in the recovery mechanism would create good atmosphere to increase C:D Ratio in the state. Shri Lakshmi Kumar Singh, DIF, GoM informed that the State Govt. was fully seized of the matter and was coordinating with various departments to help banks improve their loan recovery. The PDR ACT was already made operational and the rules were being framed.

10. Review of Credit Flow to Agriculture sector:
As the agenda was already adequately covered in the earlier discussion, no more discussion took place on this issue.
11. Review of Credit Flow to MSME: While discussing the agenda, it was reported that detailed and timely reports according to RBI guidelines were not submitted to the Lead Bank Office by some banks. Shri G.N. Murthy General Manager, RBI requested that list of delinquent banks be made available to RBI so that he could take up the matter with their higher authorities.

12. Review of Credit Deposit Ratio:

The average C:D ratio of the banks at 37% was considered very low. It was pointed out that the March end figures were distorted because of large idle funds temporarily parked in the banks accounts of the Govt. which were quickly withdrawn. The C:D ratio would improve in the next quarter.

14. Review of Credit Flow to the members of the Minority Community:
Data on credit flow to members of minority communities was made available. As there was no comment from any quarter, there was no further discussion.
15. Achievement of Annual Credit Plan 2012-13:
While reviewing the figures, it was reported that some banks like Axis Bank and other private Banks did not submit their data properly in time. As a result, the factual position on their achievement could not be reflected. The representative of AXIS Bank assured that the return would be submitted in time in future. Newly opened bank branches like IDBI, Canara Bank and Bank of Maharashtra were advised to submit achievement data well in time in future.

16. Review of Progress on Financing Self Help Groups (SHG):
The GM, NABARD informed that a sub-committee had already been set up for monitoring WSHGs. He also informed the House that SHGs were facing problems while opening accounts with the banks and requested all banks to give special attention to the SHGs. He further stated that despite the SHGs having been already qualified many of them were yet to be credit linked. It was pointed out that the recovery position in respect of many SHGs was very poor and due care should be exercised while grading the SHGs so that deserving SHGs are not barred from receiving credit from the banks on the ground that the recovery position of existing SHGs is not satisfactory.

17. Progress in setting up RSETI:
It was informed that land had been identified in all the districts for setting up of RSETIs and the Revenue Deptt. and the R.D. Deptt. were actively working on the formalities for land allotment for RSETIs. The concerned Departments were advised to finalise the process of land allotment early so that RSETIs in all the Districts become operational without further delay.

18. Review of the progress on PMEGP 2012-13:

Shri O. Nabakishore Singh, Principal Secy., Commerce and Industries, GoM, pointed out that the performance of SBI and PSB was good and that of UBI was much below the mark with particular reference to Tamenglong District. He questioned the inclusion of AXIS Bank, HDFC, ICICI Bank etc. in the list of banks eligible for receiving Govt Funds as they did not sanction the loans according to their allocated target, which dragged down the overall performance figures of the State as a whole. He declared that a modest target of 744 had been allotted to the State for the financial year 2013-2014. The CGM, SBI, requested the Nodal Departments to sponsor all applications latest by 31st Sept. 2013 instead of rushing them at the fag end of the financial year. He also emphasized on the need for proper selection of the trades and suggested that freedom be given to the Screening Committee to exercise discretion in selecting viable projects. Shri M. Lakshmikumar, DIF, GoM pointed out that if the implementation was not improved, the whole credibility of the Scheme would become questionable. The GM, NABARD, Imphal suggested that the passed out trainees of the RSETIs may be given preference since they have already attended the required training.
The Regional Manger, SBI, requested that all pending subsidy claims may be released immediately before the fresh proposals for loans are forwarded under the current year target. The Principal Secretary, I&C informed that demand for additional subsidy funds was already made and assured that all pending claims would be settled very soon.

20. Review of progress of Weavers’ Credit Card (WCC):
The Principal Secy., Commerce and Industries informed that except SBI and UCO Bank, no other banks had sanctioned loans under the scheme. He further stated that for the 2013 -14, a target of 15,000 had been allocated to the State. He suggested that as no loan had been disbursed during the year 2012-13, the combined targets of the last year and the current year be distributed to the banks. The representative from MRB informed that they had reservations about participation in the scheme since the Bank is not covered under the Credit Guarantee Trust Fund Scheme due to high NPA. The Principal Secy. pointed out that they had recently injected Rs. 1.72 crs. into MRB under the understanding that they would extend fresh loans under the scheme and if they refused to sanction new loans, the bank should refund the fund to the Dept. It was decided that the current year target should be distributed to the banks and the backlog of the last year target should also be cleared by all banks.

21. Discussion on RBI Guidelines on Financial Inclusion Plan 2013-2016:
Shri R. C .Bal, AGM, RPCD, RBI, Guwahati informed that a comprehensive circular had been issued on the coverage of all villages during the three year period. The plan was approved in the DCC meetings of all the districts in the State. A booklet on the list of villages to be covered was made available to all the members present.

23. Constitution of Committee to formulate a Special Financial Inclusion plan of financial services in the NE Region:
The Govt. of India, Ministry of Finance, Department of Financial Services constituted a Special Committee to formulate a Special Financial Inclusion Plan to deepen the Financial Services in the North East Region under the chairmanship of Shri Rajnish Kumar, CGM, SBI, N.E.Circle. The committee comprises of representatives of major banks in the North East Region. A copy of the letter issued by the GoI was distributed to all members but further discussion was not held as the issue had already been briefly highlighted by Shri Rajnish Kumar in his opening remarks.

24. Miscellaneous:
(A) Shri Th. Chittaranjan Singh, Deputy Commissioner, Chandel district reminded the House that there was still no ATM in his district and requested the SBI to immediately take necessary action for opening two ATMs. The SBI promised to look into the matter immediately.

(B) The Inspector General of Police (Ops), Shri T. Pachuau, IPS, GoM informed the House that some bills for cost of guards deployed at banks branches were pending for quite sometime and requested that they should be cleared without further loss of time. He also said that only nominal charges were made in respect of non currency chest branches while currency chest branches were not charged. It was suggested that the issue be brought up and resolved in the District/State Level Security meetings.
