Development in Banking Operation in the State:
Deposits: There is an overall increase in aggregate deposits by ` 966.73 crores
during March, 2015 quarter over the December, 2014 quarter which is an increase of
19 %. A YOY increase of ` 572.27 crores have been registered over March’14.
Details may be seen on page nos 6, 8, 26 & 27.
Advances: In advances also there has been an increased of ` 188.94 crores in
aggregate advances during March, 2015 quarter over the December, 2014 level.
And also there has been a YOY increased of ` 319.18 crore over March’14 level.
Details may be seen on page nos. 6, 8, 26 & 27.
Priority Sector Advances: There has been an aggregate increased of ` 158.43
crores during March’14 quarter over the December’14. Bankwise position of priority sector advances is given on page no 30. C.D. Ratio: The average C: D Ratio of all banks decrease by 3% to 39% during the quarter. BOM, CAN, ICICI, IDBI, PNB, UNION and MSCB, have crossed the level of 60% and other Banks such as CBI, HDFC, SBI, SYN, UCO, MRB, IUCB, MPCB & MWCB achieved above 40%. Details may be seen below and page no. 8.
Districtwise Position
The District wise position of comparative CD ratios as on 31.03.2015 and 31.12.2014 are given hereunder.
Agenpda 4: Credit Flow to Agriculture Sector The Bank wise performance under AGL Sector is furnished below and also on page nos 31, 36, 42 and 43 of this booklet. The following banks have registered performance above the benchmark of 18% in AGL lending; HDFC, ICICI, IDBI, PNB, UBI, MRB, MSCB, MPCB and MWCB. All other banks need to improve their AGL lending to at least a minimum level of 18%.
Agenda 6: Annual Credit Plan: 2014-2015 The District wise Annual Credit Plans for 2014-2015 as approved by the respective DCCs have been collated to arrive at State Annual Credit Plan for 2014-2015 as follows:

As decided in the SLBC, Sub committee meeting held on 14.02.2013 at the Conference Hall of Manipur Secretariat the Banks have been allotted to open their Branches in the unbanked blocks as given in page nos. 16-17. Following a meeting Chaired by hon’ble CM on 28.04.2014, it has now been decided to prioritise opening of banks in the following unbanked blocks of the state within 2014-2015:-

Infrastructure such as electricity, water supply boundary wall not complete. No police outpost. Road condition from Bishunpur is very bad. Communicated to Bank’s Zonal Office, Agartala for further instruction.

Bank official visited the site on 14.12.2014. Bank building is complete. Boundary wall of the BDO complex and police barrack not yet completed. Electricity and water connection not yet done.
UCO Bank Imphal branch has written to Zonal Manager, Agartala asking for permission to visit the allotted Block.

ALB reported that the building is 20% complete. The Bank said that staff deployment will be problem since they are opening new branches at Kangpokpi, Porompat and Kakching. Matter referred to higher authority.

As per survey, Khengjoy Block is not accessible through Chakpikarong. It can be reached though Tengnoupal (Moreh Road) and that too 80 km. There is transportation and connectivity problem. As per MDS report, only 30% work completed.

MRB Branch opened on 29.03.2012 at Assam Rifle camp. Bank will be shifted in after building is handed over to Bank.
UBI informed that presently the branch is functioning from Tamenglong and will shift when building is completed. LDM visisted the site on 18.12.2014 and informed that 30% of construction is completed.

MINUTES OF THE 40TH AND 41ST STATE LEVEL BANKERS COMMITTEE MEETING (SLBC) FOR THE QUARTER ENDING SEPT & DEC 2014 HELD ON 19TH MARCH-2015
AT THE CONFERENCE HALL MANIPUR SECRETARIAT SOUTH BLOCK AT 12:00 NOON.
The SLBC meeting for the quarter Sept & Dec 2014 was held on the 19th March, 2015 at the Conference Hall, Manipur Secretariat, South Block at 12:00 noon. The meeting was chaired by Shri PC Lawmkunga Chief Secretary, Govt of Manipur and attended by the Commissioner (Finance), Principal Secretary (Home & Edn), Director of Institutional Finance (DIF), Senior officials of the State Government, DCs/ADCs of the districts. The RBI was represented by the Regional Director Shri S.S Barik, DGM Shri Pintun Sutar and Shri MT Guite AGM RPCD.
The SLBC Convener Bank was represented by Shri Sashi Pongener, DGM SBI LHO, Guwahati, Shri Lunkim Thangboi, Regional Manager SBI Manipur Region. NABARD was represented by General Manager Shri M. Soren.

At the outset the chairman welcomed the participants and thereafter requested Ms Mercina Panmei, Director (DIF) initiate the meeting. DIF expressed that the state government is very concerned over the frequent closure of bank branches due to bandh and strikes affecting financial transactions and customers. She requested the Banks to avoid undue disruption of banking services on such days hampering normal functioning of the branch. She informed that PMJDY has been successfully implemented at all the districts and one account per household has been opened. The GOI has instructed that all benefit scheme should be routed through beneficiary bank account only. All departments have been instructed that no different account should be entertained for routing of different schemes. As one lakh accidental insurance coverage is provided to PMJDY account holders therefore, the police department has been advised to inform Banks immediately if there is any accident for quick settlement of claim. She added that printing of financial literacy materials under financial inclusion would be taken care by SLBC.
Shri L. Thangboi Convener SLBC proceeded with the agenda items one by one below:
1: Confirmation of the Minutes of last SLBC meeting Minutes of the last 38th & 39th SLBC meeting held on the 8th of Sept, 2014 were circulated to all the members and as no change was received the house confirmed the minutes.
2: Action taken report on the action points that emerged out of 39th SLBC meeting held on 8th Sept 2014
1(a) Printing of Financial Literacy Material in local language: Convener SLBC apprised the House that NABARD have sanctioned Rs. 2.23 lacs for printing of diary. The printing work has been given to Local Head Office SBI Guwahati for e-tendering as per CVC guidelines. The e-tendering process is over and printing will be done shortly.

1(b) RBI to write to school boards to include Financial Inclusion in their syllabus: The Chairman enquired whether the State Govt could take up this matter on its own as each Board is independent. The Regional Director, RBI apprised that the policy on National Strategy for Financial Education envisaged the topics and curriculum on financial education which could be incorporated in school syllabus. He handed a copy of the NSFE policy to the
Chairman and requested the State Govt to co-ordinate with the Central Govt in the matter as the same had been adopted by CBSE and NCERT. SLBC MANIPUR___________________________________80____________________________________ MARCH, 2015 2: Opening of Currency Chest branch at Jiribam by UBI Signing of MOU completed and the estimate cost of construction of currency chest prepared. Chief Manager (Link Office) UBI informed that tender notice has been issued and construction will start next month i.e April 2015.
3: SLBC Convener to call a meeting to take ownership of CSC: Convener SLBC reported that the meeting was held with all the stake holders presided over by Shri. Barun Mitra, earlier Principal Secretary (Finance). BSNL, IT department officials were present and discussed various issue like increasing connectivity in remote areas with all the concerned Departments.
4: Opening of RBI office: Shri S.S. Barik apprised that the State Govt. has allotted 5 acres of land for construction of RBI office. A temporary building allotted to RBI by the government for opening of the office will be inspected by the RBI officials for taking further steps.
5: Uploading of SHG details at NRLM portal: Shri Lunkim Thangboi, Convener, SLBC apprised the House that Banks are uploading the data on a continuous process.
6: Review of status of setting up of RSETI: The Convener, SLBC apprised the House that the MOU for setting up of Imphal West’s RSETI have been signed on 26.11.2014 and is looking for a suitable site for starting the Institute on a temporary basis. Secretary (Revenue) told that temporary building for running the Institute has been identified and allotted to the concerned Bank. The Convener, SLBC assured that he will look into the matter.
ADC, Imphal East suggested the need for having a different RSETI for Imphal East district instead of clubbing with Imphal West.
Deputy Commissioner, Thoubal Shri Ranjit Singh informed that Canara Bank is unwilling to open RUDSETI at Thoubal vide their letter dated 27.02.2015 in which the Governing Council have decided not to open RUDSETI in Manipur. Shri Sashi Pongener, DGM (Outreach), SBI clarified that there should be a RUDSETI in one of the district of every state as per Govt. of India instruction. Hence proposal for setting up RUDSETI in Thoubal district is as per the said instruction. The Chief Secretary advised the Lead Bank to find an alternative solution with positive result at the next meeting.
Since the decision to open RUDSETI at Thoubal was taken by Ministry of Rural Development, the matter is referred again to Canara Bank.
The Principal Secretary (Home) apprised that the percentages of trainees getting finance from Banks are very low for Churachandpur RSETI. The Convener, SLBC clarified that the main objective of providing training under RSETI is to impart skill development and empowerment. The number of trainees seeking Bank finance is low as large numbers of trainees are not going for bank finance. The Regional Director, RBI, Guwahati suggested that a target should be set for credit linkage to a minimum of 20% of all the trainees.

7: Financial Literacy and Credit Counselling Camp (FLCC): All Bank branches to conduct one FLCC camps every month: Banks were once again urged to conduct FLCC once every month particularly in rural areas.
SLBC MANIPUR___________________________________81____________________________________ MARCH, 2015 8: Rajiv Rinn Yojana(RRY): SLBC Convener to provide bank-wise target for RRY to secretary MAHUD: Provided the allocated target 9: Opening of Bank branches at 27 Unbank Blocks: The chairman stated that not all composite buildings have been completed at this time. Convener, SLBC informed the House that there are 27 unbanked blocks identified in the state. Already 5 branches are opened in which the branches are not functioning at the composite BDO office Complex. The branches will be shifted when construction of the identified composite complex are completed. He informed that majority of the blocks are having road, electricity, internet connectivity and security problem. The Chief Secretary advised that the Bank branches need not be full-fledged branch. The function of that branch is to provide basic banking facilities in the area.
The Regional Director, RBI apprised that the Controlling Heads of the allotted Banks have agreed to open their branches at these blocks. The branches can move in after building is ready and the government establishment and police security are stationed. He said a D.O letter received from the Manipur Government was responded mentioning inter alia the need for Govt establishment and police security station to be opened to enable the allotted banks to move in.
The DGM, RBI, Guwahati informed that branches opened at Thanlon, Tengoupal and Pearsonmum are fully incentivized by RBI (capital cost and 5 years recurring expenses reimbursed by RBI). He requested the concerned Banks not to allow any break in the functioning of the branches which might lead to difficulties in getting reimbursement from RBI.
The Principal Secretary (Home) informed that cost for deployment of security guard for Bank branches at Thanlon and Nungba will be waived by the State Home Department. The Deputy Commissioner, Ukhrul district put up the need for having bank branch in Jessami which is unbanked. The Convener, SLBC replied that state government may take decision in the matter. The D.C Ukhrul reported that MDS has to complete construction of building for bank branches in Kasom Khullen, Phungyar and Chingai ITD blocks in Ukhrul district.

10: All Banks to conduct household survey of their allotted SSAs under PMJDY:
It was informed that the survey has been completed.
11: SLBC Convener to provide list of villages having internet connectivity problem to DIF for onward submission to BSNL:
It was informed to the house that the list has been submitted.
12: Banks to submit list of defaulting borrowers to Deputy Commissioners with a copy to sponsoring agencie:
Very few Banks viz. IUCB, ICICI Bank had submitted the list. Other banks were urged to submit the list.
13: NABARD to conduct a seminar on Joint Liability Group:

The instruction had been circulated by RBI to all bank branches SLBC MANIPUR___________________________________82____________________________________ MARCH, 2015 3: Review of Banking Key Indicators of the state:
The Convener, SLBC summarized the banking key indicators for the state for the quarter ending Dec 2014. He highlighted that during the quarter the aggregate deposit increased by Rs. 72.15 crore to Rs. 5123.84 crore. However, total advances decreased by Rs.79.97 during the quarter mainly due to writing off of bad loans. This has resulted in marginal decrease of CD ratio from 43% to 42% during the quarter. In MSME, the total growth is Rs.27 crore mainly due to PMEGP, hotel finance etc.
4: Credit Flow to Agriculture:
The Principal Secretary (Co-operation) pointed out that agriculture being the major occupation and source of income but the performance is not satisfactory. The Convener, SLBC noted the point and urged the Bankers to improve their performance under agriculture sector. He apprised that agriculture total credit is to the tune of Rs.398 crore. (18% of total credit) despite huge write offs of bad loans undertaken by banks year after year. The DGM, RBI advised banks to refer “Potential Linked Credit Plan” prepared by NABARD for finalizing ACP target.
5: Credit flow to MSME:
The Commissioner (Com & Ind) apprised the house that disbursal in MSME is very low at 43% of the target and highlighted the poor performance of Axis Bank, Bank of Baroda, Central Bank of India, HDFC, Union Bank, UCO, Vijaya Bank. The CD ratio for these banks are also very low. He pointed out that one spice processing proposal having capital subsidy of Rs. 2.9 crore is pending with Central Bank of India. He informed that in the Summit of North-East Business at Delhi organized by Ministry of DONER and Indian Chamber of Commerce held recently there was proposal regarding Buy-back arrangement for MSME products from the state. About 40 importers and exporters who were present are ready to buy honey, handloom, handicrafts, process products of pineapple and orange etc. from Manipur. Considering the presence of good number of entrepreneurs in Manipur, the State Govt. wanted financial tie-up with the entrepreneurs with banks. The Government will be setting up incubation centers in all the districts of the state under “Make in India” program supported by Ministry of MSME. The centers will be set up in the next three months with the help of National Small Industries Corporation. Already Six Industrial Estates sites are approved viz.Thoubal, Bishnupur, Imphal East, Chandel, Churachandpur and Senapati districts. These estates will be offering land to micro & small industries with buy-back arrangement.
The Commissioner (Com & Ind) pointed out the need to narrow the gap between entrepreneurs and Banks and appealed to the banks to work out a mechanism to bridge this gap. He assured that his department will give required support. The Convener, SLBC suggested that the Commerce & Industries Department may call for separate meeting with banks. SLBC convener apprised with a note of optimism that Banks are ready to finance viable projects in the state.

The Convener SLBC placed before the house the achievement under ACP 2014-15 upto the quarter ended Dec 2014. Under priority sector the banks have achieved 32% and 10% under non priority sector. Banks who have not achieved were advised to improve their performance.
The Chairman enquired the number of Bank accounts opened under PMJDY. Shri S.S. Barik, Regional Director, RBI apprised that more than 3 lakhs fresh accounts were opened under PMJDY. And out of 5.84 lacs household surveyed 5.82 lacs households opened bank accounts and 1.80 lacs Rupay card were issued. Shri Barik announced that the entire banking fraternity had done a wonderful job and placed his appreciation on record. He pointed out that opening of account is one aspect but the main task is keeping the accounts active. Towards achieving this end he requested the concerned departments handling DBT Schemes to link the accounts with the respective schemes to keep the account active. He said in the second phase of PMJDY, Financial Literacy and Insurance will be playing a big role.
The DGM, SBI told that for getting the benefit of life insurance and accidental insurance by PMJDY account holders, activation of Rupay card within 45 days of issuance of the card is necessary. For activating Rupay card in remote places where ATMs are not available, SBI is planning to provide POS machine to all its CSP free of cost. The customers can withdraw money upto Rs.1000 through the POS machine which will help in activating the cards. The withdrawal limit of Rs. 1000 is likely to increase upto Rs. 4000. SBI is ready to open more number of CSP points where ever it is felt required. He extended his gratitude to the Govt. functionaries for supporting the Banks to achieve the task of household survey and opening of accounts within the time line.
Deputy Commissioner, Ukhrul requested that acknowledgement given for Aadhar Card may be considered as ID proof for opening Bank account. NABARD GM Shri Soren said it is accepted as per guidelines of RBI.

8: Review of Progress in PMEGP
The Commissioner (Com & Ind) stated that achievement of PMEGP targets by bank is low and requested Banks to expedite sanctioning loans. PMEGP disbursement by Vijaya bank, Bank of India, Axis, Bank of Maharashtra, ICICI is extremely very low. Banks should sanction the pending cases at the earliest. Considering the failure trend of micro industries in the long run due to lack of market, the department is making arrangement for marketing tie-up. Marketing arrangement for honey, handloom, handicraft, apparel, spices, food processing like pineapple, orange & lemons, fragrance is in place under buyback. The department will impart training to potential entrepreneurs and will set up Business Incubator in every district. He requested the Deputy Commissioners to identify one technical institute like ITI or a Science College in their jurisdiction where the institute can be set up. The Department will provide financial support of Rs. 1 crore for setting up the institute. Trainers have to be provided by the institute and the department will train the trainers. The duration for training programme will vary from two weeks to three months and may be extended to six months. He request the House that the trainees from these institutes be considered for selection as PMEGP beneficiary.

9: National Urban Livelihood Mission (NULM) 2014-2015
The District Co-coordinator, MAHUD briefly described NULM scheme to the House. NULM is an interest subsidy scheme with maximum loan amount of Rs. 2.00 lacs and 7 % interest. The target for 2014-2015 was circulated to all the participants by way of annexure. SLBC convener requested that since the FY 2014-15 is ending with 11 days left, the target requested should be made for FY 2015-16 and not FY 2014-15 which was accepted by the department. The house approved the target.

10: Financial Inclusion Plan (FIP) of RBI
The DGM, RBI apprised that the entire household in the state have already one basic bank account after the successful implementation of first phase of PMJDY. However, under FIP approach all the villages in the state should be provided banking facilities by opening account in a bank branch or at a CSP points. In order to achieve this objective, he urged all the banks and SLBC Convener to monitor the progress in this regard and to submit data on FIP and the roadmap.

11: Orange Cultivator in the state
The DGM, RBI, Guwahati told that they have received a letter from the Ministry of Finance advising them that there should be no delay by banks in sanctioning loans in general and particularly those of orange cultivation scheme. On his query regarding information on orange growers in Manipur, the Convener, SLBC replied that there are orange growers in Tamenglong district but not with bank’s finance.
The Commissioner (Com & Ind) informed that his department is going to start orange processing unit and assured all concern that any problem faced in bringing the fruits will be resolved by the department at the earliest. The DGM, RBI requested the House to form a committee comprising of Commerce & Industries Department, Convener, SLBC and NABARD and discuss various aspects and support that can be provided to the orange growers.

12. Miscellaneous Agenda:
a) The Convener, SLBC cautioned the defaulting banks failing to submit SLBC data. He requests bankers to submit data in time so that SLBC Meeting is conducted as scheduled in future.

b) The Regional Director, RBI apprised that micro industries which have high potential in the state should be given more priority. The RBI is organizing a Town Hall meeting on MSME on 20th March, 2015 to spread the awareness among the entrepreneurs that Banks are available to finance potential and viable MSME projects.
c) The Regional Director, RBI also informed that there are many non-banking institutions operating in the state who collect deposits from the public. There are various regulators, however, their presence are not visible neither at block nor at village level where the activity primarily takes place. He appealed to all the Deputy Commissioners to be vigilant and exercise control against these unlicensed institution.

So far only three banks viz. MRB- (34 JLG), Allahabad Bank-(2 JLG) and NEDFI (55t JLG) have submitted data on JLG financing. He highlighted Solar Voltaic Water Pumping Scheme which is another scheme of Govt. of India however; no banks are doing any finance to this Scheme. He said the details of the Scheme can be had from NABARD’s website and request Banks to sanction if any proposal is received by them.

At the end the Chief Secretary advised the participants to present agenda if left out and not discussed during the day at the next meeting and to sort out minor issues between the departments and members and the meeting came to a close.
