Dear Secretary Chiavetta:

On behalf of our client, Columbia Gas of Pennsylvania, we are submitting the attached application for the alteration of the crossings of the CSX Transportation railroad across North Stratton Street, within the Borough of

Gettysburg, Adams County, Pennsylvania.

It is the intent of Columbia Gas to replace existing steel gas lines within North Stratton Street of the Borough of Gettysburg. This project involves the crossing of the tracks of CSX Transportation at the following location:

1. Approximately 52 linear feet of 6-inch diameter plastic gas line will be installed within a proposed 12-inch steel casing where the street crosses at grade of the tracks of the CSXT railroad within the Borough Street Right-of-way of North Stratton Street in Gettysburg Borough, Adams County. (DOT#871 -030V)

This alterations is necessary to replace the existing gas lines in the area, which are nearing the end of their useful operational lifetime. This upgrade will improve the overall performance and reduce public hazards that presently exist. It is also imperitive to complete the project before the Borough begins their Stormwater Improvement

and Resurfacing project slated for 2018.

In re: Application of Columbia Gas of PA Applicationfor approval of the alteration of the crossings Docket No.by the installation of gas pipeline at #871-030V where North Stratton Street crosses atgrade the tracks of CSX Transportation,located in the Borough of Gettysburg,Adams County, PA.

To Pennsylvania Public Utility Commission:

1. The name and address of applicant are: Columbia Gas of Pennsylvania, Inc., 121 Champion Way, Suite 100, Canonsburg, PA 15317

2. The name and address of applicant’s attorney are: Theodore J. Gallagher, Esq., 121 Champion Way, Suite 100, Canonsburg, PA 15317.

3. Columbia Gas of PA in a distributor of natural gas to residential and commercial customers within the Borough of Gettysburg. It is the responsibility of Columbia Gas to maintain its pipeline system to effectively service the area and to protect the public safety with a reliable infrastructure of its system.

4. The attention that Columbia Gas is requesting by this application is to replace the existing gas lines prior to a Borough of Gettysburg Stormwater Improvement and Re-surfacing project scheduled for 2018. Columbia Gas proposes to abandon the existing 4-inch coated steel and 6- inch cast iron gas lines that cross the right of way and replace them with one 6-inch plastic gas pipelines within 12-inch steel casing where North Stratton Street crosses at grade the tracks of CSX Transportation. (Please see the attached Exhibit “A” for the exact location).

5. Names of public utilities, municipalities, corporations, or property owners concerned in or affected by the proposed alternation of the crossing:

• CSX Transportation• Adams County Board of Commissioners• Pennsylvania Department of Transportation ROW & Utility Division, Bureau of Design• Pennsylvania Department of Transportation, District 8-0• Office of Chief Council, PennDOT• Gettysburg Municipal Authority• Borough of Gettysburg

6. An estimate of cost for installing these facilities is $25,000.00. Columbia Gas of PA will be responsible for installing, maintaining and inspecting these facilities. Columbia Gas of PA will be funding this project in its entirety.

7. The alterations are necessary to upgrade the existing gas lines in the area, which are nearing the end of their useful operational life, and to replace these lines prior to the Borough’s Stormwater Improvement and Re-surfacing project scheduled for 2018. These upgrades will provide better service to the customers, improve overall performance and reduce public hazards that presently exist.

8. The installation of Columbia's facilities will have no impact on the physical integrity of CSX Transportation’s tracks or supporting terrain and, as such, compliance with CSX Transportation construction requirements will be unnecessary.

9. Columbia seeks to cross the facilities of CSX Transportation at an established public highway-rail crossing and, therefore, requests that the Commission approve Columbia’s application without any obligation that Columbia remunerates CSX Transportation for the privilege of occupying its right of way.
