The number of people receiving regular Employment Insurance
(EI) benefi ts in Alberta rose for the fi rst time in nearly a year in August. In August of this year, there were 33,170 out-of-work Albertans collect-ing employment insurance benefi ts, a small increase from the 32,380 benefi -ciaries in July.
However, the number is still a dras-tic improvement from August of 2010, with year-over-year EI benefi ciaries in Calgary falling 32.7 per cent to 10,600 over the last year.
Across Alberta , all 12 large centres had fewer benefi ciaries compared with August 2010.
Although the increase in benefi -ciaries certainly comes as a surprise following a long period of decreases, ATB economist Todd Hirsch suggests there’s no need to worry, at least not yet.
“The report is (so far) showing only one month of increase—certainly not enough to indicate an upward trend,” said Hirsch in a release issued by the bank. “The small uptick in EI claim-ants in August is the fi rst increase in a year, and only the second increase in nearly two years. Alberta’s longer-term trend in EI claimants remains solidly
lower, refl ecting just how much the job market as improved since the last recession.”
Nationally, the number of people receiving regular Employment Insurance (EI) benefi ts increased by 35,200 (+6.6%) to 568,600 in August, following a decline of similar magni-tude in July.
The number of benefi ciaries rose in every province, with the largest percentage increases occurring in Manitoba, Ontario, Quebec, Nova Scotia and Saskatchewan.
This winter a new Snow Route parking program is being rolled
out in which parking will be tempo-rarily restricted on designated “Snow Routes” for 72 hours following a dec-laration of a snow event by The City. Snow events will be declared when snowfalls with fi ve centimetres or more of accumulated snow occur.
“Most of the signs are up already, and when we know a snow event is coming, we’ll be banning parking along those routes,” said Dean Bell, manager of Roads Maintenance for The City of Calgary.
The priority routes that fall under the parking ban will include: downtown avenues, thoroughfares, emergency routes near hospitals, bus routes as well as roads with marked bike lanes.
The goal, according to Bell, is to allow road crews to clear roadways quicker, thus allowing them to get to residential roads sooner.
In a telephone survey conducted in January and February, 2011, almost half of respondents said traveling on Calgary roads was improved over previous years. About 80 per cent of respondents were satisfi ed with driv-ing or being in a vehicle on Calgary roads as a result of snow and ice control services. In addition, three-quarters of respondents felt travel times during morning rush hour were reasonable after winter snow storms, even though they typically perceived travel times to double compared to times when there are no winter condi-tions. Almost one in ten respondents would have di� culty fi nding a parking space on residential streets if parking restrictions were imposed on one side of the street during implementation of snow and ice control measures.
Calgary’s budget this year is $35 million. Every year, Calgary clears more than 5,200 kms of roadway and 237 kms of sidewalks and paths with 100 pieces of equipment.
On a seasonally-adjusted basis, the average price of Calgary homes sold on the MLS® system increased slightly, rising by one per cent in September, the national average price declined declined by 0.4 per cent in September.
Looking forward, RBC senior economist Robert Hogue said that he expects the Canadian housing market should remain solid in the coming months.
“More acute bouts of global anxiety could unsettle Canadian homebuyers, we believe that the confi dence they expressed to this point indicates a greater focus on domestic economic conditions and market fundamentals than volatility taking place outside of
Canada’s borders,” said Hogue in the report. “In this context, and based on our reading of the market funda-mentals and outlook for the Canadian economy, we remain of the view that Canada’s housing market is in transi-tion to a more moderate and sustain-able pace of activity.”
In the report, RBC projects home resales across the country to grow by around one per cent in 2011 to 452,000 units, with another 0.3 per cent increase coming next year as sales rise to 453,000 units. As for prices, the sizable increases in the early months of this year in Vancouver and, to a lesser extent, Toronto, will likely to contribute to an annual gain of 5.3 per cent in 2011.

City Rolls Out Snow Route Parking Bans

According to Hirsch, Canadians shouldn’t expect a change in the interest rate anytime soon, with movement south of the border likely preceding any hike by The Bank of Canada.
“No rate increases today obviously, and probably not for the next 12 to 18 months,” said Hirsch. “It’s really di� cult to see how The Bank of Canada could start rais-ing rates well in advance of a U.S. rate increase, particularly with a lot of slack in the Canadian economy.”
Hirsch’s statements hardly come as a shock, consider-ing the language contained within the statement from The Bank of Canada, which hints at an even lon-ger continuance of low rates.
“Our Bank of Canada call implies a fl at overnight rate for over two years – an unprecedented situation
which underscores the fragility of the economic recovery,” said the Bank in the release.
As for the long-term fi nancial outlook, the Bank said that it now
expects the Canadian economy to return to “full capacity” by the end of 2013, with core infl ation expected decline through 2012 before returning to two percent by the end of 2013.
As for the housing market, Lai Sing Louie it should mean more good news for both buyers and sellers.
“In terms of MLS sales, they have been
picking up right throughout the prairie region. We’re starting to see growth. I think that for people who are looking at purchasing a home, it’s an opportunity to fi nance their mort-gage at historically low rates.”

the importance of secondary suites as a
way of making the dream of pur-chasing a home a reality.
Countering the argument that renters negatively alter
the fabric of existing com-
munities, Mayor Nenshi praised the
value of renters to those in attendance.
“Renters are not demons; they’re not bad people to have in your neighbourhood. As a matter of fact, a good mix of renters makes for a more vibrant community.”

Secondary Suites a Hot Topic at CREB® Meet the Mayor Event

According to the Calgary Chamber of Commerce’s 2012 Outlook, it
would appear as if Calgary didn’t get the memo.
Despite continued global economic uncertainty, annual investment has grown in Alberta’s energy sector since 2009, suggesting companies expect oil prices to remain in a profi table range for the foreseeable future.
“Strong provincial energy industry investment combined with real GDP growth across most sectors suggests that Calgary’s economy will perform well into 2012 and 2013,” said Ben Brunnen, chief economist with the Calgary Chamber of Commerce. “But this growth comes with the caveat that the global economy stabilizes. Otherwise, all bets are o® .”
Calgary is Canada’s energy hub, whose fortunes are tied to global energy markets. Provincial energy sector investment has created favour-able conditions for growth in the city.
Calgary’s economy really turned a corner in 2010 with employment growth in most major sectors,” said Brunnen. “In 2011, the value of commercial building permits will increase for the fi rst time since 2007,
indicating a new phase of business expansion.”
The Economic Outlook predicts Alberta’s real GDP growth to be between 3.8 and 4 per cent in 2011 and slightly lower in 2012 and 2013 due to global economic concerns. For Calgary, GDP growth is forecast to be between 3 and 3.2 per cent in 2011 and between 3.1 and 3.3 per cent in 2012. Growth is expected to decline to between 2.9 and 3.1 in 2013, as conditions in the US and global economies weaken.
Calgary’s unemployment rate is expected to close out 2011 at 5.8 per cent (down from 6.9 per cent in 2010) and continue to decline to between 5.6 to 5.8 per cent in 2012 and 5.7 to 5.9 per cent in 2013.
“Calgary experienced 11 con-secutive months of total employment increases,” said Brunnen. “Though we are unlikely to return to the acute labour shortages of 2006 – 2008, a gradual tightening of Calgary’s labour market is expected.”

The word chimney sweep conjures images of a soot covered Dick Van Dyke dancing along the roof tops of London in Mary Poppins, while today’s chimney sweeps are less likely to bust out a tune, they are there to insure your chimney is clean and ready to roll for the safety of you and your home.
Chimney fires — usually resulting in wood burning chimneys — are usually attributed to a build up of creosote that ignites causing the fire. Other causes can be attributed to substandard design or installation and lack of safety precau-tions according to www.fireprecan.ca
the Fire Prevention Week Canada (FIPRECAN) website.
Other than having your chimney’s cleaned and serviced at regular inter-
vals there are other steps you can follow for fireplace safety. Open the damper before lighting your fire and
ensure it remains open until ashes are cool to the touch; ensure the fire is
completely out before going to bed or leaving the house; use a screen
in front of the fireplace opening to protect children and prevent embers from igniting carpets and use dry, well seasoned wood in small quantities.
“Fireplace safety means sim-ply you have someone who’s qualified coming in and doing maintenance on [your fire-place], and you’re aware of how to properly use your chimney and do so in a responsible way,” said Brian McAsey, public information o�cer for the Calgary Fire Department. “That means using clean burning mate-
rials, making sure you have the flu warmed up
and open, and if you have gas, knowing how to turn the pilot light on and o� and making sure
there are no cracks in the system.” With winter on its way there are some other
fire safety tips to be followed for the chilly months ahead. For carbon monoxide prevention, ensure there is an adequate air supply in your home. According to FIPRECAN his can be accom-plished by making sure your wood stove or fire place is not competing for long periods of time with other appliances such as the clothes dryer or vacuum cleaner which can exhaust air from the home and starve the furnace or fireplace of oxygen. It’s recommended to install a carbon monoxide detector in your home while keep-ing up with home maintenance.
“We do go to a lot of chimney fires, but carbon monoxide problems can arise as a result of poorly ventilated chimneys, and it’s really a big deal for us,” said McAsey.
According to McAsey, the Calgary Fire Department dealt with around 100 carbon
monoxide poisonings in the city last year. Along with keeping your chimney
clean and tidy, it’s also important to keep an eye on your extension cords at this time of year. Whether warming up your car or lighting your Christmas tree, extension cords are a common cause
of electrical fires so FIPRECAN rec-ommends using cords that are “rated for the power used by the device they are powering.” Also, extension cords run under rugs or furniture can be damaged by tra�c that could lead to a fire. Extension cords also have the potential to heat up while in use and must be able to dissipate that heat or a fire can start.
Smoke alarm maintenance is also important. The City of Calgary recommends testing your smoke alarm once a month using the test button (Never hold a flame under your alarm as you may injure yourself or
start a fire). Alarm batteries should be changed at least
once a year.

CREB® WHERE DOES YOUR INTEREST IN GREEN LIVING COMING FROM?
IRETON In the 70s, during the original energy-crisis, my dad got very interested in alternative energy tech-nology and recycling. We were not only the house on our block, but prob-ably the only house in Fredericton with solar hot water panels which actually worked. Low and behold, 40 years later, here we are still trying to learn the same lessons. In the absence of a municipal recycling program, he actually worked with a non-profit organization and started a private non-profit recycling program. So my interest in that stu� is long-standing.
CREB® WHAT IS THE ROLE OF GREEN CALGARY?
IRETON Green Calgary is an organization that is devoted to sus-tainability in the city of Calgary. We’re an environmental not-for-profit orga-nization. We originally grew out of a committee that was formed by The City of Calgary. I think that some peo-ple think we’re a branch of The City of Calgary, and while we have a very good working relationship with the The City, and get a substantial amount of our funding from them, we are an independent non-profit organization.
CREB® WHAT EXACTLY DOES GREEN CALGARY DO?
IRETON We currently focus on a couple core activities. One is our com-mercial environmental services pro-gram, which works with businesses of all kinds and sizes, primarily to look at solid waste management and reduc-tion. Our biggest clients are some of the downtown o�ce towers. So if they say ‘We want to introduce a compre-hensive, building-wide solid waste management program,’ we go in and consult with them and help them understand what kinds of waste they’re producing, which ones they can divert from the landfill and how to go about doing so. After we’ve given them suggestions and advice on what they can do, we measure their diver-sion rate and continue to work with them to maintain or increase it.
CREB® HOW WOULD YOU RATE CALGARY’S ENVIRONMENTAL FRIENDLINESS?
IRETON That’s always the big question isn’t it? There was a report that recently came out that listed us fairly in the middle of the pack in North America. I think there were 27 cities surveyed and we were 14th, which means smack dab in the middle of the pack. 13 cities were better and 13 cities were worse, and I think that kind of sums it up - we’re middle of the pack. Are there some things we’re doing well? Yes, as the report acknowl-edged, Calgary is amongst the leaders in North America in water conserva-
tion. On the other hand, there are areas where we are a little behind other jurisdictions around North America. But there are initiatives that are happening or are being planned in those areas where we’re weak. Overall, Calgary is doing some things right and could use some improvement in other areas, but making progress in all those area, and I think there is some recog-nition across the board by The City government and by the corporate community and by individual citizens that it ’s important to do the right thing.
CREB® WHAT DO YOU THINK IS THE BIGGEST ISSUE FACING THE CITY?
IRETON I think it is the fact that we still are a pretty spread out city, and that has a number of impacts. The first of which is that as we con-tinue to grow, we continue to gobble up more and more land. So we’re put-ting more stress on the land itself, and more stress on our watersheds, and all of that has implications. When we’re so spread out, you have to extend infrastructure and that costs a lot of money and has a huge environ-mental footprint. It means that peo-ple – whether they want to or not – have to be pretty car dependent because they tend to live pretty far away from their work, and makes it pretty hard to have a truly e�ective transit system. That’s a function of the way the city has grown and developed.
CREB® IF YOU COULD CHANGE ONE THING ABOUT THE CITY, WHAT WOULD IT BE?
IRETON Calgary is a young city, and we have to cut ourselves a little slack because we are such a young city. By the same token, I think that if we look at older more mature cities, they are denser than we are, granted they’ve had more time to evolve into that form. Rome wasn’t built in a day as they say, but it was a pretty dense city. If you look [at more established] cities, they’ve achieved a certain level of density and a certain comfort with density. We have the same footprint as New York City, with one-eighth or one-tenth the people. A family like mine would be entirely comfortable living in a high-rise building in New York, and not having a single-family home with a big yard. They’ve had more time to become accustomed to living that way, and their city has evolved to that stage, but I think that as [Calgary] matures, we have to mature with a comfort level for living in a more dense fashion.
CREB® WHAT’S THE BEST WAY TO SPEND A DAY OFF IN THE CITY?
IRETON My favourite thing to do, because I have kids, are
things that my entire family can do together – my wife, my kids and I. We can’t wait for the new science centre to open. We love going to the zoo and Heritage Park. We love just riding on the bike paths. Where we live in
Marda Loop, we’re so close to River Park and Sandy Beach that we can just go over to the park when the weather is nice. That’s one of the things that’s really fantastic about Calgary – we’ve got such an array of those amenities that are very family-friendly and very convenient.
CREB® WHAT’S YOUR FAVOURITE ROOM IN YOUR HOME?
IRETON If I were being totally honest I’d say the man cave with the home theatre, but now that I think about it, my favourite room is our mas-ter bedroom. The house we live in is one my wife designed, and I think she did a brilliant job, and it has all the green features that I incorporated into the house and that I love. We built a reading nook into our master bed-room, and the light there is great. We deliberately put the master bedroom at the front of the house because it overlooks the schoolyard where our kids were both going. We could sit in our master bedroom in a nice comfy chair with all this lovely light, and be reading a book and glance out and check on the kids.

Maybe your home boasts some honey oak cabinetry that feels so last year, or maybe your kitchen cup-boards are painted that teal green that was all the rage in the early ‘90s. Either way, with a few simple steps, you can transform your dated cabinets and update the look of your kitchen.
• While it may seem like a given; empty your cabinets before you start any work. This will make it easier to either paint or stain your existing fi n-ish without painting or staining your grandmother’s fi ne china.
Considering most cabinets reside in the kitchen, cleaning is a very important step. Any grease of dirt on the existing finish can cause your beautiful new coating to fail. Trisodium Phosphate or TSP is avail-able at most home renovation and paint stores. Mix a tablespoon or two depending on cleanliness with a gal-lon of hot clean water, wash and rinse.
NOTE: If your cabinets are already painted or are coated with a factory lacquer, your best option is prob-ably to slap on a new coat of paint. However, if your cabinets are stained and you’ve grown just plain tired of looking at that honey oak and want to update, there are products out there that allow you to stain directly over top of the existing fi nish with-out stripping the wood. Decide which look is best for you before proceeding.
• Once your cabinets are sparkly clean its time to do a little sanding. If you’re looking to re-stain cabinets, go with 180-200 grit sandpaper, sanding with the grain. If you’re working with a previously painted or lacquered surface, go with a 150-180 grit. It’s important to sand away any peeling
or fl aking paint or stain that exists on the current cabinets as your primer or new stain will not adhere and fail if the to-be-painted surface is not prop-erly prepared.
• For painted cabinets, once you’ve sanded its time to apply a coat of a high-adhering primer. This will adhere to your sanded surface while giving your paint something to adhere to as well. Yes there are self-priming products out there these days but using a good primer is still a good step for assuring high adhesion.
• Top-coat time. If you’re painting your cabinets go with a higher-sheen finish like pearl or semi-gloss to retain the most durability out of your cabinets (any friendly neighbourhood paint or home renovation store can give you the details). If you’re stain-ing, there’s a product on the market called SAMAN. SAMAN is a water-based stain and finish that can be applied directly on top of your exist-ing stain. A couple coats and you’re good to go.
• For extra durability whether you’ve painted or stained, a clear coat can be applied over top of your newly revitalized cabinets. Theres plenty of environmentally and small-friendly water-based products on the market today that can be just as durable as oil-based without the yellowing oil produces with age.

According to a new report from Colliers International, Calgary
continues to be a hot market for new retail development – particularly for new-to-market and expanding U.S. retailers looking to capitalize on the high retail spending rates.
As outlined in the Fall Edition of Colliers’ Retail Report, the willingness of Albertans – particularly Calgarians – to part with their hard earned dollars has many American retailers looking north of the border.
Two recent developments in the Calgary retail world – the redeveloped CORE shopping centre in the heart of downtown and the expansion of Chinook Centre - are excellent exam-ples of this continued retail expansion trend, with both developments featur-ing a good number of new openings from American retailers.
One of those retailers, Target, is set to make a major splash in the Canadian market, opening 135 stores by 2013, including a move into the existing Zellers at Chinook Centre
“In Calgary, there is still a feeding frenzy when a good site is available in a neighbourhood shopping centre,” said Rob Walker, vice president of Colliers Calgary in the report.
A likely contributor to the eager-ness the number of American retailers popping up in Alberta shopping cen-
tres is the coming holiday season. Long regarded as the most important time of the year for retailers, the report suggests that Alberta shoppers will spend even more this December than they did last year. According to Colliers, Albertans will spend more than $4.35 billion this holiday season, a 4.6 per cent increase over 2010.
Throughout the entire year, the report indicates Alberta will be one of only two provinces to see a rise in year-over-year in retail spending. Trailing only Saskatchewan, where year-over-year spending is expected to increase by 4.6 per cent, Alberta shoppers are pre-dicted to spend $39.2 billion in 2011, a 3.4 per cent increase over 2010.
The optimism expressed in the Colliers report was echoed in a release from BMO, which despite taking a far less joyous tone on the national outlook was just as merry when on the subject of Alberta.
“Consumers in that province have enjoyed the strongest job growth of late,” Sal Guatieri, senior economist for BMO Capital Markets.
“While concerns about a global recession, cross-border shopping and potentially tapped-out consumers may be warranted, Canada’s retailers should still experience an increase in sales this holiday season. Low interest rates, rela-tively low unemployment, and steadier gasoline and food costs will keep the Grinch away. While household debt remains high, not all households are overstretched.”
