5“While most homes in Alberta
are built to stand the test of time, in things do go wrong, homeowners will have stronger protection to get their homes repaired,” said Doug Griffiths, minister of Municipal Affairs. “Albertans should be reassured that the single largest purchase their fam-ily makes will be protected by one of the strongest warranty programs in the country.”
Under the proposed legislation all new homes would at minimum include a warranty for one year labour and materials; two years for defects in labour and materials related to delivery and distribution systems; five years building envelope protection, with a requirement for the warranty provider to offer the consumer the option to purchase additional years of coverage and 10 years coverage for
major structural components.The new home warranty is
expected to cost between $1,700 and $2,000 for an average home.
In Backman-Beharry’s case, those changes required installing a second furnace, a different type of window in the suite bedroom to meet fire code requirements, adding lights and hand-rails to front and back entrance steps, fire/smoke separation between the suite and the home and interconnected smoke and carbon monoxide detectors.
Along with the significant financial cost of the process, which – along with more cosmetic changes to the suite – has cost Backman-Beharry over $40,000, the effort involved in legalizing his suite has been substantial.
“Well, getting everything going is very time consuming - it’s like hav-ing a part-time job,” said Backman-Beharry, who estimates that his suite is 65 per cent completed. “One of the hardest parts of the entire process was fully understanding the require-ments to make a suite legal, and meet-ing the stringent requirements for the development permit. The process would have been much easier if only a building permit were needed.”
Under the City’s Secondary Suite Pilot Program, 50 homes across the city will be inspected for relevant permits, land-use designation, provin-cial fire and building code standards. Inspectors could then ask owners to renovate to meet safety standards, or shutter the suite. If the suite is in an area where only single-detached homes are allowed, the owner would have to either apply through council for a rezoning, or close the suite.
Given that Mayor Nenshi has previously described the city’s rather bewildering rezoning process as “untenable” and that the $6 million funding for the Secondary Suites Grant Program was fully allocated in April, leaving all applicants on a first-come, first-serve waitlist until more funding becomes available, Backman-Beharry believes the city’s efforts could be better spent in opening the doors for more homeowners like him-
self to add more suites to Calgary’s tightening rental market.
“Safe and affordable housing should be encouraged throughout the city, and a big step toward encouraging legal suites is to loosen the zoning require-ments. As things stand today, many homeowners cannot make their suite legal even if they want to, and that exposes them to significant risks if they choose to rent regardless,” he said.
The City’s Secondary Suites Grant Program was extended in May of 2012 until the current funds avail-able where committed. A proposal requesting $2 million in grant fund-ing to extend the program for an additional two years was sent off to the Province in early July but to date there has been no response from them. Currently, there are 19 appli-cants on the waitlist.
Backman-Beharry’s words are echoed by CREB® president Bob Jablonski, who is onside with the city’s efforts to make the suites more accessible for both buyers and renters.
“Secondary suites give first-time homebuyers an opportunity to help subsidize their mortgage payments,” said Jablonski. “I think the city should grandfather in or provide time for owners to bring the suites up to code, and then everyone’s happy.”
Having made the citywide legaliza-tion of secondary suites a primary concern during his last campaign, Mayor Nenshi said Calgarians wish-ing to see wider acceptance of the suites should make their voices heard.
“What we have not been able to achieve is normalizing the current illegal suites in R1 districts, and I still firmly believe that is something we have to do from a moral and ethical standpoint, as well as helping us deal with the affordable housing crisis that is coming. So I still believe it is impor-tant, and I would encourage people who agree with me to contact their aldermen and remind them that this is an unfinished piece of business.”

One of Calgary’s newest commu-nity’s has unveiled a pedestrian
only street.Measuring 200 metres long by
17.6 metres wide, Riverfront Lane in Calgary’s East Village runs north/south connecting Riverfront Avenue to 6th Avenue southeast. The pedes-trian street’s design is similar to that of it’s neigbouring RiverWalk and includes bike racks, benches, light-ing and a cobblestoned effect.
“East Village is the only Calgary urban neighbourhood to have been master planned and certainly the only one whose goal is to be the most walkable, livable and connected with the downtown core,” said Lyle Edwards, chairman, Calgary Municipal Land Corporation (CMLC). “Riverfront Lane is the first of several pedestrian focused streets in the village designed to improve the public realm and quality of life for the neighbourhood’s resi-dents, visitors and commuters. It is another example of the work CMLC is doing to connect neighbours and neighbourhoods on either side of the Bow River.”
Riverfront Lane includes the second major art installation showcased in the East Village, THESAMEWAYBETTER/READER by contemporary artist Ron Moppett. The piece is a 33.5 metre long by four-metre high mosaic wall, which includes more than 950,000 unique tile pieces. The first art installation unveiled in the village was Promenade by London artist Julian Opie. Promenade is a digital artwork more than seven metres high, showcasing animated drawings on panels.

A survey released by BMO showed 49 per cent of Canadian homeowners
are currently in the midst of or are plan-ning for home improvements this fall.
According to the survey, the main driver for fall upgrades is getting something done before winter (32 per cent) while 52 per cent of respondents said renovations are equally aesthetic and functional and 32 per cent said they are mostly for looks.
“Fall is a good time to focus on improvements and repairs for your home, as there are some things that may need to get fixed before winter rolls in,” said Laura Parsons, mortgage expert, BMO. “While the data shows a significant number of Canadians are focused on aesthetic upgrades, it’s important to consider projects that will increase a home’s energy effi-ciency — particularly as the weather gets cooler and energy costs rise.”

>>> Loosely translated, a building envelope is the four walls that you’ve come to call home. Technically, a building envelope encompasses the outer layer of the building that separates the living space from the outdoor environment, both above and below grade. When the wind is blowing and the snow is falling, it’s the building envelope that, more or less, keeps you safe and warm.
When your home is less than warm, it’s often due to a failure in that same building envelope. If you’re home is cold, drafty or has high heating bills – especially on windy days – you could be due for an envelope retrofit. In older homes, air leakage due to poor insulation can rob your home of energy efficiency.
To assess the tightness of your home’s building envelope, you can have a professional home inspector conduct an energy audit on your home. A blower door test will determine the airtightness of your home by pulling air out of the house and lowering the air pressure inside. The higher outside air pressure then flows in through all unsealed cracks and openings. The inspector may use a smoke pencil to detect air leaks, which determine the air infiltration rate of a building.

Dubbed Alberta’s largest tradeshow and conference, BUILDEX, a forum for pro-
fessionals in the design, construction and real estate management industry, is coming to Calgary Nov. 6 and 7.
BUILDEX brings together 4,000 industry professionals over the two days to explore new products, learn from construction and design’s most innovative thinkers, network and gather information.
“Each year, BUILDEX focuses on giving professionals in Calgary’s design construction and real estate sectors the information they need to remain at the vanguard of their industries,” said show manager Paul Maryschak. “BUILDEX is about dis-covering industry trends, exploring new concepts and networking with like-minded professionals.”
The conference will include pan-els speaking to two key projects in the city right now. The architecture keynote panel, Transit Oriented Development: Is Everyone on the Same Page? will be moderated by Urban Strategies partner George Dark and will take a look at how the City of Calgary is working with devel-opers to enhance transit station areas
and what some developers are pro-posing given these opportunities.
This summer saw the continued construction of the west leg of the LRT as well as the opening of two new stations in the northeast, Martindale and Saddletowne. The new stations will support an additional 8,000 or so daily passengers adding to the more than 200,000 Calgarians who make daily trips.
“Investing in transit means invest-ing in a better quality of life, it means investing in air quality, it means investing in better environment, it means investing in less conges-tion and it means investing in social mobility,” said Mayor Naheed Nenshi at the grand opening of the two stations.

A year after the North West Mounted Police created a settle-
ment at the confluence of the Bow and Elbow Rivers and named it Calgary in 1875, the Hudson’s Bay Company set up shop and has been here ever since.
The history of the Hudson’s Bay extends well before those first build-ings were constructed in Calgary. In May of 1670, Prince Rupert, cousin of King Charles II granted the lands of the Hudson Bay watershed to a “Company of Adventurers” including Pierre-Esprit Radisson and Medard Chouart, Sieur des Groseilliers. The two adventures were the first Europeans to delved into the for-est belt of the north, negotiate trea-ties with the Cree, explore the
upper reaches of the Mississippi and Missouri and establish a durable trad-ing pattern, which resulted in the cre-ation of the Hudson’s Bay Company (HBC).
According to hbc.com, the first Calgary post, “consisted of three buildings: a store, a residence for the manager and a cabin for the aboriginal interpreter. The new post was small and supplied from Edmonton House, which had been established in 1795.”
In 1881 when the transcontinental railway was routed through Calgary, the heart of the town moved to the west bank of the
Elbow River. The HBC moved with it constructing a larger single-storey store located on the corner of 8th Avenue and Centre Street.
“It was directly across from its main rival, U.S based I.G. Baker Company,” explained hbc.com. “The first HBC location was occupied until 1891. Meanwhile the original HBC post on the east side of the river was converted to use as a warehouse. Significantly, Chief Factor Richard Hardisty had by then already been relocated to Calgary from Edmonton, an indication of the Company’s assessment of Calgary’s growing importance.”
As the fur trade began to decline
in popularity as the 1800’s came to an end, the Deed of Surrender between HBC and Canada in 1869 saw the company yield its sovereignty over its traditional territories to the newly formed country and the historic trad-ing post became one of the most syn-onymous names in retail. In order to keep up with a continually evolving society and on the advice from an HBC director from Harrods depart-ment store in London, England, the HBC began a modernizing program, which included Canada’s original six department stores in Calgary, Victoria, Vancouver, Edmonton, Saskatoon and Winnipeg. Calgary was the first of these “modern” stores to be built on the corner of 7th Avenue and First Street.
Opening on Aug. 18, 1913, the six-
storey
building was the tallest in the city at the time.
“The new emporium boasted 40 departments, 790 electric lamps, 70 telephones with three operators, 18 wagons and drays, seven motorized delivery vans, a rooftop playground for kids and the famous Elizabethan Restaurant on the sixth floor,” said hbc.com. “Although the population then stood at about 75,000, the store was seen as a huge symbol of confi-dence in the city’s bright future.”
