In the report, which details o� ce vacancy across Canada’s 12 major mar-kets, Calgary posted the most impres-sive improvement since 2010, with office vacancy rates dropping by an incredible 340 basis points (bps) to just 7.2 per cent to the end of 2011.
In comparison, Canada’s next hot-test markets were Vancouver – where vacancy rates fell by 80 bps to 7.6 per cent – and Toronto, where rates fell by 70 bps to 7.9 per cent. Following the Bank of Montreal’s lead, some Canadian banks are
now o� ering fi ve-year fi xed-rate of just 2.99 per cent – the lowest rate ever o� ered for such a popular term in Canada.
Since announcing the rate in mid-January, other banks have begun to follow suit, including Royal Bank, while TD Canada Trust and Scotiabank are now o� ering a similar rate for four-year fi xed-rate mortgages.
The announcements come alongside the news that Canadians have set a record for household debt. According to the Bank of Canada, the debt burden has exceeded levels in the United States and the United Kingdom. The ratio of debt to per-sonal disposable income is now more than 150 per cent, and Bank of Canada Governor Mark Carney has issued a warning to Canadians to be cautious with their spending.
“We might appear to prosper for a while by consuming beyond our means. Markets may let us do so for longer than we should,” said Carney in a December speech. “But if we yield to this temptation, eventually we, too, will face painful adjustments.”
The Bank of Canada recently announced they would maintain the target for the overnight rate at one per cent, however a recent story in the Financial Post suggests that changes could be on the way if Canada’s housing market continues to escalate. According to the story, changes could include condo fees being included in consumer debt assessments and reducing the maxi-mum amortizations to 25 years
2012 is going to be a busy year for Calgary’s East Village.
On April 1, the Calgary Municipal Land Corporation (CMLC) along with FRAM+Slokker and Embassy Bosa are opening the East Village Experience Centre, a sales and marketing centre located on the corner of Riverfront Avenue and Confl uence Way.
“The East Village Experience Centre will educate interested Calgarians and future residents on the vision of East Village and will showcase the residential homes and product styling’s of the area’s pioneer-ing developer partners,” said a CMLC outlook statement.
The centre will include the fi rst two condominium projects by FRAM+Slokker and Embassy Bosa to be built in the area. Embassy Bosa’s Fuse will be a 19 storey, 203-unit residential tower while First by FRAM+Slokker is an 18 storey tower with 191 units.
Starting this March, construction will begin on a new pedestrian and cycling bridge to St. Patrick’s Island and Bridgeland with a completion date scheduled for Fall 2013. This construction will also begin on two public squares, the Fifth Street Square and Celebration Square starting at the end of the year once designs are completed.
Phase 3 of RiverWalk will be intro-duced as well this year comprised of about 400-metres of walkway behind Fort Calgary following the Bow and Elbow Rivers to Ninth Avenue S.E.
And the East Village arts scene will continue to make a name for itself as the CMLC will unveil Art in the Public Realm, a series of initiatives includ-ing permanent installations including a partnership with Calgary 2012 to showcase local artists.
Compared to the previous month, Canada saw very little change
in the number of people receiving Employment Insurance (EI) ben-efi ts in November 2011 according to Statistics Canada.
However, in Calgary, the number of people receiving EI benefi ts fell a sub-stantial 41.7 per cent to 6,900 people in November while Edmonton fell 37.7 per cent or 7,700 people. Calgary and Edmonton were among the largest decreases in Alberta as well as Grand Prairie, Cold Lake, Red Deer and Lethbridge.
The province had 24,450 people in total receive benefi ts in November 2011 compared to 39,410 in 2010. Of 2011’s numbers, 1,910 were under 25 years of age, 17,330 between the age of 25 and 54 and 5,220 were 55 years and older. 13,480 benefi ciaries in Alberta were men and 10,980 were women.
As of November, 238,300 people in Canada claimed EI benefi ts, between November 2010 and 2011, the number
of people receiving benefi ts fell 18.8 per cent or 108,200 people. The Maritimes saw small decreases of 2.7 per cent in Prince Edward Island, 1.6 per cent in Nova Scotia and 1.6 per cent in Newfoundland and Labrador while Ontario saw a decrease of 1.8 per cent.

According to Avison Young, vacancy rates in Calgary are expected to decline even further, with that number expected to decrease another 200 bps to 5.2 per cent in 2012.
In December 2011, for the fourth straight month, home sales in
Canada increased according to a report from Scotiabank.
Total sales across the country were 456,749 units, a two per cent gain over 2010. Canada’s record-breaking year came in 2007, when there were 521,059 homes sold.
In Calgary, 22,466 homes were sold in 2011 compared to 20,996 in 2010. Of the last six years, 2006 had the highest number of sales in the city with 33,027 units sold. According to the report, 2011 had the highest aver-age home price in Calgary ($402,851) since 2008 ($405,267).
Out of the more than 450,000 homes sold in 2011, 53,146 were sold in Alberta at an average price of $355,808. The lowest average home price posted was in the Atlantic prov-inces at $201,009 while the highest was British Columbia at $561,304.
The Scotiabank report stated the resale market remained in ‘balanced territory’ for the month of December with the month’s supply of inventory
in Canada standing at 5.8.“Historically low interest rates
remain a powerful draw for Canadian homebuyers and real estate inves-tors,” the report said. “Nonetheless, we expect the weakening trend in employment growth since the last summer could moderate demand somewhat in the coming months. With market conditions largely bal-anced, look for average home prices to be fairly fl at in the year ahead.”

Housing in Calgary is ‘moderately a� ordable’ according to the
eighth annual International Housing A� ordability Survey.
The survey includes 325 cities across the world including Canada, Australia, Hong Kong, Ireland, New Zealand, the United Kingdom and the United States. Countries were ranked by a� ordability in cor-relation with median house prices and median income.
Calgary ranked 206 in international a� ordability, 42nd in major market a� ordability and 26th in national a� ordability with a median house price of $353,700 and median income of $91,400.
The survey ranked Canada on the whole as ‘moderately una� ord-able’ with a median multiple of 4.6 in metropolitan markets and 3.4 overall. Calgary’s median multiple was 3.9. Smaller, more a� ordable markets in Canada included Windsor (2.2), Moncton (2.5) and Yellowknife (2.9). According to the survey Canada was the third most a� ordable nation behind the United States and Ireland.
Edmonton earned the title of the
most a� ordable major market in Canada with a median multiple of 3.5 followed closely by Ottawa-Gatineau with a median multiple of 3.7.
Vancouver was named the second most una� ordable market in the
survey with a median multiple of 10.6 second only to Hong Kong. Also considered ‘severely una� ordable’ were the British Columbian markets of Abbotsford (7.0), Victoria (6.6) and Kelowna (6.6).

From February through April, the City of Calgary will be conducting Green Cart Pilot Public Open House in: Cougar Ridge, Southwood, Brentwood and Abbeydale. Currently, food and yard waste makes up nearly 60 per cent of residential garbage going to landfi lls for disposal, and represents the biggest opportunity to achieve Council’s goal of diverting 80 per cent of waste from landfi lls by 2020 for the residential sector. “We applaud the introduction of the MLS® HPI,” said CREB® president Bob Jablonski. “It may take awhile for everyone to adjust to its use and for the data to develop, however, it will be a terrific measuring tool for consumers and real estate practitioners alike.”
The MLS® HPI is calculated using a statistical model that estimates home prices based on their quantitative and qualitative features.
The quantitative and qualitative features mentioned include number of rooms above basement level, num-ber of bathrooms, whether or not the property has a fireplace, parking, heating, flooring and roofing types, what sorts of views the property has, whether it’s been sold previously, the age of the property, parking and prox-imity to schools, hospitals, transporta-tion etc.
Once those features are valued, a benchmark price is formulated for the property. Benchmark homes are homes that have a di�erent set of attributes typical to the area it’s located. Di�erent benchmark homes will be unique from one area to the next, for example a benchmark home in Citadel would be di�erent from one in Mount Royal.
Benchmark prices are determined by taking the values determined by the benchmark home model and applying it to typical homes in the same area.
“The value of these attributes is generated based on geographical groupings where the sales that have occurred are similar to each other,” the release states.
“We are sure that economists, employers and relocation companies look forward to this improved data,” Jablonski said. “There is a market for well-priced listings. The MLS® HPI will be well received by our member-ship as it helps members to price for value.”
According to the Teranet House Price Index, there are 415,605 occu-pied dwellings in Calgary, of which 74 per cent are owned and 26 per cent are rented. The city holds 278,235 one-family households, 8,265 multi-family households and 129,105 non-family households.

Mayor Nenshi and The Calgary Heritage Authority (CHA)
recently presented plaques to three of Calgary’s historically significant sites.
The plaques are presented bien-nially to sites of historical sig-nificance to Calgary’s development. Evaluations are based on the signifi-cance of the architecture, history and context of the sites.
“The plaque program allows us to recognize important heritage sites throughout Calgary and share the sto-ries of special places in our neighbour-hoods,” said Scott Jolli�e, Chairman of the CHA. “When people know about places in their communities, they often feel more connected to them and rec-ognize their value and importance in making their communities unique.”
The three sites awarded with plaques this year included the Earl Grey Elementary School, King Edward School and Cli� Bungalow School – all located in southwest Calgary.
Opened in 1968, Earl Grey Elementary School was one of five other schools constructed in Calgary that year due to growing enrolment in the post-war, baby boom era. The school was designed by the well-known Calgary architect Bill Boucock, who also designed the Royal Tyrell
Museum in Drumheller. The exterior design was modern and used innova-tive techniques and materials for its time. The interior incorporated an open-area classroom layout, a novel philosophy for elementary schools during the 1960s and 1970s.
Built in 1912, King Edward School was constructed using rock-faced sandstone originally included 19 classrooms, a large ground-floor audi-torium and separate entrances for the
boys and girls. Given structural crack-ing and safety concerns, the west wing of the school was partially dismant-led in 1978, using much of the original sandstone in the reconstruction. The school was closed to students in 2001 due to declining enrolment in the area.
Cli� Bungalow School is one of several bungalow-style schools that were constructed between 1913 and 1920. The modest design was adopted
as a cost-e�ective alternative to the earlier sandstone schools. This rough-textured brick building originally had four symmetrical classrooms, a teach-ers’ o®ce in the attic and play areas in the basement.
There are currently more than 650 places listed on the city’s evaluated historic resources - although many have since been demolished. The current evaluation system is based on nine criteria of historical significance
including style, design, construction, landmark/symbolic value, material and workmanship.
CITY RECOGNIZES THREE NEW HISTORIC SITESHERITAGE
Built in 1920, Cliff Bungalow School is one of several bungalow-style schools that were constructed between 1913 and 1920. The modest design was adopted as a cost-effective alternative to the earlier sandstone schools.

Glenmore South to update Crowchild Trail’s 1978 plan and align it with the 2009 Calgary
Transportation Plan.
“An average of 106,000 Calgarians use this corridor to get where they are going every week day,”
said Julie Radke, senior transportation engineer with The City of Calgary in a release. “We want to hear
from all users regardless of what mode they use to travel through the area. We will incorporate their
feedback into our planning study.”

West of Calgary on the Trans Canada Highway is an out-door treasure trove of majes-
tic mountains, scenic hiking trails and a modern, yet rustic, style of living.
Nestled under the watchful eye of the Three Sisters Mountain range, the town of Canmore is home to a popu-lation of 12,317 permanent and 5,982 non-permanent/second homeowners according to the Town’s website.
Named by Canada Pacifi c Railway employee, Donald A. Smith, Canmore has come a long way from its 1884 ori-gins. The town would make its mark in the mining industry with Canmore Mines Ltd. before its closure in 1979. Canmore next made it’s mark on the map with the arrival of the 1988 Olympics in Calgary, with the small town playing host to the Olympics’ Nordic events.
Today Canmore is a bustling com-munity full of veteran locals and young outdoor adventurers.
“It’s an interesting community to live in for sure,” said Hamish MacLean, edi-tor of the Canmore Leader newspaper and three-year resident of the town. “It’s one that sort of seems to balance a number of di� erent demographics . . . (for example) the old school locals who remember when the mines were open.
Another demographic MacLean mentioned is the 20-40 crowd, some just starting families, some single. “They’re very talented individuals who don’t necessarily spend all their time here but sort of become part of the community in their own way.”
An hour west of Calgary and 20 minutes east of Banff, Canmore is a veritable smorgasbord of outdoor opportunities for adventurers of all ages. In the summer there’s hikes mere minutes away and in the winter the Ski Big Three resorts of Sunshine Village Resort, Mt. Norquay and Lake Louise Ski Area and Mountain Resort are a quick trip down the Trans Canada Highway.
“I would say there’s a wide variety of things that go on but its very sort of outdoor culture,” MacLean said.
“Getting outside is a big part of the life-style here for sure.”
While skiing and hiking and other outdoor events such as the Canmore Winter Festival are popular draws, Canmore is also a great musical venue according to MacLean.
“There are a couple of venues in town and in Ban� that actually draw some credible music performances,” he said. “It sort of feels sometimes like it’s both a small town and really cosmopoli-tan, you have that mix.”
As far as homes in Canmore, 33.64 per cent of houses in the town are sin-gle-family, followed by 23.69 per cent in apartments and 20.39 per cent in town-houses of which 39.66 are owned, 25.71 per cent are non-permanent and 22.41 per cent are rented according to the Canmore Census 2011.
The census also covered employ-ment in Canmore. The highest employ-ment rate is in the accommodation and food sector at 17.14 per cent (more than likely stemming from the town’s popu-lar tourism) followed by personal ser-vices, 11.77 per cent and construction at 10.16 per cent.

Despite ongoing developments of retail space, Calgary’s retail market
decreased from 2.5 per cent vacancy to 2.2 from the second to third quarters of 2011 according to the Retail Space Market Review by Barclay Street Real Estate Ltd.
“Even with over 10 million square feet of new retail developments on the go, vacancies are projected to remain compressed over the medium term as the market waits for new construction to come on-stream,” stated the review.
Taking Calgary’s 2.2 per cent vacancy rate, the report breaks down the vacancy rates of seven regions within the city; northwest (1.3%), cen-tre north (3.3%), northeast (1.7%), downtown (3.9%), southwest (1.2%), southeast (6.6%) and south (1.5%).
Aside from the new developments in the works, Calgary boasts over 37 million sq. ft. of retail space. When the retail chain Blockbuster Video went into receivership in May 2011 — a downfall attributed to alternate view-ing options such as mall DVD kiosks and services such as Netfl ix — two mil-lion square feet of space was added to the Canadian retail market.
In Calgary, “vacant Blockbuster space will be welcomed into the market as increased demand for retail space and compression in retail vacancy across Canada takes hold,” stated the review. On 17th Avenue S.W., the for-mer video stores have been trans-formed into a Sleep Country and Servus Credit Union.
The review states concern that Blockbuster locations at around 5,000 sq. ft are too large for smaller retail-ers and too small for larger retailers however; prospective tenants could include fitness centres, yoga studios and restaurants.
Slated retail developments for the city include — in the city’s northeast — four million sq. ft of space at the Airport Business Park, 700,000 sq. ft in Polelands and 1.5 million sq. ft in Stonegate Landing. In the city’s north-west, Bingham will see 700,000 sq. ft, Evanston Town Centre will see 136,000 sq. ft and Sage Hill will see 1.2 million sq. ft. In the southeast developments include 1.8 million sq. ft in Seton and 150,000 in Stampede Trail while in the southwest Canada Olympic Park will see 520,000 sq. ft of development and Silverado Market Place will see 126,000 sq. ft.
Demand in Calgary’s Beltline district is expected to continue to benefi t and
increase for retailers with the opening of several new restaurants and eateries as well as condominium developments including Grosvenor Americas on 15th Avenue and Seventh Street S.W. and Balboa’s Keynote project 11th Avenue and First Street S.E.
Proof of the city’s booming retail market is evident in recent sales fi g-ures released by Chinook Centre. The mall had an excellent year in retail sales earning about $700 million in total sales, a 40 per cent increase over 2010’s numbers according to a story
printed in the Calgary Herald. The increase has been attributed to several factors including the mall’s 180,000 sq. ft expansion and addition of retailers such as Victoria’s Secret and Ti° any & Co.

Born in Toronto, I went all through northern Ontario, went to the east coast had a lot of fun, learned lots then got into the collection agency business, did that for 14 years, got transferred from Toronto to Regina, Saskatchewan, then from Regina to Calgary. Then in ’87 I decided I’d had enough of that and I wanted to do something dierent and more positive and I always liked looking at houses and enjoyed sales so I thought why not (real estate)?

JABLONSKI It’s probably the location of the mountains (and) head o�ce for a lot of corporate oil and gas companies but the diversity that it brings, the culture, the ethnicity . . . the wonderful unpredictable weather – it’s great. The strength is it’s a growing, large community yet it’s also very small in some respects.
CREB® WHAT ADVICEWOULD YOU GIVE SOMEONE THINKING OF MOVING TO CALGARY?
JABLONSKI I would recom-mend first o, make sure they get their ducks in order and get qualified as to what they can comfortably aord – never overspend. And then,
hook up with a REALTOR® who will give them really good advice and ask lots of questions. And, be ready.

JABLONSKI Great places to eat. It’s so large of a city you always find lots of great places to eat (with the) restaurants and the cultural diversity and again, the wide variety of people that live here and provide wonderful meals.
CREB® WHAT’S YOUR FAVOURITE WAY TO SPEND A DAY OFF IN AND AROUND THE CITY?
JABLONSKI With my wife. We like to do things together so we plan date nights when we can and if it’s not with my wife I like to play golf in the summer and I really enjoy playing poker. I used to coach baseball for 17 years, I don’t do that anymore but I may get back into it when I retire . . .. I’m very competitive; I play pool competitively once a week.
CREB® WHAT’S THE MOST IMPORTANT ROOM IN YOUR HOUSE AND WHY?
JABLONSKI The most important room is probably our relaxation room, which is the master bedroom. It’s, in our particular house, like a suite and we’ve got . . . a nice mounted plasma TV, we’ve got speakers in the ceiling, spacious, it’s like being in a hotel suite. We just love
it because at the end of the day we can just relax, watch TV together or just chat and have good nights sleep.
CREB® WHAT WOULD YOU SAY THE BIGGEST ISSUE IS IN THE CITY?
JABLONSKI The cost of parking.
CREB® WHAT DO YOU THINK THE BIGGEST TREND IN REAL ESTATE WILL BE IN THE NEXT TEN YEARS?
JABLONSKI I think that the biggest trend is the consumer will realize they need a closer relationship with their REALTOR® because the REALTOR® is now the trusted advisor of all the information. The consumer is bombarded daily with blogs, with websites, with tweeting, with Facebook, statistics, media – it’s just information overload and they need somebody to disseminate that and say ‘Okay, here’s what’s happening in the area you’re interested in or your community,’ depending if you’re buying or selling. They can give you the true pulse of what’s going on in that community and they can disseminate the information for you so you can make an informed decision and that’s what a trusted advisor does, so a REAL-TOR® is no longer a sales person, he or she is an actual real human being that gives you good information you can make good choices with and that’s extremely valuable because you’re talking probably your biggest investment.
CREB® DO YOU HAVE A FAVOURITE BUILDING IN THE CITY?
JABLONSKI Any old heritage building, I love the old architecture. I love
looking at the Public Library, Stephen Avenue, some of the buildings there, some of the schools, just amazing. The beautiful sandstone, the rock – it’s fantastic.
CREB® WHAT’S ONE KEY TO A GOOD COMMUNITY?
JABLONSKI I think, a strong sports-orientated facility for children. My daughter played all kinds of sports. She played University of Calgary basketball for four years. My son was a very good baseball player – he was actually drafted by the Chicago Cubs back in 2000 and went to university down in the states and got a scholarship. Growing up, when
you’re involved in sports, the chance of getting in trouble diminishes a lot, you become good citizens (and) good people. Kids love to play and they love to be competitive and you can teach them so many skills in life. If a community has those facilities or has baseball leagues or soccer leagues or basketball leagues, at an early age, it’s wonderful, that makes the commu-nity to me.
CREB® WHAT’S THEBIGGEST CHANGE IN THE INDUSTRY SINCE YOU STARTED?
JABLONSKI Technology and soc- ial media. But again, it’s a people bus- iness and how you get to meet the person; you still have to sit down face to face with them. All that other stu gets you there — though maybe with more information — but technology definitely has changed, and social media.
