omy has unfolded broadly as stated in its July Monetary Policy Report with economic expansion in the United States gradually progressing, Europe in recession and growth slowing more than expected in China and other emerging economies.
The bank projects the economy will grow by 2.2 per cent in 2012, 2.3 per cent in 2013 and 2.4 per cent in 2014.
“Core inflation has been lower than expected in recent months, reflecting somewhat softer prices across a wide range of goods and services,” said the bank. “Core inflation is expected to increase gradually over coming quarters, reaching two per cent by the middle of 2013 as the economy gradu-ally absorbs he current small degree of
slack, the growth of labour compensa-tion remains moderate and inflation expectations stay well-anchored.”
Stories include a sighting of a woman changing a baby in one of the upstairs rooms of the house. When the park visitor, who assumed the woman was a costumed interpreter inquired who the woman and the baby were, they were informed the park doesn’t have interpreters in rooms.
Another story of Prince House includes sightings of the third floor lights in the house at night. The home however, doesn’t even have light sockets on the third floor with the only work-ing light in the building in the dining room.
“Mostly though, it’s the presence of a woman that people feel,” said Munro. “My experiences here have just been with things like cameras and tape recorders that just stop working for no reason.”
The reason for the frequent sightings of a woman in Prince House could be attributed to the fact Prince had four wives. He lost one to diabetes, one to tuberculosis and one to cancer. His fourth wife Emily survived Prince by 19 years passing away in 1944.
Leaving the historic confines of Heritage Park, there’s no shortage of haunted sites dotted throughout the city. Johanna Lane has been running Calgary Ghost Tours from the last six years. The tours run from May to November with the Halloween season attracting “huge” crowds and requir-
ing five to 10 tours a night. Lane spoke to some of the more haunted sites in Calgary.
“There’s the Suitor House in Inglewood where a young lady who lost her husband still stands on the balcony and waits for him to come home,” she explained. “She died of a ‘broken heart’ not long after he was killed.
“There’s old City Hall where a woman haunts the rooms that used to be the jail cells and where former security guards have reported hearing some-one walk down the halls, but nobody has entered the building.”
Lane also mentioned the James Joyce on Stephen Avenue where patrons have reported a woman haunting the downstairs bathroom;
reports of gun and cannon fire in the basement of Western Canada High School on 17th Avenue S.W. which was once used as a training site with a gun range in the basement for young men going off to war and a young boy who pushes people out of the way on the stairs and a woman in white in the attic window of Deane House.
“The woman in white could be any one of numerous people including Superintendent Richard Deane’s first or second wife or a couple of women who lived in the house while it was the Gaspe Lodge,” she said.

The City of Calgary Development & Building Approvals in
partnership with the Calgary Fire Department are conducting a suite safety pilot on 50 of the city’s exist-ing suites.
The objectives of the pilot include seeing if the 50 suites have relevant permits, have the correct land use designation and are up to Alberta Fire and Building Code standards. The City will then assist property owners through City processes to bring their suites up to compliance if possible.
“We want to continue to educate homeowners with suites on the importance of providing safe and legal accommodations to tenants,” said Kevin Griffiths, chief building official and manager of Building Regulations. “The City wants to be proactive about ensuring suites are compliant.”
Homeowners whose suites have been marked as one of the 50 will receive letters from The City in a phased notification system already underway. The letter explains the pilot, why their suite has been selected and The City’s expectations moving forward.
Tenants affected will receive a notification on their door informing them the suite has been selected, that their landlord has been informed and that they can go to the City’s website or call 3-1-1 for more information.
The pilot will run until April 2013.

In a Housing Confidence report released by BMO, 46 per cent of
Canadian homeowners intend to buy a property in the next five years.
The intentions signal a high level of confidence in the Canadian hous-ing market. An increase in process how-ever, could change the minds of potential buyers.
“The fact that 46 per cent of Canadian homeowners intend to buy a property in the next five years implies that Canadians are feeling confident in the current real estate market environ-ment,” said Martin Nel, vice president of Lending and Investments. “However, that certainty is tempered, given the adverse effect moderate increases in home prices and mortgage cost would have on the average homeowner.”
The report also found 72 per cent of households polled would feel a signifi-cant strain if they were to experience a modest increase in monthly mortgage payments such as one caused by an increase in interest rates.
“Rising debt and elevated house prices have increased the vulnerability of a meaningful number of households and their financial situation will worsen if interest rates increase even moder-
ately,” said Sal Guatieri, senior econo-mist, BMO Capital Markets. “With rates likely to remain low for some time, the
recent tightening in mortgage rules will help to cool credit growth and the hous-ing market.”

While home sales in Calgary decreased slightly at the end
of the summer, ATB’s economist Will van’t Veld says it’s hardly anything to worry about.
“Unlike the large decline in sales activity in Vancouver and Toronto, the slight drop in Calgary appears to be mostly seasonally driven, the mar-ket action’s typically being highest in the spring and lowest in the winter,” he said.
Residential sales in the city hit 2,104 in September, a seven per cent decrease compared to August 2012 but a 14 per cent increase over September 2011.
“A big factor this year has been the jump in interprovincial migration,” said van’t Veld. “As of the second quarter of 2012, Alberta had seen a net increase of over 20,000 inter-provincial migrants—who all need places to call home. This is more than the previous three years combined, and puts 2012 on pace to record boom time level migration numbers.”
As Alberta sees an increase in
population, Kavcic said it’s current growth rates could soon see Alberta overtake British Columbia as the third most populous province in Canada.
“The gap between the population of B.C. and Alberta peaked in 1997 when our west coast siter province reached 3.95 million—almost 1.2 million more souls than those living in Alberta,” said ATB Economist Todd Hirsch. “But since that point, Alberta’s population growth has shifted into high gear. B.C.’s growth on the other hand, has been slower.”

Investment in Calgary’s non-residen-tial building construction increased
9.7 per cent between the third quar-ter’s of 2011 and 2012 according to Statistics Canada.
The third quarter of this year saw more than $900 million invested compared to just over $880 million in the second quarter. Nationally, invest-ment in non-residential building construction increased 0.6 per cent from the second quarter the third for a total investment of $12.1 billion.
Calgary was joined by Montreal and Vancouver as the top three investment increases in Canada for the third quarter. National com-mercial investment increased one per cent in the third quarter of 2012, the fourth consecutive quar-terly increase.
“The gain in the third quarter mainly reflected higher spending in the construction of retail and wholesale outlets, warehouses and restaurants in eight provinces,” said a
Statistics Canada report. Calgary’s increase does not
however reflect that of the province where commercial investment is concerned. In Alberta, there was a 2.5 per cent decline for the third quarter following nine consecutive quarters of growth.
Industrial investment increased six per cent with the largest increases attributed ot Ontario (7.2 per cent) and Alberta (eight per cent).

Ridge has been transforming their home into a veritable cornucopia of Halloween scares while raising money for a good cause.
“It started just as a way to keep kids entertained on the street and then within the first couple years I was known at the school as a witch,” said Myrna Campbell laughing. “Every year it grows bigger and bigger and more and more. More elaborate, more details.”
So elaborate that the Campbell’s haunting efforts last year included the addition of what Campbell calls “Universal Studios-style” animatronics including a monster that grows from 12 to 20 feet with a 13 foot wingspan.
“Each year it just grew and grew and then we decided, ‘we’re getting hundreds of people coming through, let’s start doing something else’,” she
said. “So we started collecting food for the food bank and then we’re very involved with Oops-A-Dazy animal rescue so we wanted them to benefit from it as well but we also didn’t want to give up the food bank so we do both. Our goal for this year is $10,000 for Oops-A-Dazy and 10,000 pounds of food for the food bank.”
This year’s theme for the haunted house is Haunted Calgary: Outbreak. The scenario includes a mind-altering pathogen that has taken over the planet. Add a mad scientist who tests himself with a virus, an aggressive dis-ease, zombies and a grad student who finds an antidote for a scary Halloween adventure recipe.
With the increased number of visitors the family receives, including people from Edmonton, Strathmore and beyond; this year’s haunting will run Oct. 27, 28 and 31st. The Campbell’s start planning for their next Halloween extravaganza as soon as the current Halloween ends. The homes set up takes about 800 hours to complete and includes the volunteers efforts of 40 volunteers for each of the three nights and 50 volunteers coming from the food bank, Oops-A-Dazy and the com-munity helping out with other things.
Drawing about 7,000 people a year brings a lot of traffic into the haunted house’s neighbourhood, but the increase in visitors hasn’t irked many
of the communities residents.“The (neighbours) on our block
have all been very supportive,” said Campbell. “Making donations and things, helping out, the neighbours next door own Northland Subway so they’re donating Subway sandwiches to feed our volunteers so things like that really help.”

When looking for a good carving candidate, be sure to check all sides of the pumpkin before purchasing to make sure there are no soft spots or mould. It’s also a good idea to set the pumpkin on a flat surface to ensure it will stand upright. When looking for carving ideas, a great place to start is www.zombiepumpkins.com. For a small fee, the site offers nearly 300 stencils along with instructions on how to get the most out your gourd.
ghostsNext to the time honoured tradition of adorning your home with an eviscerated vegetable, strewing up the odd spirit here and there is another great way to make your yard a little more supernatural. For those wanting to take a more DIY route from the ready made inflatable and wooden cut-out versions available in stores, spirits can be conjured up from household materials. For the apparition itself, cheesecloth or white sheet can be a good substitute. To give your ghost a skeleton of sorts, attach a dowel or two yardsticks to a broom handle, and insert into the ground. Stick a foam ball onto the top of the broom handle, cover with the cloth and attach to a tree with fishing line. To craft a ghoulish grimace, cut eyes and a mouth from black cloth or construction paper and glue on.

cobwebsIf you’ve ever watched any decent ghost stories, you’ll know that haunted houses and cobwebs go together like Halloween candy and stomach aches. Perhaps the simplest of all Halloween crafts, quality cobwebs can be made using nothing but plain old cotton balls. To give your yard or home that classic haunted house look, gather up any unused cotton balls or purchase a bag of fake stretchable cobweb material and string to maximum effect. To add a little gore to your webs, attach the odd plastic spider, bat or severed limb as needed. If using any candles, ensure that webs are kept clear of the flames.
1. Find a pumpkin that is big enough to fit the pattern.
2. Create a lid in the top of the pumpkin, cutting at an inward angle so your lid won’t fall inside.
3. Remove most of the seeds and strings with your hands, then use a scoop tool or big spoon to scrape the inner walls of the pumpkin where the design will be.
4. After cutting out the pattern, trim off the excess paper around the design, and tape the pattern securely to the pumpkin.
5. Using a poker tool or push pin, poke holes (just enough to pierce the paper and pumpkin skin) along the lines of the pattern.
6. Begin sawing (up and down motion) following the lines. To keep the surface stable as you carve, try to cut out the small pieces first, and work your way from the middle outward.
7. Light a small candle and place it inside your pumpkin. Enjoy!

condos continue to be a big draw for Calgary buyers. According
to the latest numbers from CREB®, Resale totals for condo apartments grew to 276 deals last month, up 17 per cent from 236 last year, with sales in both apartment and townhouse con-dos increasing last month compared to the same time in 2011.
Demand for condos in the Calgary market comes in stark contrast to Toronto, where condo sales plunged 20.5 per cent in the third quarter of the year, despite a 6.5 per cent rise in new listings.
By the end of the third quarter con-dominium apartment sales in Calgary totaled 2,759, a 10 per cent increase over the previous year. Sales activity in the city has generally outpaced the level of new listings, helping reduce total inventory levels.
In a recent report from BMO, economist Robert Kavcic singled out the Calgary market as Canada’s top performer.
“Activity is improving thanks to ris-ing demand (strong population and income growth) and a gradual draw-down of the excess supply put up dur-ing the prior (2005-07) boom,” said Kavcic in report from the bank. “Prices measured by the MLS® Home Price Index (HPI) were up 6.5 per cent year-over-year in August, and have regained about half of the declines seen during the recession, and conditions are on the cusp of a sellers’ market.”
Kavcic continued by noting the rel-ative affordability in the Calgary mar-ket, pointing out that average home prices in the city are “little more than four times median income” compared to 6.5 times in Toronto and 10 times in Vancouver.
Offering even more affordability for those looking to enter the hous-ing market for the first time, the benchmark prices for an apartment- and townhome-style Calgary condos in September sat at $249,300 and $277,700, respectively. In comparison, the benchmark price of an apartment-style condo in Vancouver in September was $368,600.
A benchmark home price is esti-
mated using the MLS® HPI model, and are based solely on the specific attri-butes of a benchmark home. Because of that, it is more restrictive than the index, which is based on a broader set of properties in each housing category.
In addition to the number of con-dos that changed hands during the year, builders have also been busy adding more choices prospective buy-ers. Residential building permits were up in September for townhomes and apartments in Calgary, a reflection of the demand in the sector.
“New home construction in Calgary remained elevated in September, with gains reported in both the single-detached and multi-family sectors,” said Richard Cho, CMHC’s Senior Market Analyst for Calgary. “Multi-family starts have reported the stron-gest increase to date, due largely to gains in apartment construction.”
Multi-family starts, which include semi-detached units, rows and apart-ments, totalled 471 units in September, up 20 per cent from a year earlier. Year-to-date, builders started 5,523 multi-family units compared to 2,468 units during the same period in 2011.

despite slower growth and a global eco-nomic downturn, the Calgary Chamber is
predicting Calgary and Alberta will continue to lead the country in economic growth in 2013.
“The risks of a global downturn are now higher than they’ve been since 2008,” said Calgary Chamber chief economist Ben Brunnen. “But despite the weakened global economy, Calgary and Alberta will continue to be the envy of the country in the year ahead.”
The Chamber’s Economic Outlook predicts Calgary will close out 2012 with four to 4.2 per cent GDP growth. While not as strong as the previous year, Calgary and Alberta will also continue to lead the country in economic growth in 2013 with GDP growth once again reaching upwards of four per cent.
Brunnen also had some advice for Calgary business owners during his talk at the Risk Management Association economic panel.
“In this heightened risk environment, eco-nomic fortunes may change on a monthly basis and successful businesses will be those that
maximize resiliency,” he said. “Business can prepare by diversifying their low-cost credit providers, exercising caution in expansion plans, and offering flexibility as well as custom-ized products.”
The good news from the Calgary Chamber comes on the heels of positive numbers from Statistics Canada showing consumers in Alberta hit another record high in August with retail spending of $5.76 billion—up 0.4 per cent month over month.
“Comparing the first eight months of 2012 with the same period last year, total sales are higher by nearly nine per cent,” said ATB economist Todd Hirsch. “Even if you strip out the 2.5 per cent population growth and the small amount of price inflation in the province, the increase is still significant.”
In a recently released commercial investor report from RE/MAX, the city’s commercial sector was singled out for the increase in U.S. and big box retailers.
“Consumer confidence remains high, given the city’s and province’s solid economic footing, which continues to be bolstered by a robust oil sector,” said the report. “Most segments of the market are active, with the retail, office and investment components particularly busy.”
